HELLO, PETER BRASSFORD, DIRECTOR OF SPECIAL PROJECTS, UM, AS YOU KNOW, REAL ESTATE, UM, AND SORT OF REDEVELOPMENT HAPPENS UNDER MY PURVIEW.
SO I'M HERE TONIGHT TO JUST GIVE YOU A BIT OF HISTORY ABOUT THE PLAINTIFF AND CENTER.

UM, WE ALSO DID A PART OF THE RFQ FOR THE HOTEL PREVIOUS, UH, RFQ WAS, UH, WE DID A MARKET ANALYSIS FOR BOTH THE RETAIL AND THE HOTEL ITSELF AND HOW IT WOULD AFFECT AND BENEFIT THE PLANO CENTER.
AND SO IT CAME OUT WITH SOME RECOMMENDATIONS ON HOTEL SIZE AND WHAT RETAIL WE WOULD NEED TO SUPPORT THE CENTER.
UM, BOTH OF THOSE THINGS ARE KEY TO KEEPING THE PLANO CENTER, UM, UH, VIBRANT AND, UM, A GOOD PLACE TO HAVE YOUR EVENTS.
UM, WE HAVE SOME BASELINE SCENARIOS AND AN OPTIMAL SCENARIO, UM, RATHER THIS IS 300 ROOMS IS A REALLY KIND OF BIG HOTEL.
UM, AND SO ONE OF THE THINGS WE'LL BE ASKING YOU IS ABOUT THAT.
AGAIN, THEY DID A RESTAURANT AND YOU SEE IT'S ABOUT 12,000 SQUARE FEET ALTOGETHER, OR ABOUT 15,000 SQUARE FEET OF RETAIL AROUND A GREEN SPACE.
THIS GIVES, UM, CONVENTION GOERS SOMEPLACE TO GO EAT EITHER LUNCH OR DINNER, UM, HAVE THE HOTEL.
AND SO THIS IS REALLY ABOUT MAKING, UM, THE PLAINTIFF'S CENTER MORE VIBRANT AND FULL SERVICE AND KEEPING AND ATTRACTING BIGGER AND CONVENTIONS.
UM, SO WE ALSO HAVE THIS SINGLE FAMILY LAND, UM, AS YOU KNOW, HOUSING, UM, AND SPECIFICALLY SMALL LOTS, WHICH WE'RE TALKING ABOUT TOWN HOMES WOULD BE, UM, IS DESIRABLE, ESPECIALLY IN THIS NEIGHBORHOOD.
AND SO WE'RE TALKING ABOUT WOULD IT BE THE RIGHT TIME TO DO THAT, UM, AND THEN USE SOME OF THIS MONEY TO DO THINGS LIKE PARKING GARAGES FOR THE PLAINTIFF'S CENTER AS WELL.
SO ALL OF THIS IS, UM, WE WOULD KEEP THE MONEY THAT WE WOULD FOR THE SALE BACK INTO THE PLANO CENTER.
NOT NECESSARILY FOR, UH, EXPANSION AT THIS POINT, BUT CERTAINLY FOR PARKING GARAGES IN THE FUTURE.
AGAIN, THE, THE STUDY COMES OUT THAT PLANO CENTER COULD USE A PARKING GARAGE THAT WOULD ATTRACT BIGGER AND BETTER, UM, CONVENTIONS AS WELL FOR THAT, WITH THAT PURPOSE.
UM, ONE OF THE THINGS THEY COULD DO IS ACTUALLY OFFER OF VALET PARKING, WHICH APPARENTLY IS IMPORTANT FOR CONVENTIONS.
SO WE HAVE SOME QUESTIONS FOR YOU TONIGHT ON THE HOTEL.
UM, ALTHOUGH THE STUDY SAYS 300, WE COULD DO IT IN PHASES.
ARE YOU COMFORTABLE WITH SOMETHING LIKE THAT? UM, AND ARE WE, ARE WE PREPARED TO ACCEPT A SLIGHTLY SMALLER FIRST PHASE HOTEL? UM, AND THEN WOULD YOU BE COMFORTABLE PUTTING OUT AN RF, A REQUEST FOR BIDS TO SELL THE LAND AS OPPOSED TO THE GROUND LEASE? THE SALE I HAVE TO CHRISTINA DAY REMINDED ME WOULD BE WITH, UM, UH, DEED RESTRICTIONS TO ONLY ALLOW HOTEL, UM, ON THAT SITE FOR PERPETUITY.
ANOTHER ON THE RETAIL WOULD BE, UM, MAYBE GOING A LITTLE LESS DENSE THAN THE OH POINT PLAN FOR THAT, UM, RETAIL, ALTHOUGH WE'D HAVE TO WORK IT OUT AND IF IT WAS TO BE RESOLVED, IT WOULD COME BACK THROUGH THE PROCESS.
UM, AGAIN, ARE YOU COMFORTABLE SELLING THAT LAND AND THEN FOR THE SINGLE FAMILY, AGAIN, ARE YOU COMFORTABLE WITH SELLING THAT LAND? IT WOULD BE IN PHASES BECAUSE THE PARKING LOT, UM, IS STILL THERE.
SO WE WOULD DO IT SOME KIND OF A PHASE SALE, UM, FOR THAT.

I HAVE A QUESTION.SO OBVIOUSLY, UM, I ACTUALLY WOULD PREFER TO KEEP OUR LANDS, BUT TELL ME WHAT IS A, WHAT, WHAT ARE SOME OF THE ADVANTAGES OF AND DISADVANTAGE OF ACTUALLY SELLING IT VERSUS GROUND LEASE? SO GROUND LEASE ALWAYS OFFERS US A LITTLE BIT OF CONTROL IN THE LONG TERM.
I MEAN, THE SENSE OF, UH, YOU KNOW, TAKE WHAT USE EXAMPLE OF A HO HOUSING IS DIFFERENT.
WE CAN'T OFFER FIRST SALE HOUSING ONE LIKE GRAND LEASE, SO HOTEL OR RETAIL.
AND SO WHAT HAPPENS IS YOU'RE ASKING THE INVESTOR, UH, WE'RE, WE'RE, WE'RE BALANCING OUR CONTROL, UM, WITH A LEASE, UM, LIKE WHO YOU CAN SELL THE HOTEL TO AND THINGS LIKE THAT.
VERSUS A DEED RESTRICTION WOULD SAY, WHICH WOULD BE MORE SIMPLER CONTROL.
UM, UNFORTUNATELY LENDERS DON'T LIKE GROUND LEASES BECAUSE THEY LOOK FORWARD TO 100 YEARS AND SAY WHAT HAPPENS WHEN, UM, YOUR LEASE IS OVER AND WHAT HAPPENS TO THE ASSET.
BASICALLY, SINCE YOU CAN'T PICK UP A HOTEL AND TAKE IT WITH YOU, IT BECOMES OURS BY DEFAULT.
AND NOBODY REALLY PARTICULARLY CARES FOR THAT.
IT'S DONE, IT'S JUST NOT DONE IN TEXAS A LOT.
SO USUALLY FOR HOTELS, WHAT YOU'RE SAYING IS IT'S CUSTOMARY TO ACTUALLY SELL THE LAND SO THAT TO THE PEOPLE WHO WANT TO BUILD A HOTEL THERE? CORRECT.
AND THEN WE WILL RESTRICT IT TO, UM, FOR HOTEL BUILDING ONLY.
AND, AND WE WILL, I MEAN, IS THERE, LIKE, I MEAN, ARE WE GONNA BE ABLE TO SELL TO SOMEBODY WHO'S NOT GONNA BUILD MOTEL SIX THERE? I MEAN, I, YES.
AND THEN THE QUESTION BECOMES WHAT HAPPENS IN 10 YEARS? WHAT HAPPENS THEN? AND WE CAN DO, I THINK WE, I'M LOOKING AT MY ATTORNEY
WE ARE, SORRY TO PUT YOU ON THE SPOT, BUT MY POINT IS I THINK WE CAN DEVELOP A, A PERSON SALE AGREEMENT THAT HELPS SOME REGULATE THAT, AT LEAST FOR THE FIRST SALE.

AND, AND SO YOU'RE SAYING THAT DE RESTRICTION WILL CONTINUE FOR IN PERPETUITY UNTIL WE RELEASE IT.

IS THAT SOMETHING THAT WE WOULD BE TAKING OFF THE TABLE IF WE DID THAT? SO THERE ARE SOME TAX, UH, INCENTIVES FOR, FOR PARTICIPATIONS THAT, UM, WITH HOTEL PROJECTS AND OTHERS IF WE DO OWN THE LAND.
HOWEVER, UM, THE LAST LEGISLATIVE SESSION, THOSE THINGS WERE UNSUCCESSFUL IN, IN BEING ABLE TO MOVE FORWARD AND IT BECOMES A, A, AN ASPECT OF HOW MUCH WE'RE PARTNERING VERSUS HOW MUCH WE'RE CONTROLLING.
AND SO THIS IS A, THIS IS AN OPTION AGAIN, FOR THE CITY TO STILL HAVE SOME CONTROL BUT NOT NECESSARILY PARTNER IN THE, IN THE PROJECT.
AND SO FOR US, THAT'S, UM, THAT'S A KEY CONSIDERATION FOR COUNCIL.
UM, TO ANSWER THE QUESTION THOUGH, ABOUT, UH, BEING PREPARED TO ENTERTAIN OTHER, UM, PARTICIPATION OR OTHER SIZED HOTELS.
I MEAN, I THINK WE'RE LONG OVERDUE ON HAVING A HOTEL THERE AND IF WE CAN START WITH SOMETHING SMALLER WITH THE ABILITY FOR IT TO, TO EXPAND, I MEAN, I WOULD, I WOULD BE SUPPORTIVE OF THAT.
UM, AND YOU KNOW, AS MARIA ASKED, IF IT LOOKS LIKE IT WILL OPEN UP OUR OPTIONS TO, TO SELL, IS IT, IS IT AN AND OR THOUGH, DO WE HAVE TO MAKE THAT DECISION OR CAN WE PUT IT OUT AS A, SO RIGHT NOW THE DECISION IS, CAN I PUT IT OUT TO SALE? OKAY.
THE, THE, THERE IS NO DECISION ON SELLING IT UNTIL YOU VOTE ON IT ON A SECOND OR THIRD ACTION.

UM, DO YOU HAVE, I KNOW WE ALWAYS TRY TO HAVE SOMETHING IN OUR POCKET HERE.
DO WE HAVE ANY, UH, POTENTIAL CANDIDATES THAT ARE LOOKING AT THE PROPERTY AND LOOKING AT IT TO, I, NOT SO MUCH ON THE HOTEL, BUT ON THE RETAIL ACTUALLY HAVE SOME PEOPLE INTERESTED.
WHEN WE, WE, THEY'VE HEARD OF ME TALKING ABOUT IT OR THE HOTEL AND SO, YEAH.

IN MY MIND IT WOULD BE THE, THE HO THE MAIN HOTEL AND THEN CAN WE ADD ROOMS IN EITHER ANOTHER TOWER NEXT TO IT OR SOMEHOW ATTACHED TO IT.
UH, IN THE FUTURE, I WOULD LIKE TO HAVE SOME FLEXIBILITY IN ITS DESIGN TO, TO BE ABLE TO DO THAT, BUT THE OTHER AMENITIES WOULD, WOULD WE LOOK TO TRY TO HAVE THE, UH, AMOUNT OF SPACE THAT'S, UH, FOR, UH, CONVENTION AUGMENT AND THAT TYPE OF THING THAT BUILT OUT, UH, INITIALLY OR, UH, SO THE, THE ORIGINAL RFQ THAT WE WOULD SORT OF MIMIC WAS FOR A HOTEL WITH SOME MEETING SPACE, BUT NOTHING THAT COMPETES WITH THE PLAINTIFF'S CENTER.
IT IS SORT OF AUGMENTED, IT'S LIKE BOARDROOM TYPE THINGS AS OPPOSED TO, UM, ANYTHING THAT THE PLAINTIFF'S CENTER HAS.
I MEAN, IT WOULD HAVE A RESTAURANT, BUT AGAIN, IT'S A VERY DELICATE BALANCE THAT WE'D HAVE TO STRIKE BETWEEN WHAT THE PLAINTIFF CENTER GIVES AND WE DON'T WANNA TAKE ANYTHING AWAY FROM THAT.
WE MERELY WANT TO AUGMENT THEIR SERVICE.
UM, SO PETER, OUR MAIN GOAL WOULD BE TO HAVE A HOTEL BUILT IN THIS LOCATION, CORRECT? CORRECT.
SO AS MY ASSUMPTION IS IN ORDER TO GET TO THAT GOAL, WE WOULD HAVE TO SELL THE LAND.
IT WOULD MAKE, UM, IT WOULD MAKE IT HAPPEN SOONER.
UM, AND PROBABLY WITH A BETTER QUALITY THAN THE GROUND LEASE.
THE GROUND LEASE WOULD PROBABLY END UP TO GET WHAT WE WANT.
WOULD HAVE TO HAVE A LOT OF PARTICIPATION.
I HAD, WHEN WE PUT OUT THE RFQ FOR JUST THAT, I HAD A LOT OF RESPONSE SAYING, WELL, HOW MUCH ARE YOU GONNA PAY? BASICALLY THEY WANTED US TO BUILD THE HOTEL FOR THEM.
THEY WILL HAPPILY RUN IT, BUT THAT'S NOT WHAT WE'RE INTERESTED IN.
SO, AND I'M, I'M IN FAVOR GOING TOWARDS THAT GOAL, SO I SEE WHERE WE'RE GOING.

ITEM NUMBER ONE, CONSIDERATION TO AUTHORIZE THE EXECUTION OF THE AGREEMENT BETWEEN THE CITY OF PLANO, TEXAS, AND THE[00:20:01]
PLANO FIREFIGHTERS ASSOCIATION, IAFF LOCAL 2149, OCTOBER 1ST, 2025 TO SEPTEMBER 30TH, 2023.AND PROVIDING AN EFFECTIVE DATE, MAYOR AND COUNCIL, UH, IT'S MY PLEASURE TO PRESENT TO YOU, UM, THE OPPORTUNITY TO SWITCH OUR FIRE RESCUE FIELD PERSONNEL FROM A 24, UH, 48 SHIFT TO A 24 72 SHIFT.
THE AGREEMENT YOU HAVE BEFORE YOU IS EIGHT YEARS.
THIS RESULTS IN FIREFIGHTERS WORKING CLOSER TO 42 HOURS A WEEK INSTEAD OF THE 56 THEY CURRENTLY WORK.
THIS DOES REQUIRE A COMMITMENT OF BRINGING ON A D SHIFT.
UM, THE SHIFT TO THIS NEW SCHEDULE WOULD OCCUR OVER FIVE YEARS WITH 22 PEOPLE HIRED EACH YEAR, 22 FIELD PERSONNEL HIRED EACH YEAR, THE NEW FIREFIGHTERS WOULD HAVE FIVE STEPS IN THEIR STEP STRUCTURE, FIVE STEPS TO MAX.
INSTEAD OF THE, THE CURRENT STRUCTURE.
FIRE FIELD PERSONNEL WOULD FREEZE THEIR SALARIES FOR FOUR YEARS AND THEN SHIFT TO, INSTEAD OF MEDIAN PLUS 5% TO A MEDIAN COMPENSATION PHILOSOPHY.
UH, WITH OUR COMPARISON CITIES IN YEAR FIVE, THERE WOULD BE A COMPENSATION ADJUSTMENT UP TO 3%, ASSUMING WE'RE BEHIND THE MEDIAN.
IF WE'RE BEHIND THE MEDIAN, THE REST OF THE DIFFERENCE WOULD BE DIVIDED OVER THE THREE YEARS TO CATCH UP IN YEARS THREE AND FOUR, THERE ARE GONNA BE 20 PROMOTIONS INTO EACH OF THOSE YEARS TO ACCOMMODATE THE SUPERVISION, UH, AND THE STRUCTURE THAT WE NEED FOR THE NEW STAFF.
THE SHIFT WILL ALSO REQUIRE THE USE OF KELLY DAYS AND DEBIT DAYS TO COVER SHIFTS AND ENSURE, ENSURE A SMOOTH TRANSITION.
THESE ARE ALL INCLUDED IN, IN APPENDIX A OF THE AGREEMENT THAT YOU HAVE BEFORE YOU STAFF PERSONNEL WILL ALSO CONTINUE TO RECEIVE A STIPEND TO MAKE UP THE DIFFERENCE BETWEEN THE SALARY AND THE MEDIAN PLUS 5%, AND WILL ALSO BE ELIGIBLE FOR ANNUAL ADJUSTMENT.
I WANT TO SAY THAT THE CITY'S COMMITMENT, UM, BEYOND MAKING SURE THAT WE'RE FUNDING WHAT WE WOULD NORMALLY WOULD THROUGH PLAN SALARY INCREASES, UM, IS AN ADDITIONAL $10 MILLION RECURRING BEGINNING IN YEAR FIVE.
SO WE'RE BUILDING UP TO THAT OVER THOSE FOUR YEARS.
BUT THIS IS AN IMPORTANT SHIFT.
THIS PROVIDES OUR FIREFIGHTERS WITH MORE TIME TO REST AND RECOVER AND PUTS THEM CLOSER TO BEING ON PAR WITH THE SCHEDULED WEEKLY WORK HOURS FOR THE REST OF THE CITY.
LONG TERM WE EXPECT THIS IS GONNA EXTEND CAREERS AND KEEP IT PLANO AT THE TOP OF THE ABILITY TO RECRUIT THE BEST CANDIDATES IN THE FIRE SERVICE.
THIS IS SOMETHING THAT CITIES, UH, AROUND US, WE ARE THE FIRST TO, TO BE ABLE TO DO THIS.
WE EXPECT MANY WILL TRY TO REPLICATE WHAT WE'RE DOING.
UH, WE DON'T KNOW IF THEY WILL BE ABLE TO.
SO I WANTED TO TAKE A MOMENT AND THANK, UM, THE FOLKS THAT ACTUALLY MADE THIS HAPPEN.
THIS TOOK BOTH MANAGEMENT, THE FIRE ASSOCIATION, THE FIRE CHIEF, EVERYBODY COMING TO THE TABLE TO MAKE THIS WORK.
AND THIS WAS A EFFICIENT EFFORT.
WE GOT THROUGH THIS IN, IN RECORD TIME, HONESTLY, BECAUSE WE WERE FOCUSED ON ONE, UH, ISSUE.
AND THAT ISSUE WAS GET 24 72 TO AN AGREEMENT SO THAT WE COULD ACTUALLY GET THIS IMPLEMENTED THIS FISCAL YEAR.
SO THE FOLKS THAT ACTUALLY MET TO ACTUALLY COME TO THE AGREEMENT WERE BRAD MCCUTCHEN, WHO'S THE, WAS, UH, IS THE PRESIDENT OF 2149, DOUG CROSS, NATHAN FISK, WESLEY HOLLAND, CHRIS LAMONS, AND CHRIS SALMONS, AS WELL AS DEPUTY CITY MANAGER AND FORMER FIRE CHIEF SAM REFE, DEPUTY CITY MANAGER, LESHAWN ROSS, AND VICTORIA WYNN, OUR HR DIRECTOR, DENISE TACKY, OUR FINANCE DIRECTOR, FIRE CHIEF CHIEF, UH, CHRIS BIGGERSTAFF, OUR ASSISTANT FIRE CHIEF, JEFF MOBERLY, AND ASSISTANT CHIEF JAIME REYES.
THIS IS AN IMPORTANT DECISION FOR THE CITY.
IT IS, UH, AN IMPORTANT DECISION FOR OUR FIREFIGHTERS.
WE DID TOOK THIS VERY SERIOUS.
WE HAVE ANALYZED THIS IN EVERY WAY TO MAKE THIS, UM, TRANSITION SMOOTH, BUT IT DOES TAKE TIME FOR US TO BE ABLE TO DO THIS.
SO THIS IS AN EIGHT YEAR AGREEMENT.
WE HAVE OUTLINED ALL OF THOSE ELEMENTS OF EXPECTATIONS, TRANSITIONS AND EVERYTHING IN THE APPEND APPENDICES TO MAKE SURE THAT THIS IS TRANSPARENT.
BUT WE THINK THAT BOTH NOW AND IN THE FUTURE, THIS IS BOTH STRATEGIC AND OPERATIONALLY IMPORTANT TO MAKE THIS SHIFT.
SO WITH THAT COUNSEL, I'M HAPPY TO ANSWER ANY QUESTIONS.

THIS CHANGE IS NOT JUST A BENEFIT FOR FIREFIGHTERS.
IT IS ESSENTIAL TO OUR RESIDENTS.
IT ENSURES OUR FIRST RESPONDERS ARE RESTED, PREPARED, AND ABLE TO MEET PLANOS INCREASING CALL VOLUME, WHILE ALSO MAKING PLANO MORE COMPETITIVE IN ATTRACTING AND RETAINING THE BEST TALENT.
OUR OUTSTANDING HOSPITALS AND HEALTHCARE FACILITIES IN PLANO WILL BENEFIT AS WELL BECAUSE RESTED, SHARP AND FOCUSED FIRST RESPONDERS ARE THE ONES TRANSPORTING PATIENTS AND HANDING THEM OFF INTO THEIR CARE.
FOR ALL THESE REASONS, I'M PROUD TO SUPPORT THIS CONTRACT AND THE SCHEDULE AND I MOVE THAT WE ADOPT THE 24 72 SCHEDULE FOR OUR FIREFIGHTERS COUNCIL MEMBER.

AND I THINK BEING ALERT AND AWARE IS A BIG PART OF THAT.
AND SO I REALLY, UH, APPLAUD YOU FOR, UH, TAKING THESE EFFORTS.
