PREVIOUS RFQ WAS WE DID A MARKET ANALYSIS FOR BOTH THE RETAIL AND THE HOTEL ITSELF AND HOW IT WOULD AFFECT AND BENEFIT THE PLANO CENTER. AND SO IT CAME OUT WITH SOME RECOMMENDATIONS ON HOTEL SIZE AND WHAT RETAILERS WE WOULD NEED TO SUPPORT THE CENTER. BOTH OF THOSE THINGS ARE KEY TO KEEPING THE PLANO CENTER VIBRANT AND A GOOD PLACE TO HAVE YOUR EVENTS. WE HAVE SOME BASELINE SCENARIOS AND AN OPTIMAL SCENARIO. RATHER, THIS IS 300 ROOMS IS A REALLY KIND OF BIG HOTEL. AND SO ONE OF THE THINGS WE'LL BE ASKING YOU IS ABOUT THAT AGAIN, THEY DID RESTAURANTS AND YOU SEE IT'S ABOUT 12,000FT² ALTOGETHER OR ABOUT 15,000FT² OF RETAIL AROUND A GREEN SPACE. BASICALLY, SINCE YOU CAN'T PICK UP A HOTEL AND TAKE IT WITH YOU, IT BECOMES OURS BY DEFAULT AND NOBODY REALLY PARTICULARLY CARES FOR THAT. IT'S DONE. IT'S JUST NOT DONE IN TEXAS A LOT. SO USUALLY FOR HOTELS, WHAT YOU'RE SAYING IS IT'S CUSTOMARY TO ACTUALLY SELL THE LAND SO THAT TO THE PEOPLE WHO WANT TO BUILD A HOTEL THERE. CORRECT. [00:20:07] OCTOBER 1ST, 2025 TO SEPTEMBER 30TH, 2023 AND PROVIDING AN EFFECTIVE DATE. MAYOR AND COUNCIL IT'S MY PLEASURE TO PRESENT TO YOU THE OPPORTUNITY TO SWITCH OUR FIRE RESCUE FIELD PERSONNEL FROM A 2448 SHIFT TO A 2472 SHIFT. THE AGREEMENT YOU HAVE BEFORE YOU IS EIGHT YEARS. THIS RESULTS IN FIREFIGHTERS WORKING CLOSER TO 42 HOURS A WEEK INSTEAD OF THE 56 THEY CURRENTLY WORK. THIS DOES REQUIRE A COMMITMENT OF BRINGING ON A D SHIFT. THE SHIFT TO THIS NEW SCHEDULE WOULD OCCUR OVER FIVE YEARS, WITH 22 PEOPLE HIRED EACH YEAR. 22 FIELD PERSONNEL HIRED EACH YEAR. THE NEW FIREFIGHTERS WOULD HAVE FIVE STEPS IN THEIR STEP STRUCTURE FIVE STEPS TO MAX INSTEAD OF THE CURRENT STRUCTURE. FIRE FIELD PERSONNEL WOULD FREEZE THEIR SALARIES FOR FOUR YEARS AND THEN SHIFT TO INSTEAD OF MEDIAN PLUS 5% TO A MEDIAN COMPENSATION PHILOSOPHY WITH OUR COMPARISON CITIES. IN YEAR FIVE, THERE WOULD BE A COMPENSATION ADJUSTMENT UP TO 3%, ASSUMING WE'RE BEHIND THE MEDIAN. IF WE'RE BEHIND THE MEDIAN, THE REST OF THE DIFFERENCE WOULD BE DIVIDED OVER THE THREE YEARS TO CATCH UP. IN YEARS THREE AND FOUR. THERE ARE GOING TO BE 20 PROMOTIONS IN EACH OF THOSE YEARS TO ACCOMMODATE THE SUPERVISION AND THE STRUCTURE THAT WE NEED FOR THE NEW STAFF. THE SHIFT WILL ALSO REQUIRE THE USE OF KELLY DAYS AND DEBIT DAYS TO COVER SHIFTS AND INSURANCE, ENSURE A SMOOTH TRANSITION. THESE ARE ALL INCLUDED IN APPENDIX A OF THE AGREEMENT THAT YOU HAVE BEFORE YOU. STAFF, PERSONNEL WILL ALSO CONTINUE TO RECEIVE A STIPEND TO MAKE UP THE DIFFERENCE BETWEEN THE SALARY AND THE MEDIAN PLUS 5%, AND WILL ALSO BE ELIGIBLE FOR ANNUAL ADJUSTMENT. I WANT TO SAY THAT THE CITY'S COMMITMENT, BEYOND MAKING SURE THAT WE'RE FUNDING WHAT WE WOULD NORMALLY WOULD THROUGH PLAN SALARY INCREASES IS AN ADDITIONAL $10 MILLION RECURRING BEGINNING IN YEAR FIVE. SO WE'RE BUILDING UP TO THAT OVER THOSE FOUR YEARS. BUT THIS IS AN IMPORTANT SHIFT. THIS PROVIDES OUR FIREFIGHTERS WITH MORE TIME TO REST AND RECOVER, AND PUTS THEM CLOSER TO BEING ON PAR WITH THE SCHEDULED WEEKLY WORK HOURS FOR THE REST OF THE CITY. LONG TERM, WE EXPECT THIS IS GOING TO EXTEND CAREERS AND KEEPING PLANO AT THE TOP OF THE ABILITY TO RECRUIT THE BEST CANDIDATES IN THE FIRE SERVICE. THIS IS SOMETHING THAT CITIES AROUND US, WE ARE THE FIRST TO BE ABLE TO DO THIS. WE EXPECT MANY WILL TRY TO REPLICATE WHAT WE'RE DOING. WE DON'T KNOW IF THEY WILL BE ABLE TO. SO I WANTED TO TAKE A MOMENT AND THANK THE FOLKS THAT ACTUALLY MADE THIS HAPPEN. THIS TOOK BOTH MANAGEMENT, THE FIRE ASSOCIATION, THE FIRE CHIEF, EVERYBODY COMING TO THE TABLE TO MAKE THIS WORK. AND THIS WAS AN EFFICIENT EFFORT. WE GOT THROUGH THIS IN RECORD TIME, HONESTLY, BECAUSE WE WERE FOCUSED ON ONE ISSUE, AND THAT ISSUE WAS GET 2472 TO AN AGREEMENT SO THAT WE COULD ACTUALLY GET THIS IMPLEMENTED THIS FISCAL YEAR. SO THE FOLKS THAT ACTUALLY MET TO ACTUALLY COME TO THE AGREEMENT WERE BRAD MCCUTCHEON, WHO WAS IS THE PRESIDENT OF 2149, DOUG CROSS, NATHAN FISK, WESLEY HOLLAND, AND CHRIS SAMMONS, AS WELL AS DEPUTY CITY MANAGER AND FORMER FIRE CHIEF SAM GREIF. TO MY KNOWLEDGE, PLANO WILL BE THE FIRST CITY OF OUR SIZE IN TEXAS TO ADOPT A 2472 SCHEDULE. THIS CHANGE IS NOT JUST A BENEFIT FOR FIREFIGHTERS, IT IS ESSENTIAL TO OUR RESIDENTS. IT ENSURES OUR FIRST RESPONDERS ARE RESTED, PREPARED AND ABLE TO MEET PLANO'S INCREASING CALL VOLUME WHILE ALSO MAKING PLANO MORE COMPETITIVE IN ATTRACTING AND RETAINING THE BEST TALENT. OUR OUTSTANDING HOSPITALS AND HEALTHCARE FACILITIES IN PLANO WILL BENEFIT AS WELL, BECAUSE RESTED, SHARP AND FOCUSED FIRST RESPONDERS ARE THE ONES TRANSPORTING PATIENTS AND HANDING THEM OFF INTO THEIR CARE.
