THE RECOMMENDED BUDGET FOR THIS YEAR ENCOMPASSES THE ORGANIZATIONAL AND COMMUNITY VALUES THAT HAVE MADE PLANO THE PREMIER CITY IN NORTH TEXAS.
EARLIER THIS YEAR, THE CITY WAS PRESENTED WITH A FINANCIAL FORECAST INDICATING THE NEED FOR THE CITY TO IMPLEMENT OUR BUDGET CONTINGENCY PLAN.
FLATTENING REVENUES HAVE BEEN ANTICIPATED DUE TO

THE CONTINUED REDUCTION OF DEVELOPER LAND IN THE CITY, AND THIS YEAR, WE ARE SEEING THE IMPACTS OF THE SLOWDOWN IN REVENUES.PLANO'S FUTURE GROWTH WILL LOOK DIFFERENT THAN DURING THE PREVIOUS DECADES, AND THE ORGANIZATION MUST ADAPT TO FLATTENING REVENUE GROWTH AND BALANCE THOSE REVENUE EXPECTATIONS WITH EXPENDITURES NEEDED TO SUPPORT THE CITY'S PROGRAMS AND SERVICES.
THE CITY IS A SERVICE INDUSTRY, AND WE ARE SUBJECT TO THE SAME ECONOMIC CONDITIONS AFFECTING THE REST OF THE COUNTRY.
FOR THE PAST SEVERAL YEARS, THE CITY AND COMMUNITY HAVE SEEN SIGNIFICANT INFLATIONARY PRESSURES, SUPPLY CHAIN DISRUPTION AND LABOR SHORTAGES, WHICH ARE INFECTING THE ORGANIZATION'S FINANCIAL CONDITION.
THE CURRENT FINANCIAL CONDITION WAS ALSO IMPACTED BY CRS AND ARPA FEDERAL FUNDS.
THE FUNDS BUFFERED THE CITY AND ALLOWED THE CITY TO NAVIGATE THE COVID ECONOMIC ROLLER COASTER WITHOUT IMPACTING SERVICE LEVELS, AND ALLOWED FOR INCREASED EXPENDITURES WITHOUT INCREASING REVENUES.
SINCE THEN, THESE FUNDS HAVE BEEN EXHAUSTED.
WE FEEL THE CITY OF PLANO IS THE BEST VALUE FOR ANY CITY IN THE DFW REGION DUE TO OUR COMMITMENT TO THE GOALS WHICH HAVE MADE THE CITY OF PLANO EXCELLENCE.
PLUS CONTINUES TO HAVE ONE OF THE LOWEST TAX RATES IN THE REGION AT 41.76 PER $100 OF ASSESSED PROPERTY VALUES.
THE RECOMMENDED BUDGET FOR NEXT YEAR, WHICH STARTS ON OCTOBER 1ST, TOTALS $756 MILLION AND REPRESENTS A 3.7% INCREASE OVER THIS YEAR'S ADOPTED BUDGET.
PUBLIC SAFETY AND WATER AND SEWER ARE THE PRIMARY EXPENDITURES INCLUDED IN THE BUDGET, TOTALING 412 MILLION OR 55% OF THE ANNUAL BUDGET.
NO NEW PROGRAMS OR SERVICES ARE INCLUDED IN THE RECOMMENDED BUDGET.
THE BUDGET FOCUS THIS YEAR IS TO MAINTAIN AND IMPROVE OUR 2.8 BILLION GROWING INFRASTRUCTURE BY ENSURING OUR CAPITAL MAINTENANCE FUND IS ADEQUATELY FUNDED TO CONTINUE TO PROVIDE ALL PROGRAMS AND SERVICES FOR OUR CITIZENS AND BUSINESSES TO ENSURE THAT ALL FINANCIAL POLICIES ARE MET, AND WE MAINTAIN OUR AAA BOND RATING, AND TO CONTINUE TO ATTRACT AND RETAIN OUR GREATEST ASSET, WHICH ARE OUR EMPLOYEES.
IN ADDITION, WE CONTINUE TO MAINTAIN A LOW TAX BURDEN FOR CITIZENS AND BUSINESSES.
THE 24/25 BUDGET INCLUDES THE SAME CURRENT TAX RATE OF 41.76 PER $100 OF ASSESSED PROPERTY VALUATION.
THE CITY COUNCIL IS SCHEDULED TO DISCUSS THE TAX RATE AT THE NEXT CITY COUNCIL MEETING SLATED FOR MONDAY, AUGUST 26 AT 7:00 PM THE CERTIFIED PROPERTY VALUES FROM BOTH COLLIN AND DENTON CENTRAL APPRAISAL DISTRICTS PROJECTS THE CITY'S ASSESSED PROPERTY VALUES TO TOTAL $62.2 BILLION AND INCLUDES 907 MILLION IN NEW PROPERTY COMING ONLINE AND AN EXISTING PROPERTY VALUE INCREASE OF $3.9 BILLION.
THE TOTAL CHANGE IN THE TAX SPACE IS PROJECTED AT 4.8 BILLION OR AN INCREASE OF 8.35%.
AS A RESULT OF ROBUST DEMAND IN THE RESIDENTIAL HOUSING MARKET, THE COLLINS CENTRAL APPRAISAL DISTRICT REPORTS THE VALUE OF THE AVERAGE MARKET VALUE IN PLANO IS UP 2.7% FROM THE PREVIOUS YEAR TO $579,554.
GIVEN THAT PLANO IS ONE OF THE HOTTEST HOUSING MARKETS IN NORTH TEXAS AREA, THE REQUIREMENTS THAT THE CENTRAL APPRAISAL DISTRICTS ARE UNDER TO APPRAISE AT MARKET VALUE, MOST PROPERTY OWNERS FIND THEMSELVES WITH INCREASED A PROPERTY VALUES.
IF YOU HAVE A HOMESTEAD EXEMPTION, THE AVERAGE HOMESTEAD VALUE IS PROJECTED AT $417,641.
EVEN KEEPING THE SAME TAX RATE AS THIS YEAR OF 41.76, THE AVERAGE HOME OWNER MAY SEE AN INCREASE OF $186 FOR THE YEAR OR 1,550 PER MONTH IN THEIR TAX BILL TOO TO THE INCREASE IN THE AVERAGE HOME VALUE.
THE STATE OF TEXAS DOES MANDATE THAT THE MARKET VALUE ON YOUR PROPERTY CAN INCREASE.
HOWEVER, THE APPRAISAL AMOUNT YOU ACTUALLY PAY TAXES ON IS CAPPED AT

THIS 20% IS EQUAL TO $484 ANNUALLY IN SAVINGS FOR THE AVERAGE HOME OWNER.
IN ADDITION, WE ALSO OFFER A $40,000 EXEMPTION FOR INDIVIDUALS 65 AND OVER AND ARE DISABLED PLUS A 65 AND OVER TAX FREEZE, WHICH FREEZES THE AMOUNT OF TAXES OWED EACH YEAR AT THAT LEVEL.
NO CITIZEN WITH THE FREEZE WILL SEE ANY INCREASE IN THEIR TAX BILL FROM THE CITY WHILE THEIR FREEZE IS IN PLACE.
FORMS FOR ALL THESE EXEMPTIONS CAN BE FOUND ONLINE AT YOUR DESIGNATED CENTRAL APPRAISAL DISTRICT WEBSITE.
SALES TAX HAS RECOVERED QUITE NICELY IN THE CURRENT ECONOMIC ENVIRONMENT, AND WE ARE PROJECTING TO COLLECT $117 MILLION FROM THIS REVENUE SOURCE THIS YEAR.
INCLUDED IN THE BUDGET FOR NEXT YEAR IS 113 MILLION BASED ON THE COUNCIL'S POLICY OF PROJECTING SALES TAX BASED ON A THREE-YEAR AVERAGE, LESS ANY AUDIT ADJUSTMENTS.
THE MAJORITY OF THE DISCUSSION HAS BEEN REGARDING THE CITY'S GENERAL FUND, WHERE PROPERTY TAXES AND SALES TAX ARE AN IMPORTANT SOURCE OF REVENUE.
THIS YEAR, THOUGH, I NEED TO MAKE NOTE THAT OUR COSTS IN THE WATER AND SEWER FUND AND ENVIRONMENTAL SERVICES FUND HAVE INCREASED DUE TO OUR CONTRACTS WITH NORTH TEXAS MUNICIPAL WATER DISTRICT, PLUS OTHER FACTORS.
THESE ENTERPRISE FUNDS ARE EXPERIENCING SIMILAR ISSUES SUCH AS INFLATION, SUPPLY CHAIN, LABOR ISSUES, AND INCREASED SERVICE DEMANDS, WHICH ARE DRIVING THEIR COSTS AS WAS REPORTED TO COUNCIL DURING LAST WEEK'S BUDGET WORK SESSION.
THE CITY MANAGER'S RECOMMENDED BUDGET DOES PASS THROUGH THESE INCREASED COSTS TO OUR RESIDENTS AND CORPORATIONS THAT PAY FOR THE SERVICE.
THE RECOMMENDED BUDGET WAS PRESENTED TO THE CITY COUNCIL ON JULY 24.
WE ENCOURAGE EVERYONE TO PARTICIPATE IN THE BUDGET PROCESS BEGINNING THIS EVENING WITH THIS TOWN HALL MEETING AND THEN NEXT MONDAY, AUGUST 26 FOR A SCHEDULED PUBLIC HEARING ON THE RECOMMENDED BUDGET COMMUNITY INVESTMENT PROGRAM AND THE TAX RATE.
