I'VE LIVED IN THAT HOME FOR 30 YEARS THIS COMING SEPTEMBER, AND I'M THE ORIGINAL OWNER OF MY HOME.

IN THE 30 YEARS THAT I'VE BEEN THERE, EVERY HOUSE ADJACENT TO MINE HAS CHANGED HANDS AT LEAST ONCE, AND NEVER IN THAT TIME WITH ALL OF THOSE DIFFERENT FAMILIES MOVING IN AND OUT, DID I EVER HAVE TO EVEN CONSIDER MAKING A, A NUISANCE COMPLAINT TO THE P PLANO POLICE DEPARTMENT.

HOWEVER, THE HOUSE BEHIND MINE WAS SOLD TO AN OUT-OF-STATE INVESTOR AND CONVERTED TO A SHORT-TERM RENTAL, SO THAT HAS CHANGED.

SHORT-TERM RENTALS LEAD TO AN INCREASE IN NOISE, TRASH, AND PARKING ISSUES FOR SURROUNDING HOMEOWNERS PROBLEMS ASSOCIATED WITH TRANSIENTS, BUT NOT TYPICALLY ASSOCIATED WITH NEIGHBORS.

THESE NUISANCES NEGATIVELY IMPACT THE QUALITY OF LIFE IN OUR SINGLE FAMILY RESIDENTIAL NEIGHBORHOODS, AND AS LONG AS THEY ARE ALLOWED THERE, NEIGHBORS WILL FEEL THE IMPACT AS A RESULT.

WE'RE ASKING YOU TO DEFINE SHORT-TERM RENTALS, SIMILARLY TO HOTELS AND TO BED AND BREAKFAST BECAUSE THEY ARE LODGING, BECAUSE THEY CATER TO TRANSIENTS RATHER THAN NEIGHBORS, AND THEY DO NOT BELONG IN OUR SINGLE FAMILY RESIDENTIAL NEIGHBORHOODS.

UM, I'M PART OF THE PLANO CHAPTER OF THE TEXAS NEIGHBORHOOD COALITION AND WE ARE OPPOSED TO SHORT-TERM RENTALS AND OUR SINGLE FAMILY NEIGHBORHOODS.

AS YOU KNOW, THE CITY ALREADY HAS AN ORDINANCE REGARDING

THE OPERATION OF A BED AND BREAKFAST.

IN PLANO, ORDINANCE NUMBER 93 8 13 STATES THAT THE OPERATION OF A, B AND B BE A OWNER OR OPERATOR, OCCUPIED RESIDENTS WITH UP TO FIVE BEDROOMS AVAILABLE FOR OVERNIGHT GUESTS.

THIS TYPE OF LODGING IS PERMITTED ONLY IN THE URBAN RESIDENTIAL ZONE FORMED BY THE CITY IN 1997.

OUR ORGANIZATION BELIEVES THAT EVERY SHORT TERM RENTAL IN PLANO SHOULD BE VIEWED FOR WHAT THEY ARE.

COMMERCIAL LODGING, WE SEE THEM AS HOTELS, BUT AT THE VERY LEAST THEY ARE B AIRBNBS AND THEY SHOULD OPERATE UNDER THE CITY'S EXISTING ZONING FOR BMBS.

THEY SHOULD NOT BE IN OUR SINGLE FAMILY NEIGHBORHOODS.

AS YOU BEGIN TO STUDY AND MAKE RECOMMENDATIONS REGARDING SHORT-TERM RENTALS, I WILL BE SHARING WITH YOU DATA IN FINDINGS FROM A SELF-INITIATED STUDY OF THE BUSINESS CASE AND ECONOMIC IMPACT OF NOT OWNER-OCCUPIED SHORT-TERM RENTALS ON PLANO BUSINESSES AND SCHOOLS.

CENTRAL TO THIS STUDY AND ITS OUTCOMES ARE INDISPUTABLE TRUS REGARDING SHORT-TERM RENTALS AND THE CITY OF PLANO.
