ANDREW FORTUNE, DIRECTOR OF POLICY AND GOVERNMENT RELATIONS. WE'VE HAD SEVERAL QUESTIONS FROM THE BODY ABOUT BECOMING MORE INVOLVED WITH TML AND WITH NLC, AND WHAT OPPORTUNITIES ARE THERE. YOU PREVIOUSLY HAVE RECEIVED A MEMO ON THE TML SIDE.

WE ARE IN A HOLDING PATTERN FOR NOW. THEY HAVE SEVERAL TRAININGS AND THINGS THAT YOU'LL SEE PERIODICALLY.

THOSE WILL BE SENT OUT BY STAFF AND YOU'RE ABLE TO SIGN UP AT YOUR LEISURE.

BUT THE ANNUAL CONFERENCE IS REALLY GOING TO BE THE FIRST OPPORTUNITY FOR YOU TO JUMP IN AND GET INVOLVED.

THERE ARE SEVERAL STANDING COMMITTEES THAT THE TML PRESIDENT WILL ACTUALLY LOOK AT APPOINTING IN JANUARY.

AND SO THE OPPORTUNITY FOR YOU TO NETWORK AND LEARN MORE ABOUT THOSE IN THE FALL, WHEN WE HAVE THE ANNUAL CONFERENCE WILL BE AVAILABLE.

IN ADDITION TO THAT TML AND THE BOARD REQUIRES FOR NATIONAL LEAGUE OF CITIES APPOINTMENTS FOR THE COUNCIL TO ACTUALLY MAKE THAT DECISION AND PUT FORWARD A SOLE REPRESENTATIVE.

PUBLIC WORKS MAINTENANCE OPERATIONS. WATER, SEWER, STREETS, SIDEWALKS, DRAINAGE AND TRAFFIC.

OUR DIRECTOR, ABBY OWENS. ABBY YOU HAVE 45 MINUTES.

[LAUGHTER]. I'LL TALK SLOWER THAN NORMAL THEN. [LAUGHTER].

SO WE PRESENTED LAST MONTH ON THE OTHER HALF OF PUBLIC WORKS, WHICH IS ENVIRONMENTAL WASTE SERVICES AND FLEET OPERATIONS AND ASSET MANAGEMENT.

SO THIS IS THE OTHER HALF. WE DON'T WANT TO TRY TO CRAM IT ALL INTO ONE. SO THE OTHER HALF OF PUBLIC WORKS, WHICH WE KIND OF CALL OUR FIELD OPERATIONS AND MAINTENANCE, IS RESPONSIBLE FOR WATER, WASTEWATER, STREET SIDEWALKS, SCREENING WALLS, TRAFFIC, AND OUR DRAINAGE SYSTEM.

SO WE'VE TALKED A LOT IN THE PAST ABOUT ROADS.

AND SO ONE OF THE THINGS I DON'T THINK I'VE TALKED ENOUGH ABOUT IS WE REALLY HAVE AN ASSET MANAGEMENT APPROACH TO EVERYTHING THAT WE DO FOR OUR INFRASTRUCTURE.

AND SO OUR GOAL IS TO BE PROACTIVE, TO FIND ISSUES THAT ARE AHEAD OF TIME AND MAINTAIN THE INFRASTRUCTURE BEFORE IT NEEDS FULL REPLACEMENT.

SO WE UTILIZE A SOFTWARE CALLED OPENGOV. IT'S ACTUALLY THE SAME SOFTWARE THAT PARKS USES.

IN THAT SOFTWARE WE TRACK ALL OF OUR ASSETS FROM WATER TO DRAINAGE TO EVERYTHING IN BETWEEN, AND WE HAVE ALMOST 700,000 ASSETS AT THIS POINT.

WHAT THAT MEANS IS IN OUR 72MI² OF THE CITY IS WE KNOW WHERE AS LONG AS THE INFORMATION THAT WAS ENTERED ORIGINALLY IS CORRECT, WE KNOW WHERE ALL THE WATER LINES ARE THE VALVES, THE SEWER MANHOLES, OUR STREETS, THE LENGTHS OF THEM, EVERY SIDEWALK. WE KNOW WHERE EVERYTHING IS SO WE CAN TRACK IT AND MAINTAIN IT. ALSO, THIS IS WHERE WE TAKE ALL OF THE REQUESTS FROM OUR RESIDENTS.

SO WHETHER THEY SUBMIT IT THROUGH FIX IT OR THEY CALL OR THEY EMAIL, IT GETS ENTERED INTO OUR SYSTEM.

THIS IS SEPARATE FROM OUR SOLID WASTE INFORMATION AS WELL.

BUT LAST YEAR WE HAD JUST UNDER 18,000 REQUESTS THAT WE RECEIVED FROM RESIDENTS, AND THAT TURNED INTO ABOUT 111,000 DIFFERENT TASKS THAT PUBLIC WORKS STAFF WORKED ON.

SOME OF THESE SLIDES YOU GUYS HAVE SEEN FOR STREETS, BUT I WANTED TO KIND OF DO A BETTER OVERVIEW OF WHAT WE DO FROM A STREETS MANAGEMENT PERSPECTIVE. SO I KNOW WE TALKED ABOUT LAST WEEK AT THE PISD SPECIAL SESSION THAT WE HAVE OF ALL OF OUR STREETS THAT WE HAVE IN THE CITY, OVER 50% OF THEM ARE OLDER THAN 30 YEARS OLD.

THAT 30 YEAR NUMBER IS IMPORTANT BECAUSE 99.999% OF OUR STREETS HAVE A CONCRETE BASE TO THEM, AND CONCRETE STREETS ARE DESIGNED TO LAST ABOUT 30 TO 45 YEARS WITH PROPER MAINTENANCE, AND OUR GOAL IS TO EXTEND THE LIFE OF THAT CONCRETE STREET AS LONG AS POSSIBLE.

AND SO YOU'LL NOTICE A LOT OF OUR CONSTRUCTION HISTORICALLY HAS BEEN IN THOSE CENTRAL PARTS OF THE CITY AND DOWNTOWN AREAS WHERE THE STREETS ARE IN THAT OLDER INFRASTRUCTURE.

AND THAT'S WHERE THE REDS KIND OF SHOWING IT'S EVERYTHING THAT'S OLDER THAN 50 YEARS OLD.

SO WHAT DOES THAT MEAN? SO THIS BLACK LINE REPRESENTS THE AVERAGE DETERIORATION OF A CONCRETE STREET.

SO IT STAYS IN A GOOD CONDITION IN A AS LONG AS YOU'RE DOING JOINT SEAL KEEPING WATER OUT FROM THE CONCRETE, THAT'S WHEN YOU'LL BE IN THAT GREEN AREA. IT'S ABOUT $125,000 PER MILE ON AN ARTERIAL ROAD IN ORDER TO DO THAT MAINTENANCE.

SO WE TRY TO DO AS LONG AS WE CAN. YOU ARE GOING TO GET CONCRETE PANEL FAILURES OVER TIME.

AND THAT'S THE ORANGE LINE. AND WHAT THAT SHOWS IS WHEN WE GO AND DO CONCRETE PANEL REPLACEMENTS, WHICH IS THE MAJORITY OF WHAT YOU SEE WHEN WE'RE WORKING ON THESE ARTERIALS IS IT'S PANELS THAT WILL REPLACE, WE PUT IN FRESH CONCRETE. THAT'S ABOUT $2.1 MILLION PER MILE.

AND THAT NUMBER DOES INCLUDE OUR OVERLAY COSTS AS WELL.

AND THEN IF WE HAD TO DO FULL RECONSTRUCTION, MEANING THAT WE WEREN'T ABLE TO MAINTAIN THAT STREET AS LONG AS WE COULD, WE WEREN'T ABLE TO EXTEND ITS LIFE. AT SOME POINT, IT WILL NEED TO HAVE FULL RECONSTRUCTION.

THAT FULL RECONSTRUCTION COST IS CLOSE TO $14.4 MILLION FOR A SIX LANE ROAD.

SO THAT'S WHY WE TRY TO STAY AS MUCH AS WE CAN ON THAT PREVENTATIVE MAINTENANCE SIDE AND THE REHAB SIDE.

AND THEN HERE'S MY ANIMATION THAT I KIND OF SHOW EVERYBODY, BUT THIS IS WHERE WE'VE REMOVED CONCRETE PANELS THAT NEEDED REPLACEMENT.

WE PUT BACK FRESH CONCRETE. AND THEN ON TOP OF IT GOES THE ULTRA THIN OVERLAY.

AND THE OVERLAY IS, BASICALLY WITH CONCRETE STREETS, WATER IS THE ENEMY AND YOUR GOAL IS TO KEEP WATER FROM GETTING INTO THE SUBGRADE AND CAUSING ISSUES. SO WHEN OUR OVER OUR ULTRA THIN OVERLAY GOES DOWN, THERE'S A THIN EMULSION, KIND OF LIKE A SEALER THAT GOES ON TOP OF THE CONCRETE.

AND THEN THE OVERLAY GOES ON TOP OF THAT, AND IT'S ONLY ABOUT THREE QUARTERS OF AN INCH THICK.

IT IS NOT THE SAME ASPHALT THAT YOU WOULD SEE IN OTHER CITIES AROUND THAT ARE USING JUST ASPHALT STREETS THAT'S CLOSER TO LIKE TWO INCHES THICK.

SO IT'S VERY DIFFERENT. THE OTHER THING THAT'S DIFFERENT ABOUT THIS IS THE OVERLAY IS ACTUALLY COARSE, WHICH MEANS THAT RAIN CAN GET THROUGH IT AND IT GOES OFF TO THE EDGES.

SO IT'S JUST A VERY DIFFERENT FROM A TRADITIONAL ASPHALT STREET. SO IT'S NOT THAT WE ARE DOWNGRADING OR DOING LESS TO MAINTAIN OUR STREETS.

THIS IS ACTUALLY SOMETHING INTENDED TO EXTEND IT.

AND IF YOU PAY ATTENTION WHEN YOU'RE DRIVING ON INDEPENDENCE FROM 15TH STREET TO PARKER, THAT WAS OUR VERY FIRST OVERLAY THAT WAS DONE IN 2017.

AND ORIGINALLY WE THOUGHT WE MIGHT GET ABOUT TEN YEARS OUT OF THAT OVERLAY.

WELL, THIS YEAR IT'S NINE YEARS OLD. AND WHAT WE DID IS WE ACTUALLY SEALED IT.

SO ANY OF THE CRACKS THAT YOU SAW ON THERE, WE HAVE TWO DIFFERENT SEAL COLORS THAT WE'RE KIND OF COMPARING TO SEE HOW THEY LAST.

AND WE ACTUALLY THINK WE'LL GET CLOSER TO 15 YEARS OUT OF THESE OVERLAYS.

SO OUR GOAL IS WITH THE 136 ARTERIAL ROADS, MILES OF ROADWAY THAT WE HAVE.

OUR GOAL IS TO, AFTER 15 YEARS, HAVE ALL OF THEM OVERLAID AND THEN START GOING BACK TO THOSE ORIGINALS AND MILLING OFF THE OVERLAY.

SEEING WITH THE CONDITION OF THE CONCRETE ROADS IS AND MOVING FORWARD FROM THERE. THAT WOULD BE 2036, IF YOU'RE WONDERING. [LAUGHTER] THIS IS OUR CURRENT MAP THAT WE HAVE.

IT'S PRETTY CLOSE. WE DO THIS MAP ONCE A YEAR, SO SOME OF OUR ROAD PROJECTS DO SHIFT, BUT THIS SUMMER THE FOUR AREAS WILL BE GOING ARE GOING TO BE PARK ROAD FROM MIDWAY TO PRESTON.

PARKER FROM INDEPENDENCE TO 75. THAT'LL BE OUR FIRST MAJOR ARTERIAL ROAD THAT'S BEEN OVERLAID FROM CITY LIMIT TO CITY LIMIT.

INDEPENDENCE WE'RE GOING TO FILL IN THE SECTION THAT'S IN BETWEEN SPRING CREEK AND PKWY.

AND THEN WE'LL ALSO HAVE WORK GOING ON LEGACY DRIVE.

AND SO WHAT YOU'LL KNOW IS THESE ARE ALL THE AREAS THAT WE'VE ALREADY DONE THE CONCRETE REPAIR AHEAD OF TIME. OFTEN RESIDENTS WILL ASK, WHY ARE YOU OVERLAYING, LET'S SAY, COMMUNICATIONS OR MIDWAY? THOSE ROADS ARE A LOT NEWER. OUR GOAL IS TO OVERLAY THOSE ROADS A LITTLE BIT EARLIER IN THEIR LIFE, SO WE CAN SEE IF WE CAN EXTEND IT PAST THAT 30 TO 40 YEARS WHERE WE WOULDN'T HAVE TO DO CONCRETE PANEL REPLACEMENTS AS SOON.

STREET AND ALLEY REPAIRS. I'VE KIND OF LOOKED BACK, AND WE'VE NEVER REALLY DONE A GOOD EXPLANATION OF HOW WE TRIAGE AND HANDLE OUR STREET AND ALLEY REPAIRS. SO WHEN I THINK STREETS AND ALLEYS, THIS IS GOING TO BE MORE OUR RESIDENTIAL NEIGHBORHOODS.

SO RESIDENTS WILL CALL IN A POTHOLE. THIS COULD BE A PHONE CALL OR FIX IT.

OUR FIRST STEP IS ALWAYS TO TEMPORARY PATCH IT WITH ASPHALT.

IT'S NOT THE PERMANENT FIX BY ANY MEANS. IT'S THE TEMPORARY IMPROVEMENT TO MAKE THOSE CONDITIONS BETTER FOR DRIVING.

WE WILL CONTINUE TO MAINTAIN IT WITH THIS TEMPORARY PATCH UNTIL WE'RE ABLE TO DO A PERMANENT REPAIR.

PERMANENT REPAIR. WE HAVE THREE OPTIONS AND YOU ALL WILL SEE THIS IN EVERY MEMO YOU GET FROM ME.

[LAUGHTER] THAT HAS TO DO WITH ANYTHING RELATED TO CONSTRUCTION AND PUBLIC WORKS.

SO THE FIRST OPTION IS OUR IN-HOUSE STAFF. WE HAVE ABOUT 100 STAFF, PROBABLY 75 STAFF MEMBERS THAT DO CONCRETE OR PANEL REPLACEMENTS OR SIDEWALK REPLACEMENTS IN-HOUSE. THESE ARE GOING TO BE SMALL AREAS WHERE WE CAN GET IN, DO QUICK REPAIRS AND GET BACK OUT, BECAUSE THE SAME MEMBERS THAT DO STREET AND ALLEY REPAIRS ARE THE SAME PEOPLE THAT RESPOND TO STORMS. AND SO WHAT WE DON'T WANT TO DO IS GET INTO A REALLY LARGE AREA THAT'S GOING TO TAKE US SO MANY WEEKS THAT IF WE HAD A STORM, WE COULDN'T STAY IN THAT ALLEY AND FINISH IT OUT.

REQUIREMENTS CONTRACTORS IS OUR KIND OF IN BETWEEN.

THOSE ARE CONTRACTORS THAT WE SEND TO STREETS OR ALLEYS THAT NEED MORE REPAIR THAN WHAT OUR IN-HOUSE CREWS CAN HANDLE.

WE HAVE A MINIMUM 300YD² ON THAT WORK ORDER, AND THEN RESIDENTIAL ZONES ARE GOING TO BE THE LARGER ONES THAT WE SEND TO AN ENTIRE NEIGHBORHOOD TO FIX ALL THE STREETS, ALL OF THE ALLEYS AND ALL THE SIDEWALKS.

AND THAT'S ABOUT EVERY 25 TO 30 YEARS. IF WE DO FIND A STREET SEGMENT THAT HAS SUBGRADE ISSUES, DRAINAGE PROBLEMS, OR IT'S IN SIGNIFICANT DETERIORATION, THAT'S WHEN WE'LL SEND THOSE OVER TO ENGINEERING.

SO WHEN THAT BOND PACKAGE THAT WAS PASSED LAST YEAR, THAT'S A MIX OF OUR RESIDENTIAL ZONES, OUR ARTERIAL REPLACEMENT PROJECTS THAT YOU SEE, AND ALSO ENGINEERING PROJECTS FOR STREETS AND ALLEYS.

RESIDENTIAL PROJECTS. THIS IS OUR MAP WE KIND OF SHARE.

IT'S BASICALLY EITHER THE LAST TIME THAT WE WERE IN THAT AREA OR THE AVERAGE AGE OF THE STREETS THAT WERE INSTALLED.

SO WHETHER IT WAS INSTALLED IN 1995 OR WE HAD RECENTLY BEEN IN THAT AREA.

ANYTHING THAT'S IN A HASH MARK IS A RESIDENTIAL ZONE THAT WE'RE CURRENTLY WORKING IN, OR MAYBE MIGHT BE STARTING SOON.

WE ARE MORE THAN STREETS THOUGH, [LAUGHTER] AS YOU SAW FROM THE VARIETY OF EQUIPMENT OUT FRONT EARLIER.

SO FOR OUR WATER SYSTEM, WE PURCHASE 100% OF OUR WATER TREATED AND READY TO GO FROM THE NORTH TEXAS MUNICIPAL WATER DISTRICT.

IT IS DELIVERED TO 11 GROUND STORAGE TANKS AND FOUR PUMP STATIONS.

AND SO FROM THERE, OUR PUMP STATIONS IS WHAT PUSHES THE WATER OUT INTO THE SYSTEM IN ORDER TO MAKE SURE IT GETS TO EVERYONE'S TAPS.

IF THERE IS LESS DEMAND IN THE SYSTEM THAN WHAT'S BEING DELIVERED INTO IT, THEN OUR WATER TOWERS WILL FILL.

IF THERE'S MORE DEMAND THAN WHAT WE'RE PUSHING OUT, THEN THE WATER TOWERS WILL CYCLE DOWNWARD.

AND THAT'S BASICALLY THIS PURPOSE OF A WATER TOWER IS TO PROVIDE YOU THAT BUFFER IN THE SYSTEM.

WE HAVE OVER 53,000 VALVES. WE HAVE 100 OR 17,000 HYDRANTS.

AND WE WORK IN PARTNERSHIP WITH THE DISTRICT. I MEAN, WITH THE FIRE DEPARTMENT TO MAKE SURE THAT THOSE ARE WHAT'S NEEDED. WHEN IT COMES TO WATER METERS PUBLIC WORKS IS RESPONSIBLE FOR EVERYTHING TO THE METER, THE RESIDENTS RESPONSIBLE ON THE OTHER SIDE, AND OUR CUSTOMER UTILITY SERVICES GROUP IS RESPONSIBLE FOR THE BILLING AND THE AMI SYSTEM.

WASTEWATER IS THE OTHER SIDE. YOU WANT IT TO ALSO LEAVE YOUR HOUSE WHEN YOU FLUSH YOUR TOILET.

SO I'M SORRY, THE WATER OPERATION SIDE. SO SCADA OPERATION, YOU GUYS HAVE SEEN SOME AGENDA ITEMS THAT TALK ABOUT SCADA WHEN.

ALSO MAIN BREAK REPAIRS, IF THERE'S AN EMERGENCY SERVICE LINE REPAIRS, AND THEN OUR FACILITY OPERATION, THOSE FOUR PUMP STATIONS, WE TALKED ABOUT THE TEN ELEVATED TOWERS.

THOSE ARE ALL WHAT OUR STAFF IS MAINTAINING. WASTEWATER SIDE OF THINGS.

WE'RE ALSO DOING INSPECTIONS ON ALL OF OUR MANHOLES.

WE DO CCTV INSPECTIONS OF THE INSIDE OF SEWER MAINS TO SEE WHAT THE CONDITION IS.

AGAIN, BACK TO THAT PROACTIVE MAINTENANCE AND REPAIR.

ROUTINE CLEANING. ONE OF THE VEHICLES THAT WAS OUT THERE WAS A JET TRUCK AND THAT'S TO CLEAN THE MAINS SO WE DON'T HAVE SEWER BLOCKAGES AND OVERFLOWS.

REMOVING RAGS FROM OUR PUMPS IS AN ONGOING CHALLENGE THAT WE HAVE.

SO WE DO EDUCATION EFFORTS WITH THE ENVIRONMENTAL HEALTH.

AND THEN IF THERE'S AN EMERGENCY RESPONSE. MUNICIPAL DRAINAGE AND OPERATION IS ACTUALLY ANOTHER PARTNERSHIP WITH ENGINEERING.

THIS GROUP IS RESPONSIBLE FOR ENSURING THAT OUR CREEKS ARE MAINTAINED AND FLOWING.

BUT AS WE'VE HAD THAT RECENT STREAM BANK ASSESSMENT COMPLETED, THIS STAFF WILL ACTUALLY DO SOME OF THE SMALLER REPAIRS IN ORDER TO CONTINUE TO MAKE SURE THE INFRASTRUCTURE THAT ENGINEERING PUT IN CAN CONTINUE WITH ITS USEFUL LIFE.

ALSO, WE'VE HEARD ABOUT AERIAL CROSSINGS. THAT'S ESSENTIALLY A SEWER LINE THAT GOES ACROSS THE CREEK.

THEY ARE MAGNETS FOR DEBRIS BUILDUP. SO THIS GROUP ACTUALLY GOES OUT AND MAINTAINS OVER 116 AERIAL CROSSINGS THROUGHOUT THE CITY TO REMOVE THAT DEBRIS AND MAKE SURE IT DOESN'T PILE UP AND CAUSE ISSUES. SOMETIMES REALLY BIG TREES WILL COME DOWN THE CREEK THOUGH.

AND LAST BUT NOT LEAST, OUR TRAFFIC OPERATIONS, ALSO IN PARTNERSHIP WITH ENGINEERING.

SO THIS GROUP HAS OVER 250 SIGNALIZED INTERSECTIONS THEY MAINTAIN.

TRAFFIC ENGINEERING DOES THE TIMING AND MANAGES HOW TRAFFIC FLOWS THROUGH THE CITY.

BUT OUR TEAM ACTUALLY GOES OUT AND DOES THE MAINTENANCE ON THE INTERSECTIONS. AND THE EQUIPMENT THAT'S OUT THERE.

ON THE BOTTOM IS A NEWER CABINET THAT WE HAVE REPLACED AS PART OF THE ATC CABINET CHANGE OUT, WHICH HAS A LOT MORE OPTIONS, BUT THIS GROUP ALSO DOES ALL OF OUR REGULATORY SIGNAGE REPLACEMENT, ALL THE STREET SIGNS, THE LIGHTED STREET SIGNS, AND THEN THE PAVEMENT MARKINGS. AND THOSE ARE THE BUTTONS AND REFLECTORS THAT ARE IN THE ROADWAY THAT IF YOU DRIVE OVER THEM, THEY MAKE NOISE.

AND I DON'T KNOW IF MARK, IF YOU WANT TO ADD TO IT, BUT WE DID A PROACTIVE WATER METER CHANGE OUT BACK IN 2011, 12. I'M SORRY. YEAH. 18, 19, 20, I THINK IS WHEN IT WAS AND THAT WAS A PROACTIVE REPLACEMENT.

AND THAT WAS BECAUSE OUR METERS WERE REACHING END OF USEFUL LIFE.

AND ALSO THE AMI DEVICES, WHICH IS WHAT'S ON TOP OF THE METER THAT DOES THE READING AND REPORTS THAT TO UTILITY BILLING.

THOSE WERE ALL CHANGED OUT. THE RECENT ONE WAS MORE OF A TECHNOLOGY FAILURE.

AND THEN THAT'S WHAT CUSTOMER UTILITY SERVICES WORKED WITH THE VENDOR AND A CONTRACTOR TO REPLACE THE DEVICES THAT GO ON TOP.

AT NO POINT WERE THE METERS MIS READING OR A PROBLEM.

IT WAS JUST THE DEVICE STOPPED SENDING THEM AUTOMATIC READS.

ESSENTIALLY, IF YOU THINK ABOUT IT, SOME UTILITIES DRIVE AROUND AND READ THE METERS MANUALLY, SOME DRIVE AROUND AND PICK UP RADIOS, AND SOME HAVE IT WHERE IT'S AUTOMATICALLY SENT AND COLLECTED.

THAT'S CALLED AMI, AND THAT'S WHAT OUR CITY HAS.

AND THAT'S ALL IT WAS, IS THAT ONE DEVICE WAS NO LONGER SENDING IT TO THE CLOUD WHERE WE COULD GRAB THE READINGS.
