THAT CURRENT PLANNED DEVELOPMENT DISTRICT HAS AN ESTATE DEVELOPMENT BASED ZONING THAT REQUIRES A MINIMUM LOT SIZE OF 2 ACRES, WITH FENCING STANDARDS THAT ALLOW SOME ADDITIONAL HEIGHT AND A HORIZONTAL RAIL TYPE FENCING THAT'S CONSISTENT WITH THE SUBDIVISION. AGAIN, TO THE WEST, THAT IS, AGAIN, LARGER LOT SIZES. SO THE PROPOSAL BEFORE YOU THIS EVENING WOULD ALLOW SMALLER LOTS 7,000 AND 9,000 SQUARE FOOT LOTS 4 STREETS WOULD COME OFF OF LOS RIOS BOULEVARD AND EXTEND TO THE WEST. HOWEVER, NONE OF THOSE STREETS WOULD EXTEND INTO THE SUBDIVISIONS TO THE WEST. SO THIS ON THE LEFT SIDE OF YOUR SCREEN IS THE NORTHERNMOST PORTION OF THE PROPOSED SUBDIVISION. THEN THE SOUTHERN PART OF THE SUBDIVISION IS ON THE RIGHT SIDE OF YOUR SCREEN. YOU CAN SEE THERE'S A PROPOSED 20-FOOT STRIP ALONG THE WESTERN EDGE OF THE SUBDIVISION. THAT IS A LANDSCAPE BUFFER THAT'S REQUIRED IN THE PROPOSED PLANNED DEVELOPMENT DISTRICT. IT ALSO INCLUDES AN 8 FOOT FENCE THAT IS AN OPEN FENCE. THIS DESIGN IS ALSO PART OF SOMETHING THAT CAME THROUGH THE PROCESS OF THE PLANNED DEVELOPMENT DISTRICT THAT WENT THROUGH THE PLANNING AND ZONING COMMISSION. AND THE DRAINAGE YOU CAN SEE IS LIMITED TO THE RELIGIOUS FACILITIES PROPERTY ON THE NORTH END OF THEIR PROPERTY. YOU CAN SEE THE STREET E ACCESS ALSO INCLUDES FRONTAGE ON THE RELIGIOUS FACILITY PROPERTY AS WELL. COMING OFF OF LOS RIOS BOULEVARD. SO THIS IS JUST THE FULL EXTENT OF THE PROPERTY EXTENDING DOWN TO MERRIMAN DRIVE. SO YOU CAN SEE THE EXISTING PARKING LOT AS IT EXISTS TODAY. SO THE CASE HISTORY, THIS DID HAVE A LONG HISTORY WITH THE PLANNING AND ZONING COMMISSION. IT STARTED OUT IN NOVEMBER OF 2025 WITH A PROPOSAL FOR SINGLE FAMILY 6 LOTS. THOSE WOULD BE 6,000 SQUARE FOOT LOTS AT A MINIMUM. IT BECAME APPARENT AT THE PLANNING AND ZONING COMMISSION MEETING THAT THERE NEEDED TO BE MORE COMMUNICATION BETWEEN THE DEVELOPER, THE OWNER AND THE ADJACENT NEIGHBORHOOD STAKEHOLDERS. SO THE ITEM WAS TABLED AT THAT TIME. IT CAME BACK IN MARCH WITH A REQUEST FOR SINGLE FAMILY 7. THOSE ARE 7,000 SQUARE FOOT LOTS. THERE WAS A MODIFIED DESIGN THAT INCLUDED THE 20-FOOT BUFFER THAT YOU SAW WITH THE STREET ON THE WEST SIDE. THE LARGER LOTS ON EACH END OF THE BLOCK. HOWEVER, THOSE WEREN'T TIED DOWN BY ANYTHING IN THE ZONING. [00:15:04] SO THE PLANNING AND ZONING COMMISSION REQUESTED THAT A PLANNED DEVELOPMENT BE BROUGHT FORWARD SO THAT THOSE COULD BE TIED DOWN TO THE ZONING, AND A COMMITMENT COULD BE MADE THAT THE CITY COULD ENFORCE. SO WE NOTICED THE ZONING CASE AND BROUGHT FORWARD A PLANNED DEVELOPMENT DISTRICT IN APRIL. AND THAT'S WHAT'S BEFORE YOU TODAY. PLANNED DEVELOPMENT 44 SINGLE FAMILY 7. SO THOSE PREVIOUS COMMITMENTS THAT WERE MADE BOTH AT THE PLANNING AND ZONING COMMISSION THROUGH THE PLAN TO THE NEIGHBORS ARE INCLUDED IN THE ORDINANCE BEFORE YOU TONIGHT. IT INCLUDES ALL THE COMMITMENTS THAT WERE MADE TO THE NEIGHBORHOOD, TO OUR KNOWLEDGE, AND OTHER LOT MODIFICATIONS, SUCH AS LOT COVERAGE AND SETBACKS THAT WERE PART OF THE APPLICANT'S REQUEST. SO THESE ARE THE STIPULATIONS THAT ARE INCLUDED. A MAXIMUM NUMBER OF RESIDENTIAL LOTS, SOME MINIMUM FRONT YARD AND SIDE YARD SETBACKS, LOT COVERAGE STANDARDS, AS WELL AS THE DESIGN STANDARDS THAT WERE PART OF THE PROPOSAL THAT YOU SAW IN THE CONCEPT PLAN, WHERE THERE ARE LARGER LOTS REQUIRED ON THE EAST AND WEST ENDS OF THE BLOCK. AND THEN THAT MINIMUM 20-FOOT WIDE LANDSCAPE EDGE ALONG THE WESTERN PROPERTY LINE. SO SOME OF THE DESIGN STANDARDS THAT YOU SEE WITH REGARD TO LOT COVERAGE AND FRONT YARD SETBACK ARE SUPPORTED BECAUSE THEY ALIGN WITH THE CITY'S NEW PROPOSED ZONING DISTRICT IN THE UNIFIED DEVELOPMENT CODE. THESE ARE THINGS THAT THE DEVELOPER WANTED TO DO. AND THEY DO ALIGN WITH THE RDN STANDARD 2 STANDARDS, WHICH HAVE YOU'VE SEEN THROUGH MODULE 1 OF THE UDC. THOSE ARE NOT ADOPTED STANDARDS, BUT THEY ARE THINGS THAT ARE PROPOSED FOR THE FUTURE. SO TO ALIGN BETTER WITH FUTURE DEVELOPMENT STANDARDS FOR WHAT IS CURRENTLY THE SF-7 DISTRICT TODAY. WE THINK THESE LOT COVERAGE AND SETBACK STANDARDS ARE APPROPRIATE. SO THE EFFECT ON THE EXISTING PLANNED DEVELOPMENT DISTRICT. WE BELIEVE BECAUSE OF THE LACK OF ACCESS TO THE WEST AND ESPECIALLY DUE TO THE ADDITION OF THE LANDSCAPE BUFFER. THERE'S NO ADVERSE IMPACT, ADVERSE IMPACT TO THE REMAINING LOTS TO THE WEST. AND THE FENCE RESTRICTIONS ARE REALLY INTENDED TO MAINTAIN THE CHARACTER OF THAT RANCH. THE RANCH ESTATES SUBDIVISION. SO AGAIN, NO ADVERSE IMPACTS TO THE SUBDIVISION TO THE WEST. FROM MY OBSERVATION, THE ONLY REASON THIS CASE HAS ARRIVED BEFORE YOU AS A PD IS BECAUSE THE PNC COMMISSION REQUESTED IT AS THE ONLY VIABLE MECHANISM TO FORCE A DEVELOPER TO FOLLOW THROUGH WITH THE PRIVATE AGREEMENTS MADE TO THE ADJACENT NEIGHBORHOODS. YOU SHOULD ASK IF THIS IS AN APPROPRIATE EXERCISE OF THE CITY'S ZONING AUTHORITY. THE PRIMARY PURPOSE OF THE PD IS TO CODIFY A LANDSCAPE SCREENING BUFFER ON THE WESTERN PROPERTY LINE OF THE SITE. THE 20-FOOT LANDSCAPE SCREENING, ACCOUNTING FOR AROUND 20,000FT² OF LAND, IS TO BE OWNED AND MAINTAINED BY THE NEW HOA. THE PD REQUIRES A GATED IRON FENCE OR ALUMINUM ON THE EAST SIDE OF THE LANDSCAPE BUFFER. THIS FEATURE IS AN ACCOMMODATION TO THE EXISTING ADJACENT PROPERTIES AND IS FOR THEIR BENEFIT. I LOOKED AT THIS SEVERAL TIMES OVER. I'VE WATCHED THE PNC MEETING, AND IT'S MY OPINION THAT THE REASON WE WENT WITH THE PD IS BECAUSE OF SEVERAL REASONS. ONE, WE HAVE MIXED ZONING. IF ALL THESE UNITS WERE, SAY, SF-6 OR SF-7, IT WOULD BE A STRAIGHT UP ZONING CASE. BUT ALSO WE WERE CONCERNED ABOUT THE LOCAL NEIGHBORS THAT WERE ON THE ESTATES. AND THEREFORE THAT'S WHY THEY PUT IN THE DESIGN STANDARDS WITH REGARDS TO THE FENCING AND THE GREENSCAPE. I TAKE A LITTLE BIT OF OPPOSITION TO MR. REININGER'S POINT, REININGER'S POINT ABOUT IF THE HOMEOWNER DID NOT WANT TO BE BURDENED WITH THAT FENCING IN THAT GREENSCAPE, THEY WOULDN'T MOVE THERE. [00:40:01] OKAY? SO BY THEM JUST COMING IN AND UNDERSTANDING THAT THERE WILL BE AN HOA TO PAY FOR THAT, THEN THAT'S IN CASE THEY SHOW THAT THEY WOULD BE SUBJECT TO PUTTING IN THAT EXTRA FEE TO TAKE CARE OF THAT GREENSCAPE. CLEARLY, THE SUPPORT FOR THE SUBDIVISION, CLEARLY THE SUPPORT FROM THE LOCAL BUSINESSES, THE SCHOOLS. I THINK THIS IS A GOOD PLAN, A GOOD STEP MOVING FORWARD. AND WITH THAT BEING SAID, I MOVE THAT WE APPROVE A ZONING CASE 2025-10. OKAY I ACTUALLY WANTED TO BE THE ONE THAT MOVED IT BECAUSE I AM ACTUALLY FROM I'M DISTRICT 1 AND I'M FROM THE EAST SIDE, AND I WAS SO MOVED BY ALL THE SPEAKERS THAT CAME UP AND TALK ABOUT THE EAST SIDE, BECAUSE EVERY COUNCIL MEMBER HERE COULD VOUCH FOR ME. I DON'T RECOGNIZE HOW TO GET TO THE WEST SIDE OF PLANO. [LAUGHTER]. EVERY TIME WHEN I GO THERE, I HAVE TO USE GPS, AND I ALWAYS GET LOST BECAUSE I BELIEVE THE TRUE PLANO IS REALLY ON THE EAST SIDE. WOULDN'T YOU GUYS AGREE? [APPLAUSE]. SO I LOVE THE FACT THAT ALL THE SPEAKERS THAT CAME UP TALKED ABOUT THE ESSENCE AND THE QUALITY OF THE EAST SIDE, AND WHY PLANO EAST IS SO IMPORTANT. AND I LOVE THE FACT THAT THE DEVELOPER TALKED TO EVERY SINGLE ONE OF THEM AND THOUGHT ABOUT HOW TO MAKE PLANO EAST A BETTER DISTRICT. AND I JUST I MEAN, I WAS SO MOVED AND I JUST WANTED TO THANK YOU.
