AS SOME OF YOU KNOW, DURING THE PAST YEAR, WE HAVE BEEN WORKING ON A STRATEGIC PLAN FOR VISIT PLANO.

A NUMBER OF YOU WERE ACTUALLY PART OF IT. WELL, WE HAVE JUST FINISHED THE RESEARCH PART OF THAT PLAN.

AND WE PARTNERED WITH THE EXCUSE ME, CSL INTERNATIONAL, AND WE'VE ASKED PETER, EXCUSE ME, WE ASKED RICHARD MILLER TO COME AND JOIN US TODAY FROM CSL.

HE WAS THE LEAD CONSULTANT ON PUTTING THIS PROJECT TOGETHER, AND HE WANTS TO GIVE YOU A HIGH LEVEL LOOK AT THE PROJECT AND KIND OF LOOK AT SOME OF THE THINGS THAT THEY'RE RECOMMENDING AND WHAT CAME OUT OF THIS.

I'M HERE TO WALK YOU THROUGH THE TOURISM GROWTH STRATEGY FOR THE CITY OF PLANO, A FORWARD LOOKING FRAMEWORK DESIGNED TO STRENGTHEN PLANO'S POSITION.

THE FIRST SLIDE. THERE WE GO. PLANO'S POSITION AS A COMPETITIVE, COMPETITIVE, HIGH QUALITY DESTINATION WITHIN NORTH DALLAS AND NORTH TEXAS AND BEYOND. TOURISM IS NOT JUST ABOUT ATTRACTING VISITORS, IT'S ABOUT SUPPORTING LOCAL BUSINESSES, ENHANCING QUALITY OF LIFE FOR RESIDENTS, AND REINFORCING PLANO'S BROADER ECONOMIC DEVELOPMENT STRATEGY.

WHAT I'M PRESENTING TODAY IS A ROADMAP THAT ENSURES TOURISM GROWTH IS INTENTIONAL, SUSTAINABLE AND BENEFICIAL TO BOTH VISITORS AND THE COMMUNITY. THIS STRATEGY IS BUILT ON A COMPREHENSIVE AND HIGHLY ENGAGED PROCESS.

WE STARTED WITH A DETAILED TOURISM MARKET ASSESSMENT TO UNDERSTAND WHO'S VISITING PLANO TODAY AND WHERE OPPORTUNITIES EXIST.

WE CONDUCTED MORE THAN 60 STAKEHOLDER INTERVIEWS ACROSS THE COMMUNITY.

CITY LEADERSHIP, BUSINESSES, ARTS ORGANIZATIONS, AND RESIDENTS TO ENSURE THIS PLAN REFLECTS LOCAL PRIORITIES.

WE ALSO EVALUATED PLANO'S ASSETS ON THE GROUND, FROM HOTELS AND RETAIL TO PARKS, SPORTS FACILITIES AND EVENT VENUES, AND REVIEWED CURRENT MARKETING EFFORTS. ALL OF THIS CULMINATES IN AN ACTION PLAN THAT IS BOTH DATA DRIVEN AND COMMUNITY INFORMED. THE VISION IS INTENTIONALLY AMBITIOUS BUT GROUNDED IN REALITY.

PLANO IS POSITIONED TO BECOME A MODERN, INCLUSIVE AND INNOVATION DRIVEN DESTINATION, ONE THAT REFLECTS ITS DIVERSITY.

QUALITY OF LIFE AND EVOLVING IDENTITY. THIS IS NOT ABOUT BECOMING SOMETHING NEW.

TOURISM, WHEN DONE RIGHT, BECOMES A TOOL TO ENHANCE LIVABILITY, SUPPORT LOCAL BUSINESSES, AND CELEBRATE PLANO'S UNIQUE CHARACTER. THIS SLIDE OUTLINES.

DO YOU THINK THEY'LL BE DISTURBED BY ANY OF THE TRAFFIC, BY THE NOISE? I MEAN, IT'S ALMOST LIKE A CONFLICT HERE. I KNOW WE'RE NO LONGER THAT BEDROOM COMMUNITY AND WE'RE STILL TRYING TO STAY VIBRANT, BUT DID YOU GET ANY FEEDBACK ON THAT WHEN YOU DID YOUR OUTREACH? YEAH, ABSOLUTELY. I THINK THE MESSAGE THAT WE HEARD LOUD AND CLEAR IS WHAT YOU DO IN THIS TOURISM GROWTH STRATEGY, FIRST OF ALL, AND TO THE HIGHEST DEGREE HAS TO BE CONSISTENT WITH THE COMMUNITY VALUES INHERENT IN PLANO.

THAT'S WHERE IT STARTS. SO A MUSIC FESTIVAL OR, OR ANY OTHER EVENT OF THAT NATURE NEEDS TO BE SORT OF EVOLVE FROM PLANO'S OWN DNA. THEN WITH SUCCESS.

YOU CAN YOU CAN INVITE VISITORS IN AND YOU CAN BROADEN THE REACH AND YOU CAN INCREASE THE EXPOSURE AND VISIBILITY.

BUT FIRST OF ALL, IT MUST START WITH COMMUNITY VALUES AND, AND DELIVER FOR THE QUALITY OF LIFE FOR THE RESIDENTS THAT LIVE HERE.

YOU CAN HAVE WHATEVER ELSE IS HAPPENING THERE.

IS THAT WHAT YOU WERE THINKING ABOUT? OR WHAT TYPE OF APPROACH ARE WE GOING TO BE LOOKING AT? ONE IS IT'S A PROMOTIONAL ISSUE, SORT OF PACKAGING ALL OF THOSE ACTIVITIES AND EXPERIENCES TOGETHER.

ANDREW, IF YOU'LL KICK US OFF. ABSOLUTELY GOOD EVENING, MAYOR AND COUNCIL. ANDREW FORTUNE, DIRECTOR OF POLICY AND GOVERNMENT RELATIONS. YOU AS THE BODY AS JUST AS A REFRESHER FOR THE COMMUNITY, TASKED TWO MEMBERS TO COME AND COLLABORATE WITH STAFF.

WE HAD REPRESENTATIVES FROM ACROSS THE ORGANIZATION AND WE'VE WORKED FOR MANY MONTHS NOW ON REVIEWING OUR EXISTING ARTS PLAN AND GRANT PROCESS. THE GENERAL DIRECTION WAS TO EVALUATE EVENTS BASED PROCESS, IDEALLY DOING A PHASED IN APPROACH TO AVOID HARSH IMPACTS WITHIN THE FIRST YEAR OF IMPLEMENTATION. WE WERE LOOKING TO STANDARDIZE THE PROGRAM AND THE PROCESSES AS WELL TO ENSURE THAT WE MAINTAINED HOT TAX ALIGNMENT.

AND WE WANTED TO PROVIDE OPPORTUNITIES TO GROW THE ARTS IN PLANO.

SO RUNNING THROUGH THIS, I WANT TO JUST GIVE A BRIEF HIGHLIGHT OF SOME OF THE RECOMMENDATIONS, AND THEN I'LL TURN IT OVER TO BOTH OF OUR COUNCIL LIAISONS.

WE ARE LOOKING AT PUBLIC AUDIENCE BASED EVENTS AGAIN.

PERFORMANCE, EXHIBITS ETC. HAVING DEFINED START AND END DATES HAS TO BE WITHIN PLANO.

THE GROUP IS RECOMMENDING SOME LIMITED EXCEPTIONS IN THE EVENT THAT THERE ARE TRUE LIMITATIONS IN TERMS OF SPACE.

THIS IS NOT MEANT TO YOU KNOW, ACCOMMODATE THINGS, YOU KNOW, CONFLICTING DATES OR PREFERRED DATES.

BUT TRULY, IF THERE'S STAGE SPACE IS NOT AVAILABLE, WE WANT TO MAKE SURE THAT WE ACCOMMODATE THAT.

SO YOU MAY HAVE MULTIPLE EVENTS, BUT THAT WILL BE HOUSED IN ONE CONTRACT JUST FOR EASE FROM AN ADMINISTRATION STANDPOINT.

AND ALSO FROM A LOGISTICS STANDPOINT, ON THE FUNDING SIDE THE GROUP IS PROPOSING UP TO 50% OF THE EVENT BUDGET.

IN TERMS OF WHAT WILL BE FUNDED. THE MAXIMUM AMOUNT OF APPLICATIONS THAT WOULD BE ACCEPTED IN THESE RECOMMENDATIONS ARE 10.

NOW, I DON'T WANT THE COMMUNITY TO TO MISTAKE THIS.

AN EVENT COULD ALSO INCLUDE A SERIES. SO IF YOU HAVE A 3-WEEK PRODUCTION OF THE NUTCRACKER, FOR INSTANCE, OR SCROOGE, THAT WOULD BE CONSIDERED ONE EVENT FUNDING CAPS THE ORGANIZATION.

AGAIN, THIS GOAL FROM THIS GROUP HAS BEEN TO GROW THE ARTS.

AND SO WE'RE LOOKING AT OUR EXISTING FUNDING CAP, WHICH CURRENTLY SITS AT $1.5 MILLION.

AND NO ORGANIZATION WOULD RECEIVE MORE THAN 35% OF THAT TOTAL FUNDING AMOUNT.

WE'RE LOOKING TO PHASE IN OVER TIME, A REDUCTION TO HOPEFULLY SPREAD OUT MORE OF THOSE FUNDS.

SO ON THE APPLICATION AND PAYMENT DETAILS, OF COURSE, WE'D WANT BUDGETS, YOU KNOW, A MINIMUM OF 70% SCORE REQUIRED FOR FUNDING.

THESE ARE SOME PRETTY STANDARD REQUIREMENTS. WE ARE LOOKING AT A 25% UPFRONT PAYMENT WITH REMAINING FUNDS REIMBURSED QUARTERLY.

AND SO THE THOUGHT PROCESS THERE IS SOME OF THESE GROUPS ARE SMALLER. THEY MAY NOT HAVE CAPACITY, BUT STAFF WORKS VERY CLOSELY WITH THE CULTURAL ARTS COMMISSION TO ENSURE COMPLIANCE AND REGULAR REPORTING AND RECEIPTS.

THE GOAL IS AS WELL FOR THESE ORGANIZATIONS TO HAVE SKIN IN THE GAME.

SO WE'RE GOING TO PROVIDE 50%, BUT AT THE END OF THE YEAR, THERE IS A TRUE UP.

AND IF AN ORGANIZATION IS TRULY NOT PROVIDING THAT 50% MATCH, THAT MAY RISK FUTURE INELIGIBILITY IN THE PROGRAM.

AS I'VE MENTIONED, WE'VE. 10 APPLICATIONS ALLOWED IN THE EVENT SERIES.

WE ARE REALLY LOOKING FOR SOME OF THESE THINGS TO FOCUS ON THE ARTS.

AND SO HERITAGE COMMISSION GRANTS, IF YOU'RE GOING TO APPLY FOR ONE, YOUR ORGANIZATION WOULD NOT BE ELIGIBLE TO APPLY FOR ANOTHER.

ONE OF THE RECOMMENDATIONS TO HELP MITIGATE WITHIN THE FIRST YEAR IS A PLUS OR MINUS 25% CAP.

THE WAY THAT WOULD WORK IS AS ORGANIZATIONS USE THIS OPPORTUNITY TO REFOCUS AND APPLY FOR THESE GRANTS.

WITHIN THAT FIRST YEAR, WE'RE NOT GOING TO HAVE AN ORGANIZATION SHIFT MORE EITHER TO THE GOOD OR TO THE NEGATIVE OF 25%.

SO WITH THAT, IT'S A BRIEF HIGH LEVEL OVERVIEW.

OVER THE COURSE OF OUR TIME THAT WE HAVE MET, WE'VE DELVED INTO HOW OTHER CITIES HAVE DONE THEIR FUNDING.

AND REALLY TOOK A LOOK AT HOW WE'RE DOING IT TOO.

AND WE FEEL ALIGNED ON THIS COMMITTEE OF SHIFTING TO ADVANCE BASED FUNDING.

WE BELIEVE BY DOING THAT, THAT IT IS A STRUCTURAL SHIFT FROM HOW IT IS DONE NOW, BUT WE THINK IT BETTER ALIGNS WITH THE PURPOSE OF HOTEL/MOTEL TAX.

FURTHERING CULTURAL ARTS AND ALLOWING MEASURABLE PUBLIC BENEFIT AND, AND REALLY JUST BEING MORE TRANSPARENT AND EQUITABLE TO GROW THE ARTS HERE IN PLANO. SO COUNCIL MEMBER LAVINE, I'LL LET YOU ADD TO THAT IF YOU'D LIKE.

I, I WANT TO JUST ADD THAT WE REALIZE THAT THERE WILL BE SOME EXTRA EFFORT THAT'S REQUIRED BY SOME OF THE ARTS GROUPS AS THEY PREPARE A, JUST ANOTHER FORMAT FOR PRODUCING THEIR GRANT APPLICATION. AND AS ANDREW WAS SAYING WE'VE PUT CERTAIN CAPS AND SUCH ON THE DOWNSIDE AND THE UPSIDE SO THAT WE CAN MAKE SURE THAT NO ONE ARTS ORGANIZATION LOSES A VERY SIGNIFICANT AMOUNT OF FUNDING THROUGH THIS SHIFT, ESPECIALLY IN THE FIRST YEARS WHILE THINGS ARE BEING TAKEN INTO ACCOUNT AND CHANGES ARE BEING MADE.

I ALSO WANT TO SAY THAT THERE'LL BE OTHER THINGS THAT'LL BE GOING ON DURING THIS TIME.

WE'LL BE DOING EVALUATION OF VENUES. THAT'S GOING TO BE IMPORTANT BECAUSE A LOT OF THESE OPPORTUNITIES FOR OUR ARTS ORGANIZATIONS TO GROW AND FLOURISH ARE GOING TO REQUIRE ADDITIONAL VENUES AND A REALIGNMENT OF HOW THOSE VENUES MAY BE USED SO THAT WE'RE GETTING BETTER USE OUT OF VENUES LIKE THE COURTYARD. WE HAVE ORGANIZATIONS THAT DON'T REALLY UTILIZE ALL 300 AND SOME ODD SEATS THERE.

THEY NEED SMALLER VENUES. AND THEN WE HAVE OTHER ORGANIZATIONS THAT NEED LARGER VENUES.

AND THEY'RE RIGHT NOW CAPPED OUT AT, AT THE LIMITATIONS OF, SAY THE SAINT ANDREWS AND SUCH.

SO WE'RE GOING TO BE LOOKING AT ALL OF THAT AND I THINK THERE'LL BE ADDITIONAL INVOLVEMENT AND INFORMATION THAT WE CAN PROVIDE TO THE COUNCIL AS THIS MOVES FORWARD. MAYOR PRO TEM SO LET ME UNDERSTAND IN GENERAL, AT THIS POINT, WE ARE TRANSITIONING FROM GRANTS PROVIDED BY ORGANIZATION TO GRANTS FOR EVENTS PER ORGANIZATION, AM I? ANDREW, WOULD YOU LIKE TO TAKE THAT? YOU COULD PROBABLY SAY THIS MUCH CLEANER THAN I COULD.

NO, ABSOLUTELY. SO OUR CURRENT PROCESS, JUST AS A REFRESHER FOR EVERYONE WE CURRENTLY AWARD FUNDING BASED ON THE EXPENSES THAT AN ORGANIZATION HAS INCURRED TO FURTHER, YOU KNOW, HEADS AND BEDS AND THE ARTS IN PLANO FROM THE PREVIOUS YEAR, WE ARE LOOKING TO SHIFT TO PURELY FUNDING EVENTS.

50% OF AN EVENT. AND SO RATHER THAN AN ANNUAL BUDGET OF EXPENSES, THE ORGANIZATIONS WOULD REALLY BE FOCUSED IN ON THOSE EVENTS.

SO THEY WOULD. SO THESE ORGANIZATIONS WOULD PRESENT AN APPLICATION BASED ON EVENT SPECIFIC LIKE BALLOON FESTIVAL OR HFS OR? CORRECT. AND THEN NOT REALLY ABOUT WHAT THIS ENTIRE ORGANIZATION HAS EXPENDED. I MEAN, IS THAT HOW WE USED TO DO IT? YES. SO IT, AS I MENTIONED, IT'S, IT USED TO BE, YOU KNOW, IF AN ORGANIZATION SPENT $1 MILLION LAST YEAR THAT WOULD BE FACTORED INTO THE FORMULA IN WHAT WAS POTENTIALLY AWARDED TO THAT ORGANIZATION BASED ON WHAT THEY WERE DOING TO FURTHER THE ARTS AND HEADS AND BEDS IN PLANO.

NOW WE'VE SUGGESTED THAT TO MAKE IT A LITTLE CLEANER, A LITTLE MORE STANDARD ACROSS THE BOARD TO REALLY FOCUS IN ON THOSE EVENTS.

AND SO AN ORGANIZATION, AS I MENTIONED, MIGHT DO OF THEIR 10 APPLICATIONS, ONE APPLICATION MAY BE A 3-WEEK PRODUCTION OF SCROOGE OR PERHAPS THEY'RE GOING TO DO A FESTIVAL DOWNTOWN, BUT THIS ALSO WILL OPEN UP CAPACITY AND BE AN OPPORTUNITY FOR EMERGING ARTISTS, FOR OPPORTUNITIES THAT WANT TO COME TO PLANO THAT ARE NEW.

YEAH, I ABSOLUTELY LOVE THAT IDEA. I ALWAYS BELIEVE THAT WE NEED TO SPREAD OUT THE FUNDS THAT WE HAVE TO ENCOURAGE SMALLER OR DEVELOPING ORGANIZATIONS WHO WANT TO PARTICIPATE IN PLANO, BUT THEY'RE JUST TOO SMALL.

THEY DON'T GET ANY SAY IN ANY OF THE, THE GRANT APPLICATIONS AND THEY DON'T KNOW HOW TO FILL OUT A GRANT APPLICATION.

SO YES, I ABSOLUTELY SUPPORT THAT DIRECTION. OKAY.

CAN I JUST I THINK THIS WILL ALSO GIVE US AN OPPORTUNITY TO BRING IN MORE ADULT ORIENTED PROFESSIONAL THEATER.

AND BY PROFESSIONAL, I MEAN THINGS LIKE THE REPERTORY COUNCIL, REPERTORY THEATER.

AND I THINK THAT THAT'S GOING TO ENABLE US TO NOT JUST GET IN THOSE SMALLER GROUPS, BUT MAYBE SOME LARGER GROUPS, TOO SO I JUST WANT A LITTLE CLARITY HERE WITH REGARDS TO THE FUNDING.

NOW, THAT DOESN'T MEAN EVERY ORGANIZATION IS GOING TO PUT ON EVENTS THAT WOULD GET THEM THERE, RIGHT? AND ONE MITIGATING FACTOR THAT WE DID TO THE COUNCIL MEMBERS POINT ABOUT A GROUP, PERHAPS THAT THE CITY IS COVERING THEIR RENT TODAY.

WHAT WE WERE LOOKING AT DOING IS DEDUCTING IT FROM THE 375.

SO THERE'S NOT A TRUE FINANCIAL HIT, BUT IT DOES PROVIDE SOME MORE EQUITY.

AND YOU KNOW, IT'S A LITTLE CLEARER. BUT WE WILL GET YOU A SEVERAL EXAMPLES SO THAT YOU CAN SEE THAT.
