WE'RE GOING TO TRY TO IMPROVE MOBILITY THROUGHOUT THE CITY OF PLANO. AND, AND THE WAY WE'RE DOING IT IS USING A TECHNOLOGY BASED SYSTEM THAT VIA OFFERS. AND WE'LL GET INTO A LITTLE BIT ABOUT THAT. SO, BUT THIS WHOLE PROCESS WILL BE A MORE FLEXIBLE, DYNAMIC ROUTING METHOD OF PICKING PEOPLE UP AND GETTING THEM TO WHERE THEY NEED TO GO. SO THE 2 PROGRAMS THAT WE ARE STARTING OFF WITH IS, 1ST OF ALL, A SENIOR RIDES PROGRAM. AND SO THAT SENIOR RIDES IS GOING TO BE FOR OUR RESIDENTS 65 AND OLDER. WE'RE LOOKING AT PROVIDING THEM TRANSPORTATION SERVICES THROUGHOUT THE CITY OF PLANO, INCLUDING A 1 AND A HALF MILE BUFFER OUTSIDE. SO, YOU KNOW, SOME OF THESE FOLKS THAT NEED TO GET TO DOCTOR'S APPOINTMENTS OR OTHER SERVICES THAT ARE JUST OUTSIDE OUR CITY LIMITS YOU KNOW, RIGHT NOW THAT WE'VE GOT A FLEXIBLE SYSTEM. SO THE, THE, THE HOURS AND RATES THAT WE TALK ABOUT ARE PROBABLY GOING TO CHANGE AS WE KIND OF GO AND GET MORE INFORMATION. THE COST OVERVIEW IS 3.95 IS NOT TO EXCEED AMOUNT THAT WE HAVE THE ESTIMATED TOTAL COST OF THIS PROGRAM RIGHT NOW. AND IT'S GOING TO CHANGE BASED UPON WHEN WE START. THE CIRCULATOR SYSTEM IS ABOUT $2.78 MILLION AND $365,000, APPROXIMATELY THAT STARTUP COST AND THE OPERATIONAL COSTS FOR THIS 1ST 6 MONTH PERIOD WILL BE ABOUT $2.41 MILLION. THE ENVIRONMENTAL HEALTH DIVISION OVERSEES FOOD SAFETY AND SWIMMING POOL, POOL SAFETY AND SANITATION FOR THE CITY. INCLUDED IN THIS ARE PLAN REVIEWS FOR NEW AND EXISTING ESTABLISHMENTS AS NEEDED, PLUS ROUTINE COMPLAINT AND FOLLOW UP INSPECTIONS THAT WE CONDUCT. EDUCATION IS CONDUCTED ALONGSIDE EVERY INSPECTION THAT WE DO. WE DO ALSO USE ENFORCEMENT TOOLS WHEN NEEDED AND AS A LAST RESORT, OR IF THERE'S A CASE OF AN IMMINENT PUBLIC HEALTH OR ENVIRONMENTAL HAZARD, WE WILL USE ENFORCEMENT TOOLS. ESTABLISHMENTS WITH MORE COMPLICATED FOOD PROCESSES OR MENUS, OR ESTABLISHMENTS THAT SERVE HIGHER RISK POPULATIONS LIKE SENIORS OR CHILDREN, ARE PLACED IN A HIGHER INSPECTION FREQUENCY CATEGORY. WHILE WE INSPECT FOR ALL FOOD CODE REQUIREMENTS, THE MAJOR FOCUS OF OUR VIOLATIONS ARE ON THOSE VIOLATIONS THAT ARE GOING TO DIRECTLY AFFECT PUBLIC HEALTH OR MAY CAUSE A FOODBORNE ILLNESS. MIGHT BE TEMPERATURE CONTROL ISSUES. IT COULD BE JUST GENERAL SANITATION ISSUES IF WE WALK INTO AN ESTABLISHMENT AND SEE THAT HAPPENING. HANDWASHING, LACK OF HANDWASHING OR LACK OF WATER. SO THAT'S OUR MAIN FOCUS. ALTHOUGH WE LOOK AT, WE LOOK AT EVERYTHING THAT'S IN THERE. I DO WANT TO SHOW A FEW PICTURES. BUT WHEN WE WALK INTO THESE SITUATIONS, HONESTLY, IT MAKES US HAPPY THAT WE'RE THERE TO INTERVENE IN THIS SITUATION AND PROVIDE THEM THE GUIDANCE THAT THEY NEED. IN THIS PARTICULAR SITUATION, WE MIGHT CLOSE THEM FOR A FEW HOURS SO WE CAN GET THINGS UNDER CONTROL AND THEN GET THEM BACK ON THEIR WAY. THE FOCUS OF OF THESE INSPECTIONS IS SANITATION AND SAFETY. SO WE'RE CHECKING WATER CHEMISTRY WHILE WE'RE OUT THERE FILTRATION AND PUMPING SYSTEMS. THE ENVIRONMENTAL QUALITY DIVISION IS RESPONSIBLE FOR STORMWATER MANAGEMENT, INDUSTRIAL PRETREATMENT AND INSPECTION, MOSQUITO CONTROL AND IN RESPONSE TO ENVIRONMENTAL NUISANCES, OUR STORMWATER MANAGEMENT AND INDUSTRIAL PRETREATMENT PROGRAMS ARE FEDERAL AND STATE MANDATED PROGRAMS. WE OPERATE UNDER A PERMIT WITH THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY THAT OUR DEPARTMENT ADMINISTERS. THE GOAL OF THE PROGRAM IS TO REDUCE POLLUTANTS AND ILLEGAL DISCHARGES FROM ENTERING OUR WATERWAYS. WE HAVE JUST OVER 3000 STORMWATER OUTFALLS WITHIN THE CITY LIMITS, AND WE NEED TO MONITOR ALL OF THOSE. SO DURING DRY WEATHER, WE CONDUCT OUTFALL INSPECTIONS TO BE SURE NOTHING IS COMING OUT OF THOSE PIPES THAT SHOULD NOT BE COMING OUT OF THOSE PIPES. AND DURING WET WEATHER, WE GATHER WATER SAMPLES DURING THE RAIN EVENT TO TEST FOR ILLEGAL DISCHARGES THAT MAY BE CARRIED IN STORMWATER. THE INDUSTRIAL PRETREATMENT PROGRAM ENSURES INDUSTRY IS TREATING ANY DISCHARGE TO THE REQUIRED STANDARD PRIOR TO RELEASE INTO THE SEWER SYSTEM. WE CONDUCT EROSION CONTROL INSPECTIONS TO AT CONSTRUCTION SITES TO ENSURE PROPER PROTECTION IS IN PLACE AND PREVENT SEDIMENT RUNOFF INTO OUR WATERWAYS. AND THEN WE ALSO CONDUCT A LOT OF COMPLAINT RESPONSE TO THESE TYPES OF WATER QUALITY SITUATIONS. WE DID ABOUT 170 THIS PAST THIS PAST YEAR. THE ENVIRONMENTAL QUALITY SPECIALISTS, THEY INSPECT GREASE AND GRIT TRAPS, AS WELL AS THE HAULERS WHO PUMP THOSE FACILITIES. THE TRAPS ARE REGULATED UNDER OUR LIQUID WASTE MANAGEMENT ORDINANCE. INSPECTION FREQUENCY IS BASED ON RISK AND A SCORING SYSTEM THAT TAKES INTO CONSIDERATION THE TYPE OF ESTABLISHMENT IS SERVING AND THEIR MENU AND TANK CONSTRUCTION AND COMPLIANCE HISTORY, AMONG A FEW OTHER FACTORS. THE FOCUS IS ON PROPER MAINTENANCE AND OPERATION TO PREVENT OVERFLOWS LIKE THIS THAT WILL GO INTO OUR STORM DRAINS AND THEN ULTIMATELY INTO OUR CREEKS, AND THEY MUST PUMP THESE TRAPS EVERY 90 DAYS. WE HAVE 1465 PERMITTED TRAPS IN THE CITY OF PLANO. SOME OF THOSE ARE SHARED BY MULTIPLE FACILITIES. FOR OUR MOSQUITO CONTROL PROGRAM, WE CONDUCT SURVEILLANCE AND MONITORING OF MOSQUITO POPULATIONS AND DISEASE DISEASES THROUGHOUT THE CITY. WE SET TRAPS EACH WEEK, ALTERNATING AT 38 DIFFERENT SITES THROUGHOUT THE CITY. WHEN WE GET A POSITIVE MOSQUITO RESULT BACK, WE SURVEY THE NEIGHBORHOOD AND WE LARVICIDE AS NEEDED. WE'RE ALSO LOOKING FOR DRAINAGE ISSUES AND OTHER STAGNANT WATER SITUATIONS, LIKE SOMETHING LIKE WHAT YOU SEE HERE IN THIS PICTURE. AND WE HAVE HAD IN THE PAST SEVERAL YEARS SOME PESTICIDE RESISTANCE IN OUR MOSQUITO POPULATIONS. SO WE HAVEN'T DONE ANY SPRAYING FOR A COUPLE OF YEARS. WE'RE MONITORING THAT SITUATION. BUT TO SPRAY CHEMICALS WHEN THEY'RE NOT EFFECTIVE IS IS WOULD NOT BE APPROPRIATE. SO WE'VE BACKED OFF OF THAT. WE HAVE LOOKED AT THE DATA AND THUS FAR WE HAVEN'T SEEN ANY INCREASE IN THE NUMBER OF MOSQUITO SAMPLES THAT ARE COMING BACK, POSITIVE OR HUMAN CASES. SO WE CONTINUE TO LOOK AT THAT PRETTY CLOSELY. AND THEN WE DO COMPLAINT RESPONSE TO STAGNANT WATER COMPLAINTS LIKE THIS. AND WE WILL LARVICIDE IF THE OWNER ALLOWS US TO AND THEY HAVE TO SIGN A CONSENT FOR THAT. LAST YEAR WE RESPONDED TO ABOUT 121 MOSQUITO RELATED COMPLAINTS AND OTHER NUISANCE COMPLAINTS. WE GO OUT ON OUR NOISE, LIGHT AND SMOKING COMPLAINTS IN ADDITION TO THE WATER QUALITY AND MOSQUITO COMPLAINTS. SO LAST YEAR TOTAL WAS ABOUT JUST OVER 400 COMPLAINTS. THIS LITTLE GUY WAS WE RESPONDED TO A WATER RELATED COMPLAINT, HAD TO DO WITH AN OIL SPILL THAT MADE ITS WAY INTO A POND, AND HIM AND HIS LITTLE BUDDY WERE CAUGHT IN THAT OIL SPILL. [00:55:05] WE WE CALLED A WILDLIFE REHABILITATOR AND THEY, THEY CAME OUT AND GOT HIM, CLEANED HIM UP AND RELEASED HIM BACK TO OUR POND. SO HE'S OUT THERE SOMEWHERE WITH HIS FRIEND. THE SUSTAINABILITY DIVISION EDUCATES AND ENGAGES THE COMMUNITY IN SUSTAINABLE PRACTICES AND ENVIRONMENTAL STEWARDSHIP. THE DIVISION ALSO OVERSEES THE MANAGEMENT AND OPERATION OF THE ENVIRONMENTAL EDUCATION CENTER. THE PLANO COMMUNITY GARDEN AND ITS VOLUNTEERS AND THE VOLUNTEERS WHO STAFF THE HOUSEHOLD CHEMICAL REUSE CENTER. WE HAVE A BROAD SPECTRUM OF PROGRAMS THAT ADDRESS ENVIRONMENTAL CONSIDERATIONS OF DAY TO DAY LIVING, INCLUDING WASTE REDUCTION, LITTER REMOVAL, WATER CONSERVATION, WATER QUALITY, ENERGY EFFICIENCY, AIR QUALITY, AND SEVERAL OTHER SUBJECTS. BUT ALL OF IT IS PART OF PROMOTING AND MAINTAINING A SUSTAINABLE CITY TO OUR RESIDENTS. WE OFFER CLASSES IN OUR COMMUNITY AND SCHOOLS AND WEBINARS THAT RESIDENTS CAN SIGN UP FOR, AS WELL AS SOME ONLINE LEARNING MODULES AND TOURS, WHICH TEND TO BE PRETTY POPULAR. FOR OUTREACH AND EVENTS, WE HAVE A NUMBER OF EVENTS THAT WE SPONSOR AND WE USE TO REACH OUT TO THE COMMUNITY. THE GREAT AMERICAN CLEANUP IS CONDUCTED EVERY SPRING. IT RUNS FROM MARCH THROUGH MAY. SO WE'RE RIGHT IN THE MIDDLE OF THAT. RESIDENTS CAN SIGN UP FOR A LITTER CLEANUP DURING THIS TIME AS THEY CAN THROUGHOUT THE YEAR. THIS IS KIND OF THE TIME THAT WE WE FOCUS ON IT. WE HAVE TEXAS RECYCLES DAY IN NOVEMBER. IT'S A DRIVE THROUGH EVENT WHERE WE COLLECT THOUSANDS OF POUNDS OF RECYCLABLE, RECYCLABLE GOODS. OVER ABOUT 4 HOURS ON A SATURDAY MORNING WATERWISE LANDSCAPE TOURS. THIS IS AN OPPORTUNITY IN OCTOBER FOR RESIDENTS TO TOUR SEVERAL YARDS TO GET IDEAS FOR DROUGHT TOLERANT PLANTS THAT THEY CAN USE IN THEIR OWN YARDS. THEY LEARN ABOUT SAFE FOOD HANDLING FROM ENVIRONMENTAL HEALTH AND ABOUT PROPER DISPOSAL FROM OUR ENVIRONMENTAL QUALITY AND SUSTAINABILITY STAFF. IT'S A GOOD DAY. ELECTRONICS COLLECTION WE DO THIS THREE WEEKENDS EVERY MONTH ON A ROTATING LOCATIONS ACROSS THE CITY. WE HAVE A FOOD SCRAP COMPOSTING PROGRAM. RESIDENTS CAN SIGN UP TO DROP THEIR FOOD SCRAPS AT 1 OF 8 LOCATIONS LOCATED THROUGHOUT THE CITY. FOR COMPOST PROCESSING, WE HAVE JUST UNDER 1000 HOUSEHOLDS PARTICIPATING IN THAT PROGRAM AT THIS POINT. WE OFFER WATER CONSERVATION REBATES THAT ARE AVAILABLE TO RESIDENTS FOR ELIGIBLE WATER CONSERVATION ITEMS, SUCH AS REPLACEMENT OF TOILETS WITH HIGHER EFFICIENCY MODELS, AND THEN LITTER CLEANUPS, AND ADOPT A HIGHWAY PROGRAM THAT'S AVAILABLE THAT ARE BOTH AVAILABLE THROUGHOUT THE CITY. JUST LIKE LIBRARIES THAT WORK HARD FOR US AT OUR EDUCATION AND OUTREACH EVENTS AS WELL. OUR VOLUNTEERS ARE A HUGE, HUGE PART OF WHAT WE DO. THERE IS NO WAY, NO WAY THAT WE WOULD HAVE THE REACH THAT WE HAVE WITHOUT THEM. LAST YEAR, THEY DONATED JUST OVER 11,000 HOURS AT A VALUE OF $387,000. AND THEN FINALLY, WE WERE NOTIFIED AT THE END OF 2025 THAT WE ACHIEVED LEED GOLD AS A CITY FOR A COMPREHENSIVE APPROACH TO SUSTAINABILITY, RESILIENCE, AND QUALITY QUALITY OF LIFE HERE IN PLANO. THE PROGRAM EVALUATES HOW LOCAL GOVERNMENTS ARE PERFORMING IN AREAS LIKE WATER, WASTE, ENERGY, EDUCATION AND OTHER AREAS THAT AFFECT OVERALL QUALITY OF LIFE. IT ALSO ALLOWS US TO CREATE A STRATEGY TO ADDRESS GAPS IN SUSTAINABILITY. DURING OUR REVIEW, WE HAD ASSESSMENTS IN 2015 AND 2019 UNDER THE STAR COMMUNITIES PROGRAM, AND WE SCORED A FOUR OUT OF 5 STAR EACH TIME SINCE 2019. STAR COMMUNITIES WAS ABSORBED BY LEAD THE US GREEN BUILDING COUNCIL AND IS NOW KNOWN AS LEAD FOR CITIES. SO THIS WILL BE THIS IS OUR 3RD ASSESSMENT AND WE SCORED HIGH IN THE GOLD AREA. WE WERE ABOUT 11 POINTS OFF OF PLATINUM. SO WE'RE HOPING, HOPING, HOPING THAT NEXT TIME WE CAN REACH THAT GOAL. WHILE OUR DEPARTMENT BROADLY OVERSEES SUSTAINABILITY INITIATIVES BASED ON THE OUTCOMES OF THESE ASSESSMENTS, WE COULD WE DON'T DO THIS ALONE.
