AND, UH, I'M REALLY PLEASED TONIGHT TO TALK, START TALKING TO YOU ABOUT THE, UH, THE TRANSPORTATION, UH, SOLUTION THAT WE ARE BRINGING FOR YOU. WE'VE ALREADY SIGNED A CONTRACT WITH THEM, AND I'VE GOT, UH, TWO GUESTS HERE JUST IN CASE YOU HAVE ANY TECHNICAL QUESTIONS. THEY'LL BE ABLE TO PROVIDE THAT INFORMATION TO YOU. SO WE HAVE, UH, UH, SIGNED A SIX MONTH AGREEMENT WITH THEM RIGHT NOW. AND BASICALLY IT'S GONNA BE TO PROVIDE KIND OF TRANSPORTATION NEEDS IN THOSE AREAS THAT, THAT DART DOES NOT COVER. UH, WE'RE GONNA TRY AND IMPROVE MOBILITY THROUGHOUT THE CITY OF PLANO, AND, AND THE WAY WE'RE DOING IT IS USING A TECHNOLOGY BASED SYSTEM THAT VIA OFFERS. AND, UH, WE'LL GO GET INTO A LITTLE BIT ABOUT THAT. SO, BUT THIS WHOLE PROCESS WILL BE A MORE FLEXIBLE, DYNAMIC ROUTING WAY METHOD OF, UH, PICKING PEOPLE UP AND GETTING 'EM TO WHERE THEY NEED TO GO. SO THE TWO PROGRAMS THAT WE ARE STARTING OFF WITH IS, FIRST OF ALL, A SENIOR RIDES PROGRAM. AND, UH, SO THAT SENIOR WI RIDES IS GONNA BE FOR, UH, OUR RESIDENTS 65 AND OLDER. UH, WE ARE LOOKING AT PROVIDING THEM TRANSPORTATION SERVICES THROUGHOUT THE CITY OF PLANO, INCLUDING A ONE AND A HALF MILE BUFFER OUTSIDE. UH, SO, YOU KNOW, SOME OF THESE, UH, FOLKS THAT NEED TO GET TO, TO DOCTOR'S APPOINTMENTS OR OTHER SERVICES THAT ARE JUST OUTSIDE OUR CITY LIMITS, UH, YOU KNOW, RIGHT NOW, SO THAT WE GOT A FLEXIBLE SYSTEM. SO THE, UH, THE, THE HOURS AND, AND RATES THAT WE TALK ABOUT ARE PROBABLY GONNA CHANGE AS WE KIND OF GO AND, AND, AND GET MORE INFORMATION. BUT AT LEAST, ESPECIALLY DURING THE WEEKDAYS, WE'RE LOOKING SOMEWHERE BETWEEN ABOUT A SIX 30 START TO ABOUT, UH, 10:00 PM UH, PROBABLY WEEKENDS WILL BE A LITTLE MORE LIMITED THAN THAT, MAYBE NINE TO NINE. THAT INCLUDES THE SHOPS OF LEGACY, UH, LEGACY WEST, AND THEN THOSE CORPORATE CAMPUSES IN THAT AREA. SO RIGHT NOW, UH, OUR ECONOMIC DEVELOPMENT FOLKS ARE WORKING WITH, UH, THOSE CORPORATE CAMPUSES AS WE TRY AND FIGURE OUT THE BEST ROUTES AND PICK UP LOCATIONS AND TIMES, UH, FOR THAT CIRCULATOR ROUTE. SO WE DON'T HAVE A A START DATE FOR THAT YET, BUT WE ARE WORKING ON THAT. AND ONCE WE GET THAT INFORMATION, UH, WE WILL THEN PROVIDE IT TO YOU. UH, SO JUST THE SCOPE OF SERVICES WHEN WE CONTRACT WITH VIA. SO AGAIN, THIS IS GONNA BE A, A, AN APP BASED SYSTEM, UH, THAT, UH, BOTH DRIVERS THAT CAN USE AND THEN RIDERS CAN USE. UH, IF, IF WE HAVE PEOPLE, 'CAUSE IT'S A SENIOR RIDES PROGRAM THAT DO NOT HAVE THE ABILITY TO USE SMARTPHONES, THEY CAN ALSO GET ONLINE OR ALSO, UH, CALL IN AND GET THAT SET UP. AND WHETHER IT'S, UH, FOR, FOR A RIDE THAT THEY NEED TO THE GROCERY STORE OR WHETHER IT'S FOR ONE OF THOSE REOCCURRING MEDICAL, UH, APPOINTMENTS, THEY CAN SET THAT UP, UH, VIA HAS THAT TECHNOLOGY, UH, DRIVER RECRUITMENT. SO ONE OF THE THINGS THAT THEY DO, UH, THEY'RE VERY FOCUSED ON SAFETY, SO MAKING SURE THAT THEY GET DRIVERS, UH, THAT GO THROUGH BACKGROUND CHECKS AND, UM, AND, AND, UH, ARE PROVIDING, UH, UH, A SAFE SERVICE FOR OUR RESIDENTS. AND IN ADDITION TO THE, UH, THE INVESTIGATIVE PROCESS THAT THEY DO, ONE OF THE THINGS THAT ALL THESE VEHICLES WILL HAVE IS THEY'LL HAVE CAMERAS INSIDE THEM. SO, UH, TO MAKE SURE THAT, UH, THAT, UH, THAT STUFF IS, IS VIDEO RECORDED FOR SAFETY PURPOSES, UH, CUSTOMER SERVICE AND OUTREACH. THEY HAVE A, UH, A ROBUST [00:05:01] CUSTOMER SERVICE PROCESS IN ADDITION TO WHAT THE CITY OF PLANO WILL OFFER. AND THEN WE ARE GONNA WORK CLOSELY WITH THEM ON, ON, UH, THE MARKETING ASPECT AND ALSO THE DATA ANALYTICS AS THAT BECOMES IMPORTANT AS WE MOVE FORWARD. THE INITIAL TERM FOR THIS CONTRACT IS SIX MONTHS. UH, WE'VE GOT A, UH, ANOTHER SIX MONTH OPTION, UH, AT THE SAME TERMS, AND THEN UP TO THREE 12 MONTHS EX EXTENSIONS AFTER THAT. UH, THE COST OVERVIEW IS, UH, 3.95 IS A NOT TO EXCEED AMOUNT THAT WE HAVE, UH, THE, UH, ESTIMATED TOTAL COST OF THIS PROGRAM RIGHT NOW. AND, AND, AND IT'S GONNA CHANGE BASED UPON WHEN WE START. THE CIRCULATOR SYSTEM IS ABOUT 2.78, UH, MILLION AND, UH, 365,000 APPROXIMATELY THAT STARTUP COST. AND THE OPERATIONAL COST FOR THIS FIRST SIX MONTH PERIOD WILL BE ABOUT 2.41 MILLION. UH, AND YOU CAN KIND OF SEE THE COST HERE FOR BOTH THE, ON THE, UH, SENIOR ON, UH, UH, SENIOR RIDES PROGRAM, AND THEN ALSO THE LEGACY WEST CIRCULATOR. AND WHAT WE DO IS WE TRY AND ESTIMATE THE NUMBER OF HOURS, AND THAT'S HOW VIA WILL BILL US IS BASED UPON THAT. SO THAT COULD CHANGE BASED UPON THE DATA THAT WE RECEIVE AND KIND OF FIGURE OUT WHAT, WHAT THE, UH, THE PATTERNS ARE. UH, OPERATIONAL, UH, INFORMATION IS GOING TO INCLUDE THE FACT THAT, UH, NOT ONLY DO, UH, DO THEY HAVE A, UM, UH, A PERSON OVERSEEING THIS PROGRAM HERE, BUT I'LL BE THE PERSON WHO WILL BE OVERSEEING IT FOR THE CITY OF PLANO. SO WE'LL WORK CLOSELY TOGETHER TO MAKE SURE THAT, UH, WE RESOLVE ANY PROBLEMS AND, UH, AND, AND WE HAVE FLEXIBILITY AS NEEDED TO, UH, CHANGE THINGS. AS THAT DATA COMES IN, UH, WE'RE GONNA HAVE UP TO 30 VEHICLES. UH, SOME OF 'EM ARE GOING TO BE, UH, HANDICAP ACCESSIBLE. UH, AND THEN WHAT WE'RE PLANNING ON DOING IS HAVING THOSE STAGED OVER AT HAGGARD LIBRARY. SO WE'LL HAVE ABOUT 30 SPACES OVER THERE THAT, UH, AND SO AT NIGHT WHEN THOSE VEHICLES ARE NOT, UH, BEING UTILIZED, AND THEY'LL BE OVER THERE AT HAGGARD AND PROVIDING THAT, UH, AND ALL THE VEHICLES WILL BE WRAPPED. SO YOU'LL SEE THAT THAT MARKETING THAT WE'RE DOING AS THESE VEHICLES ARE, ARE TRAVELING AROUND THE STREETS OF PLANO. AND SO THEY'LL, THEY'LL BE THERE AT HAGGARD LIBRARY IN THE EVENING. AND AN EXAMPLE WOULD BE ARLINGTON HAS KIND OF A FAIR WHERE IT'S GONNA BE A $3 FOR THE FIRST FOUR MILES, UH, FIVE, UH, $4 FOR AN, AN ADDITIONAL MILE UP TO $8. SO, YOU KNOW, WE HAVE SOME, SOME, UH, FLEXIBILITY IN THAT FAIR SYSTEM BASED UPON, UH, WHAT WE DECIDE TO DO. UH, AND ALSO PASSENGER COUNTS. HERE'S OUR HELLO FROM TEAM PPL. THERE'S 185 TEAM MEMBERS WHO SHOW UP EACH AND EVERY DAY WITH JOY IN THEIR HEARTS. UM, THEY BRING THEIR SKILLS, THEIR ABILITIES, AND THEIR ENTHUSIASM. AND WE OPERATE FROM A PHILOSOPHY OF ONE LIBRARY, FIVE LOCATIONS. I JUST LOVE SEEING THAT THEY'RE AMAZING. UM, SO AS FAR AS OUR STRATEGIC GOALS, STAFF HELP CREATE THOSE. AND WE'RE REALLY INSPIRED BY COUNCIL'S VISION OF BEING A WELCOMING, ENGAGED COMMUNITY AND EXCELLENT, INNOVATIVE GOVERNMENT. AND SO IF WE START AT THE TOP, WHEN YOU THINK ABOUT LIBRARIES AND SPARKING IMAGINATION, WHETHER IT'S MATERIALS, IT'S CONNECTING WITH STAFF, IT'S JUST CREATING THAT SENSE OF WONDER. THAT'S WHAT LIBRARIES CAN DO IN OUR COMMUNITY WHEN IT COMES TO SUPPORTING LIFELONG LEARNING. IN ORANGE, OUR STAFF LIKE TO SHARE IMPACT STORIES WITH US EVERY MONTH, AND WE REALLY APPRECIATE THAT BECAUSE IT TALKS ABOUT THE WORK THEY DO IN OUR COMMUNITY AND THE IMPACT THEY MAKE. WE RECENTLY HAD A GENTLEMAN COME IN, SELF-PROCLAIMED 74-YEAR-OLD, WE DON'T ASK AGE. AND HE SAID HE HAD JUST RECENTLY RETIRED AND HE WAS GOING TO PURSUE A LIFELONG GOAL OF GETTING HIS GGED STAFF. WERE LIKE, LET'S GO. SO THEY CONNECTED HIM WITH RESOURCES, THEY GOT HIM ON THE PATH. AND THESE ARE THE TYPES OF STORIES WE HEAR EVERY SINGLE DAY WITH OUR INTERACTIONS WITH THE COMMUNITY. WE BELIEVE IN SUPPORTING ALL OF OUR LEARNERS FROM BEGINNING ALL THE WAY THROUGH OLDER ADULTS. AND WHEN WE TALK ABOUT ENHANCING RELATIONSHIPS TO FOSTER CONNECTION, IT'S KIND OF JUST WHAT WE DO. WE PUT OUT JOB DESCRIPTIONS. THEY FIND AMAZING PLAN OF RESIDENTS THAT WANNA CONTRIBUTE AND IT'S LIKE THE PERFECT MATCH. THEIR VOLUNTEER WORK HELPS US BE SUCCESSFUL IN OUR DAILY WORK. SO I JUST WANTED TO SHARE OUR APPRECIATION FOR THAT. WE ALSO CELEBRATED 60 YEARS OF SERVICE LAST YEAR, WHICH WAS GREAT TO DO. UM, ALL YEAR LONG WE CELEBRATED THANKS FOR COMING TO SOME OF OUR EVENTS. WE ALSO, UM, SINCE 2005, HAVE RECEIVED THE TEXAS MUNICIPAL LIBRARY DIRECTORS ACHIEVEMENT AWARD OF EXCELLENCE. AND THEN THIS ONE AT THE BOTTOM IS PROBABLY OUR MOST RECENT ACCOLADE. THAT IS JUST A TRUE HEARTWARMING EXPERIENCE FOR STAFF AND I BELIEVE OUR COMMUNITY MEMBERS. YOU SEE OUR GENTLEMAN ON THE RIGHT, WE'RE GRADUATES OF THE PROGRAM. WE RECEIVED THIS LIBRARY CHANGE COMMUNITY AWARD FOR OUR WORK EXPERIENCE PROGRAM. THIS IS LIKE A PARTNERSHIP BETWEEN LIBRARY STAFF AND COMMUNITY, UM, NONPROFITS. WE JUST GRADUATED THREE COHORTS LAST WEEK AND SOME FAMILIAR FACES ON THAT ONE, . UM, SO AGAIN, WE RECEIVED TWO GRANTS LAST YEAR FROM TEXAS, UH, STATE LIBRARY AND ARCHIVES COMMISSION. AND THE FIRST ONE WAS TO DIGITIZE THE PLANO STAR COURIER FROM 1904 TO 1980. SO IF YOU LIKE HISTORY OR YOU LIKE TO GO ONLINE AND LOOK AT THINGS ABOUT THE CITY OF PLANO, YOU CAN DO THAT NOW FOR THROUGH THE TEXAS PORTAL. IT'S AVAILABLE TO ANYONE. AND THEN OUR SECOND ONE WAS, THANK YOU TO OUR RECREATION PARTNERS. UM, THEY'RE WILLING TO TRY SOMETHING WITH US, AND THAT'S OUR BOOK LOCKER AT SAM JOHNSON RECREATION CENTER. I THINK THEY TELL THEIR RECREATION CENTER, UM, STAFF AS WELL. SO WE REALLY APPRECIATE THEM WORKING WITH US ON THAT. AND THEN, UM, JUST AS VICTORIA WAS TALKING ABOUT SUCCESSION PLANNING, WE LAUNCHED A MENTORSHIP PROGRAM INSIDE THE LIBRARY AND IT WAS, UM, MENTORS AND MENTEES STAFF ALIKE. IT WAS NOT TITLE BASED, IT WAS SKILLS AND ABILITIES TO GROW. AND THAT PROGRAM WAS SO SUCCESSFUL LAST YEAR. OUR STAFF SHARED THE IMPACT FROM THE BEGINNING OF THE PROGRAM TO THE END OF IT, HOW MUCH IT MEANT TO THEM TO DEVELOP THEMSELVES AS LEADERS. THEIR FAMILIES COMMENTED ON THEIR PERSONAL GROWTH. I MEAN, IT REALLY HAD A GREAT IMPACT AND BUILT OUR CAPACITY IN OUR DEPARTMENT. SO NOW WE'RE IN YEAR TWO AND SOME OF OUR MENTEES ARE NOW MENTORS. IT'S A GREAT PROGRAM. AND THEN OF COURSE, WE, UM, HAD AN ADAPTED BOOK PROGRAM. WE'RE THE ONLY LIBRARY, YOU MIGHT NOT BE THE ONLY ONE NOW, BUT WE WERE THE FIRST, UH, TO START AN ADAPTIVE BOOK PROGRAM, WHICH IS BASICALLY IF YOU DECONSTRUCT A PICTURE BOOK AND YOU ADD TACTILE ELEMENTS TO IT, IT ALLOWS OUR ADAPTED PROGRAMMING, UH, USERS TO CONNECT WITH THOSE STORIES IN A DIFFERENT WAY. AND PARENTS HAVE SHARED HOW MUCH THEY APPRECIATE THEIR CHILD BEING ABLE TO CONNECT WITH THE LITERATURE AND STAY FOCUSED. SO WE HAVE FIVE, OOPS, FIVE PROGRAM, UH, FOCUS AREAS. AND THIS IS OUR FIRST ONE. THIS IS KIND OF WHAT PEOPLE THINK ABOUT WHEN THEY THINK OF LIBRARIES. AND, UM, WE ARE THERE TO HELP YOU ON YOUR READING JOURNEY FROM THE VERY BEGINNING TO YOU'RE GOING OFF TO COLLEGE AND YOU WANT HELP STUDYING ONLINE, WE HAVE RESOURCES AND MATERIALS FOR THAT. WE HAD A PARENT SHARE A STORY. UNFORTUNATELY, THEIR CHILD WAS IN AN ACCIDENT AND HAD TO BE IN BED FOR THREE MONTHS. WELL, DURING THAT THREE MONTH TIME PERIOD, THAT CHILD CHOSE TO LEARN FRENCH USING OUR [00:40:01] RESOURCES, IMPROVE THEIR MATH SKILLS. AND OF COURSE THEY CHECKED OUT STEAM KIDS. 'CAUSE STEAM KIDS, IF YOU HAVEN'T SEEN THEM, ARE A LOT OF FUN. ARTS AND CULTURE IS BIG IN LIBRARIES. UM, WE HAVE STORY TIMES WITH ALL DIFFERENT LANGUAGES, HINDI, URDU, CHINESE STORY TIME. WE JUST KIND OF COVER THE BREADTH OF OUR COMMUNITY. AND THEN IF YOU WEREN'T AWARE, YOU HAVEN'T VISITED A LIBRARY LATELY, WHICH I WOULD ENCOURAGE ALL OF YOU TO DO. UM, WE HAVE ART EXHIBIT SPACE SO OUR COMMUNITY CAN REACH OUT, DISPLAY THEIR ART. IT CHANGES MONTHLY. SO ANYTIME YOU VISIT A LIBRARY, YOU CAN HAVE AN ART EXPERIENCE. AND SO OCTOBER 1ST, 1975 WAS THE FIRST DAY OF OUR DEPARTMENT. AND, UM, WE'RE JUST HAVING FUN CELEBRATING THAT THIS FISCAL YEAR. OUR VISION IS HEALTHY PEOPLE, HEALTHY ENVIRONMENT, SUSTAINABLE COMMUNITY, UM, VERY CLOSELY ALIGNS WITH OUR MISSION, WHICH IS TO PROTECT THE HEALTH OF PEOPLE IN THE ENVIRONMENT AND PROMOTE A SUSTAINABLE COMMUNITY. INCLUDED IN THIS ARE PLAN REVIEWS FOR NEW AND EXISTING ESTABLISHMENTS AS NEEDED. UM, PLUS ROUTINE COMPLAINT AND FOLLOW UP INSPECTIONS THAT WE CONDUCT. EDUCATION IS CONDUCTED ALONGSIDE EVERY INSPECTION THAT WE DO. ESTABLISHMENTS WITH MORE COMPLICATED FOOD PROCESSES OR MENUS, UM, OR ESTABLISHMENTS THAT SERVE HIGHER RISK POPULATIONS LIKE SENIORS OR CHILDREN, UM, ARE PLACED IN A HIGHER, UM, INSPECTION FREQUENCY, UM, CATEGORY. WHILE WE INSPECT FOR ALL FOOD CODE REQUIREMENTS, THE MAJOR FOCUS OF OUR VIOLATIONS ARE ON THOSE VIOLATIONS THAT ARE GONNA DIRECTLY AFFECT PUBLIC HEALTH OR MAY, MAY CAUSE A FOODBORNE ILLNESS. UM, MIGHT BE TEMPERATURE CONTROL ISSUES, IT COULD BE JUST GENERAL SANITATION ISSUES IF WE WALK INTO AN ESTABLISHMENT AND SEE THAT HAPPENING. HAND WASHING, LACK OF HAND WASHING, OR LACK OF WATER. OKAY, SO SOMETIMES WE WALK INTO SITUATIONS LIKE THIS, IT'S EXTREMELY OVERWHELMING TO THE INSPECTOR, AND I'M SURE ALSO TO THE OPERATOR. UM, I MEAN, HOW DO YOU DEAL WITH THAT? WHERE DO YOU START? UM, BUT WHEN WE WALK INTO THESE SITUATIONS, HONESTLY, IT MAKES US HAPPY THAT WE'RE THERE TO INTERVENE IN THIS SITUATION AND PROVIDE THEM THE GUIDANCE THAT THEY NEED. BUT, UM, WE DO CHECK INSIDE THERE. WE'RE PRETTY THOROUGH. AND THEN SOMETIMES WE WALK INTO PLACES THAT ARE HAVING SEWAGE BACKUPS, UM, IN PROGRESS. AND SO IN THESE SITUATIONS, WE WOULD CLOSE THEM RIGHT THEN, MAKE SURE THAT THEY GET IT ALL FIXED AND THEN REOPEN THEM AS SOON AS THAT'S, UM, TAKEN PLACE. I HAVE SO MANY MORE PICTURES, BUT I DON'T HAVE TIME, SO WE'LL MOVE ON. SWIMMING POOLS ARE REGULATED UNDER THE CITY'S SWIMMING POOL CODE. UM, IT ADOPTS STATE RULES BY REFERENCE WITH A FEW AMENDMENTS HERE FOR PLANO. PUBLIC POOLS ARE INSPECTED EVERY MONTH THAT THEY'RE IN SERVICE. AND THEN SEMI-PUBLIC POOLS, AND THIS WOULD BE YOUR APARTMENTS, HOAS HOTELS, THEY'RE INSPECTED ONCE PER SEASON, UNLESS THERE'S A FOLLOW-UP, UH, INSPECTION NEEDED OR A COMPLAINT IS FILED. UH, THE FOCUS OF OF THESE INSPECTIONS IS SANITATION AND SAFETY. SO WE'RE CHECKING WATER CHEMISTRY WHILE WE'RE OUT THERE, FILTRATION AND PUMPING SYSTEMS. AND, UM, THE SAFETY EQUIPMENT AND SIGNAGE IS ON SITE, AND IT'S ALL, IT ALL MEETS CODE. WE HAVE ABOUT 429 CURRENT, UM, PERMITTED POOLS. THE ENVIRONMENTAL QUALITY DIVISION IS RESPONSIBLE FOR STORM WATER MANAGEMENT, INDUSTRIAL PRETREATMENT AND INSPECTION, MOSQUITO CONTROL, AND THEN RESPONSE TO ENVIRONMENTAL NUISANCES. OUR STORM WATER, UH, MANAGEMENT AND, AND INDUSTRIAL PRETREATMENT PROGRAMS ARE FEDERAL, FEDERAL AND STATE MANDATED PROGRAMS. WE OPERATE UNDER A PERMIT WITH THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY THAT OUR, UM, DEPARTMENT ADMINISTERS. THE GOAL OF THE PROGRAM IS TO REDUCE POLLUTANTS AND ILLEGAL DISCHARGES FROM ENTERING OUR WATERWAYS. UM, WE HAVE JUST OVER 3000 STORM WATER OUTFALLS WITHIN THE CITY LIMITS, AND WE NEED TO MONITOR ALL OF THOSE. SO DURING DRY WEATHER, WE CONDUCT OUTFALL INSPECTIONS TO BE SURE NOTHING IS COMING OUT OF THOSE PIPES THAT SHOULD NOT BE COMING OUT OF THOSE PIPES. AND DURING WET WEATHER, WE GATHER WATER SAMPLES DURING THE RAIN EVENT TO TEST FOR ILLEGAL DISCHARGES THAT MAY BE CARRIED IN THE STORMWATER. THE INDUSTRIAL PRETREATMENT PROGRAM ENSURES AN INDUSTRY IS TREATING ANY DISCHARGE THE REQUIRED STANDARD PRIOR TO RELEASE INTO THE SEWER SYSTEM. WE CONDUCT EROSION CONTROL INSPECTIONS TO, AT CONSTRUCTION SITES TO ENSURE PROPER PROTECTION IS IN PLACE AND, AND PREVENT SEDIMENT RUNOFF INTO OUR WATERWAYS. AND THEN WE ALSO, UH, CONDUCT A LOT OF COMPLAINT RESPONSE TO THESE TYPES OF WATER QUALITY. UM, SITUATIONS. WE DID ABOUT 170 THIS PAST, THIS PAST YEAR. THE ENVIRONMENTAL QUALITY SPECIALISTS, THEY INSPECT GREASE AND GRIT TRAPS AS WELL AS THE HAULERS, UM, WHO PUMP THOSE FACILITIES. THE TRAPS ARE REGULATED UNDER OUR LIQUID WASTE MANAGEMENT ORDINANCE. INSPECTION FREQUENCY IS BASED ON RISK AND A SCORING SYSTEM THAT TAKES INTO CONSIDERATION THE TYPE OF ESTABLISHMENT IS SERVING. AND THEIR MENU, UM, OBTAIN CONSTRUCTION AND COMPLIANCE HISTORY AMONG A FEW OTHER FACTORS. THE FOCUS IS ON PROPER MAINTENANCE AND OPERATION TO PREVENT OVERFLOWS LIKE THIS, THAT WILL GO INTO OUR STORM DRAINS AND THEN ULTIMATELY INTO OUR CREEKS. AND THEY MUST PUMP THESE TRAPS EVERY 90 DAYS. WE HAVE 1,465 PERMITTED TRAPS IN THE CITY OF PLANO. SOME OF THOSE ARE SHARED BY MULTIPLE FACILITIES FOR OUR MOSQUITO CONTROL PROGRAM, UH, WE CONDUCT SURVEILLANCE AND MONITORING OF MOSQUITO POPULATIONS AND DISEASE DISEASES THROUGHOUT THE CITY. WE SET 19 TRAPS EACH WEEK, ALTERNATING AT 38 DIFFERENT SITES THROUGHOUT THE CITY. WHEN WE GET A POSITIVE MOSQUITO RESULT BACK, WE SURVEY THE NEIGHBORHOOD AND WE LARVICIDE AS NEEDED. WE'RE ALSO LOOKING FOR DRAINAGE ISSUES AND OTHER STA STAGNANT WATER SITUATIONS, LIKE SOMETHING LIKE WHAT YOU SEE HERE IN THIS PICTURE. UM, WE HAVE HAD IN THE PAST SEVERAL YEARS SOME PESTICIDE RESISTANCE IN OUR MOSQUITO POPULATIONS. SO WE HAVEN'T DONE ANY, UM, SPRAYING FOR A COUPLE OF YEARS. UH, WE'RE MONITORING THAT SITUATION, BUT TO SPRAY CHEMICALS WHEN THEY'RE NOT EFFECTIVE IS, IS, WOULD NOT BE APPROPRIATE. SO, UM, WE'VE BACKED OFF OF THAT. UM, WE HAVE LOOKED AT THE DATA AND THUS FAR WE HAVEN'T SEEN ANY INCREASE, UM, IN THE NUMBER OF MOSQUITO SAMPLES THAT ARE COMING BACK, POSITIVE OR HUMAN CASES. SO WE CONTINUE TO LOOK AT THAT PRETTY CLOSELY. UM, AND THEN WE DO COMPLAINT RESPONSE TO STAGNANT WATER COMPLAINTS LIKE THIS. AND WE WILL LARVICIDE IF THE OWNER ALLOWS US TO, AND THEY HAVE TO SIGN A CONSENT FOR THAT. LAST YEAR WE RESPONDED TO ABOUT 121 MOSQUITO RELATED COMPLAINTS AND OTHER NUISANCE COMPLAINTS. WE, UM, GO OUT ON OUR NOISE LIGHT AND SMOKING COMPLAINTS, UM, IN ADDITION TO THE WATER QUALITY AND MOSQUITO COMPLAINTS. SO LAST YEAR TOTAL WAS ABOUT JUST OVER 400, UM, COMPLAINTS. THIS LITTLE GUY WAS, UM, THERE, WE, WE RESPONDED TO A WATER RELATED COMPLAINT, HAD TO DO WITH AN OIL SPILL THAT MADE ITS WAY INTO A POND. AND [00:55:01] HIM AND HIS LITTLE BUDDY WERE CAUGHT IN THAT OIL SPILL. UM, WE, UH, WE CALLED A WILDLIFE REHABILITATOR AND THEY, THEY CAME OUT, GOT HIM, CLEANED HIM UP, AND RELEASED HIM BACK TO OUR PONDS. SO HE'S OUT THERE SOMEWHERE WITH HIS FRIEND. THE SUSTAINABILITY DIVISION EDUCATES AND ENGAGES THE COMMUNITY IN SUSTAINABLE PRACTICES AND ENVIRONMENTAL, UH, STEWARDSHIP. THE DIVISION ALSO OVERSEES THE MANAGEMENT AND OPERATION OF THE ENVIRONMENTAL EDUCATION CENTER, THE PLANO COMMUNITY GARDEN, AND ITS VOLUNTEERS AND THE VOLUNTEERS WHO STAFF THE HOUSEHOLD. UH, CHEMICAL REUSE CENTER. WE HAVE A BROAD SPECTRUM OF, UM, PROGRAMS THAT ADDRESS ENVIRONMENTAL CONSIDERATIONS OF DAY-TO-DAY LIVING, INCLUDING WASTE REDUCTION, LITTER REMOVAL, UH, WATER CONSERVATION, WATER QUALITY, UH, ENERGY, UH, EFFICIENCY, AIR QUALITY, AND SEVERAL OTHER, UM, SUBJECTS. BUT ALL OF IT IS PART OF PROMOTING AND MAINTAINING A SUSTAINABLE CITY, UM, TO OUR RESIDENTS. IT RUNS FROM MARCH THROUGH MAY, SO WE'RE RIGHT IN THE MIDDLE OF THAT. UM, RESIDENTS CAN SIGN UP FOR A LITTER CLEANUP DURING THIS TIME AS THEY CAN THROUGHOUT THE YEAR. THIS IS KIND OF THE TIME THAT WE, WE FOCUS ON IT. WE HAVE TEXAS RECYCLES DAY, UM, IN NOVEMBER. IT'S A DRIVE THROUGH EVENT WHERE WE COLLECT THOUSANDS OF POUNDS OF RECYCLABLE, RECYCLABLE, UH, GOODS OVER ABOUT FOUR HOURS ON A SATURDAY MORNING. WATERWISE LANDSCAPE TOURS, THIS IS AN OPPORTUNITY IN OCTOBER FOR RESIDENTS TO TOUR SEVERAL YARDS TO GET IDEAS FOR DROUGHT TOLERANT, UH, PLANTS THAT THEY CAN USE IN THEIR OWN YARDS. WE DO THIS THREE WEEKENDS EVERY MONTH ON A, UH, ROTATING LOCATIONS ACROSS THE CITY. WE HAVE A FOOD SCRAP COMPOSTING PROGRAM. THE PROGRAM EVALUATES HOW LOCAL GOVERNMENTS ARE PERFORMING IN AREAS LIKE WATER WASTE, ENERGY EDUCATION, AND OTHER AREAS THAT AFFECT OVERALL QUALITY OF LIFE. IT ALSO ALLOWS US TO CREATE A STRATEGY TO ADDRESS GAPS IN SUSTAINABILITY.
