TIME FOR THE COMMUNITY TO COME TOGETHER AND TAKE STEPS TO MAKE A BIG IMPACT ON THE SAFETY AND WELLBEING OF OUR CHILDREN AND OUR COMMUNITY.

OFFERING SUPPORT TO FAMILIES IN CRISIS IS ESSENTIAL TO PREVENT THE ABUSE AND MALTREAT MAL MALTREATMENT OF ALL CHILDREN.

WHEREAS CHILD ABUSE PREVENTION IS POSSIBLE THROUGH THE AWARENESS AND ACTIONS OF MANY.

IT IS THE RESPONSIBILITY OF ALL TO HELP PREVENT CHILD ABUSE BY BUILDING LOCALIZED SUPPORT NETWORKS THAT CONTRIBUTE TO THE WELLBEING OF OUR FAMILIES AND THE CHILDREN ENTRUSTED TO THEM.

CHILD ABUSE PREVENTION OCCURS EVERY DAY THROUGHOUT, THROUGHOUT.

THE, UH, LOT WOULD NOT, THE LOT BOUNDARIES ARE NOT PROPOSED TO CHANGE.

SO SOME HISTORY ON THE SITE.

THE LARGER PLAN DEVELOPMENT DISTRICT WAS CREATED IN 1981.

IT WAS AMENDED IN THE MID NINETIES TO ALLOW HEALTH AND FITNESS CENTER WHEN THE EXISTING HEALTH AND FITNESS CENTER BUILDING WAS BUILT ON THE SITE THAT, UH, BUSINESS CLOSED IN 2025.

AND THAT SAME YEAR WE HAD A PRE-APPLICATION MEETING TO TALK ABOUT INDEPENDENT LIVING DEVELOPMENT ON THE PROPERTY SINCE THE BUSINESS HAD HAD CLOSED.

AS YOU'RE AWARE, UM, SOME REGULATIONS, UH, FOR ALLOWING INDEPENDENT LIVING AND MULTIFAMILY DEVELOPMENT CHANGED AT THE SAME TIME.

SO THERE WAS SOME DELAY IN, UM, WHAT WAS GOING TO HAPPEN.

AS WE WERE LOOKING AT CHANGING THE ZONING ORDINANCE, A APPLICATION WAS SUBMITTED, WE CONTINUED TO WORK THROUGH THAT.

A PUBLIC HEARING WAS HELD INITIALLY IN JANUARY P AND Z TABLED THAT WE WORKED WITH THE APPLICANT OVER A TWO MONTH PERIOD.

A SECOND PUBLIC HEARING WAS HELD IN MARCH THAT RESULTED IN A RECOMMENDATION FOR APPROVAL BY A VOTE OF FIVE TO TWO.

SO THIS PLAN DEVELOPMENT HAS SOME PRETTY STRICT, UH, STANDARDS WITHIN IT.

WITH REGARD TO HEIGHT AND WITH REGARD TO USE.

THE SUBJECT PROPERTY ON THE CORNER OF PARK BOULEVARD IN OHIO HAS HEIGHT RESTRICTIONS THAT LIMIT IT TO TWO STORIES BOTH.

UM, THE PINK AREA ON THE SCREEN IS THERE'S A RESTRICTION OFF PARK BOULEVARD AND A RESTRICTION OFF OHIO DRIVE.

UM, THAT LIMITS ALL USES TO TWO STORIES, SO THAT ALSO RESTRICTS UNDER EIGHT 40 ALLOWANCES.

SO, UM, THE ALLOWED HEIGHT WOULD BE ONLY UP TO 45 FEET EVEN AFTER SEPTEMBER 1ST, WERE A NEW APPLICATION TO COME IN.

THERE'S ALSO A 25 FOOT LANDSCAPE AREA REQUIRED A LONG OHIO DRIVE WITHIN THE PLAN DEVELOPMENT DISTRICT AND EXISTING 50 FOOT SETBACKS FROM THE STREETS AFTER SEPTEMBER 1ST.

THOSE SETBACKS COULD BE ONLY 25 FEET IF YOU ARE DEVELOPING A MULTIFAMILY PRODUCT.

SO WHAT'S PROPOSED IN THE, UM, AMENDMENT IS TO CHANGE, UH, TO ALLOW A HEIGHT OF FIVE STORIES AND 65 FEET.

THIS WOULD BE FOR A PROJECT ALLOWING UP TO 250 UNITS.

THERE WOULD BE A LIMITED NUMBER OF UNITS EXCLUSIVELY ON THE FIFTH FLOOR FACING OHIO DRIVE.

UM, THAT WAS ONE OF THE COMPROMISES THAT HAPPENED BETWEEN JANUARY AND MARCH.

THERE ARE ALSO MODIFIED SETBACKS AND LANDSCAPE EDGES ALONG THE PRESTON PARK BOULEVARD SIDE.

SO UNDER THE EXISTING ZONING, AND THAT'S AGAIN, UH, AS OF JUNE, 2025 WHEN THIS APPLICATION WAS INITIATED, AN INDEPENDENT LIVING FACILITY USE WAS NOT PERMITTED.

THE MAXIMUM HEIGHT WAS TWO STORY AND THE MINIMUM SETBACK FROM PRESTON PARK, 50 FEET LANDSCAPE EDGE OF 10 FEET.

UM, SO THE PROPOSAL WOULD BE TO EXTEND THE HEIGHT TO FIVE STORY 65 FEET.

UM, REDUCE THE SETBACK TO 25 FEET ON PRESTON PARK BOULEVARD, BUT GIVE A LARGER LANDSCAPE EDGE ON PRESTON PARK BOULEVARD, AND THEN ALSO PROVIDE

A LARGER SETBACK FOR BUILDING PORTIONS OVER TWO STORIES.

NOW, CURRENTLY THOSE TWO THAT WOULDN'T BE ALLOWED TO BUILD OVER TWO STORIES, BUT I'LL GET, I'LL SHOW A LITTLE MORE DETAIL THERE.

SO, WHAT THE DEVELOPER IS OFFERING IS TO REQUIRE A SETBACK OF 120 FEET FROM THE PROPERTY LINE FOR ANYTHING OVER TWO STORIES IN HEIGHT.

SO THIS WOULD PUSH THE BUILDING BACK FROM OHIO DRIVE AND, UH, PROVIDE SOME BUFFER.

NOW, IF AN APPLICATION WERE TO COME IN TODAY FOR BUYRIGHT DEVELOPMENT OF A MULTIFAMILY PRODUCT, THEY COULD BUILD AT THE 25 FOOT LINE.

SO THAT'S THE, THE DIFFERENTIAL.

UM, THE ORIGINAL PD, AGAIN, WOULDN'T HAVE ALLOWED TWO STORY, ANYTHING BUT TWO STORY DEVELOPMENT ON THIS PROPERTY.

BUT, UM, OBVIOUSLY WE'RE DEALING WITH, UH, THE ORIGINAL PD VERSUS THE ALLOWANCE UNDER STATE LAW.

ADDITIONAL PD RESTRICTIONS, UM, THAT WERE ADDED TO LIMIT VISIBILITY TOWARDS NEIGHBORING PROPERTIES INCLUDE A MAXIMUM OF SEVEN DWELLING UNITS ALONG THE FIFTH, UH, FLOOR AT THE OHIO DRIVE FACADE.

THEN THE CLEAR STREET WINDOW LIMITATION FOR NON DWELLING UNITS, UM, FOR EXTERIOR WINDOWS, AGAIN, ALONG THE OHIO DRIVE FACADE.

AND THEN OUTDOOR SPACES PROVIDING SOLID SCREENING.

UM, AND THE APPLICANT MAY DISCUSS THIS, THE LANGUAGE IN THE PD STATES SPECIFICALLY ALL OUTDOOR SPACES.

UM, THERE WAS SOME DISCUSSION AT THE PLANNING AND ZONING COMMISSION AS TO THAT BEING ONLY FOR COMMON AREA SPACES, BUT IT READS FOR ALL SPACES.

UM, SO THAT WOULD BE A, A SIGNIFICANT DIFFERENCE BETWEEN WHAT EXISTS TODAY AND THE PROPOSAL.

UH, THE APPLICANT'S ALSO PROPOSING A 2000 SQUARE FOOT DOG PARK, UH, NEAR THE CORNER.

AND YOU CAN SEE THAT IN THE DRAWING.

UH, THAT'S ALSO INCLUDED IN, IN ONE OF THE EXHIBITS IN YOUR PACKET.

THE ADJACENT DAYCARE CENTER TO THE SOUTH, UM, HAS EXPRESSED CONCERNS, UH, WITH REGARD TO LIMITED ACCESS FROM THE REDESIGN OF THE SITE, AS WELL AS THE CONSTRUCTION, UM, PROCESS AND ANY IMPACT THAT MAY HAVE TO THEIR BUSINESS.

THE APPLICANT HAS CONTINUED TO WORK WITH THE ADJACENT OWNER, EVEN AFTER THE PLANNING AND ZONING COMMISSION MEETING, AND HAS AN UPDATE FOR THE COUNCIL IN THEIR SLIDE DECK.

SO WE'VE TALKED A LITTLE BIT ABOUT, UH, SENATE BILL EIGHT 40 AND THE DISTINCTIONS THERE, THE HEIGHT DISTINCTION BETWEEN WHAT'S WOULD BE CURRENTLY ALLOWED BY A NEW SUBMITTAL, UH, VERSUS THE PROPOSAL.

UM, ANOTHER CONSIDERATION IS WHETHER A PLAN DEVELOPMENT DISTRICT IS WARRANTED, UM, AND AMENDING THE PLAN DEVELOPMENT DISTRICT SINCE THE USE IS ALLOWED BY.

SO THAT'S A CONSIDERATION FOR THE COUNCIL, UH, TO LOOK AT WHETHER THAT IS, IS WARRANTED.

REGARDING FEEDBACK, WE'VE HAD A LOT OF FEEDBACK ON THIS CASE FROM THE COMMUNITY.

THERE ARE TWO LETTERS IN SUPPORT WITHIN THE PLAN DEVELOPMENT DISTRICT ITSELF.

WE HAVE 11 LETTERS OF OPPOSITION WITHIN 200 FEET.

THIS WAS A FOLLOW UP MEETING TO DISCUSS WHAT WE COULD DO TO MITIGATE ANY CONSTRUCTION RELATED CONCERNS AND WHAT POTENTIAL IMPACTS WOULD BE TO THEIR BUSINESS.

WHAT YOU HAVE IN FRONT OF YOU IS A SLIDE OF WHAT WE'RE COMMITTING TO DO, INSTALLING A MULTI-LAYERED CONTAINMENT SYSTEM WITH SCREENING IN BETWEEN OUR SITE AND THEIRS.

ONE THING I DO WANNA POINT OUT IS WE ARE MAINTAINING EXISTING DRIVEWAY ACCESS.

WE'RE JUST REROUTING THE ENTRANCE ON OHIO, BUT THE PRESTON PARK ENTRANCE THAT THEY USE PRIMARILY IS ON THEIR LOT AND WILL BE MAINTAINED AS IS FROM A SCREENING AND AND DESIGN PERSPECTIVE.

THOUGH THEY RECOMMENDED US LOOKING INTO THESE ACOUSTIC PANELS TO REDUCE THE SOUND DURING THE CONSTRUCTION PERIOD.

WE'RE PLEASED TO LEARN ABOUT THE TECHNOLOGY AND WE'VE AGREED TO USE THAT, AND THAT'S WHAT YOU SEE IN THE GREEN PICTURE THERE.

WE ALSO MET ON SITE WITH THE DEMOLITION COMPANY.

AS I READ AND UNDERSTAND THAT SB EIGHT 40 BILL THAT PAST YEAR OR ANY OTHER RETAIL BUSINESSES, THE, THEY, THE INTEGRATED REAL ESTATE GROUP, HAVE WORKED TIRE TIRELESSLY WITH THE PLANNING AND ZONING BOARD FOR ABOUT A YEAR NOW, THAT HAVE TAKEN IN SUGGESTIONS FROM THE PLANNING AND ZONING, THE NEIGHBORS OF EL DORADO PARK AND OTHERS THAT DO NOT LIVE WITHIN OUR COMMUNITY, LIKE MOVING THE BUILDING FURTHER TO THE WEST ON THE PROPERTY, LOWERING THE PARKING GARAGE, REDUCING THE TOP FLOOR ON OHIO SIDE, AND USING WINDOWS ABOVE THE SIX AND A HALF FOOT HEIGHT, SO NO VIEWS DIRECTLY OUT ONTO THE HOMES ALONG OHIO.

OHIO IS RIGHT NOW A MAJOR TRAFFIC AREA, I GUESS, OR ROUTE FOR NORTH AND SOUTH BECAUSE THEY'RE AVOIDING PRESTON AND THEY'RE AVOIDING COURT QUITE.

THE OTHER THING THAT I WANNA MENTION IS THE SAFETY FIVE STORIES FOR SENIOR CITIZENS.

WHAT IF THERE'S NO ELECTRICITY? WHAT IF THERE'S NO FIRE? UH UH.

WHAT IF THERE IS A FIRE? HOW COULD SENIOR CITIZENS MY AGE GET UP AND DOWN FIVE STORIES IMMEDIATELY AND BE SAFE? THE OTHER THING WAS THEY MENTIONED SHOPPING.

IN ORDER TO GET TO A GROCERY STORE FROM THAT LOCATION, THESE PEOPLE HAVE TO CROSS SIX LANES OF TRAFFIC ON OHIO OR ON PARK, SIX LANES OF TRAFFIC ON PRESTON.

PRESTON AND PARK IS NOTORIOUS FOR THE NUMBER OF ACCIDENTS THAT ARE GOING ON EVERY DAY THERE.

THE OTHER THING IS, UM, YES, WE DO NEED SENIOR CITIZEN AFFORDABLE HOUSING.

I DON'T THINK IT'S A, THESE ARE AFFORDABLE.

I'M A SENIOR CITIZEN.

HOW MANY DOORS? UM, I, I COULDN'T TELL YOU, UH, BECAUSE YOU'D HAVE TO MEASURE OUT, BUT YOU COULD LIKELY BUILD THE SAME NUMBER OF DOORS THAT THEY'RE PROPOSING TODAY JUST WITH MORE LOCK COVERAGE, BECAUSE THE SETBACK COULD BE 25 FEET.

UM, YOU COULD, YOU KNOW, GARAGE PARK IT, SMALLER UNITS.

UM, I'M, I'M CERTAIN YOU COULD, YOU COULD BUILD MORE UNITS BECAUSE THEIR UNITS ARE SO LARGE AND HAVE SO MUCH COMMON AREA.

I'M CERTAIN YOU COULD BUILD MORE UNITS.

SO 25 FOOT SETBACK, UM, AT 45 FEET IN HEIGHT.

SO WHAT WE'RE TALKING A DIFFERENCE OF, UM, I THINK 10, 10 FEET IS THAT IT'S, IT WOULD BE 20 FEET SHORTER, UM, THAN THEIR PROPOSAL.

UM, BUT IT WOULD BE EFFECTIVELY, UH, AL IT WOULD BE, SO IT'S 120 TO, SO 95 FEET CLOSER TO OHIO AND THE SETBACK WOULD BE, UM, MUCH MORE CLOSER TO THE EDGE OF THE ROAD.

THAT IS CORRECT.

IS THAT RIGHT? ANY OTHER DIFFERENCES THAT, UM, IF THEY WERE TO DECIDE NOT TO WORK WITH THE CITY AND JUST GO OUT THERE AND DO THEIR OWN MULTIFAMILY, UM, I MEAN, THEY WOULD BE FOLLOWING THE CITY'S NEW REGULATIONS.

AND IS THAT ONE OF THE REASONS WHY PNC HAD DECIDED TO GO WITH THIS, EVEN THOUGH IT MAY NOT MEET ALL OF THE REQUIREMENTS UNDER OUR COMPREHENSIVE PLAN? I THINK THAT'S, UH, SOME OF THE DISCUSSION THAT OCCURRED.

UH, I THINK THAT AT THE TIME WHEN THE TOM THUMB WAS OPERATING THERE, THERE PROBABLY WAS EVEN MORE TRAFFIC, UH, AT LEAST, UH, IN THAT SHOPPING AREA THAN THERE IS PERHAPS TODAY.

UH, I, I SEE THIS AS A, UH, EXCELLENT UTILIZATION OF THE PROPERTY.

WHEN YOU CONSIDER THE ALTERNATIVES, UH, AS YOU WERE DESCRIBING UNDER SB EIGHT 40, WE COULD SEE A MUCH DENSER COMMUNITY BUILT THERE THAT WOULD IN FACT ADD MORE TRAFFIC, UH, AND, UH, MORE OVERSIGHT TO, UH, THE NEIGHBORS, UH, OR OVERVIEW TO THE NEIGHBORS.

AND I THINK IT WOULD BE MORE OBJECTIONABLE THAN WHAT IS BEING PROPOSED HERE.

I I ALSO WANT TO SAY THAT, UH, IT IS, UH, IMPORTANT FOR THE RESIDENTS IN THE AREA WHO OBJECT TO REALLY THINK THROUGH, UH, WHAT YOU'RE ASKING FOR.

AND I THINK THAT THERE ARE, THEY HAD VERY VALID CONCERNS.

AND I FEE, I FEEL LIKE THE DEVELOPER HAS REALLY DONE AS MUCH AS, AS POSSIBLE TO, IN ORDER TO STILL MAKE SURE THIS PROJECT IS PROFITABLE AND THAT IT MAKES SENSE FOR THEM TO DO IT, BUT ALSO THAT IT MAKES SENSE FOR OUR CITY, FOR OUR, OUR RESIDENTS, FOR THE OTHER BUSINESSES IN THE AREA, OR THE, THE TRAFFIC IMPACT.

UM, LET'S FACE IT, UM, TRAFFIC IS, IS BECOMING A, A, A BIG DEAL IN PLANO.

AND IT WILL CONTINUE TO BE, AND I'M OPTIMISTIC THAT A PLACE THAT WILL HAVE LESS THAN ONE CAR PER APARTMENT, UH, ON AVERAGE WILL HAVE A, A MINIMAL IMPACT AROUND THAT.

I'M ALSO THINKING ABOUT EVERYTHING THAT HA WE HAVE TO WEIGH HERE.

THE STATE HAS TOLD US THAT WE IN THE STATE NEED MORE HOUSING.

WE KNOW THAT FROM OUR STUDY AND FROM OTHER DISCUSSIONS THAT WE NEED DIVERSITY IN, IN OUR HOUSING, NOT JUST MORE OF THE SAME.

UM, WE DO HAVE TO TAKE CARE OF OUR NEIGHBORS AS MUCH AS WE CAN.

AND I THINK THAT, UM, THERE'S BEEN ONGOING DISCUSSIONS EVEN AFTER PNZ, AFTER IT'S BEEN IMPROVED, APPROVED.

UH, THE DEVELOPER HAS GONE OUT AND CONTINUE TO MAKE, UM, TO HAVE MEETINGS AND HAVE DISCUSSIONS AND MAKE SURE THE CONCERNS ARE UNDERSTOOD AND ADDRESSED AS, AS BEST WE CAN.

UH, I WAS PARTICULARLY CONCERNED THAT THE MONTESSORI, UH, WOULD BE IN TROUBLE DURING THE DEMOLITION AND CONSTRUCTION PHASES.

AND I'M PLEASED TO KNOW THAT YOU'VE COME UP WITH AN AGREEMENT WITH THEM, THAT YOU'RE, YOU'RE FINDING WAYS TO TAKE CARE OF THESE THINGS, UH, WHILE YOU HAVE TO TAKE CARE OF ALL THOSE THINGS.

UM, THE OTHER THING WITH SB EIGHT 40 IS IT, IT CONTINUES TO TAKE AWAY CONTROL FROM THE CITY, FROM OUR, OUR RESIDENTS AND OUR, OUR VOTERS HERE, I REALLY WANT TO, IF POSSIBLE, GO FORWARD WITH ANY PROJECT THAT DOES ALLOW US TO MAINTAIN CONTROL.

I THINK THAT THIS DEVELOPER OB OBVIOUSLY THEY DO APARTMENTS, THEY VERY WELL COULD HAVE JUST SAID, WE'RE DONE WITH THIS, WE'RE JUST GOING TO, TO PUT UP APARTMENTS, AND WE'RE DONE.

UM, I'M, I'M PLEASED THAT THEY'VE CONTINUED TO WORK WITH THE CITY, THE NEIGHBORHOOD, AND THE, UM, THE BUSINESSES IN THE AREA TO TRY TO MAKE THIS REALLY ABOVE A VIABLE PROJECT FOR EVERYBODY.

WHILE YOU ISSUE PUBLIC PROCLAMATIONS, MY FAMILY IS LIVING THE DEVASTATING FAILURES AND CONSEQUENCES OF HOW THE CITY OF PLANO ACTUALLY HANDLES THE ABUSE BEHIND CLOSED DOORS.

I AM HERE TO BE THE VOICE FOR MY DAUGHTER, SONIYA.

WHILE HER PLANO SENIOR HIGH SCHOOL, WHILE IN HER PLANO SENIOR HIGH SCHOOL CLASSROOM, SHE WAS SUBJECTED TO PHYSICAL ABUSE.

THIS WAS CAPTURED ON VIDEO.

TEXAS ADULT PROTECTIVE SERVICES INVESTIGATED AND OFFICIALLY SUBSTANTIATED THE FINDINGS OF PHYSICAL ABUSE.

BUT I'M HERE TONIGHT TO ADDRESS THE PLANO POLICE DEPARTMENT'S ROLE IN WHAT HAPPENED NEXT.

WHEN A DISABLED INDIVIDUAL IS ABUSED ON CAMERA, YOU EXPECT SWIFT ACTION INSTEAD, THE PLANO POLICE DEPARTMENT SAT ON MY DAUGHTER'S CASE FOR 303 DAYS AND TOLD US IF IT HAPPENED AT KROGER'S, THEY WOULD'VE MADE AN ARREST IMMEDIATELY.

THAT 10 MONTH DELAY WAS NOT AN ADMINISTRATIVE OVERSIGHT.

IT WAS A CALCULATED CYA MANEUVER COVER YOUR ASS MANEUVER.

THE POLICE DEPARTMENTS CHOSE TO PROTECT THE SCHOOL DISTRICT AND THEMSELVES.

INSTEAD OF PROTECTING SANAYA, THE SYSTEM CLOSED RANKS.

BY THE TIME THE POLICE FINALLY REFERRED THE CASE TO THE COLLIN COUNTY DA, THEY HAD MANAGED THE NARRATIVE AND THE TIMELINE TO ENSURE THE GRAND JURY WOULD RETURN A NO BILL.

BY NOT SHOWING THEM THE VIDEO AND TELLING THEM THAT THE POLICE SAID IT WAS MISHANDLING NOT CRIMINAL, THEIR 303 DAYS OF INACTION WAS DIRECT INTERFERENCE.

IN THE OUTCOME OF THAT PRESENTATION, I HAVE A VERY SIMPLE QUESTION FOR THE COUNCIL AND THE POLICE CHIEF.

IF THE POLICE TRULY BELIEVE NO CRIME WAS COMMITTED, WHY DID THEY WASTE TAXPAYER DOLLARS SENDING IT TO THE DA ALMOST A YEAR LATER? THE ANSWER IS THAT SENDING IT TO THE DA WAS JUST THEATER.

IT WAS A WAY FOR THE DEPARTMENT TO WASH THEIR HANDS AND SAY THEY DID THEIR JOB, BUT THEY DIDN'T.

THEY SHIELDED THE SCHOOL PROTECTED THEMSELVES AND ABANDONED MY DAUGHTER A NONVERBAL VICTIM.

MY CONCERN IS ABOUT THE LEGALITY, THE TRANSPARENCY, AND THE INTEGRITY OF OUR ZONING, AND A BLATANT FRAUD THAT IS HAPPENING RIGHT BEFORE US.

WE ARE SEEING A SYSTEM DESIGNED FOR SPECIAL OCCUPATIONS BEING EXPLOITED.

THE H ONE B PROGRAM IS INTENDED FOR HIGHLY SKILLED STEM SCIENCE, TECHNOLOGY, ENGINEERING, AND MATH CANDIDATES TO HELP CONTRIBUTE TO OUR ECONOMY.

WE DO NOT NEED H ONE B CANDIDATES BEING FUNNELED INTO ROLES AS CASHIERS FOR WALMART OR SEVEN 11 WHEN A BUSINESS CLAIMS TO BE A HIGH TECH FIRM ON A ZONING APPLICATION, BUT OPERATES AS A FRONT FOR LOW WAGE LABOR.

THIS COMMUNITY HAS SHAPED ME INTO WHO I AM TODAY, AND THAT'S WHY I'M HERE.

I WANT TO TAKE A MOMENT TO SPEAK ON SOMETHING THAT HAS RECENTLY AFFECTED MEMBERS OF OUR COMMUNITY.

THERE WAS AN INCIDENT INVOLVING A MUSLIM FATHER AND IS NINE-YEAR-OLD DAUGHTER WHO WERE HARASSED BY JAKE LANG.

JAKE LANG IS A NON PLANO RESIDENT WHO COMES TO OUR COMMUNITY SIMPLY TO HARASS OUR NEIGHBORS.

WHAT MAKES THIS ESPECIALLY CONCERNING IS THAT IT OCCURRED AT A LOCAL PLANO MOSQUE ON EID, ONE OF THE MOST SACRED AND MEANINGFUL DAYS FOR MUSLIMS A DAY MEANT FOR PEACE, FAMILY, AND CELEBRATION.

IT WOULD'VE BEEN BAD ENOUGH IF THE SITUATION HAD HAD ENDED THERE, BUT IT DID NOT.

THE VIDEO OF THIS INTERACTION WAS LATER EDITED AND SHARED ONLINE IN A WAY THAT CARRIED A DEEPLY DISTURBING AND FALSE NARRATIVE.

A CLAIM WAS FALSELY SPREAD.

IDENTIFYING THE 9-YEAR-OLD GIRL AS THE MAN'S WIFE, A MESSAGE AS NOT ONLY OFFENSIVE BUT HARMFUL.

THAT VERSION OF THE VIDEO GAINED 2.5 MILLION VIEWS, AMPLIFYING MISINFORMATION AND SUBJECTING THIS FAMILY TO WIDESPREAD SCRUTINY AND AND HARASSMENT.

THE THE IMPACT OF THIS GOES FAR BEYOND A SINGLE MOMENT.

IT HAS CAUSED REAL HARM.

IN FACT, THE SITUATION ESCALATED TO THE POINT WHERE THE FATHER FELT HE COULD

NO LONGER SAFELY SEND HIS DAUGHTER TO SCHOOL OUT OF FEAR FOR HER WELLBEING.

NO PARENT SHOULD EVER HAVE TO MAKE THAT DECISION.

AND UNFORTUNATELY, THIS SITUATION IS NOT ISOLATED.

THERE HAVE BEEN MANY INSTANCES MORE RECENTLY, AN INSTANCE WHERE MUSLIM STUDENTS FROM PLANO, EAST SENIOR HIGH SCHOOL, THE SCHOOL THAT I PREVIOUSLY HAD ATTENDED, WERE HARASSED BY AN ADULT AT A CLUB EVENT OUTSIDE OF CAMPUS.

WHEN SITUATIONS LIKE THIS INVOLVES MINORS AND ADULTS, IT RAISES SERIOUS CONCERNS ABOUT THE ENVIRONMENT WE ARE PROVIDING FOR OUR STUDENTS EVEN BEYOND SCHOOL GROUNDS.

APRIL IS RECOGNIZED AS CHILD ABUSE PREVENTION MONTH DURING A TIME WHEN WE EMPHASIZE PROTECTING CHILDREN.

IT IS IMPORTANT TO RECOGNIZE THE SITUATIONS LIKE THIS CREATE A CONSTANT SENSE OF FEAR AND VULNERABILITIES FOR FAMILIES.

A CHILD AND HER FATHER WERE DIRECTLY HARASSED, AND THAT RE THAT REALITY SHOULD CONCERN ALL OF US.

IF SOMETHING LIKE THIS WERE TO HAPPEN TO THE CHILDREN OR DAUGHTERS OF ANYONE IN THIS ROOM, THERE'S NO DOUBT WE WOULD BE ENRAGED THAT SAME LEVEL OF CONCERN AND URGENCY, 20 SECONDS SHOULD EXIST HERE AS WELL.

NO ONE SHOULD BE ABLE TO HARASS A LITTLE GIRL IN PLANO TO THE POINT THAT SHE ISN'T ABLE TO GO TO SCHOOL OUTTA FEAR FOR HER SAFETY.

WHEN MINORS ARE BEING TARGETED, HARASSED, AND MADE TO FEEL UNSAFE, IT DESERVES THAT SAME LEVEL OF URGENCY AND DETENTION.

AS MENTIONED EARLIER IN THIS PRESENTATION, IT TAKES A COMMUNITY TO BUILD TRUST, ENSURE SAFETY, AND UPHOLD THE VALUES THAT MAKE PLANO STRONG.

WHEN MISINFORMATION AND FEAR ARE ALLOWED TO SPREAD UNCHECKED, IT DOES NOT JUST HARM SPECIFIC COMMUNITIES.

IT ERODES TRUST ACROSS PLANO AS A WHOLE.

LIES AND HARMFUL NARRATIVES ARE BEING INTENTIONALLY SPREAD ABOUT OUR COMMUNITY IN PLANO WITHOUT ACCOUNTABILITY.

THE SITUATION INVOLVING MOHAMMAD OU AND HIS DAUGHTER IS ONE RECENT EXAMPLE.

AS OTHERS IN THE COMMUNITY HAVE ALSO RECENTLY POINTED OUT MORE CONCERNING STATEMENTS FROM PUBLIC OFFICIALS HAVE ALSO CONTRIBUTED TO THIS HOSTILE CLIMATE.

OUR CONGRESSIONAL REPRESENTATIVE WITH HIS ENORMOUS ONLINE PRESENCE, KEITH SELF STATED, AND I QUOTE, GIRLS, DISAPPEAR AT A CERTAIN POINT IN REFERENCE TO THE EAST PLANO MOSQUE.

IF IT IS TRUE, IT SIGNALS A CRITICAL PUBLIC SAFETY ISSUE THAT MUST BE URGENTLY INVESTIGATED.

TONIGHT, I WANT TO BEGIN SOMETHING THAT I HAVE FELT COMPELLED TO DO SINCE THAT REMOVAL.

I'M GONNA SHARE MY PERSPECTIVE AND TELL MY SIDE OF THE STORY.

GRANTED, THIS WILL BE SEVERAL DAYS IN THE MAKING.

I WILL START WITH A BIT OF BACKGROUND.

I WAS BORN IN 1976 AND RAISED IN RICHARDSON, TEXAS.

ALONGSIDE MY TWO SISTERS, MY MOTHER AND FATHER, I'M THE FIRSTBORN SON OF A FIRSTBORN DAUGHTER OF JUNIOR GARNER HOLE.

HE SERVED OUR COUNTRY AS A BOMBER PILOT IN THE UNITED STATES AIR FORCE.

FROM AN EARLY AGE, I WAS SURROUNDED BY VALUES OF SERVICE, RESPONSIBILITY, AND RESPECT.

IN SECOND GRADE, WHEN ASKED WHAT I WANTED TO BE, WHEN I GREW UP, I ANSWERED THE PRESIDENT OF THE UNITED STATES .

I WAS SERIOUS THEN, AND IN MANY WAYS, I STILL CARRY THE SAME BELIEF THAT LEADERSHIP AND PUBLIC SERVICE MATTER.

I HAVE LONG ADMIRED PRESIDENT REAGAN, THE PRINCIPLES HE REPRESENTED HIS ABILITY TO TELL A STORY AND HIS SENSE OF HUMOR.

FAST FORWARD TO DECEMBER, 2014.

AT THAT TIME, THERE WAS AN AGENDA ITEM BEFORE THE PLANO CITY COUNCIL THAT DREW SIGNIFICANT PUBLIC ATTENTION.

IT WAS THE EQUAL RIGHTS ORDINANCE.

I ATTENDED THE MEETING AND STOOD AT THE TOP OF THE STAIRS, LISTENING CAREFULLY, AS MANY MEMBERS OF THE COMMUNITY SHARED THEIR PERSPECTIVES.

I'M NOT HERE TO DEBATE THAT ORDINANCE.

HOWEVER, WHAT STOOD OUT TO ME WAS THE EXCHANGE.

AT THE CONCLUSION OF THE MEETING, A MEMBER OF THE AUDIENCE YELLED OUT TO MAYOR HARRY, LAURA OSER.

HE SAID, WE'LL SEE YOU IN NOVEMBER.

TO WHICH THE MAYOR RESPONDED, THE ELECTION IS IN MAY AS IF TO SAY, YOU FOOL.

IT WASN'T JUST THE WORDS, IT WAS THE TONE OF THE MOMENT THAT LEFT AN IMPRESSION ON ME.

I BELIEVE THE ERO WAS INFLUENCED, AT LEAST IN PART, BY BROADER CONSIDERATIONS, INCLUDING THE RELOCATION OF TOYOTA FROM CALIFORNIA TO TEXAS.

WHETHER THAT PERCEPTION WAS ENTIRELY ACCURATE OR NOT, IT RAISED IMPORTANT QUESTIONS FOR ME ABOUT HOW DECISIONS ARE MADE AND WHOSE INTERESTS ARE BEING PRIORITIZED.

THAT EXPERIENCE LED ME TO TWO REALIZATIONS.

FIRST, MANY RESIDENTS DON'T PAY ANY ATTENTION TO WHAT HAPPENS IN THEIR LOCAL GOVERNMENT.

SECOND, THE DECISIONS MADE HERE HAVE REAL AND LASTING IMPACTS ON THE COMMUNITY.

ON THE COMMUNITY.

IT WAS AT THAT POINT THAT I DECIDED TO BECOME MORE INVOLVED AND ULTIMATELY MADE THE DECISION TO RUN FOR COUNCIL.

AND I RAN AND I RAN, AND I RAN .

I RAN FOR PLACE SIX, AND THEN FOR PLACE ONE, AND THEN FOR PLACE SEVEN.

EACH CAMPAIGN WAS A LEARNING EXPERIENCE.

AFTER THREE CONSECUTIVE RACES OF COMING IN LAST PLACE AND MAKING THE PERSONAL DECISION NOT TO EVER ACCEPT A CAMPAIGN DONATION, I CAME TO UNDERSTAND BOTH THE CHALLENGES AND REALITIES OF RUNNING FOR OFFICE.

THAT'S WHERE PART ONE STOPS 20 SECONDS.
