ON JANUARY 22ND, A POLICE REPORT WAS FILED REGARDING THE ABUSE OF MY DAUGHTER, WHO IS NOW 19 YEARS OLD, MEDICALLY VULNERABLE AND NONVERBAL. AND YET, THAT CASE DID NOT MAKE IT TO THE DISTRICT ATTORNEY UNTIL NOVEMBER 30TH, OR NOVEMBER 20TH. I WANT THAT TIMELINE TO SIT WITH YOU. 303 DAYS TO SEND A CASE INVOLVING ABUSE OF A DISABLED STUDENT TO THE DA. ASK YOURSELF, IF THIS WERE YOUR CHILD, WOULD IT TAKE 303 DAYS? TO BE ACCEPTABLE. BECAUSE FOR ME, EVERY SINGLE DAY FELT LIKE A MESSAGE THAT SONIA DID NOT MATTER, THAT DISABLED VICTIMS DO NOT MATTER, THAT ACCOUNTABILITY CAN WAIT. I WAS TOLD DIRECTLY BY PLANO POLICE THAT IF SHARON HAD DONE THIS TO TONIGHT OUTSIDE OF SCHOOL PROPERTY, SHE WOULD HAVE BEEN ARRESTED. SO I HAVE A QUESTION THAT I NEED THIS COUNCIL AND THE CITY'S TO ANSWER. OUR TEACHERS ALLOWED TO COMMIT CRIMES ON SCHOOL PROPERTY. BECAUSE THAT'S WHAT YOUR ACTIONS OR LACK OF ACTIONS ARE COMMUNICATING. ARE SCHOOLS SOMEHOW EXEMPT FROM THE LAW? ARE CLASSROOMS A PLACE WHERE ASSAULT BECOMES ADMINISTRATIVE REVIEW INSTEAD OF CRIMINAL INVESTIGATION? ARE STUDENTS THE ONLY PEOPLE ARRESTED ON SCHOOL PROPERTY? IS THAT LEVEL OF SUBSIDY TRULY INFLUENCING THEIR DECISIONS, OR ARE WE SUBSIDIZING INVESTMENTS THAT THE COMPANY WOULD MAKE ANYWAY? SECOND, ANOTHER 10 MILLION DOLLAR GRANT IS TIED TO BRINGING 10,000 FULL-TIME EMPLOYEES TO PLANO. THERE IS A GUARANTEED BASE FUNDING AMOUNT BEGINNING THIS YEAR AT 5%, GROWING UNTIL 2031 UP TO 10% AS A GUARANTEED BASE MINIMUM. THERE'S ALSO LANGUAGE IN THE INTERLOCAL AGREEMENT TO ADDRESS NEW REVENUE OPPORTUNITIES, SO SHARED GOALS, GOING TO THE LEGISLATURE AND SEEKING OTHER REVENUE OPTIONS. WOULD FIRST FILL UP THE BUCKETS FOR CITIES, IDEALLY TO BRING THAT REVENUE BACK TO CITIES FOR TRANSPORTATION AND MOBILITY UP TO 25%. THE CITIES WOULD ALSO, IN THIS AGREEMENT, SHOULD YOU ACCEPT TO MOVE FORWARD, WOULD AGREE TO CEASE ANY LEGISLATIVE EFFORTS RELATED TO REDUCING OR IMPAIRING THE ONE-CENT SALES TAX THAT CURRENTLY GOES TO DART. WE ALSO HAVE LANGUAGE OUTLINING SOME OF THE MUTUALLY AGREED-UPON ITEMS, SUCH AS GOVERNANCE. THIS TERM WOULD EXPIRE, AS I MENTIONED, IN 2031. AND AT THAT POINT, IT WOULD ALLOW FOR A FUTURE COUNCIL IN ANY OF THE DART CITIES TO CONSIDER A WITHDRAWAL ELECTION IN 2032, SHOULD THEY WISH TO AT THAT TIME. SO WE WANTED TO OUTLINE THE DART SETTLEMENT IN REAL NUMBERS. OF COURSE, THESE ARE TIED TO PERCENTAGES, SO FUTURE YEARS, THAT NUMBER MAY VARY DEPENDING ON WHAT SALES TAX DOES. WE SHOULD NOTE THAT REGIONAL TRANSPORTATION COUNCIL VERY GRACIOUSLY MOVED FORWARD TO ADD. AND I'M... JUST SHY OF $75 MILLION TO ASSIST DART IN RETURNING THESE FUNDS TO CITIES AND ADDRESSING SOME OF THE CONCERNS. IN OUR PARTNERSHIP WITH DART. THIS GMP WILL ALLOW PLANO TO ADD MOBILITY OPTIONS THAT DART NO LONGER PROVIDES [01:30:01] FOR OUR SENIOR CITIZENS. AND EXPAND SERVICES FOR OTHER RESIDENTS. AS WELL AS ADDITIONAL SERVICES SUCH AS CIRCULATORS IN THE LEGACY BUSINESS DISTRICT. AT THE SAME TIME, I THINK IT'S IMPORTANT TO ACKNOWLEDGE WHAT OTHERS HAVE SAID, THAT THIS. THERE IS STILL VERY SIGNIFICANT WORK AHEAD. DART IS NOT YET IN A POSITION WHERE IT CAN REALISTICALLY EXPAND NORTHWARD TO ADD POTENTIAL MEMBERS SUCH AS FRISCO AND MCKINNEY TO EXTEND SERVICE INTO COLLIN COUNTY. UNDER THIS AGREEMENT, PLANO RESIDENTS STILL DON'T HAVE ACCESS TO OPTIONS. THAT WOULD ALLOW SOMETHING AS PRACTICAL AS A DIRECT RIDE TO STONEBRIAR MALL OR A FRISCO-BASED HOSPITAL OR MEDICAL OFFICE. BUT I BELIEVE... THAT WITH SOME OF THE ADDITIONAL SERVICES THAT WE MIGHT ADD, THAT WILL BE POSSIBLE.
