ETC INSTITUTE HAS ADMINISTERED THE CITY'S CITIZEN SURVEY AND BUSINESS SURVEY SINCE 2012.

AND THIS EVENING WE'RE JOINED BY JASON MORADO FROM ETC, WHO WILL PRESENT THIS YEAR'S FINDINGS.

WE'RE A MARKETING RESEARCH FIRM THAT SPECIALIZES IN CONDUCTING COMMUNITY SURVEYS FOR LOCAL GOVERNMENTS.

AND JUST WE JUST FINISHED THIS PAST SUMMER FOR THE SIXTH TIME, CONDUCTING A RESIDENT SATISFACTION SURVEY FOR THE CITY OF PLANO.

SO TODAY, I'M GOING TO WALK THROUGH THE KEY FINDINGS FROM THE SURVEY.

I JUST HAVE A LITTLE BACKGROUND ABOUT ETC INSTITUTE.

WE'RE A NATIONAL LEADER IN PROVIDING MARKET RESEARCH FOR LOCAL GOVERNMENTS.

WE'VE BEEN DOING THIS TYPE OF WORK FOR OVER 40 YEARS, AND IN THE LAST TEN YEARS ALONE, WE'VE CONDUCTED SURVEYS IN MORE THAN A THOUSAND COMMUNITIES ACROSS THE COUNTRY, AND THAT INCLUDES A LOT OF WORK THROUGHOUT THE STATE OF TEXAS.

SO THIS IS REALLY THE TYPE OF WORK THAT WE SPECIALIZE IN.

THIS IS JUST AN OVERVIEW OF WHAT I'LL GO THROUGH TODAY.

I'LL GO OVER THE PURPOSE AND METHODOLOGY OF THE SURVEY.

I'LL WALK THROUGH THE KEY FINDINGS. I'LL SUMMARIZE OUR MAIN TAKEAWAYS FROM THE SURVEY.

SO THERE ARE SEVERAL REASONS TO CONDUCT A SURVEY LIKE THIS.

ONE IS TO GET AN OBJECTIVE ASSESSMENT OF HOW SATISFIED RESIDENTS ARE WITH MAJOR CITY SERVICES, AND TO DETERMINE WHAT RESIDENTS FEEL ARE THE TOP PRIORITIES FOR THE COMMUNITY.

WE'RE ALSO ABLE TO MEASURE TRENDS FROM YOUR PREVIOUS SURVEYS.

MOST OF THE QUESTIONS ON THIS SURVEY WERE THE SAME ONES WE'VE ASKED BEFORE.

THAT WAY, WE CAN MEASURE TRENDS OVER TIME. AND THEN WE'RE ALSO ABLE TO COMPARE YOUR RESULTS WITH OTHER COMMUNITIES ACROSS THE COUNTRY.

SO THIS SURVEY WAS SEVEN PAGES LONG. IT'S A FAIRLY LENGTHY SURVEY.

ON AVERAGE, IT TAKES RESIDENTS 15 TO 20 MINUTES TO COMPLETE THE SURVEY.

AS I MENTIONED, THIS IS THE SIXTH RESIDENT SATISFACTION SURVEY WE'VE CONDUCTED FOR THE CITY.

BUT WE'VE DONE OTHER TYPES OF SURVEYS AS WELL, SUCH AS BUSINESS SURVEYS AND PARKS AND RECREATION SURVEYS.

THIS SURVEY WAS ADMINISTERED BY A COMBINATION OF MAIL AND ONLINE TO RANDOMLY SELECTED HOUSEHOLDS THROUGHOUT THE CITY.

AND THAT'S OUR STANDARD METHODOLOGY FOR THESE TYPES OF SURVEYS.

OUR GOAL IS TO RECEIVE AT LEAST 400 COMPLETED SURVEYS.

WE HAD A VERY GOOD RESPONSE. WE ENDED UP WITH 448 COMPLETED SURVEYS AND THE RESULTS OF THE 448 SURVEYS AT THE 95% LEVEL OF CONFIDENCE HAS A MARGIN OF ERROR OF PLUS OR MINUS 4.6%. ESSENTIALLY, THAT MEANS THAT IF WE CONDUCTED THIS SURVEY THE SAME WAY 100 TIMES, 95 TIMES, THE RESULTS WOULD BE PLUS OR MINUS 4.6 FROM WHAT WE'RE REPORTING.

SO THE RESULTS ARE NEVER PERFECT EVEN FOR A STATISTICALLY VALID SURVEY LIKE THIS.

BUT THE MARGIN OF ERROR IS VERY SMALL. SO HERE WE HAVE A MAP OF THE CITY.

THE RED DOTS ARE HOUSEHOLDS THAT COMPLETED A SURVEY.

WE HAD A GOOD DISTRIBUTION THROUGHOUT THE CITY.

THE AREAS THAT ARE MORE DENSELY POPULATED ARE WHERE WE HAVE MORE RESPONDENTS.

AND THIS BREAKOUT LOOKS SIMILAR TO PREVIOUS YEARS.

AND AS WE WERE ADMINISTERING THE SURVEY, WE MADE SURE THAT THE DEMOGRAPHICS OF SURVEY RESPONDENTS REFLECT THE ACTUAL POPULATION OF THE CITY.

SO HERE'S WHAT WE LEARNED FROM THE SURVEY. WE FOUND THAT RESIDENTS HAVE A VERY POSITIVE PERCEPTION OF THE CITY OF PLANO.

89% OF RESPONDENTS ARE EITHER VERY SATISFIED OR SATISFIED WITH THE OVERALL QUALITY OF LIFE IN THE CITY.

WE ALSO FOUND THAT SATISFACTION WITH CITY SERVICES IS MUCH HIGHER IN PLANO THAN OTHER CITIES.

PLANO RATES ABOVE THE US AVERAGE, AND 20 OUT OF THE 25 AREAS THAT WE COMPARED.

WE'LL LOOK AT THIS IN MORE DETAIL IN A LITTLE BIT, BUT THERE WERE A COUPLE OF AREAS I WANTED TO MAKE SURE TO POINT OUT.

ONE IS THAT SATISFACTION WITH THE OVERALL QUALITY OF CITY SERVICES RATES 42 PERCENTAGE POINTS ABOVE THE US AVERAGE.

SO I MENTIONED THAT RESIDENTS HAVE A VERY POSITIVE PERCEPTION OF THE CITY.

HERE WE ASKED RESIDENTS TO RATE THE PERCEPTION OF PLANO IN A NUMBER OF DIFFERENT WAYS.

YOU CAN SEE THE DARK BLUE WHERE THOSE WHO ARE VERY SATISFIED.

LIGHT BLUE IS SATISFIED. THE GRAY IS NEUTRAL.

AND WE INTERPRET NEUTRAL AS AVERAGE OR MEDIAN EXPECTATIONS.

IT'S A RATING OF A THREE ON A FIVE POINT SCALE.

SO IT'S NOT A BAD RATING. AND THEN THE PINK ARE THOSE WHO ARE DISSATISFIED OR VERY DISSATISFIED.

SO IF YOU LOOK AT THE TOP ROW, YOU CAN SEE THAT OVER 90% OF RESPONDENTS ARE EITHER VERY SATISFIED OR SATISFIED WITH THE OVERALL QUALITY OF CITY SERVICES, AND THAT'S COMPARED TO ONLY 2% WHO ARE DISSATISFIED.

IF YOU LOOK AT THE SECOND ROW, YOU CAN SEE JUST UNDER 90% ARE EITHER VERY SATISFIED OR SATISFIED WITH THE OVERALL QUALITY OF LIFE.

ONLY 4% DISSATISFIED. IF YOU LOOK AT THE THIRD ROW, YOU CAN SEE 64% OF RESPONDENTS ARE EITHER VERY SATISFIED OR SATISFIED WITH THE OVERALL VALUE THEY RECEIVED FOR CITY TAXES AND FEES. THAT MIGHT SEEM LIKE A LOW NUMBER COMPARED TO THE OTHER RATINGS, BUT A 64% SATISFACTION RATING FOR VALUE FOR TAXES AND FEES IS ACTUALLY A VERY, VERY HIGH RATING.

AND YOU'LL SEE THAT IN A LITTLE BIT WHEN WE LOOK AT SOME BENCHMARKING COMPARISONS.

THIS WAS THE VERY FIRST QUESTION ON THE SURVEY.

HERE WE ASK RESIDENTS HOW SATISFIED THEY ARE WITH MAJOR CITY SERVICES.

ONCE AGAIN THE BLUE WERE THE POSITIVE RATINGS.

SO OVERALL, THE POSITIVE RATINGS FAR OUTWEIGH THE NEGATIVE.

THE LOWEST RATED AREAS ARE SIDEWALKS AND MAINTENANCE OF CITY STREETS.

BUT EVEN FOR THOSE AREAS, YOU CAN SEE THERE ARE MORE POSITIVE THAN NEGATIVE RESPONSES.

THIS MAP IS FOR THE OVERALL QUALITY OF LIFE IN PLANO.

AND AGAIN, YOU CAN SEE THE ENTIRE MAP IS BLUE WITH A LOT OF AREAS BEING DARK BLUE, MEANING THAT RESIDENTS THROUGHOUT THE CITY ARE SATISFIED WITH THE OVERALL QUALITY OF LIFE.

AND BY SIGNIFICANTLY HIGHER, WE MEAN 5% OR MORE ABOVE THE US AVERAGE.

YOU'LL SEE IN A LITTLE BIT THAT IN MOST CASES, IT'S MUCH MORE THAN 5% ABOVE THE US AVERAGE.

AND PLANO ALSO RAISED SIGNIFICANTLY ABOVE THE TEXAS AVERAGE IN 20 OUT OF THE 25 AREAS.

SO PLANO RATES MORE THAN 40 PERCENTAGE POINTS ABOVE BOTH THE REGIONAL AND NATIONAL AVERAGE WHEN IT COMES TO THE OVERALL QUALITY OF CITY SERVICES.

YOU CAN SEE PLANO RECEIVED A 64% SATISFACTION RATING WHEN IT COMES TO THE OVERALL VALUE RESIDENTS RECEIVE FOR CITY TAXES AND FEES, WHICH IS JUST ABOUT DOUBLE BOTH THE TAXES AND THE NATIONAL AVERAGE.

SOME OF THE BIGGEST DECREASES ARE MAINTENANCE OF CITY STREETS, ROAD TRAFFIC CONGESTION, DART SERVICES AND EFFORTS TO KEEP RESIDENTS INFORMED ABOUT LOCAL ISSUES. SO NOW WE'LL LOOK AT TOP PRIORITIES. WE SAW EARLIER HOW SATISFIED RESIDENTS ARE WITH MAJOR CITY SERVICES. AS A FOLLOW UP QUESTION, WE ASKED WHICH SERVICES ARE THE MOST IMPORTANT FOR THE CITY TO PROVIDE? SO PUBLIC SAFETY AND THEN MAINTENANCE OF CITY STREETS ARE REALLY BY FAR THE TOP PRIORITIES.

THIS IS SOMETHING THAT WE CALL THE IMPORTANT SATISFACTION RATING.

THIS ANALYSIS IS BASED ON TWO DIFFERENT TYPES OF DATA.

FIRST, WE ASK RESIDENTS HOW SATISFIED THEY ARE WITH SERVICES.

THEN WE ASK WHICH SERVICES ARE THE MOST IMPORTANT FOR THE CITY TO PROVIDE.

AND THE IDEA BEHIND THIS IS THAT THOSE AREAS THAT HAVE A COMBINATION OF LOW SATISFACTION RATINGS, BUT AT THE SAME TIME ARE RATED AS THE MOST IMPORTANT, ARE THE TOP PRIORITIES TO FOCUS ON.

THE REASON WE LIKE TO FACTOR IN BOTH SATISFACTION AND IMPORTANCE WHEN SETTING PRIORITIES IS BECAUSE YOU COULD HAVE SOME AREAS WHERE THE SATISFACTION IS LOW, BUT THAT DOESN'T NECESSARILY MEAN THAT RESIDENTS WANT TO SEE A LOT OF RESOURCES INVESTED INTO THAT AREA.

SO BASED ON THAT, THE TOP OVERALL PRIORITY IS MAINTENANCE OF CITY STREETS.

SECOND IS POLICE SERVICES. AND AFTER THAT, THERE ARE SEVERAL ITEMS THAT ARE REALLY RELATED VERY CLOSELY TOGETHER, INCLUDING PROPERTY STANDARDS ENFORCEMENT, SIDEWALKS AND THEN 911 SERVICES.

SO JUST A QUICK RECAP. WE SAW THAT RESIDENTS HAVE A VERY POSITIVE PERCEPTION OF THE CITY OF PLANO.

THERE ARE A LOT OF EXAMPLES OF THAT IN THE REPORT, BUT ONE OF THE THINGS THAT REALLY STOOD OUT WERE THE HIGH RATINGS FOR THE OVERALL QUALITY OF LIFE IN THE CITY. JUST LIKE IN PREVIOUS YEARS, SATISFACTION WITH CITY SERVICES IS MUCH HIGHER IN PLANO THAN OTHER CITIES.

OBVIOUSLY A LOT OF EXAMPLES OF THAT AS WELL, BUT A COUPLE OF THE AREAS THAT REALLY STOOD OUT WERE THE OVERALL QUALITY OF CITY SERVICES.

CUSTOMER SERVICE PROVIDED BY CITY EMPLOYEES AND COMMUNICATION WITH RESIDENTS.

AND THEN THE TOP OVERALL PRIORITIES ARE MAINTENANCE OF CITY STREETS AND PUBLIC SAFETY.

SO OBVIOUSLY VERY, VERY POSITIVE RESULTS ONCE AGAIN.

BUT WE HAD A REALLY GOOD REPRESENTATION BASED ON DEMOGRAPHIC AND GEOGRAPHIC.
