SO I'D LIKE TO INVITE THE EXECUTIVE DIRECTOR, JOE VALLE, EVENT DIRECTOR JESSICA JACKSON, AND THE 13 BOARD MEMBERS THAT ARE HERE ARE, THOSE THAT ARE HERE TO COME UP FRONT BEFORE I READ THE PROCLAMATION, BECAUSE IN TWO WEEKS, THE H-E-B CENTRAL MARKET PLANO BALLOON FESTIVAL WILL BE RIGHT HERE IN PLANO, AND WE'RE SO THRILLED TO HAVE IT AGAIN. AND WE EXPECT IT TO BE HUGE CROWDS BECAUSE THAT'S THE WAY IT IS EVERY SINGLE YEAR.

SO THE BALLOON FESTIVAL DAYS. WHEREAS IN 1979, JIM AND HAVERLY MARSHALL MOVED TO PLANO AND SET UP A BALLOON ACADEMY OF TEXAS. A LOVE FOR HOT AIR BALLOONS INSPIRED HIM TO OFFER BALLOON RIDES TO THOSE ATTENDING THE CITY'S 4TH OF JULY CELEBRATION, AND THIS SIMPLE ACT LED TO THE LAUNCH OF AN ANNUAL PLANO BALLOON FESTIVAL.

AND WHEREAS HOSTING THIS SUCCESSFUL ANNUAL EVENT IS A HUGE UNDERTAKING THAT ENGAGES OUR CITY, OUR BUSINESSES, NON-PROFITS, FAITH-BASED GROUPS, AND COUNTLESS OTHERS COMPRISE THE FEET ON THE GROUND TO WORK THE FESTIVAL WHILE OUR HOTELS, RESTAURANTS AND RETAIL RETAILERS GREET AND EXTEND EXCEPTIONAL SERVICE TO ALL EXPLORE BEYOND THE FESTIVAL TO ENJOY THE MANY AMENITIES THE CITY OF EXCELLENCE HAS TO OFFER.

SO WHEREAS NATIONAL PUBLIC LANDS DAY, CELEBRATED SINCE 1994, IS THE NATION'S LARGEST SINGLE DAY VOLUNTEER EVENT FOR PUBLIC LANDS DEDICATED TO RESTORING AND CELEBRATING PARKS, TRAILS AND GREEN SPACES ACROSS THE COUNTRY. WHEREAS THE CITY OF PLANO PROUDLY MAINTAINS MORE THAN 4000 ACRES OF PARKLAND AND OPEN SPACES, INCLUDING OVER 100 MILES OF TRAILS THAT PROVIDE RECREATIONAL, ENVIRONMENTAL AND WELLNESS BENEFITS TO OUR COMMUNITY.

YOU'VE PROBABLY HEARD ABOUT THE MULTIPLE INVESTIGATIONS THAT PLANO SCHOOLS ARE UNDER.

NORMALLY, I WOULD NOT COME TO YOU ABOUT THE GOINGS ON OF THE SCHOOLS, BECAUSE I KNOW YOU HAVE ABSOLUTELY ZERO CONTROL OVER THAT.

HOWEVER, A PERSON ON THIS BODY DECIDED TO COMMENT ON THE MATTER IN A WAY THAT WAS TOTALLY INFURIATING TO ME AND MY FELLOW JEWS. A PERSON ON THIS BODY SAID TO THE DALLAS MORNING NEWS THAT WHAT IS HAPPENING IS POLITICAL.

REALLY POLITICAL? WAS IT POLITICAL WHEN A STUDENT WROTE ON THE BOARD, MRS K, A JEWISH EXPLETIVE THAT I WILL NOT REPEAT ON TELEVISION, BUT I'LL GIVE YOU A HINT.

SOUNDS LIKE KITE, BUT IT'S NOT. OR WAS IT POLITICAL WHEN A BLACK KID CALLED A JEWISH KID A RACIST EXPLETIVE AND THE JEWISH KID SAID SOMETHING OFFENSIVE BACK, BUT ONLY THE JEWISH CHILD GOT IN TROUBLE? NO, OF COURSE IT WASN'T POLITICAL. THESE ARE CHILDREN.

SO I JUST WANT TO CONTINUE TO MAKE YOU AWARE THAT CONGRESS IS AWARE BECAUSE I'VE ESCALATED AND WHAT I'VE BEEN I'VE BEEN ATTENDING THE CITY COUNCIL MEETINGS TO ESCALATE THE ISSUES THAT I'VE BEEN EXPERIENCING.

I'VE RECENTLY RECEIVED A MESSAGE FROM MR. CURTIS HOWARD FROM NEIGHBORHOOD SERVICES INDICATING THAT MAYOR MUNS HAD ASSIGNED HIM TO ASSIST ME.

WE'VE HAD A COUPLE EMAILS THAT HAVE GONE GONE BACK AND FORTH.

I'VE ASKED THAT HE ESCALATE THE ISSUE TO THE GOVERNOR OF TEXAS, MR. ABBOTT, AND THERE ARE MANY COMPLEXITIES TO THE ISSUES SURROUNDING MY REQUEST.

HOWEVER, MY MOST URGENT CONCERNS ARE WITH REGARD TO A CHIP THAT HAS BEEN INSERTED INTO MY BEING AND IS WIRED.

IT HAS FURTHER BEEN PROGRAMED TO EXTRACT DATA FROM MY MIND.

THAT IS ALL VERIFIABLE. I NEED ASSISTANCE TO SOLVE THIS ISSUE BECAUSE IT ISN'T MERELY MEDICAL.

IT IS VERY COMPLEX. IT IS HIGHLY PUBLIC. AND IT IS BEING ACCESSED TO WHERE THE PUBLIC USES IT, AND IS ABLE TO TRACK MY THOUGHTS IN REAL TIME.

SO IN 2023, ON APRIL 10TH, THERE WAS A ZONING CASE BEFORE THIS BODY.

IT WAS ZONING CASE 2022-018. AND THERE WAS A CONCERN BECAUSE THERE WAS FIVE ACRES OF PROPERTY THAT WERE GETTING ASSEMBLED INTO A PD FOR MULTIFAMILY, BUT THERE WAS ONE PIECE OF PROPERTY TO THE SOUTH BETWEEN THAT PARCEL AND THE SERVICE ROAD, AND THAT WAS GOING TO REMAIN COMMERCIAL. AND THIS OTHER FIVE ACRES WAS GOING TO BECOME MULTIFAMILY.

AND SO THERE WERE CONCERNS FROM THE DAIS, HEY, HOW DO WE MAKE SURE THAT THESE AREN'T CONTRADICTORY LAND USES? AND SO THE DEVELOPER IN TIME WAS ABLE TO BUY THAT PROPERTY.

NOW THE DEVELOPER SPENT $455,000 IN A PARK FEE WHEN THEY GOT THEIR PERMIT FOR THIS SITE.

AND THAT MONEY WAS SENT TO THE CITY OF PLANO, OBVIOUSLY.

SO ONCE THEY WERE ABLE TO SECURE THAT SITE, THEY CAME BACK TO THE CITY AND WANTED TO LOOK AT THE POSSIBILITY OF INCLUDING THAT PROPERTY IN THEIR PD, AT WHICH TIME THEY WERE TOLD, WELL, YOU'LL HAVE TO GO THROUGH A WHOLE NEW ZONING CASE AND YOU'LL BE RESPONSIBLE FOR BUILDING THE TRAIL THAT WE NEED THERE.

AT WHICH TIME THEY SAID, WELL, DO YOU ALL WANT TO PARTICIPATE WITH US IN THE LAND COST, THE LANDSCAPING COST AND THE TRAIL COSTS? THIS IS THE FRONT DOOR TO PLANO. THE DEVELOPER TOLD ME IN NO UNCERTAIN TERMS NOT TO COME HERE AND SPEAK WITH YOU, BUT I THINK IT'S IMPORTANT FOR THIS BODY TO KNOW WHAT HAPPENS OUT THERE IN THE REAL WORLD.

THE TRAIL IS NOT GETTING BUILT. THE DEVELOPER DECIDED TO TAKE THE PATH OF, I'M JUST GOING TO DO NOTHING WITH THE PROPERTY.

AND SO NOW THE ONLY WAY THE TRAIL GETS BUILT, IF THE CITY GOES AND BUYS AN EASEMENT AND THEN BUILDS THE TRAIL, THE CONSTRUCTION SITE IS ONGOING AND I THINK THERE'S ROOM FOR COOPERATION HERE.

THE $455,000 TODAY WOULD BE $910,000, BASED ON THE NEW PARK FEES.

GOOD EVENING. MY NAME IS ANGELA NAVARETTE AND I LIVE ON ATLANTA DRIVE DIRECTLY ACROSS OHIO DRIVE FROM THE PROPOSED WATER MAYOR SENIOR LIVING SITE. I ONLY LEARNED ABOUT THIS DEVELOPMENT RECENTLY.

THE HOMES ON ATLANTA AND BOSTON DRIVES DON'T HAVE AN HOA.

SO MANY OF US IN THE EL DORADO NEIGHBORHOOD WEREN'T DIRECTLY NOTIFIED, WHICH IS UPSETTING THAT WE AS LONG TERM RESIDENTS OF 26 YEARS.

YOU KNOW, SHOULD HAVE BEEN NOTIFIED. I SUPPORT THE SENIOR LIVING, BUT THE PROPOSED FIVE STORY DEVELOPMENT IS VERY TALL FOR THE NEIGHBORING COMMUNITY.

HEAVY ON OUR EDGE OF THE SITE TOWARD OHIO DRIVE, ACCORDING TO THE CURRENT PLANS.

I URGE LOWERING AND STEPPING THE BUILDING DOWN ALONG THE NEIGHBORHOOD SIDE SO IT FITS NEXT TO THE SINGLE FAMILY HOMES.

OTHER CONCERNS, ASIDE FROM HEIGHT, INCLUDE LANDSCAPING EDGES, LIGHTING, OPERATIONS AND TRAFFIC THAT I HOPE COUNCIL AND THE WATER MIRROR DEVELOPERS PLEASE CONSIDER AN OFF HAND.

OTHER ITEMS OF CONCERN ARE LAYERED EVERGREEN LANDSCAPING TO SCREEN VIEWS, HEADLIGHTS AND ACTIVITY WHILE STILL FEELING LIKE A NEIGHBORHOOD. USE OF LIGHTING WITH A PREFERENCE TOWARD WARM COLORED LIGHTING.

FULLY SHIELDED FIXTURES AIMED AWAY FROM THE HOMES WITH NO BRIGHT WHITE LEDS.

PROPERTY OPERATIONS, INCLUDING LOADING, TRASH AND SERVICE TO BE PERFORMED ON THE WEST SIDE OF THE BUILDING, ALSO NOT BY OUR HOMES. ITEM ONE CORPORATE WELFARE FUND OR THE ECONOMIC FASCIST FUND, OR WHAT THE CITY LIKES TO CALL THE ECONOMIC DEVELOPMENT FUND.

THE LAST TIME I CHECKED, Y'ALL HAD ABOUT $41 MILLION IN THAT FUND.

YOU WANT TO ADD ANOTHER 8.5 MILLION, YET YOU HAVEN'T SPENT WHAT YOU CURRENTLY HAVE.

SO WHY IN THE WORLD WOULD IT NEED MORE MONEY? IT DOESN'T. HOWEVER, IF YOU MUST FOLLOW MUSSOLINI'S ECONOMIC PHILOSOPHY CUT 6 MILLION OUT OF THAT PROPOSED 8.5 AND LOWER THE TAX RATE BY $0.01 TO SAVE RESIDENTS SOME MONEY.

THAT STILL LEAVES YOU WITH 2.5 MILLION TO GIVE TO COMPANIES WHO DON'T NEED IT, PLUS THE OTHER 41 MILLION IN THE FUND.

WHAT WILL THE AVERAGE COMMERCIAL PROPERTY TAX INCREASE BE? I ASK THIS BECAUSE AFTER 17 YEARS OF LIVING IN PLANO, MY HUSBAND WAS ABLE TO MOVE HIS BUSINESS TO PLANO THIS PAST MARCH AND HE DID NOT ASK FOR ANY ECONOMIC DEVELOPMENT. SO YOU CAN ADD HIM TO THE 20,000 WHO LIVE AND WORK IN PLANO.

HOWEVER, HIS RENT IS NOT CHEAP. HE PAYS 7000 A MONTH TO RENT LESS THAN 2000FT².

HIS LANDLORD WILL NOT GET ANY PROPERTY TAX DEDUCTIONS, ACTIONS, SO ANY INCREASE WILL BE PASSED ON TO MY HUSBAND AND THE OTHER TENANTS.

SO WHERE IS MY HUSBAND GOING TO GET THAT MONEY AND ALL THE OTHER SMALL BUSINESS OWNERS? SHOULD HE REDUCE THE SALARY OF HIS MEDICAL ASSISTANT OR HIS OFFICE MANAGER? MY HUSBAND WOULD CUT HIS OWN SALARY, WHICH IS MUCH LOWER THAN THE GOING RATE FOR HIS PROFESSION, BUT HE CAN'T PAY THE TAX INCREASE WE WILL BE GETTING ON OUR HOUSE.

PERHAPS YOU WOULD LIKE HIM TO RAISE HIS PRICES.

MY HUSBAND TREATS PEOPLE WITH LONG COVID. THAT IS WHAT COVID LEAVES BEHIND AFTER THE ACTIVE INFECTION IS GONE.

MY HUSBAND'S PATIENTS ARE THOSE WHO HAVE NEVER REGAINED THEIR SENSE OF TASTE OR SMELL.

THE TREATMENTS FOR LONG COVID ARE NOT COVERED BY INSURANCE, AND ONLY A HANDFUL OF DOCTORS IN THE WORLD TREAT IT.

MY HUSBAND'S PATIENT FLY IN FROM ALL OVER THE WORLD.

THEY STAY IN THE HOTELS, THEY EAT IN OUR LOCAL RESTAURANTS AND TASTE THE FOOD THAT THEY HAVE BEEN MISSING OUT ON.

IS MY HUSBAND SUPPOSED TO RAISE THEIR PRICES? IS THAT WHAT ALL SMALL BUSINESSES ARE GOING TO DO? BECAUSE YOU ALL WANT TO GET EVERY PENNY YOU CAN FROM US.

MAYOR PRO TEM. MR. MAYOR. I HAD A CHANCE TWO WEEKS AGO.

TILL NOW TO CONSIDER THE DISCUSSION WE HAD TWO WEEKS AGO WITH REGARD TO THE TAX RATE THAT I WAS LEANING TOWARD.

AND AT THAT TIME, I BELIEVE WHEN WE CAME TO THE COUNCIL MEETING, WE WERE TOLD ALMOST IN SHOCK THAT THE STATE LEGISLATURE WERE CONSIDERING REDUCING OR ELIMINATING OUR ABILITY TO FIX AND CAP OUR OWN TAX TO A VERY, VERY MINIMAL. AT THAT POINT, I WAS ALTHOUGH I WAS LEANING TOWARDS A LOWER TAX RATE, I PROPOSED A HIGHER ONE BECAUSE I JUST DIDN'T KNOW WHAT WE WOULD BE FACING THE NEXT YEAR.

EVER SINCE I'VE BEEN ON COUNCIL, WE HAVE ALWAYS HAD NO NEW REVENUE AND IT'S ALWAYS BEEN SKIN AND TEETH THROUGHOUT THE ENTIRE BUDGET TIME. AND IT IS TIME FOR US TO HAVE A BUFFER, AND IT IS TIME FOR US TO REPLENISH SOME OF THE EMERGENCY FUNDS THAT WE BASICALLY HAVE RUN OUT BECAUSE OF ALL THE STORMS AND ALL THE SHOCKING SURPRISES THAT WE'VE HAD IN THE CITY.

SO AT THIS TIME, I CHANGED. I THINK I TOOK WHAT VIDAL HAS SAID INTO HEART, AND I AM NOW IN SUPPORT OF A LOWER TAX RATE. SO AT THIS POINT, I MOVE THAT THE PROPERTY TAX RATE BE INCREASED BY THE ADOPTION OF A TAX RATE OF 0.4376, WHICH IS EFFECTIVELY A 4.34% INCREASE IN THE TAX RATE, WHICH IS STILL LOWER THAN THE MAXIMUM TAX RATE THAT WE HAVE PREVIOUSLY PROPOSED.

LIKE MARIA, I WAS ALSO A LITTLE SURPRISED WHEN WE CAME A COUPLE OF WEEKS AGO AND WAS CONCERNED ABOUT OUR LIMITATIONS TO ADJUST AS NEEDED FOR EXPENSES THAT WE SEE COMING UP IN THE NEAR FUTURE.

SO I WILL SECOND MARIA'S MOTION FOR THE .04376 RATE.

ITEM NUMBER 5. CONSIDERATION OF AN ORDINANCE TO RATIFY THE PROPERTY TAX REVENUE IN THE 2025-26 BUDGET.

AS A RESULT OF THE CITY RECEIVING MORE REVENUES FROM PROPERTY TAXES IN THE 2025-26 BUDGET THAN IN THE PREVIOUS FISCAL YEAR, AND PROVIDING AN EFFECTIVE DATE. THE FIRST PUBLIC HEARING WAS HELD ON AUGUST 25TH, 2025.

THE SECOND PUBLIC HEARING IS BEING HELD ON SEPTEMBER 8TH, 2025, PRIOR TO THE ADOPTION OF THIS ORDINANCE.

OKAY, THIS ITEM JUST IS STATING THAT YOU RECOGNIZE WE'RE GOING TO BE COLLECTING MORE IN PROPERTY TAX REVENUE THAN WE DID THE YEAR BEFORE. EVEN IF YOU HAD KEPT THE SAME TAX RATE, BECAUSE YOU HAVE NEW PROPERTY COMING ONLINE AND INCREASED PROPERTY VALUES,
