AGENDA ITEM NUMBER ONE B DISCUSSION AND ACTION FOR PRELIMINARY SITE PLAN FOR BLUE CHIP ADDITION, BLOCK A, LOT FIVE. A RESTAURANT WITH DRIVE THRU ON ONE LOT ON 1.6 ACRES.

LOCATED ON THE EAST SIDE OF COIT ROAD, 310FT, NORTH OF SPRING CREEK PARKWAY.

ZONED RETAIL. THE APPLICANT IS CHICK FIL A. THIS ITEM IS FOR ADMINISTRATIVE CONSIDERATION PENDING.

MY NAME IS MOLLY CORYELL, SENIOR PLANNER WITH THE PLANNING DEPARTMENT.

AS STATED IN THE CAPTION, THESE ITEMS ARE FOR TWO PRELIMINARY SITE PLANS THAT ARE RELATED TO A LOT LINE ADJUSTMENT FOR THE PURPOSES OF REDEVELOPING AN EXISTING CHICK FIL A.

AS YOU CAN SEE HERE, HERE ARE THE EXISTING LOT LINES FOR LOT FIVE, AS WELL AS LOT TWO R AS THEY ARE TODAY.

AND THE NEXT SLIDE SHOWS THE ADJUSTED LOT LINES BASED ON THIS REQUEST.

AS YOU CAN SEE, LOT FIVE IS SHOWING THAT THE PROPERTY LINES ARE EXTENDED DOWNWARDS.

AND ACQUIRING THAT KIND OF PANHANDLE OR TAIL OF LOT TWO R AS A PART OF THIS REDEVELOPMENT.

LOT TWO R THE PARKING. THE SHOPPING RETAIL CENTER IS REQUESTING A 20% PARKING REDUCTION AS PART OF THIS REQUEST.

AS YOU CAN SEE, THE STANDARD PARKING REQUIREMENT TODAY IS 355 SPACES BASED ON THE EXISTING USES ON SITE, WHICH VARY FROM RETAIL, OFFICE, RESTAURANT, AND OTHER VARIOUS USES.

THERE IS AN ALLOWANCE FOR A 10% REDUCTION BASED ON INLINE RESTAURANTS THAT ARE AS PART OF THE SHOPPING CENTER THAT'S ALLOWED BY RIGHT IN THE ZONING ORDINANCE, AN ADDITIONAL 20% P&Z APPROVED PARKING REDUCTION WOULD BE ANOTHER 67 PARKING SPACES, REQUIRING THAT ONLY 267 PARKING SPACES BE REQUIRED FOR THIS LOT TWO R. BASED ON THE EXISTING USES TODAY, SO 260 SPACES EXIST ON SITE TODAY BEFORE THE PROPOSED LOT CONFIGURATION.

43 SPACES ARE BEING REPLATED INTO LOT FIVE AS PART OF THE CHICK FIL A REDEVELOPMENT.

HOWEVER, THEY ARE PROPOSING TEN NEW PARKING SPACES ON SITE.

THAT WOULD BE LOT TWO ARE THE SHOPPING CENTER.

AND THEN ADDITIONALLY THERE IS AN OFF SITE PARKING EASEMENT PROPOSED FROM LOT FIVE, THE CHICK FIL A, TO THE SHOPPING CENTER. SO THE PROPOSED PARKING WOULD GO FROM 260 SPACES TO 267 SPACES.

AS YOU CAN SEE, THE EXISTING PARKING TODAY BETWEEN LOT TWO R AND LOT FIVE TOTAL TO 310 SPACES.

BASED ON THE PROPOSED PRELIMINARY SITE PLANS, THE TOTAL WOULD ACTUALLY BE 327 SPACES TOTAL, SO THE AMOUNT OF PARKING BETWEEN TWO LOTS IS INCREASING BY 17 SPACES.

BASED ON THE PARKING REDUCTION CRITERIA AND ANALYSIS IN OUR ZONING ORDINANCE, THIS REQUEST MEETS ALL CRITERIA.

THEREFORE, OH AND ADDITIONALLY, THE APPLICANT PROVIDED A PARKING MEMO.

THE STUDY WAS DONE OVER A WEEKEND AND SHOWS THE RESULTS.

THIS IS JUST THE PARKING IN THE SHOPPING CENTER AREA.

AS YOU CAN SEE, THE HIGHEST OBSERVED PARKING DEMAND WAS 172 SPACES ON A SUNDAY.

AND THE APPLICANT NOTED THAT CHICK FIL A IS CLOSED ON SUNDAYS, SO THE PARKING DEMAND ON A TYPICAL WEEKEND IS WELL WITHIN THE 267 SPACES THAT WOULD BE REQUIRED AS PART OF THE PARKING REDUCTION IF THE COMMISSION APPROVES IT.

STAFF IS RECOMMENDING APPROVAL FOR ITEM ONE A WITH A 20% PARKING REDUCTION AS REQUESTED, AND WE ARE ALSO RECOMMENDING APPROVAL FOR ITEM ONE B SUBJECT TO THE APPROVAL OF PSP 2020 4-030. THANK YOU VERY MUCH AND I'D BE HAPPY TO ANSWER ANY QUESTIONS.

AND THE APPLICANT IS HERE AS WELL. THANK YOU.

I'VE GOT JUST ONE THING REAL QUICK. SO WE'RE ACTUALLY INCREASING THE PARKING, AND I PRESUME THE WHOLE EXERCISE FOR CHICK FIL A IS TO IMPROVE THEIR DRIVE THROUGH EFFICIENCY. YES. I SEE LOTS OF NODDING GOING ON IN THE ROW BEHIND YOU.

SO THAT'S THAT WILL IMPROVE EVERYTHING, INCLUDING THEIR CUSTOMER SERVICE.

SO, THE PARK THE VARIANCE, IF GRANTED, WILL BE PERMANENTLY ATTACHED TO LOT FIVE.

NOT NECESSARILY THE OPERATIONS. SORRY. LET ME CORRECT YOU.

IT'S LOT TWO R THAT'S REQUESTING THE PARKING REDUCTION, WHICH IS THE SHOPPING CENTER.

CHAIRMAN. MY QUESTION IS, AFTER THIS I GUESS RECONFIGURATION OF LOTS 2R, IS THERE AN ACCESS TO THE SHOPPING CENTER FROM COIT ROAD? I'M ASSUMING THE, THE ORIGINAL LOT ASSIGNMENT ALLOWS A DRIVEWAY FROM WHERE THE ACCESS TO CHICK FIL A KIND OF MANEUVERED THROUGH THAT AREA INTO THE SHOPPING CENTER.

WOULD THERE BE AN ACCESS REQUIRED OR WOULD THERE BE AN EASEMENT REQUIRED? THERE, EVERY LOT'S REQUIRED TWO POINTS OF ACCESS.

NOW, CHICK FIL A GETS THEIR ACCESS FROM A DRIVEWAY.

TWO DRIVEWAYS, ONE TO THE VERY NORTH OF THEIR PROPERTY AND THEN ONE ABOUT CENTER.

NOW THAT IS A PART OF A FIRE LANE AND ACCESS EASEMENT.

THIS SHOPPING CENTER ALSO HAS ACCESS VIA THOSE FIRE LANES AND ACCESS EASEMENTS.

THE SHOPPING CENTER HAS ONE DRIVEWAY DIRECTLY ON THEIR PROPERTY ALONG SPRING CREEK.

HOWEVER, THEY HAVE THE SHOPPING CENTER AND THE CHICK FIL A HAVE SEVERAL FIRE LANE AND ACCESS EASEMENTS THROUGHOUT THE PROPERTY TO WHERE THEY SHARE ACCESS ON BOTH SPRING CREEK AND COIT. SO THEY HAVE MULTIPLE POINTS OF THERE'S MULTIPLE.

THEY HAVE SHARED CROSS ACCESS BETWEEN THOSE SITES BASICALLY.

SO LOT FIVE WILL HAVE ACCESS SHARED ACCESS WITH LOT 2R FROM COIT TO YEAH LOT FIVE.

AND THEN JUST AT THE VERY NORTH PART OF THE SITE, THERE IS A SHARED DRIVEWAY THAT IS ON A THAT THEN THE SHOPPING CENTER AND LOT FIVE HAVE ACCESS TO THROUGHOUT THE SITE.

THERE'S A SHARED ACCESS EASEMENT AND FIRE LANES.

AND THEN FOR LOT TWO ARE THE SHOPPING CENTER ALONG SPRING CREEK.

THEY HAVE A DRIVEWAY ON THEIR PROPERTY THAT GOES INTO THE SHOPPING CENTER.

HOWEVER THROUGHOUT THE SITE, THESE DRIVEWAYS AND FIRE LANES ARE ACCESS EASEMENTS.

SO THEY'RE SHARED ACCESS THROUGHOUT THE SITE.

THEY HAVE THEIR OWN DEDICATED DRIVEWAYS, BUT THE ACCESS CAN BE SHARED VIA THESE DRIVEWAYS THROUGHOUT THE SITE.

DOES THAT MAKE SENSE? YEAH, THAT MAKES SENSE.

I WAS JUST WONDERING IF WOULD THEY BE GRANTED A NEW ACCESS OR THEY ARE ALREADY SHARED ACCESS SO THEY DON'T HAVE TO CHANGE ANYTHING? WILL THIS CREATE ANY NEW EASEMENT? THEY CAN PARK WHEREVER THEY WANT TO. JUST FOR THE COMMISSION'S INFORMATION, I DROVE BY THE SITE ON SATURDAY AFTERNOON, WHICH NORMALLY YOU MIGHT CONSIDER PRIME SHOPPING TIME, YOU KNOW, ON A ON A WEEKEND AFTERNOON.

THE SHOPPING CENTER LOT WAS FAR FROM BEING EVEN HALF FULL.

THERE WERE COUNTLESS EMPTY SPACES. THERE WERE ALSO EMPTY SPACES AVAILABLE ON THE CHICK FIL A SIDE OF THINGS.
