THE COUNCIL WILL NOW RECESS INTO EXECUTIVE SESSION AND TRAINING IN PROGRESS TO HOLD A CLOSED EXECUTIVE MEETING PURSUANT TO THE PROVISIONS OF VERNON'S TEXAS CODES ANNOTATED GOVERNMENT CODE, CHAPTER 551.

THE OPEN MEETINGS ACT, IN ACCORDANCE WITH THE AUTHORITY CONTAINED IN SECTION 551071, TO CONSULT WITH THE ATTORNEY, RECEIVE LEGAL ADVICE, AND DISCUSS LITIGATION.

THANK YOU. AND ON THE AREA BETWEEN INDEPENDENCE PARKWAY AND CUSTER ROAD, THIS WORK WILL INVOLVE SOME LANE CLOSURES, BUT MINIMAL PAVEMENT REPLACEMENT IS NEEDED.

THERE WILL BE SOME TRAFFIC CONTROL MEASURES AT THE INTERSECTIONS OF INDEPENDENCE, CUSTER, ALMA, AND CHISHOLM PLACE. THIS HALF OF THE PROJECT SHOULD BE FINISHED BY SUMMER.

CREWS WILL SOON START A PROCESS KNOWN AS PIPE BURSTING BETWEEN COUNTRY CLUB DRIVE TO LOS RIOS BOULEVARD.

PIPE BURSTING REPLACES THE OLD LINE WITH NEW PIPES SINCE IT DOES NOT ENTAIL EXTENSIVE DIGGING.

THE INSTALLATION IS FASTER, WHICH TRANSLATES INTO COST SAVINGS.

TRAFFIC CONTROL MEASURES WILL BE TAKEN WHEN THE WORK REACHES THE INTERSECTIONS OF JUPITER, SHILOH AND LOS RIOS. THIS PART OF THE PROJECT SHOULD BE COMPLETED BY AUGUST.

THE 911 DISPATCHERS NOT ONLY GET US TO THE SCENE BUT PROVIDE US WITH VITAL INFORMATION ABOUT WHAT WE WILL FIND WHEN WE ARRIVE.

HAVING THIS INFORMATION AHEAD OF TIME CAN BE THE DIFFERENCE BETWEEN LIFE AND DEATH FOR OUR PUBLIC SAFETY TEAMS AND THE PEOPLE WE SERVE.

TOGETHER WE MAKE THE DIFFERENCE.

THE CITY OF PLANO IS HOME TO A POPULATION OF ALMOST 300,000 RESIDENTS, AND IS A VERY CULTURALLY DIVERSE AREA.

WE HAVE OVER 1700 FOOD SERVICE ESTABLISHMENTS WITH A WIDE RANGE OF FOOD FARE THAT LEADS TO A HIGH CONTRIBUTION OF FATS, OILS AND GREASE TO THE WASTEWATER SYSTEM. ENVIRONMENTAL QUALITY AND ENVIRONMENTAL HEALTH ARE BOTH VERY IMPORTANT FOR NOT ONLY OUR RESIDENTS BUT OUR VISITORS.

IT ENHANCES QUALITY OF LIFE IN THE CITY OF PLANO AND IMPROVES THE VISITING EXPERIENCE FOR THOSE THAT COME THROUGH PLANO.

IN THIS INSTANCE, FOR GREASE TRAPS, IT'S VERY IMPORTANT TO MAINTAIN THEM SO THAT WE'RE PROTECTING BOTH PUBLIC HEALTH AND THE ENVIRONMENT FROM SANITARY SEWER OVERFLOWS THAT CAN OCCUR WHEN GREASE TRAPS ARE NOT MAINTAINED PROPERLY.

A GREASE TRAP IS UTILIZED FOR FOOD SERVICE ESTABLISHMENTS IN ORDER TO CATCH FATS, OILS, AND GREASE, WHICH CAN COME FROM A VARIETY OF FOOD CONTENTS THAT GO DOWN WASTEWATER SYSTEMS. SO ANYTIME A RESTAURANT SENDS WASTEWATER DOWN THEIR SINKS THAT CONTAINS FATS, OILS, AND GREASE FROM THEIR FOOD PRODUCTS, ITS BEING CAUGHT IN THIS GREASE TRAP, PREVENTING IT FROM TRAVELING FURTHER DOWN THE WASTEWATER SYSTEM SO THAT IT PREVENTS CLOGS AND SUBSEQUENT SEWER OVERFLOWS WHEN THE WASTEWATER SYSTEM IS OVERLOADED FROM THESE TYPES OF PRODUCTS.

SO IN 2018, WHEN WE FIRST WENT INTO HAVING OUR ORDINANCE FOR GREASE TRAPS, WE INITIALLY WENT INTO THE PROGRAM DOING ALL FOOD SERVICE ESTABLISHMENTS AND INSPECTING EVERY SINGLE ONE OF THEM, AND WE QUICKLY REALIZED THAT IT WASN'T GOING TO BE VERY EFFICIENT.

SO WE DEVELOPED AN A PROGRAM TO BE ABLE TO BREAK THOSE DOWN BASED ON TIERS, SO THAT WE COULD SPREAD OUT THE INSPECTION PROCESS BASED ON THE SEVERITY OF THE FACILITY.

SO OUR RISK ASSESSMENT THAT WAS CREATED BY SOME OF OUR GREAT EMPLOYEES THAT WE HAVE IN OUR DEPARTMENT ENABLES US TO TIER THESE FACILITIES BASED OFF A NUMBER OF FACTORS LOOKING AT THE GREASE TRAP MAKEUP, LOOKING AT ITS COMPLIANCE HISTORY, LOOKING AT ITS SIZE, THOSE TYPES OF COMPONENTS HELP US TO THEN GIVE IT A TIER ONE, 2 OR 3 AND ENABLES US TO INSPECT IT ON THE FREQUENCY THAT IT NEEDS.

SO TIER ONE IS INSPECTED ANNUALLY, TIER TWO INSPECTED EVERY TWO YEARS, AND TIER THREES ARE INSPECTED EVERY THREE YEARS.

AND TONIGHT I'D LIKE TO TALK TO YOU ABOUT RECORDING EQUIPMENT GUIDELINES FOR YOUR COUNCIL MEETINGS.

IF YOU REMEMBER, BEFORE THE COUNCIL CHAMBER WAS RENOVATED, THE MEDIA, THE GUYS FROM THE TELEVISION STATIONS THAT WOULD COME WITH THEIR TRIPODS AND

CAMERA WOULD SET UP BEYOND THE BRICK WALL AT THE TOP OF THE CHAMBER.

SO WITH THE RENOVATION, THAT BRICK WALL NOW HAS GLASS, A WINDOW ABOVE IT.

SO WE CONSIDERED THE POSSIBILITY OF HAVING THESE GUYS SET UP BEHIND THE WINDOW, AND I DIDN'T KNOW IF THAT WAS GOING TO WORK OR NOT.

SO WHAT I DID IS I CALLED THE CHIEF PHOTOGRAPHERS OF THE FOUR MAIN TELEVISION STATIONS CHANNEL FOUR, FIVE, EIGHT AND 11. AND I SAID, WHAT DO YOU THINK ABOUT SHOOTING THE COUNCIL MEETINGS BEHIND THE WINDOW? AND THEY SAID, IT'S GOING TO CREATE CHALLENGES AND PROBLEMS BECAUSE OF THE GLARE.

ANOTHER ONE SAID, WE REALLY NEED TO BE INSIDE THE CHAMBER BECAUSE NOW IF YOU'RE BEHIND THAT BRICK WALL, YOU'RE NOT IN THE CHAMBER ANYMORE. SO WE CAME UP WITH SOME GUIDELINES THAT I THINK ARE PRETTY GOOD, AND WE BOUNCED THEM OFF OUR LEGAL DEPARTMENT SO THAT HAD THEIR MUSTER AS WELL.

SO THE GUIDELINES ARE NOT ONLY FOR THE NEWS MEDIA, BUT THEY'RE ALSO FOR ANYONE WHO WANTS TO RECORD A MEETING.

AND NOW WHEN WE SAY RECORDING EQUIPMENT, WE'RE REFERRING TO ANYTHING THAT'S A TABLET OR LARGER.

AND REALLY MOSTLY WHAT WE'RE TALKING ABOUT HERE IS EQUIPMENT THAT NEEDS TO BE SET ON A TRIPOD.

SO THESE GUIDELINES ARE DESIGNED NOT ONLY TO MINIMIZE DISTRACTIONS DURING THE MEETINGS, BUT PROVIDE A DESIGNATED AREA FOR THE NEWS MEDIA AND PUBLIC ATTENDEES WHO HAVE RECORDING DEVICES.

SO THE FIRST SPACE WILL BE THE BACK ROW HERE ON THE LEFT WHERE THAT GENTLEMAN SITTING RIGHT THERE IN THE CORNER, MAYBE THE FIRST 4 OR 5 CHAIRS. AND AGAIN, IF WE KNOW THE MEDIA IS COMING, THIS WILL BE THE AREA WHERE WE SET THEM UP.

AND IF IT'S A IF IT'S A SITUATION WHERE IT'S A CONTROVERSIAL TOPIC OR A TOPIC THAT'S GOING TO HAVE A VERY LARGE AUDIENCE, FOR EXAMPLE, SHORT TERM RENTALS WILL RESERVE THOSE SEATS AND WE'LL CORDON THEM OFF, OR WE'LL PUT LITTLE SIGNS ON THE SEATS.

AND HOPEFULLY, AND I BELIEVE THERE IS ENOUGH ROOM THERE FOR THEM TO SET UP THEIR TRIPODS.

AND WITH NOTHING BEHIND THEM, WE WON'T BE DISTRACTING ANYONE OR BLOCKING A VIEW.

SO MOST OF OUR MEETINGS FOR COUNCIL CONSISTENTLY ATTRACT THE PRINT MEDIA AND WE MAY HAVE 2 OR 3 PEOPLE.

AND AGAIN, IF THERE IS A HIGH INTEREST ISSUE THAT WE KNOW IS COMING, WE CAN GENERALLY PREDICT WHEN WE'RE GOING TO HAVE A LARGE TURNOUT OF MEDIA.

AND MOST OF THEM LET US KNOW THAT THEY'RE COMING AHEAD OF TIME.

SO THE NEWS MEDIA PLAYS A VITAL ROLE IN DISSEMINATING CITY RELATED INFORMATION AND GETTING OUR MESSAGE OUT NOT ONLY TO OUR RESIDENTS, BUT TO THE BROADER COMMUNITY. AND IT'S VERY IMPORTANT THAT WE PROVIDE THEM AND OUR CITIZENS WITH ACCESS WHILE MAINTAINING DECORUM AT OUR MEETINGS. SO THAT CONCLUDES MY PRESENTATION, AND I'D BE HAPPY TO ADDRESS ANY QUESTIONS YOU MIGHT HAVE.
