[All About Video Inspections, Pop-Up Video Edition] [00:00:06] BUILDING INSPECTIONS IS RESPONSIBLE FOR ALL BUILDINGS IN THE CITY OF PLANO. WHETHER IT'S A SCHOOL, A CHURCH, ANY PLACE WE LIVE, WORK, OR PLAY IN BUILDING INSPECTIONS IS RESPONSIBLE FOR THE SAFETY OF THAT BUILDING. WHAT IS THE DEPARTMENT'S MISSION? THE DEPARTMENT'S MISSION IS BUILDING SAFETY. SO WE USE OUR BUILDING CODES TO VERIFY THAT ALL BUILDINGS ARE SAFE. WE PERFORM PLAN REVIEW, WE PERFORM INSPECTIONS IN THE FIELD FOR MECHANICAL AND ELECTRICAL, PLUMBING, STRUCTURAL. SO WE'RE LOOKING AT ALL THE BUILDINGS TO MAKE SURE THAT THEY MEET THE CODES AND OVERALL PROVIDE FOR THE SAFETY, UH, OUR SYSTEMS IN PLANO. WHAT IS THE IMPORTANCE OF BUILDING CODES? BUILDING CODES ARE IMPORTANT BECAUSE IT PROVIDES THE LAWS AND REGULATIONS FOR CONSTRUCTING A BUILDING. AND SO OVERALL THE GOAL IS BUILDING SAFETY AND USING THE CODES WE ACHIEVE BUILDING SAFETY. HOW DO I GET A BUILDING PERMIT? IT VARIES DEPENDING ON THE PROJECT. HOMEOWNER PROJECTS CAN BE, UH, MUCH MORE SIMPLE. SOMETIMES IT'S JUST A FENCE OR A WATER HEATER. CONTRACTORS CAN GET THOSE. WHEN IT IS A BUILDING, IT IS MUCH MORE INVOLVED PROCESS, WHICH COULD, UH, BASICALLY INCLUDE, UH, OTHER DEPARTMENTS SUCH AS PLANNING AND ZONING. THE FIRE DEPARTMENT, THE HEALTH DEPARTMENT, BACKFLOW DEPARTMENT, AND IT INVOLVES OUR BUILDING INSPECTION DEPARTMENT, WHICH IS WHERE YOU GET THE PERMIT. AND IN CONCERT, WE ALL WORK TOGETHER TO MAKE SURE THAT THAT PERMIT IS ISSUED AFTER I GET A PERMIT. HOW DOES PLAN REVIEW WORK? PLAN REVIEW IS PERFORMED BY PLANS EXAMINERS. WHAT THEY DO IS LOOK AT THE PLANS AND REVIEW THOSE PLANS FOR CODE CORRECTNESS, WE LOOK AT BUILDING CODE, MECHANICAL CODE, AND ELECTRICAL CODE, THE ENERGY CODE, THE PLUMBING CODE. SO WE HAVE A LOT OF CODES THAT WE'RE RESPONSIBLE FOR LOOKING AT THE PLANS, AND WE LOOK AT THOSE PLANS TO MAKE SURE ALL THE INFORMATION THAT'S PROVIDED MEETS THE REQUIREMENTS FOR THE CITY OF PLANOS CODES. AFTER PLAN REVIEW, WHAT'S THE NEXT STEP? WHEN PLAN REVIEW IS COMPLETE, WE ISSUE THE PERMIT. WE ISSUE THE PERMIT BASICALLY BY CALLING THE CONTRACTOR AND HAVING HIM TO COME PICK UP THE PLANS. WE MAY HAVE NOTES ON THE PLANS TO HELP INSPECTORS IN THE FIELD. THAT IS OUR CONSTRUCTION SET. AND SO IN THE FIELD WHEN OUR INSPECTORS ARE CALLED FOR AN INSPECTION, THEY WANT TO LOOK AT THOSE PLANS AND THE CONTRACTOR HAS TO BUILD TO THAT SET. WHAT PART OF THIS INVOLVES THE RESIDENT? WHEN HOMEOWNERS HAVE PROJECTS AT HOME, THERE IS THE POSSIBILITY THAT A HOMEOWNER CAN PERFORM THE WORK HIMSELF, AND IF HE DOES SO IT MUST BE HIS HOME AND HE MUST BE HOMESTEADED ON THAT HOME AND HE CAN PERFORM ALL THE WORK WITHIN HIS HOME BECAUSE IT'S WHERE HE LIVES. UH, ANOTHER OPTION IS FOR THE HOMEOWNER TO HIRE A CONTRACTOR TO PERFORM ALL THE WORK AND OBTAIN THE PERMITS FOR ALL THE WORK THAT THE HOMEOWNER'S DOING WHEN THE CONTRACTOR GETS THE PERMIT. WHAT IS THE HOMEOWNER'S RESPONSIBILITY? THE HOMEOWNER'S RESPONSIBILITY IS OBVIOUSLY TO WATCH THAT CONTRACTOR AND MAKE SURE THAT HE HAS A PERMIT. MAKE SURE THAT YOU SEE THE PERMIT. UH, IT'S PROBABLY PART OF YOUR CONTRACT AND YOU'RE PAYING FOR THAT. ALSO, YOU CAN CALL THE BUILDING DEPARTMENT TO CHECK ON THE STATUS OF THE PERMIT. YOU CAN ALSO TALK TO OUR INSPECTORS IN THE FIELD, BUT THE HOMEOWNERS IS RESPONSIBLE FOR HIS HOME IN EVERY WAY. AND IF THERE'S AN ISSUE IN THE FIELD, EVEN THE, THE HOMEOWNER'S RESPONSIBLE FOR GETTING THE CONTRACTOR TO CORRECT IT. WHAT ACCREDITATIONS DOES YOUR DEPARTMENT HAVE? OUR DEPARTMENT IS ACCREDITED WITH THE INTERNATIONAL ACCREDITATION SERVICE. ACCREDITATION IS A REVIEW OF THE WORK PROCESSES THAT A BUILDING INSPECTION DEPARTMENT PERFORMS. WE WERE THE FIRST IN TEXAS TO BE ACCREDITED BACK IN 2007. WE HAVE TO GO THROUGH REACCREDITATION EVERY THREE YEARS. AND SO ACCREDITATION IS IMPORTANT. WHAT DO YOU WANT RESIDENTS TO KNOW ABOUT YOUR DEPARTMENT? WHAT THE PUBLIC SHOULD KNOW ABOUT OUR BUILDING DEPARTMENT AT THE CITY OF POINT OH IS THAT WE'RE HERE TO HELP YOU. WE'RE HERE TO HELP YOU MAKE SURE THAT YOUR HOME IS SAFE. WE'RE HERE TO HELP YOU WITH ANY PROJECTS THAT YOU PROPOSE IN THE FUTURE, ANYTHING THAT YOU, UH, MAKE IMPROVEMENTS, WHETHER IT'S AN ADDITIONAL ROOM, A SWIMMING POOL, YOU HAVE MAINTENANCE, IF IT'S A WATER HEATER, EVEN A FENCE. ALL OF THESE THINGS ARE IMPORTANT BECAUSE THEY HAVE TO BE DONE SAFELY AND WE'RE HERE TO HELP YOU DO THAT. THERE ARE REQUIREMENTS THAT MUST BE FOLLOWED, BUT A LOT OF THOSE REQUIREMENTS COME FROM OUR CODES AND THEY'VE ALL BEEN WELL THOUGHT OUT AND PLANNED. AND IT'S OUR EFFORTS AND HOPE THAT THE WORK THAT WE'RE DOING HELPED [00:05:01] BUILD A SAFE PLANO AND TOGETHER. THAT'S ALL WE'RE TRYING TO DO. * This transcript was created by voice-to-text technology.
