To approve an increase to the current awarded contract amount of $0 by an estimated amount of $270,000 for a six (6) month contract for management of all secondary employment activities of Plano Police Officers from Extra Duty Solutions (EDS) for the Police Department; and authorizing the City Manager to execute all necessary documents. (City of Plano Contract No. 2023-0243-OA, Modification No. 2) Approved with amendment to background information
]ITEM H.ITEM H TO APPROVE AN INCREASE TO THE CURRENT AWARDED CONTRACT AMOUNT OF $0 BY AN ESTIMATED AMOUNT OF $270,000 FOR A SIX MONTH CONTRACT FOR MANAGEMENT OF ALL SECONDARY EMPLOYMENT ACTIVITIES OF PLANO POLICE OFFICERS, FROM EXTRA DUTY SOLUTIONS FOR THE POLICE DEPARTMENT, AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS.
MAYOR AND COUNCIL, I'VE SPOKEN WITH COUNCILMAN HORNE, AND I BELIEVE THAT IF WE REMOVE THE LAST SENTENCE IN THE BACKGROUND, WHICH IS FAILURE TO APPROVE THIS MODIFICATION WILL CAUSE AN INTERRUPTION IN POLICE SERVICES CURRENTLY BEING PROVIDED TO OUTSIDE EMPLOYERS, WHICH IS VITAL TO OUR AGENCIES EFFORTS TO MAINTAIN A SAFE ENVIRONMENT FOR THE CITIZENS OF PLANO, THAT THIS BACKGROUND WILL BE ACCEPTABLE AND WE CAN MOVE FORWARD AT THAT POINT.
SO WITH THAT, WE WOULD ACTUALLY STRIKE THAT ONE SENTENCE FROM THE BACKGROUND.
I'D LIKE TO MAKE A MOTION THAT WE APPROVE THE CONSENT AGENDA.
I MEAN ITEM H, YOU'RE CONFUSING ME.
[LAUGHTER] WITH STRIKING THAT LAST SENTENCE IN THE PARAGRAPH.
THANK YOU. I HAVE A MOTION AND A SECOND TO APPROVE ITEM H.
ALL IN FAVOR, RAISE YOUR HAND.
ITEMS FOR INDIVIDUAL CONSIDERATION.

Petitioner: Montessori New Beginnings Academy, Inc. Conducted and adopted Ordinance No. 2024-7-4
]APPLICANTS ARE LIMITED TO 15 MINUTES PRESENTATION TIME WITH A FIVE MINUTE REBUTTAL IF NEEDED.THE PRESIDING OFFICER MAY AMEND THESE TIMES AS DEEMED NECESSARY.
NON PUBLIC HEARING ITEMS. THE PRESIDING OFFICER WILL PERMIT COMMENT FOR ITEMS ON THE AGENDA NOT POSTED FOR A PUBLIC HEARING.
[00:05:09]
CUMULATIVE TIME LIMIT.ITEM NUMBER ONE PUBLIC HEARING AND CONSIDERATION OF AN ORDINANCE AS REQUESTED IN ZONING CASE 2024-10 TO AMEND THE COMPREHENSIVE ZONING ORDINANCE OF THE CITY ORDINANCE NUMBER 2015-5-2 IS HERETOFORE AMENDED, INCREASING THE MAXIMUM NUMBER OF CHILDREN ALLOWED UNDER SPECIFIC USE PERMITS NUMBER 550 FOR DAYCARE CENTER AND NUMBER 551 FOR PRIVATE SCHOOL ON 7.5 ACRES OF LAND LOCATED AT THE SOUTHWEST CORNER OF LEGACY DRIVE AND OHIO DRIVE IN THE CITY OF PLANO, COLLIN COUNTY, TEXAS.
PRESENTLY ZONED SINGLE FAMILY RESIDENCE WITH SPECIFIC USE PERMITS 550 FOR DAYCARE CENTER AND 551 FOR PRIVATE SCHOOL, DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY PROVIDING A PENALTY CLAUSE, A REPEALER CLAUSE, A SAVINGS CLAUSE, A SEVERABILITY CLAUSE, A PUBLICATION CLAUSE, AND AN EFFECTIVE DATE. GOOD EVENING, MAYOR, COUNCIL AND THE PUBLIC.
THE MAPS IN FRONT OF YOU SHOW THE LOCATION.
THE SOUTHEAST CORNER OF LEGACY AND OHIO DRIVE THERE IS AN EXISTING SCHOOL THAT IS CONSTRUCTED.
WE'VE NOTICED WITHIN 200 AND 500FT OF THE PROPERTY BOUNDARY.
SO A LITTLE HISTORY ABOUT THIS SITE.
SUBSEQUENTLY, THE PROPERTY DEVELOPED WITH A ONE STORY BUILDING AND A LITTLE LESS THAN 15,000FT².
IN 2018, THE BUILDING EXPANSION WAS APPROVED.
IT CAME IN AS TWO STORIES AND THEN INCLUDED 31,883FT².
THE CITY THEN CONSIDERED AN SUP TO ALLOW EDUCATION OF PRIMARY SCHOOL AGED CHILDREN.
THE MAXIMUM NUMBER WAS INCREASED AT THAT TIME FOR PRIVATE SCHOOL TO ALLOW 80 STUDENTS.
SO THE REQUEST BEFORE US THIS EVENING INCLUDES A PROPOSED AMENDMENT TO THE DAYCARE SUP TO ALLOW A MAXIMUM NUMBER OF CHILDREN OF 360. THE CURRENT MAXIMUM IS 304.
THAT IS ALSO A CROSS REFERENCE WITH SUP 551 FOR THE PRIVATE SCHOOL, BECAUSE THAT'S A COMBINED TOTAL OF NUMBER OF CHILDREN ON THE SITE. 551 FOR PRIVATE SCHOOL.
AGAIN, YOU CAN SEE THE SAME NUMBER RESTRICTION 360 AND THE SAME ABILITY TO COMBINE IT WITH THE PREVIOUS SUP FOR DAYCARE CENTER. NONE OF THE OTHER STIPULATIONS ARE PROPOSED TO CHANGE.
THESE ARE ALL ATTACHED TO THE PRIVATE SCHOOL SUP STATING THE AGE OF CHILDREN, LANDSCAPE EDGE, SOLID WASTE ENCLOSURE LOCATIONS AND EXTERIOR LIGHTING AND INTERIOR LIGHTING REQUIREMENTS SO THOSE REMAIN UNCHANGED.
BECAUSE OF THE INCREASE IN STUDENTS THAT'S PROPOSED WE LOOKED VERY SPECIFICALLY AT TRAFFIC.
SO WE'VE ESTIMATED AN 18% INCREASE IN THE TRAFFIC GENERATED.
BUT IT DID APPEAR TO US THAT THERE WAS ADEQUATE STACKING ON SPACE.
AND THEY DO HAVE MULTIPLE DROP OFF LOCATIONS.
SO I'VE GOT SOME PHOTOS OF THOSE THAT YOU CAN TAKE A LOOK AT.
THERE IS STAGGERED DROP OFF TIME IN THE MORNING THAT LASTS FOR 45 MINUTES, AND THAT'S TYPICALLY DONE PER THE DRAWING AT THE FRONT OR THE NORTH SIDE OF THE BUILDING.
[00:10:09]
TURNAROUND. SO THESE ARE PHOTOS THAT WERE TAKEN ON SITE IN THE EVENING AT PICKUP TIME BETWEEN 3:05 AND 3:10.SO YOU CAN SEE THE STACKING AS IT GOES DOWN THE NORTH SIDE OF THE BUILDING.
IT DOESN'T FULLY WRAP AND UTILIZE THE AVAILABLE SPACE.
AND THEN ADDITIONALLY, YOU CAN SEE AT 3:15 AND 3:20 WHAT THE TRAFFIC IS LOOKING LIKE ON SITE.
THE FRONT OF THE SCHOOL BY 3:35, IS EMPTY.
SO HOW DOES THIS RELATE TO THE COMPREHENSIVE PLAN? THIS IS IN THE NEIGHBORHOODS FUTURE LAND USE CATEGORY.
THE REQUEST TO INCREASE THE NUMBER OF STUDENTS DOES MEET THE FUTURE LAND USE POLICIES OF THE CITY.
THAT DOES NOT REACH THE 20% OPPOSITION THRESHOLD FOR A SUPERMAJORITY BECAUSE IT IS 6.1%.
THEN THE ADDITIONAL FEEDBACK WE'VE HAD IN THE COMMUNITY, 134 IN SUPPORT AND NINE IN OPPOSITION.
THESE ARE UNDUPLICATED RESPONSES.
17 OF THESE UNIQUE RESPONSES, ALL IN SUPPORT, WERE OUTSIDE THE CITY OF PLANO.
AND SO THAT ENDS MY PRESENTATION.
BUT THE APPLICANT DOES HAVE A PRESENTATION AND I'M AVAILABLE FOR QUESTIONS.
OKAY. THANK YOU. THANKS, CHRISTINA.
THE FIRST SPEAKER IS THE APPLICANT, BETH TUTTLE.
HI THERE. CAN I ADJUST THIS? SURE. OKAY. I'M BETH TUTTLE.
I AM SPEAKING ON BEHALF OF ARCHGATE TODAY AS A MEMBER OF THE BOARD, BUT ALSO AS A PARENT.
I HAVE TWO CHILDREN THERE CURRENTLY.
THEY'VE BEEN THERE EIGHT YEARS.
I HAVE ONE GOING INTO FIFTH GRADE AND ONE GOING INTO FIRST GRADE.
SO WE HAVE A LONG HISTORY WITH THE SCHOOL AND IT'S VERY IMPORTANT TO OUR FAMILY.
SO I WANT TO TELL YOU A LITTLE BIT ABOUT THE SCHOOL, OF COURSE ESTABLISHED IN 1986, WE ARE AN AMS CERTIFIED MONTESSORI SCHOOL, AND WE ARE A 501C3 NONPROFIT ORGANIZATION.
CURRENTLY, WE SERVE STUDENTS FROM 16 MONTHS TO 14 YEARS OF AGE.
BUT IF YOU HAVE ANY QUESTIONS, PLEASE LET ME KNOW.
WE SAW A HUGE INCREASE IN PRIVATE SCHOOL AGED CHILDREN THAT WERE LOOKING FOR A SMALLER ENVIRONMENT, AND WE SAW A DROP OFF OF TODDLERS AND PRIMARY SCHOOL CHILDREN WHO COULD STAY HOME WITH THEIR FAMILIES.
IT BECAME IMMEDIATELY RELEVANT THAT WE BE ABLE TO HAVE FLEXIBILITY IN WHAT PROGRAMS WERE AVAILABLE AND WHAT CLASSROOMS. SO LET ME TELL YOU A LITTLE BIT ABOUT THE PROGRAMS AVAILABLE.
WE HAVE OUR TODDLER PROGRAM, WHICH IS 16 MONTHS TO THREE YEARS OF AGE.
THOSE CLASSROOMS HAVE 12 TO 15 CHILDREN PER CLASSROOM.
OUR PRIMARY IS THREE YEARS TO KINDER, AND THOSE ARE 22 TO 24 STUDENTS PER CLASSROOM.
THAT IS THE MOST LIKE STUDENT PER CLASSROOM RATIO.
OUR LOWER ELEMENTARY PROGRAM IS FIRST THROUGH THIRD.
THOSE HAVE 20 TO 22 CHILDREN PER CLASSROOM.
UPPER ELEMENTARY, WHICH IS FOURTH THROUGH SIXTH GRADE, HAS 18 TO 20 PER CLASSROOM.
AND OUR MIDDLE SCHOOL PROGRAM, WHICH IS SEVENTH AND EIGHTH GRADE, CAN HAVE UP TO 18 PER CLASSROOM.
SO OUR YOUNGEST CLASSROOMS AND OUR OLDEST CLASSROOMS HAVE THE LOWEST RATIOS THE CURRENT NUMBER OF CLASSROOMS WOULD ONLY ALLOW FOR 225 STUDENTS IF WE WERE ALL TODDLER AND MIDDLE SCHOOL.
[00:15:03]
BECAUSE OF THOSE RATIOS AND IF WE HAD ALL PRIMARY SO THAT THREE TO KINDER, THEN WE COULD HAVE AS MANY AS 360.IF ALL OF THOSE 15 CLASSROOMS WERE FULL OF PRIMARY AGE STUDENTS.
SO LAST TIME WE WE CAN UNDERSTAND WHY THE NEIGHBORS DID NOT FEEL THAT WE COLLABORATED WITH THEM.
AND SO WE WANTED TO MAKE SURE THAT WE COLLABORATED IN THIS.
I WOULD EVEN CALL IT A PROBATIONARY PERIOD WITH TRYING OUT OUR PRIVATE SCHOOL SUP.
WE HAVE LOTS OF TRAFFIC MANAGEMENT, SLIDES, LIGHTS, PRIVACY, HOME VALUES, AND THE ORIGINAL AGREEMENT WHICH HAS COME UP SEVERAL TIMES. SO WE'LL DIVE INTO THAT IN DEPTH AS WELL.
SO THESE WERE THE MAIN CONCERNS THAT WE HEARD FROM THE NEIGHBORS.
AND THEN WE'LL GO INTO DETAILS ON HOW WE'VE TRIED TO ACCOMMODATE THOSE REQUESTS AND THOSE NEEDS.
THERE ARE THREE DIFFERENT TRAFFIC PATHS THE YELLOW, BLUE AND RED.
WE HAVE A STAGGERED DROP OFF WINDOW FROM 7:00 A.M.
PARENTS CAN DROP OFF THEIR CHILDREN EARLY FOR EARLY CARE, WHICH A LOT DO.
THEN WE HAVE STAGGERED PICKUP WINDOWS FROM 3:00 UNTIL 6:00 P.M..
WINDOW. WE ALLOW FOR FAMILY DROP OFFS, SO EVEN THOUGH DIFFERENT GRADE LEVELS HAVE DIFFERENT TIMES TO START THEIR DAY, WE HAVE FAMILY DROP OFFS SO THAT THE FAMILY ONLY HAS TO MAKE ONE TRIP TO THE SCHOOL, EVEN IF THEY HAVE THREE DIFFERENT CHILDREN IN THREE DIFFERENT PROGRAMS. WE ALSO HAVE ON SITE SECURITY WHO HELPS DURING THE DROP OFF PICKUP AND ANYTIME DURING THE DAY WINDOWS TO MAKE SURE THAT TRAFFIC IS MOVING AND IF ANYTHING STARTS TO BACK UP, THEY CAN INTERVENE.
SO OUR PRIVATE SCHOOL DROP OFF, THAT WOULD BE OUR FIRST GRADE THROUGH EIGHTH GRADE.
THIS IS THE BLUE LINE ON THIS MAP.
WE HAVE A SEVEN CAR ACTIVE QUEUE MANNED BY SEVEN DROP OFF COORDINATORS.
SO THOSE ARE OUR, YOU KNOW, TEAM MEMBERS.
THE ON SITE SECURITY IS PRESENT AND THERE IS 1081FT IN THIS BLUE LINE HERE, WHICH ALLOWS FOR 54 CARS AT ANY GIVEN TIME.
THEN WE HAVE THE TODDLER AND PRIMARY DROP OFF WINDOW, WHICH IS 8:30 TO 8:45.
IT'S THIS YELLOW LINE AND IT ENDS A LITTLE BIT EARLIER IN BETWEEN THE OLDER BUILDING AND THE NEWER BUILDING, WE HAVE AN EIGHT CAR ACTIVE QUEUE, AGAIN MANNED BY OUR COORDINATORS TO KEEP THAT LINE MOVING ON SITE SECURITY IS THERE IN CASE WE HAVE ANY BACKUPS.
AND THE 929FT ALLOWS FOR 46 CARS AT ANY GIVEN TIME.
SO THIS IS THE SAME LINE AS YOU SAW LAST TIME.
THIS IS FROM 3:00 UNTIL 3:20 IN THE AFTERNOON.
SAME COORDINATORS, SAME SPACE.
I DO HAVE SOME PICTURES AND FUTURE SLIDES WHICH AS I'VE INDICATED, THESE TWO STARS.
SO THE STARS ARE WHERE THE FUTURE PICTURES ARE TAKEN.
SO THE ONE IS TAKEN RIGHT BETWEEN THE TWO BUILDINGS ON THE LEFT.
THAT'S AT 3:07 ON AUGUST 29TH.
SO THIS IS DURING SCHOOL? NOT SUMMER SCHOOL.
AND THEN ON THE RIGHT, THAT ONE IS AT 3:07.
AND YOU CAN SEE HOW FAR THE CARS ARE BACKED UP.
SO I'M GOING TO GO BACK TO THAT PREVIOUS SLIDE.
SO THE STAR BETWEEN THE TWO BUILDINGS IS WHERE THE LINE STARTS.
THE STAR UP THERE AT THE TOP IS WHERE THE LINE ENDS IN THOSE IMAGES.
SO WE STILL HAVE QUITE A BIT OF SQUARE FOOTAGE TO ALLOW FOR ADDITIONAL TRAFFIC HERE.
AGAIN, WE ARE A PRIVATE SCHOOL, SO IF WE NOTE THAT THE TRAFFIC HAS INCREASED AND THAT WE'RE HAVING TROUBLE AND IT'S BACKING UP, WE CAN ALWAYS CHANGE THESE TRAFFIC WINDOWS, RIGHT? WE CAN ADD ADDITIONAL COORDINATORS.
SO PRIVATE SCHOOL PICKUP HAS THE LONGEST LINE.
[00:20:02]
WE HAVE 1460 FOUR FEET.AS THIS PICKUP WINDOW GOES ALL THE WAY FROM THE FRONT TO THE BACK AND WRAPS AROUND.
AND YOU CAN SEE ONE OF THEM WRAPS ALL THE WAY AROUND.
THE OTHER ONE MAKES A TIGHTER U.
AND THEN AFTER CARE PICKUP WHICH IS OUR LONGEST WINDOW, THAT'S A 2.5 HOUR WINDOW.
IT ALLOWS FOR 46 CARS AT ANY GIVEN TIME AND 50 OF OUR 153 TOTAL PICKUPS OCCUR DURING THIS 2.5 HOUR WINDOW, WHICH HELPS TO REDUCE ALL OF THOSE OTHER LINES.
ALL RIGHT. SO THEN WE CAN GET INTO THE NEXT CONCERN NOISE, LIGHTS AND PRIVACY FOR THE NEIGHBORS.
SO THERE'S NOT BASKETBALL GAMES IN THE EVENINGS.
THERE'S NO YOU KNOW, SOCCER GAMES ON THE WEEKENDS.
IT'S LITERALLY JUST A SCHOOL DURING SCHOOL HOURS.
WE RECENTLY ADDED AUTOMATED SHADES TO OUR GYM JUST IN CASE THE CLEANERS, YOU KNOW, LEAVE THE LIGHTS ON OR SOMETHING LIKE THAT TO MAKE SURE THAT WE'RE ACHIEVING THAT 9:00 RESTRICTION.
ADDITIONALLY, ONE OF OUR NEIGHBORS RECENTLY LET US KNOW THAT THE LIGHTS IN THE GYM WERE DISTURBING AFTER 6:00 P.M., SO WE INVESTED IN $10,000 WORTH OF SHADES THAT AUTOMATICALLY GO DOWN AT 6:00 P.M., SO NO MORE LIKE CONCERNS.
THAT WOULD BE OUR FALL FESTIVAL AND OUR INTERNATIONAL FESTIVAL.
AND SO WE WANTED TO HAVE IT OUTSIDE.
BUT WE RECEIVED FEEDBACK THAT THAT WAS A DISTURBANCE FOR NEIGHBORS.
SO WE HAVE MOVED THAT EVENT INDOORS AND WE HAVE PLENTY OF SPACE IN THE GYM.
WE HAVE LANDSCAPE TREES AND SHRUBS ON THE EASTERNMOST SIDE OF THE PROPERTY.
AS A SOUND BARRIER AND TO ADD PRIVACY FOR THOSE NEIGHBORS.
AND THEN THERE'S NO WASTE ENCLOSURES OR ANYTHING ON THAT EASTERNMOST SIDE OF THE PROPERTY.
SO WE'VE DONE EVERYTHING THAT WE CAN TO TRY TO REDUCE ANY NOISE, LIGHT OR PRIVACY ISSUES.
AND SO WE DID A ZILLOW ZESTIMATE ANALYSIS OF THE CLOSEST ADJACENT HOMES AND WE SAW AN INCREASE IN VALUE OF 59%, 62%, AND 67%, RESPECTIVELY.
THE ADDRESSES ARE LISTED IN CASE YOU GUYS WANT TO FACT CHECK.
BUT THAT OUTPACES THE OVERALL ZILLOW'S ESTIMATE INCREASE OF 55% THAT THE CITY OF PLANO SAW.
SO IN ACTUALITY, MAYBE THE SCHOOL IS HELPING TO BOOST THE PROPERTY VALUES.
AND THEN THE ORIGINAL AGREEMENT.
I HOPE YOU GUYS WERE ABLE TO REVIEW IN PRINT OR SOMETHING ANOTHER WAY.
BUT THE ORIGINAL CONCEPT PLAN, WHICH IS ON THE LEFT, INCLUDED 22,600FT OF BUILDING AND THEN 25,900FT FOR THE FUTURE BUILDING FOR A TOTAL OF 48,500 TOTAL SQUARE FEET.
THE CURRENT CONCEPT PLAN, WHICH IS NOW BUILDINGS, SHOWS CURRENT 14,790 FOOT BUILDING ONE AND THEN 31,883 SQUARE FOOT BUILDING TWO, FOR A TOTAL OF 46,673FT², WHICH IS 1,827FT² SMALLER THAN OUR ORIGINAL AGREEMENT.
[00:25:01]
THIS ONE, YOU CAN KIND OF SEE THE IMAGES A LITTLE BIT BETTER IN THE COLORED MAP.YOU CAN SEE THE SECOND BUILDING IS A LITTLE BIT DIFFERENT SHAPE.
AND WE WERE ABLE TO ADD THE ROUNDABOUT IN THE BACK.
BUT THE OVERALL SQUARE FOOTAGE IS SMALLER.
AND YOU KNOW, I MEAN, IT'S LESS THAN WHAT WE HAD ORIGINALLY AGREED UPON.
AND THEN IN THESE FUTURE SLIDES, WE HAVE SOME OF THE LETTERS FROM THE ORIGINAL ZONING BACK IN 2004, WHERE BOTH THE WELLINGTON AND DEERFIELD HOAS WROTE LETTERS IN SUPPORT OF THE ORIGINAL PLAN IN 2004 WITH THAT LARGER TOTAL SQUARE FOOTAGE.
AND THEN THERE WERE ALSO SOME NEIGHBORS THAT SUBMITTED LETTERS AS WELL.
WE HAVE REACHED OUT TO THE LOCAL HOAS.
WE'VE REACHED OUT TO NEIGHBORS VIA EMAIL.
WE'VE OFFERED OPEN HOUSE MEETINGS.
WE HAVE COMMUNICATED THROUGH MAILED LETTERS.
WE'VE TRIED TO REACH OUT AND REPAIR THOSE DAMAGED RELATIONSHIPS FROM FIVE YEARS AGO.
HERE IS A DETAILED ACCOUNTING OF ALL OF THE OUTREACH.
AND I THINK SEVERAL OF YOU GUYS WERE ALSO COPIED ON SOME OF OUR EMAILS, THINGS LIKE THAT.
BUT WE'VE BEEN REACHING OUT, YOU KNOW, AS EARLY AS FEBRUARY OF 2023 AND HAVE CONSISTENTLY TRIED TO REACH OUT TO LOOP THEM IN ON OUR PLANS, ON WHAT'S HAPPENING AT THE SCHOOL AND TRY TO BRIDGE THE GAP.
THE MIDDLE ONE WAS TO LET THEM KNOW IN ADVANCE THAT WE WERE HOSTING OUR FALL FESTIVAL OUTSIDE IN THE GREEN SPACE, AND WE ALSO SENT THEM A STARBUCKS GIFT CARD TO BUY THEM BREAKFAST SO THEY DIDN'T HAVE TO LISTEN TO US.
AND THEN ONE OF THE OPEN HOUSE INVITATIONS TO SOLICIT FEEDBACK IN ADVANCE OF THE SUP PROCESS.
COMMUNITY SERVICE, AS YOU GUYS KNOW, WE'RE A GREEN BUSINESS CERTIFIED BY THE CITY OF PLANO.
IS THAT MY TIMER? OKAY, WELL, I MEAN, YOU GUYS HAVE THE DECK.
THERE'S A LOT OF GREAT STUFF IN HERE.
THANK YOU SO MUCH FOR YOUR TIME, I APPRECIATE IT.
THANK YOU. [APPLAUSE] THE FIRST SPEAKER IS REBECCA BERNARD.
I'M A RESIDENT OF PLANO FOR 26 YEARS.
WE HAVE LEARNED SO MUCH THROUGH THIS PROCESS, AND I WOULD LIKE TO THANK YOU NOT ONLY FOR YOUR VALUABLE TIME, YOUR DEDICATION AND COMPASSION FOR WHAT YOU DO AS LEADERS OF OUR CITY. BUT AS AN EDUCATOR, I'D ALSO LIKE TO THANK YOU FOR BEING OUR TEACHERS THROUGHOUT ALL OF THIS.
WE DIDN'T WIN OVER ALL OF OUR NEIGHBORS.
WE'RE ASKING TO HAVE MORE FLEXIBILITY TO PROVIDE THE QUALITY EDUCATION THAT WE DO FOR 16 MONTHS TO 14 YEARS OF AGE, IN 15 CLASSROOMS ON OUR SEVEN AND A HALF ACRES OF PLANO PARADISE.
WE'RE PROUD OF OUR HISTORY AND WE'RE GRATEFUL FOR OUR BEAUTIFUL SCHOOL.
IF THEY HAVE SHARED A CONCERN WITH US, WE'VE ACKNOWLEDGED IT AND WORKED TO FIND A SOLUTION.
I ASKED THEM TO CONTINUE TO SHARE AND TO OFFER SUGGESTIONS IF THEY HAPPEN WERE VERY OPEN.
MAX'S TIME AT ARCHGATE WILL BE ONE OF OUR TREASURED MEMORIES OF PLANO.
[00:30:01]
I TRULY THINK IT SET HIM UP SO WELL FOR SUCCESS IN LIFE AND AS A KIND HUMAN BEING.IN A WORLD WHERE PEOPLE DON'T ALWAYS GET ALONG LET US CONTINUE TO HELP OTHERS, TO SMILE AT STRANGERS, TO OFFER GRACE TO EACH OTHER, AND TO BE KIND. THANK YOU.
THANK YOU. YOU'RE NOT THE ONLY ONE DON'T WORRY.
MY NAME IS LETICIA BARABBA AND I AM PROUDLY RESIDE AT THE DEERFIELD COMMUNITY IN PLANO.
SO I STAND BEFORE YOU TODAY AS A DEVOTED PARENT AND A PASSIONATE ADVOCATE FOR ARCHGATE MONTESSORI ACADEMY, A SCHOOL THAT REALLY EMBODIES THE VERY BEST OF OUR COMMUNITY VALUES. AS MANY OF YOU KNOW, ARCHGATE IS MORE THAN JUST AN EDUCATIONAL INSTITUTION IS A VIBRANT COMMUNITY WHERE KINDNESS, RESPECT, AND COLLABORATION FLOURISHES. IT'S NESTED RIGHT ACROSS MY HOME, AND I'VE SEEN FIRSTHAND THE REMARKABLE IMPACT THAT THIS SCHOOL HAS IN OUR NEIGHBORHOOD AND ON MY FAMILY.
ARCHGATE REPRESENTS THE HEART AND SOUL OF OUR COMMUNITY.
AND SO WE MOVED FROM GREENWICH, CONNECTICUT IN 2019 AND ARCHGATE WAS OUR VERY BEST KEPT SECRET.
IT'S OUR TRUE GEM, THE UNIQUENESS OF ALL FAMILIES THAT COME TOGETHER AT ARCHGATE IS ROOTED IN A MUTUAL RESPECT AND SHARED VISION FOR A HOLISTIC EDUCATION.
SO WE TAKE PRIDE ON HOW OUR COMMUNITY TREATS EACH OTHER AND OUR SURROUNDINGS.
BY SUPPORTING THIS, YOU'RE INVESTING IN THE FUTURE OF OUR CHILDREN OF BELLA THAT IS GOING TO FOURTH GRADE AND WOULD BE WILLING TO STAY WITH HER FRIENDS, HER TEACHERS, AND IN THIS COMMUNITY THROUGH MIDDLE SCHOOL AND ALSO AS A DEERFIELD RESIDENT.
AND HAVE YOU SEEN HOW BEAUTIFUL ARE THE GARDENS THAT WE KEEP? AND THEY'RE VERY WELL MAINTAINED PROPERTIES AROUND? AS A LOCAL HOMEOWNER, IT ONLY MAKES OUR NEIGHBORHOOD AND CITY EVEN MORE ATTRACTIVE.
SO IN CLOSING, I ASK YOU TO LISTEN TO WHAT IS IN MY HEART AND IN THE VOICES OF SO MANY OTHER FAMILIES THAT ARE HERE TODAY THAT BELIEVE IN THE IMPORTANCE OF THIS CASE. BY APPROVING THIS REZONING, YOU'RE NOT ONLY SUPPORTING OUR SCHOOL, YOU'RE CHAMPIONING A COMMUNITY ROOTED IN LOVE, RESPECT, AND COMMITMENT TO NURTURING FUTURE GENERATIONS.
MY NAME IS NIHAL SAMIR AND I'M A RISING SOPHOMORE.
ARCHGATE MONTESSORI ACADEMY PROVIDED ME WITH THESE TRAITS AND BEYOND, AND I COMMEND THE EXPANSION FROM THE CORE OF MY HEART, AS I BELIEVE ALL STUDENTS NEED INTERACTION IN ORDER TO DEVELOP REAL WORLD SKILLS TO MAKE OUR NATION SIMPLY A MORE SOCIALLY FRIENDLY PLACE.
ARCHGATE IS A PLACE LIKE NO OTHER.
IT IS A SPOT WHERE I CAN OPENLY BE WHO I AM TO ME.
ARCHGATE SERVES AS A SECOND HOME EVEN AFTER MY GRADUATION.
TO OUTSIDERS MANY WOULD VIEW ARCHGATE AS SIMPLY A STANDARD SCHOOL.
TO [INAUDIBLE] ANY WOULD VIEW ARCHGATE AS A SCHOOL WITH HANDS ON MATERIALS.
HOWEVER, ONLY THOSE WHO ARE WILLING TO BE OPEN MINDED COULD SEE THE TREASURES ARCHGATE PROVIDES, AND TO THOSE WHO ARE WILLING TO BE OPEN MINDED TO SEE THE TREASURES ARCHGATE PROVIDES, AND THE LOVE THEY SHOW TO THEIR CHILDREN.
[00:35:03]
MY MOM IS A TEACHER WHO LOVES HER JOB AND TEACHES GRADES FIRST THROUGH THIRD AT ARCHGATE.HER DEDICATION TOWARDS HER STUDENTS AND PASSION FOR TEACHING HAS ALWAYS INSPIRED ME.
BY EXPANDING THE SCHOOL'S NUMBER OF STUDENTS, WE CAN INVEST IN A BRIGHTER, MORE INCLUSIVE EDUCATIONAL ENVIRONMENT AND FUTURE WHERE STUDENTS FROM DIFFERENT BACKGROUNDS AND CULTURES CAN ACCOMPLISH THEIR GOALS TOGETHER.
WITH THAT BEING SAID, AS DIFFERENT BACKGROUNDS AND CULTURES CAN ACCOMPLISH THEIR GOALS TOGETHER.
AS A COMMUNITY, WE MUST TAKE ACTION NOW TO ENSURE THAT EVERY CHILD HAS THE OPPORTUNITY AND EXPERIENCE AS I HAD THE SAME INCLUSIVE LEARNING ENVIRONMENT. TOGETHER WE CAN BUILD A STRONGER, MORE SOCIALLY FRIENDLY COMMUNITY THAT VALUES THE IDEAS AND EDUCATION AND EMBRACING OTHERS.
THANK YOU FOR YOUR TIME AND CONSIDERATION.
HI, MY NAME IS ANJALI JAKARTA.
I AM 15 YEARS OLD GOING INTO MY SOPHOMORE YEAR.
I WAS ORIGINALLY AT NEW BEGINNINGS BEFORE IT BECAME ARCHGATE MONTESSORI ACADEMY.
TODAY I WANTED TO SHARE WITH YOU MY EXPERIENCE AT ARCHGATE.
BEING THERE WAS AN EXTREMELY JOYFUL EXPERIENCE FOR ME.
I ALWAYS LOVED THE ACTIVITIES WE DID, AND I LOVED HOW I LEARNED SOMETHING NEW EVERY SINGLE DAY.
I HAD TWO FAVORITE THINGS THERE.
THE FIRST ONE WAS THE TEACHERS.
THEY ALWAYS HELPED US WITH WHATEVER WE NEEDED AND WAS ALWAYS THERE FOR US.
AND SOMETHING A BIT MORE PERSONAL EXPERIENCE IS WHEN I WAS IN MONTESSORI, I HAD A BIT OF A SPEECH DELAY, BUT MY TEACHER, MRS. KHAN, SHE HELPED ME GET THROUGH IT AND WAS REALLY PATIENT WITH ME.
AND MY SECOND FAVORITE THING IS OUTDOORS.
BEING THERE HELPED ME GROW AS A PERSON AND MADE ME WANT TO BECOME A BETTER PERSON MYSELF.
AND WHEN I CAME BACK HOME, I WAS ALWAYS EXCITED TO GO BACK TO SCHOOL THE VERY NEXT MORNING.
AND I'M ALL FOR THE SCHOOL GROWING AND HAVING MORE KIDS GO THERE, AND I WANT THAT BECAUSE I WANT KIDS TO HAVE THE SAME OPPORTUNITY I DID AND BE ABLE TO CREATE CONNECTIONS WITH THEIR FELLOW PEERS AND TEACHERS AND BE ABLE TO GROW.
THANK YOU. [APPLAUSE] ALEJANDRA VELASQUEZ.
MY ARCHGATE JOURNEY BEGAN IN 2018 WHEN MY DAUGHTER WAS 21 MONTHS OLD.
ARCHGATE IS THE HEART CENTERED HAVEN I SOUGHT OUT AS BOTH A SOLO PARENT AND AN EDUCATOR.
IT IS AT ARCHGATE THAT I DISCOVERED WE CULTURE, WHERE TEACHERS WORK TOGETHER TO BEST MEET THE NEEDS OF CHILDREN AND TO SUPPORT ONE ANOTHER DURING BRIGHT AND DARK TIMES. TAKE THE PANDEMIC, FOR EXAMPLE, ARCHGATE CARRIED US THROUGH THE LONG MONTHS OF UNCERTAINTY AND CHAOS AS HEAD OF HOUSEHOLD. THE SECURITY THIS SCHOOL PROVIDED DURING THAT TIME CANNOT BE QUANTIFIED.
WE SUPPORTED ONE ANOTHER AND COLLECTIVELY FIGURED OUT CREATIVE WAYS TO TEACH TODDLERS OVER ZOOM.
AT ARCHGATE, SHE IS NURTURED BOTH EXTERNALLY AND INTERNALLY.
HER TEACHERS HAVE HER BEST INTEREST IN MIND AND NURTURE HER ESSENCE.
[00:40:01]
AND IN HER BEAUTIFUL SMILE WHEN SHE TALKS ABOUT HER SWEET MISS KESSEL, WHO SHE KNOWS LOVES HER VERY MUCH.WE APPRECIATE THESE INVESTMENTS THAT GRANT US THE ABILITY TO FURTHER OUR EDUCATION BY SPONSORING TRIPS TO TRAININGS AND CONFERENCES, FAR AND NEAR. I BEGAN AS AN INTERN IN 2018, AND IN MY COMPARATIVELY SHORT SPAN AT ARCHGATE, I CAN NOW PROUDLY SAY I HOLD MULTIPLE CERTIFICATES 0 TO 6 AND HAVE THE PRIVILEGE TO TEACH BOTH GARDENING, ART AND CERAMICS.
ALL THANKS TO THE OPPORTUNITIES THAT ARCHGATE HAS PROVIDED FOR ME.
IN CLOSING, AS WE PETITION FOR OUR SCHOOL TO GROW, I THINK OF CATIA WHO HAS A LITTLE TODDLER SCREAMED AT THE SIGHT OF INSECTS AND NOW IS A PROUD FIRST GRADER, TAKES THE ROLY POLIES BACK OUTSIDE, FEARLESS AND UNAFRAID.
I THINK OF OLIVIA, WHO ONLY CRIED IN MANDARIN WHEN SHE ENTERED OUR CLASSROOM AT THREE YEARS OLD AND NOW TEACHES US TO COUNT TO 31 IN CHINESE AT CALENDAR TIME.
AND I ALSO THINK OF LANEY, MY 11 YEAR OLD ART STUDENT WHO TRANSFERRED MID FOURTH GRADE EARLY ONE MORNING CAN. OKAY.
GO AHEAD. OKAY. EARLY ONE MORNING SHE SAID I LOVE ARCHGATE.
I GET TO TOUCH THINGS I NEVER GOT TO TOUCH IN PUBLIC SCHOOL.
AND I ASKED HER, WHAT DO YOU MEAN? SHE REPLIED, I GET TO TOUCH THINGS LIKE BUGS, DIRT AND FEEL THE WATER BENEATH MY FEET AT THE CREEK.
ON BEHALF OF ALL THE TEACHERS, TEACHER MOMMIES, AND STUDENTS WHO ARE OUR GREATEST TEACHERS WE KINDLY ASK FOR THIS EXPANSION TO MOVE FORWARD SO THAT WE MAY CONTINUE TO CULTIVATE OUR FUTURE STEWARDS OF THE EARTH.
ALL RIGHT. I'LL CLOSE THE PUBLIC HEARING.
CONFINE THE COMMENTS TO THE COUNCIL.
MAYOR. WELL, I FIRST WANT TO SAY THANK YOU TO EVERYONE FOR ALL OF THOSE WONDERFUL PRESENTATIONS.
SPEAKING OF THAT PROCESS I'VE TALKED ABOUT THAT MANY TIMES IN THE LAST FIVE YEARS AS A SHINING EXAMPLE OF HOW THINGS GO RIGHT IN THE CITY OF PLANO THROUGH COLLABORATION AND COMPROMISE.
AS EVERYONE MAY REMEMBER FIVE YEARS AGO, WE APPROVED THIS SUP TO ALLOW PRIVATE SCHOOL WHERE PREVIOUSLY THERE HAD ONLY BEEN THE DAYCARE SUP.
I'VE SPOKEN WITH MISS BERNARD RECENTLY AND LEARNED THAT THE CURRENT ENROLLMENT AT ARCHGATE IS 270.
SO THE IDEA THAT EVEN THOUGH THE NUMBER 360 IS IN THIS ZONING CASE, THAT THERE WOULD, YOU KNOW, OVERNIGHT BE 360 STUDENTS AT ARCHGATE MONTESSORI, I THINK IS PROBABLY NOT REALISTIC, BUT BASED ON THE TRAFFIC STUDY OF POTENTIAL 18% INCREASE, I THINK THAT'S CAUSING SOME CONCERN WITH THE IMMEDIATE, ACROSS THE STREET NEIGHBORS WHO HAVE EXPRESSED CONCERNS ABOUT THIS ZONING CASE.
SO IN THE SPIRIT OF KEEPING THIS, YOU KNOW, A GREAT STORY OF COMPROMISE AND COLLABORATION AND TRYING TO GIVE SOMETHING TO EVERYBODY INVOLVED IN THIS PROCESS, I WOULD MOVE THAT WE AND ESPECIALLY GIVEN THAT THE 360 LIMIT COULDN'T BE REACHED AS MISS TUTTLE'S PRESENTATION TALKED ABOUT WITHOUT CHANGING THE MODEL TO A TOTALLY PRIMARY SCHOOL THAT IS PRESCHOOL, BUT NOT INCLUDING TODDLERS MODEL.
I WOULD SUGGEST THAT THAT WE PASS THIS ZONING CASE, BUT WITH A MODIFICATION IN BOTH SUP 550 AND 551 OF THE NUMBER 360 TO 330 INSTEAD, WHICH I SUSPECT WILL PROBABLY NOT EVEN BE REACHED BASED ON THE NUMBERS THAT JUST THE CLASSROOM NUMBERS FOR THE VARIOUS AGE GROUPS IF ARCHGATE MONTESSORI CONTINUES TO OPERATE UNDER THIS CURRENT MODEL, BUT I THINK MAY GIVE ADDITIONAL COMFORT TO THE ACROSS THE STREET NEIGHBORS WHO HAVE EXPRESSED TRAFFIC CONCERNS.
SO I THINK THAT WOULD KEEP THIS, YOU KNOW, A SHINING STORY OF COLLABORATION AND COMPROMISE THAT I ALWAYS LOVE TO TELL PEOPLE ABOUT, ABOUT HOW WE WORK TOGETHER IN THE CITY OF PLANO WOULD ALLOW FOR GROWTH OF THIS WONDERFUL SCHOOL ARCHGATE AND ELIMINATE THE SITUATION WHERE SOME KINDERGARTNERS CAN'T CONTINUE TO FIRST GRADE, WHICH AS A PARENT OF THREE CHILDREN MYSELF, I CAN IMAGINE IS HEARTBREAKING AND PROVIDE SOME INCREASE IN FLEXIBILITY WHILE HAVING A SAFEGUARD FOR THE ACROSS THE STREET NEIGHBORS.
[00:45:09]
SO I'LL MOVE TO PASS WITH THAT MODIFICATION.I'D LIKE TO HEAR FROM THE APPLICANT, BECAUSE THERE'S OBVIOUSLY A REASON THEY REQUESTED THIS NUMBER.
AND FOR THEIR BUSINESS MODEL THEY WANT TO GO THIS DIRECTION.
HOLD ON. FOR WHOM? BEFORE WE JUST CUT IT DOWN TO 330 I WANT TO.
OKAY. YEAH, BUT I CAN'T MAKE THAT DECISION WITHOUT KNOWING THE ANSWER.
NO. MS. TUTTLE. HOW GOING DOWN THAT.
I JUST HAVE A QUESTION FOR SHELBY, THAT'S ALL.
LET ME HEAR FROM MISS TUTTLE FIRST.
SO OUR PRIMARY THE THREE TO KINDER.
THAT'S 24 STUDENTS PER CLASSROOM AT 15 CLASSROOMS. THAT'S HOW WE COME TO 360.
THAT GIVES US THE FLEXIBILITY TO HAVE ANY OF OUR PROGRAMS IN ANY OF OUR CLASSROOMS. YOU KNOW, NO MATTER WHAT HAPPENS, IF ALL OF A SUDDEN WE ONLY HAVE PEOPLE THAT WANT TO DO PRIMARY, THEN WE COULD STILL FILL ALL 15 OF OUR CLASSROOMS. OKAY, OKAY, SO IF WE DID GO DOWN TO 330, HOW WOULD THAT IMPACT YOU? IT WOULD REQUIRE US TO MAINTAIN OUR TODDLER AND MIDDLE SCHOOL PROGRAMS BECAUSE THOSE HAVE THE LOWER STUDENT COUNT PER CLASSROOM.
SO OUR TODDLER CLASSROOMS ONLY GO UP TO 15.
SO AS LONG AS WE HAD TWO TODDLER CLASSROOMS, THEN WE WOULD REALLY ONLY BE AROUND 340, RIGHT? AND THEN IF WE HAD ONE MIDDLE SCHOOL CLASSROOM, THAT'S ANOTHER 15 TO 18 STUDENT CLASSROOM.
SO THAT WOULD GET US DOWN TO THE 330.
THEN AGAIN, WE'D HAVE TO COME BACK TO YOU GUYS IN ANOTHER FIVE YEARS AND DO THIS ALL AGAIN.
OKAY, SO THE 360 GIVES US THE FLEXIBILITY TO HOPEFULLY NOT COME BACK EVERY FIVE YEARS.
SO I HAVE A QUESTION FOR COUNCILMAN WILLIAMS IN THAT THREE.
I'M SORRY, I WANTED TO CLARIFICATION BECAUSE I REMEMBER THAT YOU AND I WERE PRETTY ENGAGED IN THE DISCUSSION BACK IN 2019, AND I THINK YOU ACTUALLY WERE THE ONE WHO ACTUALLY MEDIATED AND, YOU KNOW, SORT OF COLLABORATED OR ASSISTED IN COLLABORATING THE COMPROMISE THAT ULTIMATELY RESULTED IN THIS, THE RESOLUTION BEING PASSED FIVE YEARS AGO.
SO I WANT TO MAKE SURE THAT YOU REFRESH MY MEMORY WHAT WAS SAID AND WHAT WAS THE COMPROMISE AT THAT TIME? WELL, COUNCILMAN RICCIARDELLI FIRST PROPOSED THE COMPROMISE IN 2019, WHICH LED TO A TEMPORARY SUP, WHICH WAS KIND OF UNPRECEDENTED AT THE TIME.
BUT THEN BOTH HE AND I ENGAGED WITH THE SCHOOL AND THE NEIGHBORHOOD TO TRY TO MEDIATE A RESOLUTION SO THAT WHEN THE SUP CAME BACK FOR CONSIDERATION AT THE END OF THE SCHOOL YEAR, IT WAS PASSED AND BASICALLY MADE PERMANENT.
SO THERE WERE SEVERAL NUANCES TO THE COMPROMISE AT THE TIME.
AND MOST OF THOSE THE APPLICANT TONIGHT IS NOT REQUESTING BE CHANGED.
THE BIGGEST PIECES ARE TO INCREASE THE TOTAL CAP OF STUDENTS.
AND AT THE TIME THERE WAS A CAP OF 60 PRIVATE SCHOOL STUDENTS.
AND ONE OF THE STIPULATIONS WAS THAT THEY WOULDN'T REQUEST ANY CHANGES FOR FIVE YEARS.
I'M SORRY. I HAVE ANOTHER QUESTION FOR THE APPLICANT.
I'M SORRY. WHAT PERCENTAGE OF YOUR FAMILIES HAVE MULTIPLE STUDENTS IN THE SCHOOL VERSUS JUST SINGLE SINGLE STUDENTS? THAT WOULD BE BRINGING A CAR PER STUDENT.
YEAH. WHEN WE COUNTED LAST YEAR, WE HAD 153 PICKUPS.
SO OF THE 247 STUDENTS, WE HAD MULTIPLE FAMILIES THAT WERE PICKING UP MORE THAN ONE CHILD.
DO YOU HAVE A NUMBER? FOR HOW MANY? THERE WERE 130 FAMILIES.
SO MOST OF 30 FAMILIES HAVE 247.
AVERAGES OUT TO ABOUT TWO PER HOUSEHOLD.
SO UNDERSTANDING THAT SITUATION MAY CHANGE IN THE FUTURE AND THAT YOU MAY HAVE TO COME BACK BEFORE US ASKING TO INCREASE THAT UPPER THRESHOLD AGAIN UNDER THE CURRENT SITUATION, IF YOU WERE TO BE GRANTED THE SUP MODIFICATION AS REQUESTED TONIGHT, HOW LONG DO YOU THINK IT WOULD BE BEFORE YOU DO REACH THAT 360 STUDENT CAPACITY LIMIT? SO I DON'T KNOW IF WE WOULD EVER REACH THE 360 CAPACITY BECAUSE OF OUR PROGRAMS AND THE STUDENT COUNT PER GRADE LEVEL.
[00:50:01]
RIGHT? SO THE 360, LIKE I MENTIONED EARLIER, WOULD REQUIRE ALL OF THE CLASSROOMS TO GO TO A DAYCARE TYPE CLASSROOM, A THREE TO KINDER.SO I DON'T THINK WE WOULD EVER HIT THE 360 CAPACITY.
WE HAVE HARD CAPS ON HOW MANY STUDENTS WE ALLOW PER CLASSROOM.
AND, MAYOR, IF I MAY, JUST A QUESTION FOR THE APPLICANT TO CONFIRM.
WHEN I SPOKE WITH MISS BERNARD EARLIER, WHO WAS VERY NICE TO SPEND TIME WITH ME WHEN I CALLED THE CURRENT ENROLLMENT AT ARCHGATE MONTESSORI IS ABOUT 270 STUDENTS OF WHOM 80 ARE PRIVATE SCHOOL STUDENTS, WHICH IS THE CURRENT CAP.
AND THAT'S KIND OF THE MOST TIME SENSITIVE NEED BECAUSE THERE ARE CURRENTLY 42 KINDERGARTNERS, BUT ONLY 30 SPOTS AVAILABLE IN FIRST GRADE BECAUSE OF THE CAP OF 80 PRIVATE SCHOOL STUDENTS.
THAT ALL CORRECT? IT IS CORRECT.
AND I THINK, YOU KNOW, AS A PARENT OF THREE CHILDREN MYSELF, I JUST FIND THAT HEARTBREAKING, THAT.
IT'S TERRIBLE. THAT CHILDREN WHO HAVE GONE FROM, YOU KNOW, TODDLER TO KINDERGARTEN AT ARCHGATE AND MAY HAVE OLDER SIBLINGS IN THE ELEMENTARY SCHOOL PRIVATE SCHOOL PROGRAM, ARE NOT ABLE TO CONTINUE.
SO I'M ABSOLUTELY IN FAVOR OF CHANGING THAT SO THAT SO THAT EVERYONE CAN CONTINUE.
BUT I'M UNDERSTANDING CORRECTLY THAT IT WOULD TAKE A WHOLESALE CHANGE IN ARCHGATE'S EDUCATIONAL MODEL TO LIMIT IT TO ELIMINATE NOT JUST THE OLDER PRIVATE SCHOOL AGE GROUP, BUT ALSO THE YOUNGER TODDLER AGE GROUP TO ACTUALLY HIT THAT NUMBER OF 360.
WELL THANK YOU. THANK YOU SO MUCH FOR THAT INFORMATION, MISS TUTTLE.
AND THANK YOU AGAIN THAT WAS THE REASON I OFFERED THIS MOTION.
YOU KNOW, I CAN TELL YOU, SHELBY AND I WERE IN A LOT OF MEETINGS WHERE REBECCA AND OTHERS FROM THE SCHOOL, ALONG WITH NEIGHBORS, YOU KNOW, REALLY WORKED HARD TO HASH OUT A COMPROMISE FIVE YEARS AGO.
AND IT WAS AN UPLIFTING PROCESS BECAUSE BOTH SIDES, YOU KNOW, CAME TO THE TABLE AND COMPROMISED.
AND WHAT YOU ALL MAY REMEMBER WAS A VERY CONTENTIOUS ZONING CASE THE FIRST TIME.
AFTER ALL OF THESE MEETINGS AND COMPROMISES, NOBODY SPOKE AGAINST IT THE SECOND TIME.
AND I'LL TELL YOU KNOW, NOBODY'S SPEAKING AGAINST IT HERE TONIGHT.
BUT THEY'RE CONCERNED AND FEEL LIKE THIS IS KIND OF UNDOING THAT GREAT PROCESS.
AND I JUST THOUGHT, YOU KNOW, GIVEN THAT THE 360 NUMBER IS UNLIKELY TO BE REACHED ANYWAY WITHOUT A WHOLESALE CHANGE IN THE EDUCATIONAL MODEL, THAT WOULD BE A WAY TO PROVIDE ASSURANCE OF EVEN FURTHER MITIGATION OF THE TRAFFIC IMPACT.
AND SO THAT'S WHY I OFFERED THE MODIFIED MOTION.
CAN YOU RESTATE YOUR YOUR MOTION, PLEASE? CERTAINLY. SO MY MOTION IS TO PASS THIS ZONING CASE BUT CHANGING THE MAXIMUM NUMBER OF COMBINED PRIVATE SCHOOL, PRIMARY AND TODDLER STUDENTS, THAT IS 360 IN BOTH OF THESE SUPS 550 AND 551 TO INSTEAD BE 330 INSTEAD OF 360.
AND I THINK IT WOULD IS THERE A IS THERE A TIME FRAME IN WHICH THEY COULD COME BACK AGAIN LIKE THE PREVIOUS ONE? WELL, I THINK THEY COULD COME BACK AT ANY TIME IF NEEDED.
IS THAT? IF YOU KNOW THERE ARE NO EXTENUATING CIRCUMSTANCES LIKE A PANDEMIC.
I'M JUST CURIOUS BECAUSE I HAVEN'T SPOKEN TO ANY OPPOSITION PERSONALLY.
HAVE YOU SPOKEN TO ANYONE AND PROPOSED THIS COMPROMISE? AND DO YOU THINK THAT.
I MEAN, I'M JUST CURIOUS IF THIS IS A COMPROMISE THAT HAS ALREADY BEEN DISCUSSED, THAT THE OPPOSITION IS IS HAPPY WITH? YOU KNOW, I HAVE NOT DISCUSSED I HAVE TALKED WITH THEM ABOUT THEIR OPPOSITION.
I HAVE NOT TALKED WITH THEM ABOUT THIS COMPROMISE.
BUT I DO THINK IT WOULD CUT THE, THE INCREASE OF THE TOTAL NUMBER OF STUDENTS, YOU KNOW, THAT THEORETICALLY COULD BE THERE ABOUT IN HALF AND THEREBY MITIGATE THE MAXIMUM TRAFFIC IMPACT THAT, YOU KNOW, THAT'S BEEN CALCULATED.
AND SO I THINK IT WOULD CERTAINLY BE, I THINK, A TOKEN OF GOOD FAITH TO THE NEIGHBORHOOD.
AND MY HOPE IS THAT IT WOULD ALSO, WHILE HELPING THE NEIGHBORHOOD NOT HURT THE SCHOOL.
AND SO BE A POSITIVE ALL THE WAY AROUND THE WAY THIS PROCESS HAS BEEN FOR THE LAST FIVE YEARS.
[00:55:02]
OKAY, I APPRECIATE THE EFFORT, BUT WE'RE TALKING ABOUT 30 STUDENTS AND BASED ON WHAT THEY SAID, ABOUT HALF OF THEM COMING TOGETHER, THAT'S PROBABLY 15 CARS. AND WITH A NUMBER OF TIMES I'VE BEEN ON COUNCIL THE WHOLE TIME THAT THEY KEEP COMING BACK TO US.I JUST HATE THE THOUGHT THAT THEY MAY HAVE TO COME AGAIN.
SO I JUST DON'T KNOW THAT IT'S WORTH IT'S A BIG ENOUGH DIFFERENCE THAT WE'RE MAKING.
SO I'M NOT GOING TO SUPPORT THE MOTION.
I JUST DON'T THINK IT'S THANK YOU. I WANT YOU TO KNOW IT WAS VERY COMPREHENSIVE AND I THINK IT HELPED ME UNDERSTAND TRAFFIC ISN'T GOING TO BE THE PROBLEM.
I MEAN, THEY HAVE PLENTY OF ROOM FOR THE EXTRA 73 CARS, AND PLUS THERE'S OVER 50% OF FAMILIES THAT THE KIDS ARE IN ONE CAR.
SO SO I REALLY I REALLY AM SENSITIVE TO THE FACT THAT YOU GUYS ARE COMING BACK AND, I REALLY THINK YOU'RE ALL BEAUTIFUL PEOPLE, BUT I DON'T WANT TO SEE YOU BACK HERE AGAIN.
SO I'M IN AGREEMENT WITH COUNCIL MEMBER PRINCE.
I REALLY THINK THIS IS JUST A VERY CONSERVATIVE STOPGAP THAT, YOU KNOW, YOU'RE GOING TO FALL WITHIN THAT NUMBER. MR. MAYOR, IF I MAY, I WAS ON P&Z WHEN YOU FIRST CAME UP HERE.
I WAS TOO. [LAUGHTER] AND YOU WERE TOO.
AND I GOTTA TELL YOU, IT WAS EXCITING.
IT PASSED AND WENT TO COUNCIL.
I DON'T THINK I'VE EVER SEEN THAT DONE BY A PRIVATE ENTITY, EVER.
I MEAN, YOUR COLLABORATION, YOU TAKING YOUR INTERNATIONAL FESTIVAL INDOORS BECAUSE OF SOME COMPLAINTS OF NOISE? YOU'RE MITIGATION PUTTING TREES OUT THERE.
I HAVE TO AGREE WITH COUNCILWOMAN PRINCE ON THIS.
15 CARS ON LEGACY IS NOTHING, ESPECIALLY WITH A LANE CLOSED WINK WINK NUDGE NUDGE.
[LAUGHTER] BUT SORRY, BUT I CAN'T GO ALONG WITH THE REDUCTION TO 330.
I LIKE TO SEE. WHAT SOME OF YOU SO WE DO HAVE A MOTION AND A SECOND FOR YOUR MOTION.
CAN I EXPLAIN A LITTLE BIT? YEAH, I KNOW WE'RE GOING TO GO AHEAD ON THIS.
YEAH. I AGREE, I THINK THEY'VE BEEN GREAT CITIZENS AND NEIGHBORS.
IT'S NOT A LOT OF FUN FOR THEM.
I KNOW. JUST SO THAT YOU UNDERSTAND WHY I SUPPORT ANTHONY'S MOTION.
THE CONCERN FIVE YEARS AGO WAS EXACTLY THIS, IN WHICH THE SCHOOL WAS GOING TO COME BACK AND INCREASE THE POPULATION OF STUDENTS.
I THINK THAT WAS THE MAIN CONCERN.
IT WAS THAT EVENTUALLY YOU WILL CONTINUE TO COME BACK.
AND DUE TO THE FACT THAT, YOU KNOW, THE SCHOOLS RUN VERY POPULAR, THAT YOU WILL CONTINUE TO INCREASE AND THEN YOU WOULD EXPAND AND THEN AND THEN EVENTUALLY IT WOULD CAUSE MORE SERIOUS ISSUES.
AND THEN NOT ONLY DO WE CAP IT, DON'T COME BACK FOR ANOTHER FIVE YEARS.
IS THAT IS THAT WHAT I UNDERSTAND? AND I STILL REMEMBER THE GALLERY BEING PACKED WITH PEOPLE WHO WERE IN OPPOSITION.
I MEAN, NOBODY WAS HAPPY, BUT EVERYBODY WAS FINE.
SO THAT'S THE REASON WHY I'M WILLING TO GO WITH COUNCILMAN RICCIARDELLI'S PROPOSAL.
BECAUSE I THINK WE'RE GOING AGAINST OUR PROMISES, YOU KNOW, AND GOING AGAINST THAT, YOU KNOW, THAT COMPROMISE IN WHICH WE'RE SAYING, OH, NO, WE'RE NOT GOING TO EXPAND TO THAT.
[01:00:01]
AND SAY IF THIS IS OKAY.I HAVE NO PROBLEM IF THERE IS NO RESPONSE AND NO MAJOR OBJECTIONS THAT LATER ON THERE WOULD BE NO CAP AND THERE WOULD BE, YOU KNOW, WHATEVER YOU KNOW, IT'S NECESSARY. BUT AT THIS JUNCTURE, IT'S ONLY BEEN FIVE YEARS AND WE JUST FINISHED THAT COLLABORATION.
THAT'S WHY. OKAY, WE HAVE WE HAVE A MOTION AND A SECOND ON THE FLOOR FOR THE 330.
ALL IN FAVOR, RAISE YOUR HAND.
MAYOR, I WOULD MAKE A MOTION TO APPROVE THE REQUEST AS REQUESTED.
OKAY. AND, MAYOR, JUST A POINT OF FURTHER DISCUSSION.
SINCE MY MOTION FAILED, I'M GOING TO VOTE YES ON THIS MOTION.
I WOULD HAVE PREFERRED TO, YOU KNOW, LAND SOMEWHERE IN BETWEEN TO, YOU KNOW, CONTINUE THE, I GUESS, THE THEME OF COMPROMISE AND MEETING SOMEWHERE, YOU KNOW, BETWEEN WHERE WE ARE CURRENTLY AND THE MAXIMUM.
AND, YOU KNOW, I DON'T AS A PARENT MYSELF, I DON'T WANT THAT SITUATION.
AND SO I JUST WANT TO ECHO WHAT MAYOR PRO TEM SAID AND OTHERS, WHAT COUNCIL MEMBER WILLIAMS HAS TALKED ABOUT BOTH IN THE MEETINGS, THE NUMBER, THE SERIES OF MEETINGS THAT WE HAD FIVE YEARS AGO AND IN THE INTERVENING YEARS.
SO I WANT TO SAY THANK YOU FOR THE COLLABORATION.
THANK YOU FOR TAKING CONCERNS SERIOUSLY.
SO I HAVE A MOTION AND A SECOND TO APPROVE THE 360 CAP.
OKAY. ALL IN FAVOR, RAISE YOUR HAND.
ALL OPPOSED? MOTION PASSES 7 TO 1.

Public Hearing and consideration of a Resolution to adopt the 2024-2025 Action Plan, including the summary of Community Development Block Grant and HOME Investment Partnerships Program activities and proposed use of funds for program year 2024-2025 and providing an effective date. Conducted and adopted Resolution No. 2024-7-5(R)
]ITEM NUMBER TWO.PUBLIC HEARING AND CONSIDERATION OF A RESOLUTION TO ADOPT THE 2024 2025 ACTION PLAN, INCLUDING THE SUMMARY OF COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME INVESTMENT PARTNERSHIP PROGRAM ACTIVITIES AND PROPOSED USE OF FUNDS FOR PROGRAM YEAR 2024 2025 AND PROVIDING AN EFFECTIVE DATE.
MAYOR COUNCIL MEMBERS THEY DID AN OUTSTANDING JOB.
BUT SO I'M HERE TO TALK TO YOU ABOUT OUR ACTION PLAN AND ADOPTION OF OUR CRC RECOMMENDATIONS FOR FEDERAL FUNDING.
SO JUST A LITTLE BIT OF HISTORY HERE.
WE'VE HAD THE CDBG FUNDING SINCE 1985 AND OUR HOME IMPROVEMENT FUNDS SINCE 2003.
OF COURSE, IT'S BENEFITS MODERATE TO LOW INCOME HOUSEHOLDS.
THERE IS A CAP ON PUBLIC SERVICES HOME FUNDS AGAIN, A LITTLE MORE A LITTLE MORE DETAIL IN DEALING WITH THOSE FUNDS.
THEY MUST BE SPENT ON ACTIVITIES ASSOCIATED WITH CREATING OR PROVIDING A HOME.
SO THAT'S WHY THEY'RE ESPECIALLY MORE DIFFICULT TO SPEND ON.
15% SET ASIDE IS GOING TO BE FOR CHDO AND INDUSTRY CAP ON THAT.
10%. BUT WE ARE IN CURRENTLY IN YEAR FOUR OF A FIVE YEAR PLAN.
WE ARE IN THE PROCESS NOW OF SCHEDULING MEETINGS AND GETTING COMMUNITY INPUT AS WE START THE PROCESS TO DEVELOP OUR NEXT FIVE YEAR ACTION PLAN.
SO THE INFORMATION YOU HAVE TODAY WOULD BE FOR THE YEAR 25.
I JUST GOT A LITTLE BRIEF OVERVIEW OF HOW MUCH WE GOT.
SO LAST 2023, WE GOT A LITTLE MORE HOME MONEY THAN WE DID THIS YEAR.
BUT IN 2023 WE GOT A LITTLE LESS CDBG MONEY THAN WE DID THIS YEAR.
[01:05:01]
SO THERE'S PROBABLY ABOUT A DIFFERENCE OF ABOUT $6,000.IF MY MATH IS CORRECT, DON'T QUOTE ME ON THAT.
AND THEN, OF COURSE, BUFFINGTON IS NOT ON THIS SLIDE.
BUT THE CRC GOT TOGETHER IN APRIL.
SO FOR PUBLIC SERVICE PROGRAM RECOMMENDATIONS, WE HAVE GOT THESE VARIOUS NONPROFITS HERE AND FOR OUR NON PUBLIC SERVICE PROGRAM RECOMMENDATIONS.
A LOT OF THOSE ARE GOING TO BE RUN OUT OF THE NEIGHBORHOOD SERVICES DIVISION, LIKE OUR EMERGENCY REPAIR PROGRAM, OUR HOUSING REHABILITATION PROGRAM, OUR FIRST TIME HOME BUYER PROGRAM.
AND THEN HABITAT FOR HUMANITY IS ALSO AN AWARD RECIPIENTS THERE.
AND SO WITH THAT I WILL TAKE QUESTIONS AND ALL RIGHT.
THANKS, CURTIS. ANY QUESTIONS? SHELBY. YES.
PRIMARILY. AND I'M TRYING TO PULL THE CHART BACK UP FROM THE ACTION PLAN.
PRIMARILY IT'S TOWARD HOUSING REHABILITATION AND FIRST TIME HOMEBUYER ASSISTANCE.
AND I HAVE CHALLENGES WITH, I GUESS, THE AMOUNT THAT WE SPEND ON HOUSING REHABILITATION AND THAT WE'RE USING IT FOR FIRST TIME HOMEBUYER ASSISTANCE AT ALL.
IN HUD'S GUIDANCE, I'M LOOKING AT IT NOW.
THERE ARE NEVER MIND HOME FUNDS FOR THE SECOND FOR CDBG FUNDS.
THERE ARE A NUMBER OF THINGS WE CAN SPEND THE MONEY ON LEGITIMATELY, THAT I THINK HAVE A BETTER EFFECT FOR A COMMUNITY LIKE OURS. AND AS I'VE SAID FOR A LONG TIME, WHERE IT COMES TO ISSUES OF HOMELESSNESS, I THINK AN OUNCE OF PREVENTION IS REALLY WORTH A POUND OF CURE. AND SO HOMELESSNESS PREVENTION IS SOMETHING THAT I WOULD REALLY WANT TO SEE THE LION'S SHARE, IF NOT ALL OF THE FUNDS THAT WE HAVE PUT TOWARD IT.
RATHER THAN REHOUSING FIRST TIME HOME BUYER, ETC..
YES, SIR. I THINK WE PROBABLY GET YOUR INPUT ON THAT SORT OF THING.
RIGHT NOW, ONE OF THE THINGS WE HAVE IS A CAPACITY ISSUE, BECAUSE JUST GENERALLY THE FUNDS THAT WE HAVE, WE'RE NOT USING IT FOR FIRST TIME HOME BUYER BECAUSE THE PEOPLE WHO QUALIFY ARE NOT FINDING YES AND I WOULD SAY WE HAVE NOT OH, I GOT YOU. YEAH.
BASED ON THAT. ANY OTHER QUESTIONS? SO, CURTIS, WHAT COUNCIL MEMBER WILLIAMS IS ASKING FOR, CAN WE JUST ADD THAT TO THE LIST OR IS THAT SOMETHING WE'D HAVE TO COME BACK TO AS FAR AS HOMELESSNESS? HOMELESSNESS PREVENTION? I THINK PROBABLY WHAT WOULD I LIKE TO DO IS SIT AROUND AND SIT DOWN WITH YOU AND SEE KIND OF WHAT YOU WOULD LIKE US TO SPEND IT ON, AND PROVIDE YOU PROBABLY MORE DETAILS ON WHAT WE ARE SPENDING IT ON AND JUST UNDERSTANDING KIND OF NEW TO CDBG AND HOME AND HOW THIS IS USED.
YOU KNOW, THERE ARE SOME RESTRICTIONS AND SOME THINGS THAT WE HAVE TO WORK THROUGH TO DO THAT.
BUT WE'D CERTAINLY BE OPEN TO THAT ACTION.
AND CURTIS, WE ARE REACHING THE END OF THE ACTION PLAN.
SO WE'RE GETTING READY TO START THE STRATEGIC PLANNING AND DISCUSSION FOR A NEW PLAN.
AND THAT MIGHT BE A GREAT OPPORTUNITY TO SIT DOWN AND HAVE SOME MORE OF THAT STRATEGIC THINKING.
BUT AS IT AS IT GOES TONIGHT, ESPECIALLY SINCE YOU WERE MENTIONING THAT A LOT OF THAT ISN'T USED FOR FIRST TIME HOME BUYERS, IT WOULD STILL BE APPROPRIATE TO PASS THIS TONIGHT AND STILL BE ABLE TO GO FORWARD WITH THIS.
YES, SIR. OKAY. WHAT IS THE DEADLINE FOR THE SUBMISSION OF THIS ACTION PLAN? I BELIEVE IT'S AUGUST 15TH.
OKAY, SO WE'RE RIGHT AROUND THE CORNER.
WE'RE KIND OF AT THAT LIMIT RIGHT NOW.
OKAY, SO WE HAVE TO PASS THE FINAL THING AUGUST 15TH.
I'M SORRY. WELL, WE HAVE TO SUBMIT OUR REPORTS TO HUD BY THAT DATE.
GOT IT. SO WE'VE ONLY GOT ONE MORE MEETING AND THAT'S GOING TO BE A BUSY ONE.
WELL, IT'S A PROPOSAL I MEAN, WE DON'T HAVE TO.
I'M SORRY. LET ME OPEN YEAH. HOLD ON. HOLD ON.
IT WAS ACTUALLY. I'LL CLOSE THE PUBLIC HEARING.
IT WAS ACTUALLY A QUESTION FOR FOR HIM.
EVEN THOUGH IT DOESN'T NOT SOUND LIKE A QUESTION, BUT BASICALLY THIS IS JUST A PROPOSAL OF A PLAN THAT WE'RE GOING TO ADOPT FOR THE PURPOSE OF OBTAINING THE GRANT, RIGHT.
[01:10:02]
SO THIS IS THE CRC HAS COME UP WITH THE RECOMMENDATIONS.SO THIS PLAN INCLUDES ALL THOSE RECOMMENDATIONS.
BUT ULTIMATELY WE DON'T HAVE TO USE THE MONEY FOR FIRST TIME HOME BUYER IF AT A LATER TIME WHEN WE ARE, YOU KNOW, WE'RE DISTRIBUTING THE FUNDS.
WELL, AND SO HERE'S THE $8,000.
A PORTION OF THAT IS FOR THE LITERATURE AND THE CLASSES THAT WE PUT ON FOR PEOPLE WHO WOULD BE TRYING TO GET MONEY FOR FIRST TIME HOMEBUYER PROGRAM, BECAUSE THE AMOUNT OF FIRST TIME HOMEBUYER IS MUCH MORE THAN THAT, RIGHT? THE PROBLEM IS, IS RIGHT NOW, IF SOMEBODY'S COMING IN AND QUALIFYING, THAT THE INCOME LEVELS NEEDED TO BE THAT THEY NEED TO BE AT, THERE WOULD NOT BE ANY HOUSING STOCK IN PLANO.
THAT'S WHY WE HAVE NOT JUST HAVE NOT SEEN THAT.
AND CURTIS IT'S NOT DOWN PAYMENT ASSISTANCE.
IT'S EDUCATIONAL MATERIALS FOR SOMEBODY TRYING TO GET INTO A HOUSE.
THAT'S THAT'S HOW I UNDERSTOOD IT.
YEAH OKAY. THAT'S WHY IT'S ONLY $8,000 OKAY.
AND TO BE CLEAR THE LION'S SHARE OF THIS IS THE REHABILITATION.
SO IT'S ESPECIALLY ACQUIRING A PROPERTY, REHABBING IT AND BASICALLY FLIPPING IT AND HELPING.
AND WE'RE GOING OUT AND WE'RE DOING A LOT OF REHABILITATION, AND THAT'S WHERE WE ARE.
RIGHT. AND FOR THOSE INSTANCES OF REHABS, LIKE CRITICAL REPAIRS ON A HOME LIKE THAT FOR ELDERLY, THAT'S THE SORT OF THING THAT WE HAD DISCUSSED REGARDING THE GREAT UPDATE REBATE PROGRAM FOR APPLYING TO CRITICAL THINGS LIKE THAT.
BUT THIS THE WHAT WE'RE DEALING WITH HERE, RIGHT? THERE WAS ONE COMMENT ABOUT FLIPPING.
I WANT TO MAKE SURE WE'RE NOT ENTERTAINING THIS FOR SPECULATIVE BUYERS AND THAT SORT OF.
YEAH. OKAY. YOU HAVE TO QUALIFY.
EXCUSE ME. ALL IN FAVOR, RAISE YOUR HAND.
ALL OPPOSED? OKAY, SO MOTION PASSES 7 TO 1.
[(3)
Public Hearing and consideration of a Resolution to authorize a Substantial Amendment to the 2019-2020 Action Plan for the use of U.S. Department of Housing and Urban Development Community Development Block Grant funds; and providing an effective date. Conducted and adopted Resolution No. 2024-7-6(R)
]ITEM NUMBER THREE.
PUBLIC HEARING AND CONSIDERATION OF A RESOLUTION TO AUTHORIZE A SUBSTANTIAL AMENDMENT TO THE 2019 2020 ACTION PLAN FOR THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS AND PROVIDING AN EFFECTIVE DATE.
ALL RIGHT. THIS GOES HAND IN HAND WITH THAT.
AND WHAT WE'RE LOOKING AT IS WE GOT SOME FUNDING THAT HAD TO DO WITH THE CORONAVIRUS.
AND SO AND WE HAD A SUBSTANTIAL AMENDMENT THAT HAS ALREADY BEEN APPROVED.
AND WHAT HAPPENED IS, IS WE HAVE ABOUT $865,000 LEFT OF THAT MONEY AS REQUIREMENTS FOR THIS IS THIS HAS TO BE FOR TO MITIGATE CORONAVIRUS PROBLEMS. AND SO IN THIS CASE, YOU KNOW, OUR THEY CALL IT THE ASSISTANT CENTER WHO WAS DOING OUR RENTAL ASSISTANCE ON THIS.
THEY WERE NOT GETTING ENOUGH PEOPLE COMING IN THAT WERE QUALIFIED FOR THIS MONEY.
SO IN MEETINGS THAT WE HAD WITH COUNCILMAN AND COUNCILMAN HORNE THAT CAME UP WITH A WAY, HOW ARE WE GOING TO SPEND THIS? AND SO HUD HAS PROVIDED EDUCATION TO CITIES TO GIVE THEM IDEAS ON HOW TO DO THAT.
ONE OF THE THINGS THAT WE CAN DO IS TO PROVIDE THIS FUNDING TO SOME OF OUR NONPROFITS.
SO THAT'S GOING TO BE OUR NONPROFIT HOMES.
AND SO THAT QUALIFIES UNDER THE REQUIREMENTS FOR USING THIS.
[01:15:03]
AND THIS HAS BEEN PRE-CLEARED BY HUD.ALL RIGHT. ANY ANY QUESTIONS FOR CURTIS? GO AHEAD ANTHONY. MAYOR.
I JUST WANT TO SAY COUNCIL MEMBER HORNE AND I WERE IN THESE MEETINGS AND THE STAFF DID AN EXCELLENT JOB OF KIND OF PIVOTING AND SAYING, OKAY, HOW CAN WE PUT THESE FEDERAL FUNDS TO GOOD USE IN THE COMMUNITY, NOT JUST FIND A WAY TO SPEND THEM SOMEHOW, BUT ACTUALLY DO SOMETHING THAT NEEDS TO BE DONE THAT'S REALLY CONSTRUCTIVE IN THE COMMUNITY.
AND THAT'S WITHIN THE CONFINES OF THIS FEDERAL LEGISLATION THAT WAS YOU KNOW, TIED TO THE CORONAVIRUS, WHICH, AS WE ALL KNOW, IS STILL AROUND, BUT NOT THE SAME AS IT WAS A FEW YEARS AGO. AND SO, ANYWAY, THE STAFF JUST DID AN EXCELLENT JOB ON THIS.
I WANTED TO COMMEND DIRECTOR HOWARD ALSO MANAGER EDEN AND EVERYONE WHO WAS INVOLVED IN THIS PROCESS.
ALL RIGHT. THANK YOU. I'LL OPEN THE PUBLIC HEARING.
I'LL CLOSE THE PUBLIC HEARING.
CONFINE THE COMMENTS TO THE COUNCIL.
I WILL MAKE A MOTION TO APPROVE.
I HAVE A MOTION AND A SECOND TO APPROVE ITEM NUMBER THREE.
ALL IN FAVOR, RAISE YOUR HAND.
[(4) First Reading of an Ordinance to grant to Denton County Electric Cooperative, Inc., d/b/a CoServ Electric, a Texas electric cooperative corporation, its successors and assigns, a non-exclusive franchise to use the present and future streets, avenues, alleys, roads, highways, sidewalks, easements and other public rights-of-way in the City of Plano, Texas for the purposes of constructing and operating an Electric Distribution System; setting forth terms and conditions to govern the franchise; providing a repealer clause, a severability clause, a savings clause, a publication clause, and an effective date. WELL, GOOD EVENING, MAYOR AND COUNCIL.
ANDREW FORTUNE, DIRECTOR OF POLICY AND GOVERNMENT RELATIONS.
THIS IS A RENEWAL OF OUR REALLY NOT A RENEWAL, BUT A RENEGOTIATION OF OUR EXISTING COSERV ELECTRIC AGREEMENT FOR THE FIRST PERIOD OF TEN YEARS, WITH OPTIONAL RENEWALS FOR FIVE YEAR INCREMENTS.
AND I'M HAPPY TO ANSWER ANY QUESTIONS.
THIS, OF COURSE, WILL BE COMING BACK TO YOU FOR THE SECOND READING AT A FUTURE MEETING.
