COUNCIL MEMBER PRINCE WILL BE HERE MOMENTARILY.

OUR FIRST ITEM ON THE PRELIMINARY AGENDA IS CONSIDERATION AND ACTION RESULTING FROM THE EXECUTIVE SESSION ITEM WOULD BE PERSONNEL REAPPOINTMENTS BUILDING STANDARDS COMMISSION.

THANK YOU MAYOR. COUNCIL MEMBER WILLIAMS AND I HAVE CONFERRED AND WE WOULD MOVE THAT WILLIAM CLAY BE REAPPOINTED AS A REGULAR MEMBER AND DARYL BOWEN BE ELEVATED FROM AN ALTERNATE MEMBER TO A REGULAR MEMBER, LEAVING THREE REGULAR VACANCIES AND TWO ALTERNATE VACANCIES.

I'M THE DIRECTOR OF NEIGHBORHOOD SERVICES, AND I AM HERE TO TELL YOU OR TO APPEAR BEFORE YOU TALK ABOUT THE GREAT UPDATE REBATE PROGRAM AND SOME OF THE CHANGES THAT WE MADE TO IT, ARE WE PROPOSING TO MAKE TO IT BASED UPON OUR DISCUSSION THAT WE HAD LAST MAY? SO GREAT UPDATE REBATE PROGRAM.

SO JUST A BRIEF HISTORY.

THIS IS BASED ON CHAPTER 380 OF THE LOCAL GOVERNMENT CODE.

IT HAS TO DO WITH ECONOMIC DEVELOPMENT.

AND SO KIND OF THE REASON THAT WE'VE GOT THIS PROGRAM INTACT IS TO MAKE SURE THAT WE PROVIDE SOME METHOD FOR HOMEOWNERS TO KEEP THEIR HOUSINGS THAT KEEP HOUSING LOOKING GOOD AS IT CONTINUES TO AGE HERE IN PLANO.

AT LAST, DURING THE LAST CITY COUNCIL MEETING, WE HAD SOME DISCUSSIONS, AND SOME OF THE DIRECTION THAT YOU PROVIDED US IS YOU WANTED TO SEE THIS PROGRAM BE FOR OWNER OCCUPIED HOMES, AS OPPOSED TO MAYBE A CORPORATION COMING IN AND BUYING SOMETHING.

FOCUS ON THE EXTERIOR GENERALLY, ESPECIALLY THOSE BIG TICKET ITEMS. SO CAST IRON PIPES AND SOME OF THOSE OTHER ISSUES.

BUT IN ADDITION, TO MAKE SURE THAT WE HELP WITH SOME OF THE PEOPLE WHO MAY BE AGING IN PLACE, MAKE SURE THAT IT'S ADA COMPLIANT OR MOBILITY COMPLIANT, AND ALSO KIND OF OVERVIEW WITH ENERGY EFFICIENCY.

AND THEN FINALLY, ONE OF THE THINGS IS TO HAVE A PURPOSE, HAVE A MISSION STATEMENT.

AND WE'VE BROUGHT THAT TO YOU TODAY.

SO THE MISSION STATEMENT, YOU KNOW, ONE OF THE THINGS THAT I ALWAYS LIKE TO HAVE A MISSION STATEMENT KIND OF HELPS US MESSAGE THIS PROGRAM, BUT IT IS TO PROMOTE ECONOMIC DEVELOPMENT THROUGH NEIGHBORHOOD REVITALIZATION THAT BENEFITS THE QUALITY OF LIFE AND THE EVOLVING NEEDS OF OF RESIDENTS.

AND SO WHAT WE'RE LOOKING AT IS BASICALLY THAT ECONOMIC DEVELOPMENT, MAKING SURE THAT OUR OUR HOME STOCK CONTINUES TO LOOK GOOD THROUGH THROUGH THIS PROGRAM.

AND THEN ALSO AS KIND OF A SUBSET OF THAT IS TO DEAL WITH RESIDENTS AND WHAT THEY NEED.

SO IF WE DO HAVE PEOPLE AGING IN PLACE OR HAVE THOSE MOBILITY ISSUES, WE HAVE THE ABILITY TO PROVIDE ASSISTANCE TO THEM.

AND SO LOOKING AT THIS, AS YOU CAN SEE, YOU KNOW, WE USED THE REPAIR TYPES.

WE HAD BOTH INTERIOR AND EXTERIOR.

AND WE HAVE CHANGED THAT.

AND SO IT'S GOING TO BE EXTERIOR ONLY.

AND IN ADDITION TO MOBILITY ACCESSIBLE TYPE CHANGES THAT WE MIGHT HAVE.

THE REBATE THAT WE HAD FOR 10% FOR INTERIOR, 25% FOR EXTERIOR.

WE'RE NOT GOING TO HAVE ONE BECAUSE BASED UPON THE THE REBATE AMOUNTS, WE JUST WE'RE NOT GOING TO NEED IT.

PROPERTY AGE.

SO WE REDUCED THAT DOWN TO FROM 35 YEARS TO 30, WHICH BRINGS IN ABOUT 2800 MORE HOMES HERE IN IN THE CITY OF PLANO.

AS WE AS I SAID BEFORE, ONE OF THE THINGS THAT COUNCIL REQUESTED IS THAT IT BE OWNER OCCUPIED.

SO THAT WILL NOW BE A PROPOSED REQUIREMENT.

THE MINIMUM PROJECT INVESTMENT, WHAT WE'RE LOOKING AT IS YOU HAVE TO PUT IN AT LEAST $20,000, AND THAT WAY YOU'D GET UP TO THE MAXIMUM REBATE IN THIS CASE IS GOING TO CONTINUE TO BE $5,000.

AND THEN THE APPRAISED PROPERTY VALUE IS 85% OF THE SINGLE FAMILY FHA LIMIT, WHICH IS CURRENTLY $478,975.

AND WHAT WE'RE LOOKING AT IS KIND OF THE EXAMPLE OF THE EXTERIOR IMPROVEMENTS BASED UPON YOUR DIRECTION ARE THOSE SORTS OF THINGS, THOSE BIG TICKET ITEMS, CAST IRON PIPES AND THOSE PROBLEMS, WATER LINES, FOUNDATION REPAIRS, AND THEN SOME THINGS, YOU KNOW, AND WE'VE GOT THAT ENERGY EFFICIENT COMPONENT WHICH ARE GOING TO BE FOR THINGS LIKE WINDOWS, DOORS, ROOFS AND SOME OF THE OTHER THINGS.

SO KIND OF AN EXAMPLE OF WHAT WE HAVE AS FAR AS THE EXTERIOR TYPE IMPROVEMENTS THAT MAY QUALIFY FOR THE GREAT UPDATE REBATE.

AND SO WITH THAT, IF YOU ARE HAPPY WITH THAT, WE WILL GO FORWARD OR IF YOU WANT ANY YOU HAVE ANY ADDITIONAL SUGGESTIONS WE WILL CERTAINLY INCORPORATE THOSE INTO THIS PROGRAM.
