ON BEHALF OF THE CITY OF PLANO, IT'S AN HONOR AND A PRIVILEGE TO BE A PART OF THIS CEREMONY.

WE THANK YOU ALL FOR YOUR SERVICE, FOR YOUR COMMITMENT, FOR YOUR DEDICATION, AND FOR YOUR COURAGE.

AND SO WITH THAT, IT'S AN HONOR AND A PRIVILEGE TO PRESENT THIS PROCLAMATION FOR PEACE OFFICERS MEMORIAL DAY AND LAW ENFORCEMENT APPRECIATION WEEK.

WHEREAS THE PRESIDENT AND CONGRESS HAVE DESIGNATED MAY 13TH THROUGH 19TH 2024 AS LAW ENFORCEMENT APPRECIATION WEEK, AND THE PLANO POLICE DEPARTMENT HAS SELECTED THURSDAY, MAY 16TH AS THE PEACE OFFICER'S MEMORIAL DAY.

AND WHEREAS PLANO HAS LOST THREE POLICE OFFICERS AND ONE POLICE RECRUIT IN THE LINE OF DUTY, GREEN W RYE IN 1920, DALE WEST HARDY IN 2007, ANDREW SOCKWELL IN 2020 AND ERNIE HOLDEN IN 2021.

NATIONWIDE 136 OFFICERS WERE KILLED IN THE LINE OF DUTY IN 2023.

WHEREAS SINCE ITS FORMATION ON JANUARY 1ST, 1958, THE PLANO POLICE DEPARTMENT HAS EMPHASIZED PROFESSIONALISM, INTEGRITY, AND PROGRESS IN PROVIDING TRADITIONAL LAW ENFORCEMENT SERVICES TO OUR GROWING COMMUNITY AS WELL AS INNOVATED APPROACHES TO COMMUNITY ISSUES.

THE PLANO POLICE DEPARTMENT HAS BEEN NATIONALLY ACCREDITED LAW ENFORCEMENT AGENCY SINCE 1992, WHEREAS OUR POLICE DEPARTMENT FOCUSES ON SOLVING NEIGHBORHOOD PROBLEMS THROUGH THE NEIGHBORHOOD POLICE OFFICER PROGRAM PROMOTING A POSITIVE LAW ENFORCEMENT IMAGE WITH YOUNG PEOPLE THROUGH THE ON-CAMPUS SCHOOL LIAISON PROGRAM AND REDUCING TRAFFIC ACCIDENTS AT HIGH RISK INTERSECTIONS THROUGH INCREASED RED LIGHT ENFORCEMENT.

WHEREAS TODAY, WE RECOMMIT OURSELVES TO PROVIDING OUR UTMOST RESPECT FOR THOSE WHO PUT THEIR OWN LIVES ON THE LINE TO PROTECT OUR CITY.

WE WILL BESTOW ON THEM THE LOVE AND THE HONOR THEY DESERVE AND WILL CONTINUE TO PROVIDE OUR OFFICERS WITH THE TOOLS THEY NEED TO CONTINUE TO DO AN OUTSTANDING JOB OF PRO PROTECTING OUR CITY OF EXCELLENCE.

NOW THEREFORE, I JOHN MUNZ, MAYOR OF THE CITY OF PLANO, TEXAS DO HEREBY PROCLAIM THURSDAY, MARCH 16TH, 2024 AS PEACE OFFICERS MEMORIAL DAY AND MAY 13TH THROUGH 19TH 2024 IS LAW ENFORCEMENT APPRECIATION WEEK IN PLANO.

I DO THEREBY ENCOURAGE ALL CITIZENS TO JOIN ME AND THE PLANO

CITY COUNCIL IN FULLY SUPPORTING OUR LAW ENFORCEMENT OFFICERS AND APPLAUDING THEM FOR BEING ONE OF THE BEST LAW ENFORCEMENT AGENCIES IN OUR NATION.

GOOD MORNING EVERYONE, AS WE ASSEMBLE HERE TODAY TO HONOR AND REMEMBER OFFICERS ACROSS TEXAS WHO DIED IN THE LINE OF DUTY IN 2023.

I WOULD LIKE TO GIVE THANKS.

I AM THANKFUL BECAUSE THIS YEAR THERE ARE NO PLANO OFFICERS ON THE HONOR ROLL LIST AS WE HAD WITH OFFICER WEST HARDY IN 2007.

OUR POLICE RECRUIT, UH, ANDREW SOCKWELL IN 2020 OR IN 2021 WHERE WE HAD POLICE LIEUTENANT ERNIE OLDHAM ON THAT LIST.

ASSISTANT CHIEF CURTIS HAS ALREADY RECOGNIZED FAMILY MEMBERS OF OUR FALLEN OFFICERS, BUT I WOULD JUST LIKE TO TAKE A MOMENT TO TELL TIM AND MARIA AND KELLY AND, UH, ASHLEY, I KNOW YOU COULDN'T MAKE IT ASHLEY BECAUSE, UM, BECAUSE OF THE WEATHER OUT IN DECATUR AND ALSO LAUREN, IF YOU ARE HERE, I'M NOT SURE IF YOU'RE HERE OR NOT, BUT REGARDLESS OF WHETHER YOU ARE AT THIS CEREMONY WITH US, THE PLANO POLICE DEPARTMENT WILL NEVER FORGET YOUR LOVED ONES AND WE WILL NEVER FORGET THEIR SACRIFICE.

THERE'S ANOTHER AREA THOUGH, WHERE I THINK THAT WE SHOULD BE THANKFUL TODAY.

WE WILL HONOR AND REMEMBER SEVEN PEACE OFFICERS AND ONE FEDERAL AGENT THAT GAVE THEIR LIFE IN THE LINE OF DUTY IN 2023.

ALL OF THOSE DEATHS WERE TRAGIC AND THEY, THEY ALL HAD MAJOR IMPACTS ON THOSE OFFICERS FAMILIES, ON THEIR AGENCIES, AND ON THE COMMUNITIES WHERE THEY WORKED AND WHERE THEY LIVED.

HOWEVER, I BELIEVE THAT WE SHOULD STILL BE THANKFUL BECAUSE THE YEAR BEFORE IN 2022, THERE WERE 16 LAW ENFORCEMENT OFFICERS WHO GAVE THEIR LIVES IN THE LINE OF DUTY IN 2022 OR TWICE AS MANY THAT HAPPENED IN 2023.

THIS IS MY 30TH YEAR IN LAW ENFORCEMENT, AND EIGHT IS THE LOWEST NUMBER OF LAW ENFORCEMENT DEATHS THAT WE HAVE EXPERIENCED DURING THAT 30 YEAR PERIOD.

ALTHOUGH EIGHT LAW ENFORCEMENT DEATHS IS RELATIVELY LOW WHEN COMPARED TO PREVIOUS YEARS, IT IS STILL TOO HIGH IN MY OPINION, BECAUSE THE NUMBER THAT WE SHOULD AIM FOR IS ZERO LAW ENFORCEMENT DEATHS.

AND I KNOW THAT IN THE STATE AS LARGE AS TEXAS, THAT THAT IS ASPIRATIONAL, BUT IT IS NONETHELESS THE NUMBER THAT WE SHOULD AIM FOR.

SO HOW DO WE GET LAW ENFORCEMENT DEATHS TO ZERO? WELL, WE HAVE TO KEEP OUR OFFICERS SAFE, BUT WHAT DO THOSE WORDS ACTUALLY MEAN? BECAUSE IF A POLICE OFFICER TOOK THAT TERM, THOSE WORDS, LITERALLY THEY WOULD ATTEND SHIFT BRIEFING AND THEN THEY WOULD STAY AT THE STATION SO THEY COULD BE SAFE.

WHEN THEY GOT A CALL FOR SERVICE, THEY WOULD GO OUT AND HANDLE THAT CALL FOR SERVICE AND RETURN TO THE STATION SO THAT THEY COULD BE SAFE.

BUT POLICE OFFICERS CAN'T DO THAT BECAUSE POLICE OFFICERS HAVE TO KEEP THEMSELVES SAFE WHILE THEY ALSO WORK TO KEEP THIS COMMUNITY SAFE.

THAT MEANS THEY MUST PROACTIVELY BE ON THE LOOKOUT FOR UNSAFE DRIVERS SUCH AS THOSE THAT MAY BE DRUNK.

THEY HAVE TO PROACTIVELY, UH, INVESTIGATE SUSPICIOUS ACTIVITY THAT MAY BE HAPPENING IN COMMUNITIES, UH, OUT IN THEIR, IN THEIR PATROL AREAS, AND THEY HAVE TO ENGAGE IN OTHER BEHAVIORS, OTHER ACTIONS THAT MAY INVOLVE SOME RISK.

SO HOW DO WE KEEP POLICE OFFICERS SAFE WHILE WE WORK, WHILE THEY WORK TO KEEP OUR COMMUNITY SAFE? WELL, I BELIEVE IT STARTS WITH ENSURING THAT OUR OFFICERS ARE PROPERLY TRAINED.

THAT'S WHY ALL OF OUR POLICE RECRUITS COMPLETE 33 WEEKS OF ACADEMY TRAINING BEFORE THEY EVER HIT THE STREETS, WHICH IS MUCH MORE TRAINING THAN THE 19 WEEKS OF TRAINING, UH, THAT IS MANDATED BY THE TEXAS COMMISSION ON LAW ENFORCEMENT OR TO.

WE ALSO PUT OUR INCUMBENT OFFICERS THROUGH AT LEAST TWICE AS MUCH TRAINING FOR IN-SERVICE TRAINING THAT IS REQUIRED BY T CODE.

IN ADDITION TO TRAINING, WE ALSO HAVE TO HAVE POLICIES THAT REFLECT BEST PRACTICES.

THE MAYOR MENTIONED THAT WE WERE A KALIA ACCREDITED AGENCY AND WE ARE.

THAT IS THE COMMISSION ON ACCREDITATION FOR LAW ENFORCEMENT AGENCIES.

AND BY BEING A, A KALEA ACCREDITED AGENCY, WE CAN ENSURE THAT WE NOT ONLY HAVE BEST PRACTICES POLICIES, BUT THAT WE ARE ALSO ADHERING TO THOSE POLICIES BECAUSE OF K KALE'S VERY STRINGENT, UH, REVIEW AND INSPECTION PROCESSES.

WE ALSO HAVE TO ENSURE THAT OUR OFFICERS HAVE THE BEST EQUIPMENT AVAILABLE.

THINGS SUCH AS MOBILE CAMERAS, BODY CAMERAS, A A RELIABLE PORTABLE, UH, A RELIABLE RADIO SYSTEM.

THEY HAVE TO HAVE WELL MAINTAINED PATROL VEHICLES, UH, VERY DEPENDABLE, LESS LETHAL OPTIONS AND EQUIPMENT SUCH AS DRONES AND ROBOTS THAT ARE AVAILABLE TO OUR, OUR PATROL OFFICERS, OUR SWAT TEAM, OUR BOMB SQUADS, AND OTHER SPECIALIZED UNITS.

WE ALSO HAVE TO ENSURE THAT WE ARE ADEQUATELY STAFFED BECAUSE AS A CHIEF, ONE OF MY BIGGEST SAFETY CONCERNS IS THAT AN OFFICER WILL GET ON THE RADIO AND ASK FOR BACKUP OR EVEN MORE ALARMING, ACTIVATE THE EMERGENCY BUTTON ON THEIR RADIO.

AND THERE IS NO OFFICERS THAT CAN PROMPTLY RESPOND.

AND THAT'S WHY OVER THE LAST TWO YEARS, WE HAVE INCREASED THE NUMBER OF MINIMUM OFFICERS THAT WE HAVE ON THE STREET AROUND THE CLOCK FROM 23 OFFICERS TO 27 OFFICERS TO MAKE IT LESS LIKELY THAT OUR OFFICER OR TO MAKE IT MORE LIKELY THAT WHEN OUR OFFICERS GET ON THE RADIO AND ASK FOR HELP, THERE ARE SOMEONE WHO CAN COME TO ASSIST THEM.

BUT TO KEEP OUR OFFICERS SAFE, WE ALSO HAVE TO BE MINDFUL OF THEIR PHYSICAL AND THEIR MENTAL WELLBEING.

ERNEST HEMINGWAY'S FIRST NOVEL, THE SON ALSO RISES, HAS A CHARACTER IN THAT BOOK NAMED MIKE CAMPBELL.

MIKE CAMPBELL IS A GUY WHO WAS WEALTHY AT ONE TIME, BUT NOW HE'S BANKRUPT.

SO A FRIEND ASKED MIKE CAMPBELL, HOW DID YOU BECOME BANKRUPT? AND CAMPBELL SAYS THAT I BECAME BANKRUPT GRADUALLY.

AND THEN SUDDENLY MIKE CAMPBELL WAS OF COURSE TALKING ABOUT SHORTCOMINGS IN HIS FINANCES, SHORTCOMINGS THAT HE DID NOT TAKE CARE OF EARLY ON.

AND I BELIEVE THAT'S AN ANALOGY THAT CAN ALSO APPLY TO US IN LAW ENFORCEMENT.

IF WE CAN ADDRESS THE PHYSICAL AND MENTAL SHORTCOMINGS OF OUR OFFICERS EARLY ON, IT MAKES IT LESS LIKELY THAT THEIR CAREERS OR LIVES COULD BE CUT SHORT, UH, SUDDENLY AWAY.

SO TO HELP MITIGATE THE HARMFUL EFFECTS THAT THIS JOB CAN OFTEN OFTEN HAVE ON LAW ENFORCEMENT OFFICERS, WE HAVE IMPLEMENTED A PHYSICAL EXAM PROGRAM THAT IS MUCH MORE COMPREHENSIVE THAN THE ONE THAT MOST OF US GET FROM OUR REGULAR PHYSICIAN BECAUSE IT FOCUSES SPECIFICALLY ON THOSE TYPES OF AILMENTS THAT PLAYED FIRST RESPONDERS, BOTH POLICE OFFICERS AND OUR FIREFIGHTER BROTHERS.

AND, AND, AND WE, AND WE THINK THAT THIS IS A GOOD PROGRAM TO HELP OUR GUYS, UH, FOCUS ON THOSE ISSUES.

WE ALSO HAVE A, A VERY GOOD, UH, WE, WE ALSO HAVE A MANDATORY MENTAL HEALTH WELLNESS, UH, UH, WELLNESS CHECKUP PROGRAM WHERE OUR OFFICERS ARE HAVE TO SPEAK WITH TRAINED THERAPISTS WHO ARE CULTURALLY SENSITIVE TO THE NEEDS OF LAW ENFORCEMENT OFFICERS.

I OPENED MY REMARKS BY COMMENTING THAT I WAS THANKFUL, THANKFUL THAT WE DID NOT HAVE ANYONE ON THIS YEAR'S HONOR ROLL AND THANKFUL THAT WE HAVE THE LOWEST NUMBER OF OFFICERS, UH, UH, ON THAT HONOR ROLL LIST THAT WE HAVE HAD IN SOME DECADES.

BUT I'M ALSO THANKFUL THOUGH, TOO THAT HERE AT THE PLANO POLICE DEPARTMENT, WE WORK FOR A COMMUNITY.

WE WORK FOR A CITY COUNCIL FOR CITY EXECUTIVE STAFF THAT IS COMMITTED TO ENSURING THAT OUR POLICE DEPARTMENT HAS THE RESOURCES IT NEEDS TO MAKE SURE THAT OUR OFFICERS CAN KEEP THIS COMMUNITY SAFE AND ALSO RETURN HOME TO THEIR FAMILIES.

IN A FEW MOMENTS, WE WILL, WE WILL, UH, LIST THE NAMES OF THE FALLEN OFFICERS ON THIS YEAR'S HONOR ROAD.

MAY THOSE OFFICERS AND ALL OF OUR FALLEN OFFICERS REST IN PEACE.

THEY NEVER KNEW WHEN THEY LEFT HOME THAT MORNING, THEY WOULD NEVER RETURN TO MOW THE LAWN TO CLEAR THE BREAKFAST DISHES FROM THE COUNTER OR READ THE BOOK THAT

THEY NEVER KNEW THAT THAT QUICK.
