AND THIS IS THE FINAL REPORT OUT FROM THE SHORT-TERM RENTAL TASK FORCE.

SO THIS HAS BEEN ONGOING FOR SOME TIME.

THE TASK FORCE, UH, WAS APPOINTED IN MAY, AND SO, UH, HAS BEEN, UH, GOING ON FOR SOME TIME.

SO YOU CAN SEE WE'RE JUST AT THE END OF THIS OUTREACH AND DATA COLLECTION PHASE AND GETTING READY TO MOVE INTO THIS PERMANENT MEASURES PHASE WHERE THE PLANNING AND ZONING COMMISSION HAS STARTED WORKING ON THE ZONING COMPONENT OF THE PERMANENT MEASURES BASED ON THE OUTCOME OF THE REPORT THAT YOU ARE ABOUT TO RECEIVE FROM THE TASK FORCE.

SO BEFORE I CONTINUE FURTHER, I WANT TO INVITE THE CHAIR, PHIL DYER, TO COME AND SPEAK TO YOU BRIEFLY.

UH, IT'S BEEN, UH, AN INTERESTING AND, UH, LONG NINE

MONTHS, UH, THAT WE'VE BEEN WORKING ON THIS.

UH, AND IT WOULD'VE BEEN MORE INTERESTING AND MORE DIFFICULT HAD WE NOT HAD EXTRAORDINARY SUPPORT FROM CHRISTINA DAY AND CHRISTINA SEBASTIAN, THE PLANNING DEPARTMENT, EVERYBODY IN CITY STAFF HAVE BEEN ABSOLUTELY FANTASTIC AND IN DEALING WITH THE HUGE VOLUME OF INFORMATION THAT WAS NEEDED TO GO THROUGH THIS PROCESS.

AND THEY'VE BEEN REALLY, REALLY WONDERFUL TO WORK WITH.

ALSO, UH, I WANT TO COMMEND THE CITY ATTORNEY'S OFFICE.

MICHELLE DEANDRA WAS ABSOLUTELY INSTRUMENTAL IN US, UH, WORKING THROUGH THINGS TOGETHER.

SHE DID A GREAT JOB OF REAL ESTATE EXPERTISE, WAS INVALUABLE, LAYING OUT THE BOUNDARIES WITHIN WHICH WE COULD OPERATE, AND IT WAS VERY, VERY IMPORTANT TO US.

SO THANKS TO MICHELLE.

UH, OUR CONSULTANT GAP STRATEGIES, JEFF BARTON WAS TERRIFIC.

I'VE DONE A LOT OF THESE IN MY CAREER, AND HE WAS TOP OF THE CHARTS.

HE WAS REALLY EFFECTIVE AND, UH, REALLY STRONG.

AND THEN LAST, OF COURSE NOT LEAST ARE THE MEMBERS OF THE TASK FORCE ITSELF.

OBVIOUSLY THIS IS A SERIOUS ISSUE AND IT'S VERY EMOTIONAL ISSUES.

AND THERE WERE CLEARLY TWO SIDES TO THE ISSUE, AND BOTH SIDES MADE GOOD POINTS THROUGHOUT THE, UH, THE MOOD IN THE ROOM WAS, UH, RESPECTFUL AND COURTEOUS, EVEN IF THEY HAD ABSOLUTELY TOTAL DISAGREEMENT WITH WHAT WAS BEING SAID.

IT WAS DONE, UH, COURTEOUSLY DURING THE PROCESS.

WE HAD A, A GOOD MOOD IN THE ROOM TO OPERATE WITH.

BOTH SIDES MADE GOOD POINTS.

AND I WISH WE COULD BRING YOU A SIMPLE LIST OF EIGHT OR NINE THINGS THAT EVERYBODY AGREED ON AND WERE DONE.

UH, THAT WAS NOT A REALISTIC EXPECTATION IN THE FIRST PLACE, BUT THERE, THE 32 ITEMS THAT YOU, I THINK WAS, WE'LL SEE, UM, THERE WAS A LOT OF GIVE AND TAKE AND CONSENSUS ON THOSE.

AND CERTAINLY NOT THOSE ITEMS, NOT THOSE ITEMS ARE NOT ALL IN UNANIMOUSLY AGREED UPON BY EVERYBODY.

BUT THERE WAS A LOT OF GIVE AND TAKE IN THE ROOM AND, AND WE MOVED TOGETHER IN WAYS THAT AT, AT THE BEGINNING, I DIDN'T THINK WERE POSSIBLE, BUT JUST THE FACT FOR THE MATTER IS THERE ARE FUNDAMENTAL DIFFERENCES ON THIS ISSUE WITHIN THE TASK FORCE.

WE COULD SPEND ANOTHER SIX MONTHS, NINE MONTHS DISCUSSING IT, AND I DON'T THINK WE'D MAKE SIGNIFICANT PROGRESS FROM WHERE WE ARE.

I, I THINK WHERE WE ARE IS ABOUT WHERE AS GOOD AS WE COULD GET IF WE STAYED ON THIS TOPIC FOR A LONG, LONG TIME.

SO, UM, I WANT TO THANK YOU FOR ALLOWING US TO WORK ON, IT WAS A GOOD GROUP.

I THINK YOU DID A GREAT JOB IN SELECTING THE MEMBERS REPRESENTING ALL PARTS OF THE COMMUNITY THAT HAVE DIFFERENT VIEWS ON THIS ISSUE.

SO PHASE ONE, YOU MAY REMEMBER THERE WERE THREE PRIMARY FINDINGS.

UM, FIRST OF ALL, THAT SHORT-TERM RENTALS DO AFFECT THE QUALITY OF LIFE IN PLANO.

UM, THERE COULD BE APPROPRIATE PLACES FOR PLANO UNDER CERTAIN SUR UH, FOR SHORT-TERM RENTALS IN PLANO UNDER CERTAIN CIRCUMSTANCES, AND THAT THE CITY COULD, SHOULD DEVELOP COMPREHENSIVE PERMANENT REGULATIONS TO GOVERN SHORT-TERM RENTALS.

AND SO THAT'S OUR TASK NOW.

UM, SO WE ARE WORKING ON THOSE PERMANENT MEASURES.

UM, WE'VE CONTINUED DATA COLLECTION THROUGH PHASE TWO.

UM, THE TASK FORCE HAD THREE MEETINGS THROUGH THIS PHASE.

THE HAD THE FIRST TWO, THEN THEY HAD AN OPEN HOUSE FOR THE PUBLIC.

THEY CONTINUED ADVERTISING THROUGH THEIR WEBSITE AND IT WAS PLANO T.COM.

WE ALSO WORKED WITH OUR COMMUNICATIONS TEAM ON A NUMBER OF OTHER AVENUES FOR OUTREACH.

UM, THROUGH THAT OPEN HOUSE, WE ASKED AT THE END, IS THE TASK FORCE GENERALLY HEADED

IN THE RIGHT DIRECTION.

YOU'LL SEE THAT WE HAD GENERAL AGREEMENT, 65.8% EITHER AGREED OR SOMEWHAT AGREED WITH THE FINDINGS OF THE TASK FORCE.

UM, THAT DISAGREEMENT WAS SPLIT.

WE FOUND WHEN WE LOOKED AT THE DATA BETWEEN PEOPLE THAT THOUGHT WE WERE EITHER OVERREGULATING OR OVERREGULATING.

SO THERE'S EVEN A SPLIT AS TO WHY PEOPLE WERE DISAGREEING WITH THE CONCLUSIONS.

UM, SO THE TASK FORCE TOOK THAT INFORMATION FROM THE OPEN HOUSE, WENT THROUGH IT AGAIN, AND ULTIMATELY, UH, VOTED 17 TO ONE TO BRING THIS FORWARD TO YOU.

UM, AND THAT BOAT TOOK PLACE ON FEBRUARY 28TH.

THE RECOMMENDATIONS HAVE BEEN SPLIT INTO FOUR CATEGORIES TO MAKE THEM A LITTLE MORE DIGESTIBLE.

UM, REGISTRATION REGULATIONS THAT IMPACT LAND USE AND ZONING CONSIDERATION, CONSIDERATION RELATING TO AMORTIZATION AND BUYOUTS, AND THEN TOPICS RELATED TO TRAINING.

SO WE'LL GO OVER THOSE.

THIS IS REALLY TOO MUCH TO LOOK AT, BUT THESE ARE ALL THE TOPICS THAT ARE RELATED TO REGISTRATION.

SO YOU SEE THERE'S 14 OF THOSE.

I DON'T EXPECT EVERYONE TO, BUT YOU CAN JUST SEE WE'VE NUMBERED THOSE.

SO IN THE FUTURE WHEN THINGS MOVE FORWARD TO YOU, WE CAN ACTUALLY USE THOSE NUMBERS TO SHOW YOU HOW THEY RELATE BACK TO THE TASK FORCE.

WE'VE DONE THIS WITH THE ZONING ORDINANCE, SO USE THE ZONING NUMBERS, WHICH I'LL SHOW YOU NEXT.

WE'VE USED THIS SYSTEM SO WE CAN LINK THE TASK FORCE RECOMMENDATION BACK TO THE ZONING ORDINANCE.

SO PNZ CAN SEE THIS IS WHERE THE TASK FORCE'S RECOMMENDATIONS ARE BEING IMPLEMENTED.

SO NINE RECOMMENDATIONS THERE THREE RECOMMENDATIONS RELATED TO AMORTIZATION AND BUYOUTS.

AND THEN SEVEN RELATED TO BASICALLY TOPICS FOR TRAINING OF NEW AND RENEWING SHORT-TERM RENTAL OWNERS.

SO BASED ON THAT, WE ARE RECOMMENDING THAT THE TASK FORCE BE SUNSETTED.

THAT DOESN'T NECESSARILY REQUIRE A RESOLUTION BECAUSE THE TASK FORCE WAS NOT ADOPTED BY A RESOLUTION.

SO WE'RE JUST LOOKING FOR A, UH, SIMPLE ACTION IN CENSUS FROM THE COUNCIL TONIGHT IN PRELIMINARY OPEN PLANNING AND ZONING COMMISSION HAS CALLED, UH, A PUBLIC HEARING TO DEVELOP PERMANENT REGULATIONS THROUGH ZONING CASE.

AND WE, AS YOU'VE HEARD EARLIER, ARE INTRODUCING A REGISTRATION PROGRAM AT THE NEXT COUNCIL MEETING ON MARCH 25TH.

THE WEBSITE CONTINUES.

UM, WE HAVE MOVED OVER THE PLANOS STR WEBSITE.

WE ALSO HAVE PLANO.GOV/STR AS A SHORTENED WEBSITE ON THE CITY'S PAGE.

SO THERE'S TWO DIFFERENT WEB ADDRESSES THAT ARE OPERATING NOW.

SO PEOPLE HAVE A LOT OF OPPORTUNITIES TO GET INFORMATION CONTINUING ON THIS.

UM, WE HAVE A ZONING CASE RESPONSE MAP UP SO PEOPLE CAN PROVIDE INFORMATION ON ZONING AND DEVELOPMENT REGULATIONS.

WE ALSO HAVE AN ONLINE SURVEY FORM FOR THE REGISTRATION PROGRAM AND A PROJECT EMAIL ADDRESS.

SO WE'RE TRYING TO CONTINUE THE OPPORTUNITY FOR A LOT OF PUBLIC INPUT ON THIS PROJECT.

UH, SHORT OF SOME SUP REQUIREMENTS FOR SELECT DEFINITIONS OF STR, IT IS A DRAFT, SO HOPEFULLY THAT WILL BE WORKED OUT.

UH, MY BIGGEST CONCERN AND MOST THAT WAS, UH, MENTIONED LAST NIGHT WAS THE RECOMMENDATION OF THE ONE BEDROOM BED AND BREAKFAST THAT WOULD BE ALLOWED TO OPERATE IN A SINGLE FAMILY RESIDENTIAL NEIGHBORHOOD THAT WOULD EFFECTIVELY ALLOW EVERY HOUSE IN PLANO TO BECOME AN STR BY.

UM, THIS IS THE OPPOSITE OF WHAT WE'VE BEEN ASKING FOR AS FAR AS FOLLOWING THE ARLINGTON MODEL.

IT HAS AN ACTIVE HOA THAT SPONSORS AN EASTER IN THE PARK EVENT, BARBECUE COOK HOSE, AND THREE MORE EVENTS EVERY YEAR.

OUR NEIGHBORHOOD IS QUIET, IT'S SAFE, AND IT IS FULL OF NEIGHBORS WHO ENJOY CONNECTING.

AND STILL, IT'S A GREAT PLACE TO RAISE CHILDREN.

I WANT IT TO REMAIN THAT WAY.

FORTUNATELY, THE DRAFT OF THE SHORT-TERM RENTAL DOCUMENT THAT WAS REVIEWED LAST NIGHT DOES NOT SUPPORT THAT CONCEPT.

FIRST OFF, WE SHORT-TERM RENTAL HOSTS WOULDN'T EVER BE BED AND BREAKFAST.

THAT WOULD BE A SMALL GUEST HOUSE OR SMALL HOTEL OFFERING, SLEEPING ACCOMMODATIONS AND A MORNING MEAL.

CURRENTLY I DO NOT, AND I DON'T EVER PLAN TO SERVE MEALS.

I BELIEVE THAT THE CLEAR PATH FOR PLANO, AND THIS IS WHAT MY REQUEST IS, IS FOR YOU TO SIMPLY CLARIFY EXISTING ORDINANCES, UH, TO PROHIBIT SHORT TERM RENTALS FROM SINGLE FAMILY RESIDENTIAL NEIGHBORHOODS.

MY CONCERN IS FOCUSED, UM, ON THE GATEWAY.

SHORT-TERM RENTALS PROVIDE INTO OUR CHERISHED SINGLE FAMILY RESIDENTIAL NEIGHBORHOODS TO REALLY GAMBLE OUR FAMILY FABRIC, UH, WITH A MYRIAD OF UNINTENDED CONSEQUENCES, SOME OF WHICH WE HAVE ALREADY SUFFERED THROUGH UNINTENDED CONSEQUENCES THAT ARE NOT THE DOINGS OF SOME OF OUR FINE FRIENDS AND NEIGHBORS PRESENT THIS EVENING THAT OWN AND VERY RESPONSIBLY OPERATE SHORT TERM RENTALS.

AND YET THE GAMBLE IS STILL EVER PRESENT AND IMPACTS ALL OF US WHO WISH TO PRESERVE THE FAMILY FABRIC OF OUR SINGLE FAMILY RESIDENTIAL NEIGHBORHOODS.

THERE ARE STILL HOTELS, UM, AND THEY'RE JUST A SHORT DRIVE AWAY.

UM, BUT WHAT IT DOES DO IS THAT IT OPENS UP A NEW WAY TO TRAVEL THAT IS PART OF THE NEW WORLD THAT WE LIVE IN.

WE'VE OPENED OUR HOMES AND WE'VE PIVOTED IN THIS NEW WORLD THAT OUR HOMES ARE NOW A DIFFERENT KIND OF PLACE.

PEOPLE RUN BUSINESSES OUT OF THEIR HOMES IN A WAY THAT THEY DIDN'T USED TO.

AND THERAPISTS NOW HAVE PATIENTS COME TO THEIR HOMES AND WILL RUN A HOME OFFICE OR DIFFERENT KINDS OF BUSINESSES OUT OF THEIR HOMES.

AND SOME PEOPLE BUY A HOME AS AN INVESTMENT AND RUN A SHORT TERM RENTAL.

UM, THIS HAS CREATED A WONDERFUL NEW WAY TO TRAVEL FOR A LOT OF PEOPLE.

FOR US, WE ADOPTED A CHILD AND 22 YEARS, YEARS AGO, WE HAD TO GO AND STAY IN ANOTHER STATE FOR THREE WEEKS WITH THIS NEWBORN THAT WAS VERY FRAGILE IN A HOTEL ROOM.

AND IT WAS HORRIBLE.

UM, IT WAS NOT A GREAT EXPERIENCE.

WE JUST LAST MONTH HAD A FAMILY WHO HAD A SURROGATE AND THEY HAD PREMATURE BABY BORN AND THEY RENTED OUR HOUSE AND THEY WERE ABLE TO HAVE, THIS WOMAN WAS ABLE TO HAVE HER SISTERS AND HER MOTHER AND HER BEST FRIEND ALL COME AND THEY HAD THEIR OWN ROOM.

AND THEN THE BABY HAD ITS OWN ROOM AND THEY WERE ABLE TO CARE FOR THIS PREMATURE BABY WITH HEALTH RISKS IN A HOME ENVIRONMENT AND HAVE ALL THOSE BENEFITS WITH THIS NEWBORN THAT WASN'T ALLOWED TO TRAVEL OUTTA STATE FOR SEVERAL WEEKS AND HAVE ANOTHER WAY TO TRAVEL.

THAT'S JUST ONE EXAMPLE OF A DIFFERENT WAY TO TRAVEL THAT A SHORT TERM RENTAL OFFERS FOR OUR, OUR COMMUNITY NOW.

AND IT'S JUST ONE EXAMPLE, BUT THERE'S SO MANY THAT WE DON'T WANT PLANO TO BE EXCLUDED, PARTICULARLY WITH SO MANY HOSPITALS IN PLANO.

THE PHASE TWO REPORT WILL TELL YOU THAT THERE IS A DIFFERENCE BETWEEN LIVING MANAGEMENT AND AN OFFSITE MANAGEMENT.

AND IT'S TRUE THERE IS A DIFFERENCE, BUT THERE IS ALSO A DIFFERENCE BETWEEN INDIVIDUAL INDIVIDUALS WHO LIVES FAR AWAY AND MANAGE IT ALL REMOTELY.

AND HOMEOWNERS WHO LIVES CLOSE BY OR USE A MANAGEMENT COMPANY LIKE MYSELF TO MAKE SURE EVERYTHING RUNS SMOOTHLY, THE PROPERTY IS WELL MAINTAINED AND THERE ARE NO ISSUES WITH THE SURROUNDING NEIGHBORS.

AND OF COURSE, THEY CAN BE AT THE PROPERTY WITHIN 20 TO 30 MINUTES IF NEEDED, WHICH IS A REASONABLE TIME.

ANOTHER ISSUE THAT BOTH SIDES KEEP REPEATING IS WHETHER THE NUMBER OF PEOPLE PRO AND AGAINST STR REALLY REPRESENT WELL, THE PLANNER RESIDENTS.

WELL, I DON'T EVEN REFER TO THE FOUR VERSES 16 IN THE TASK FORCE, BUT TO THE FACT THAT THE TASK FORCE WHO DID A TREMENDOUS WORK AND SPENT LONG EVENINGS TRYING TO GET A RESOLUTION WAS ABSOLUTELY NOT A GOOD REPRESENTATION OF PLANNER RESIDENTS.

DEMOGRAPHIC WISE, SOMEHOW MOST OF THE PEOPLE IN THE TASK FORCE WERE AFFECTED DIRECTLY BY SPECIFIC STR, WHICH MEANS THOSE FEW BED APPLES ARE REALLY RUINING IT FOR ALL OF US.

A HOUSE THAT HAD GUNSHOTS, A HOUSE THAT USED AS A WEDDING VENUE IN THE MIDDLE OF PLANO.

WHY ARE WE NOT SHUTTING THIS DOWN? THOSE PEOPLE DON'T NEED TO SUFFER OR JUSTIFY THEIR HORRIBLE EXPERIENCE BY GOING TO MONTHLY MEETINGS.

WE ALL JUST WANT TO LIVE IN PEACE.

AND THAT PEACE IS ACHIEVABLE WHEN YOU ELIMINATE THOSE FEW THAT ARE CAUSING A MESS.

AND I'VE GOT SOME SLIDES THAT KIND OF TALKS THROUGH THAT AND THE LOGISTICS.

SO JUST A REMINDER, THE SCOPE OF THE PROJECT, UH, THERE'S THREE AREAS THAT WE FOCUSED ON THE ACCESSIBILITY.

THERE ARE, UH, SEVERAL AREAS THAT ARE INACCESSIBLE FOR THE A DA COMPONENT, AND SO WE'LL BE CORRECTING THOSE.

UH, THE AUDIO ACOUSTICS, A LOT OF THE SYSTEM IS VERY DATED, UH, SO WE'LL BE IMPROVING THAT TO HOPEFULLY IMPROVE THE LISTENING AND, UH, VIEWING EXPERIENCE.

UH, AND THEN THE SECURITY COMPONENT.

THERE'S, UH, SEVERAL COM SECURITY COMPONENTS THAT WERE, UH, RECOMMENDED FOR IMPROVEMENT.

UH, THERE IS A WALKWAY FROM THE TWO ROOMS, UH, AND WE WILL OBVIOUSLY SHOW YOU THAT FOR THE FIRST COUPLE OF MEETINGS.

UH, BUT THE HARDY ROOM IS WHERE YOU'LL HAVE EXEC SESSION, UH, DINNER.

UH, THE POM IS ACTUALLY FOR PLANNING AND ZONING.

THAT'S WHERE THEY'LL BE HOLDING THEIR, UH, PRELIMINARY OPEN MEETINGS.

SO CD CAPACITY, UH, OBVIOUSLY, UH, DAVIS AND JOINT ARE LIMITED, UH, COMPARED TO THE COUNCIL CHAMBERS.

COUNCIL CHAMBERS HAS 233 SEATING APPROXIMATELY 68 FOR A TOTAL CAPACITY OF 301.

THE DAVIS PROGRAM ROOM WHERE YOUR REGULAR MEETINGS WILL OCCUR HAS A SEATING CAPACITY OF 110, UH, AND NO STANDING, UH, THE STANDING IS VERY LIMITED.

IT'S, THERE'S JUST NOT GONNA BE ENOUGH ROOM IN THERE TO ALLOW STANDING.

WE WILL REPURPOSE THE JOINT USE LOBBY AS OVERFLOW IF WE SEE THAT A MEETING IS GONNA GENERATE A LARGER AUDIENCE, UH, THE JOINT USE, WE CAN CONVERT THAT TO AN ADDITIONAL 109 SEATING, WHICH YOU CAN, WHICH YOU CAN SEE BETWEEN THE TWO NUMBERS.

IT'S A SLIGHTLY LESS CAPACITY THAN WHAT EXISTING COUNCIL CHAMBERS HAS TODAY.

SO, AS I MENTIONED, UH, THE PROGRAM ROOM IS WHERE YOUR REGULAR MEETINGS WILL BE HELD.

UH, YOU CAN SEE THERE TO THE BOTTOM OF THE SCREEN AND THE HARDY ROOM ACCESS.

SO IN YOUR TRADITIONAL SENSE, YOU'LL GO INTO THAT ROOM FIRST.

YOU'LL START THE MEETING, UH, RETIRE TO EXECUTIVE.

THERE IS A DOOR THAT YOU WILL HAVE ACCESS THAT WOULD ALLOW YOU TO WALK OVER TO THE, EXCUSE ME, THE HARDY ROOM.

UH, THE PUBLIC ENTRANCE OBVIOUSLY IS THE, THE STANDARD LIBRARY PUBLIC ENTRANCE, UH, THERE.
