SO ON OCTOBER 11TH, THE PLANO PARKS AND RECREATION WAS AWARDED THE 2023 GOLD MEDAL FOR EXCELLENCE BY THE NATIONAL RECREATION AND PARKS ASSOCIATION, THE HIGHEST HONOR WITHIN THE PARKS AND REC INDUSTRY.

AND TO RECEIVE THIS AWARD, THIS MARKS THE FIFTH TIME, THE PLANO PARKS AND RECREATION HAS WON THIS NATIONAL GOLD MEDAL.

I'VE BEEN A PLANO RESIDENT FOR 15 YEARS NOW WITH, UH, MY THREE KIDS GOING TO ALL THE PLANO SCHOOLS.

AND, UH, YOU KNOW, I'M ALSO A PART OF THE PLANO, UH, ISD DIVERSITY ADVOCACY COMMITTEE HERE IN PLANO, SD AND I HAVE MET SO MANY AMAZING ADMINISTRATORS AND, UH, YOU KNOW, UH, CITY LEADERS THROUGH THAT.

UM, 22ND.

UM, I'M HERE TODAY, ESPECIALLY, UH, I DON'T WANT TO TAKE TOO MUCH OF YOUR TIME, BUT I'M HERE, ESPECIALLY TODAY TO TALK ABOUT, UM, A PUSH FOR AN IMMEDIATE AND, UH, IMMEDIATE AND COMPLETE CEASEFIRE IN GAZA.

WE ALL KNOW WHAT IS HAPPENING OVER THERE.

WE ALL KNOW THE CONDITIONS OF THE PEOPLE OF PALESTINE, AND I'M HERE SPECIFICALLY TO, UH, AR UH, TO TALK ABOUT THIS.

AND YOU MAY ARGUE THAT, YOU KNOW, AS A CITY COUNCIL, WHAT DOES THIS, UH, HAVE TO DO WITH OUR CITY POLITICS? BUT I WOULD ARGUE THAT, UH, CITY CO UH, WE AS CITY RESIDENTS, WE ARE FACING DIRECT AND, UH, YOU KNOW, IMPACT OF THIS CONFLICT.

I WANT YOU TO, I WANT YOU TO BE ABLE TO FINISH YOUR POINT, BUT WE, WE CAN ONLY DO ONE MINUTE.

I WOULD SAY THAT, YOU KNOW, UH, ALL LIVES MATTER AND ALL LIVES ARE PRECIOUS, AND I WOULD REALLY REQUEST OUR, OUR COUNCIL MEMBERS AND MAYOR MONTHS TO CONSIDER A RESOLUTION FOR AN IMMEDIATE CEASEFIRE IN DEZA.

CAN, CAN THE TIME BE RESTARTED? I'M HERE AS PART OF THE ASIAN AMERICAN COMMUNITY TO STAND IN SOLIDARITY WITH THE PEOPLE IN GAZA AND ASK THE CITY COUNCIL TO CALL FOR AN IMMEDIATE CEASEFIRE.

THE ASIAN AMERICAN COMMUNITY KNOWS THE PAIN OF FOREIGN POLICY INFLUENCING DOMESTIC POLICY.

SO THERE WAS THE CONCENTRATION CAMPS AGAINST JAPANESE AMERICANS DURING WORLD WAR II.

THERE WAS 26 VINCENT CHEN WHO WAS KILLED BECAUSE OF TOYOTA CAR MANUFACTURING.

AND MOST RECENTLY, WHILE TRUMP WAS SAYING KONG FLU KONG VIRUS, MANY PEOPLE WERE KILLED.

AND THIS IS ALL FOREIGN POLICY.

AND SO THE COMMUNITY IS IN DANGER ACROSS THE UNITED STATES, AND THESE ARE AMERICAN PEOPLE.

SO IF THE RHETORIC IS SO INFLAMMATORY AGAINST PALESTINIANS, DEMONIZING THOSE PEOPLE, OKAY, THEN IT IS VERY HARD FOR THE WHOLE COMMUNITY TO MAINTAIN THEIR SAFETY.

I GRADUATED FROM THE UNIVERSITY TEXAS SCHOOL OF LAW, AND I AM A PROUD MEMBER OF THE TEXAS STATE BAR.

THE SAME ZEAL FOR HUMAN RIGHTS AND JUSTICE THAT LED ME TO PRACTICING LAW IS THE SAME ZEAL THAT COMPELLED ME TO SPEAK BEFORE YOU TODAY, MAYOR AND CITY COUNCIL MEMBERS, I WOULD SAY GOOD EVENING, BUT IT IS IN FACT NOT A GOOD EVENING.

IT IS NOT A GOOD EVENING FOR THE THOUSANDS OF PALESTINIANS INZA TRAPPED IN BLEEDING OUT UNDER THE RUBBLE.

IT IS NOT A GOOD EVENING FOR THE MILLIONS OF PALESTINIANS DISPLACED IN ZA WHO ARE BEING BOMBED.

AND IT IS NOT A GOOD EVENING FOR PEOPLE OF CONSCIOUSNESS ACROSS THE GLOBE WHOSE HEARTS ACHE FOR THE OVER 18,000 PALESTINIAN HEARTS THAT ARE NO LONGER BEATING.

OUR US AND STATE LEADERS HAVE ABANDONED THEIR CONSTITUENTS.

WE HOPE THAT YOU WILL NOT ABANDON US.

68% OF AMERICANS SUPPORT THE CALL FOR AN IMMEDIATE CEASEFIRE, YET THE US WAS THE ONLY COUNTRY TO VETO THE CEASEFIRE RESOLUTION AT THE UN.

SISTER.

CITIES ARE TELLING MY COMMUNITY THAT THEY DO NOT SEE THE LOCAL RELEVANCE HERE, BUT MAYOR NUNS, I KNOW THAT YOU DO.

YOU RELEASED A STATEMENT ON OCTOBER 9TH CONDEMNING THE ATTACK IN ISRAEL.

YOU RECOGNIZE THAT WE ARE MEMBERS OF A GLOBAL COMMUNITY AND WE MUST EXTEND OUR HUMANITY WHEREVER IT IS NEEDED.

THE PALESTINIANS NEED YOU, WILL YOU CONDEMN THE GENOCIDE OF INNOCENT PALESTINIAN CIVILIANS? OUR HUMANITY CANNOT ONLY EXTEND ACROSS THE GLOBE FOR WHITE LIVES, BUT STOP AT THE BORDERS OF PLANO WHEN IT COMES TO BROWN ONES.

FOR DECADES, WE HAVE BEEN BOXED INTO TROPES AND STEREOTYPES OF THE ARAB SAVAGE AND THE MUSLIM TERRORIST, WHICH ARE THE SAME STEREOTYPES, ENABLING THIS GENOCIDE THAT LED TO 6-YEAR-OLD WITH BEING STABBED IN CHICAGO 26 TIMES.

THAT LED TO THREE MUSLIM COLLEGE STUDENTS TO BE SHOT IN VERMONT, WHICH ARE THE SAME STEREOTYPES THAT LED A 2018 MEMBER OF THIS CITY COUNCIL TO CALL FOR ISLAM TO BE BANNED FROM SCHOOLS ACROSS AMERICA.

THIS CITY COUNCIL SPOKE OUT AGAINST THE HATE AND BIGOTRY CALLING FOR HIS RESIGNATION.

WILL, WILL YOU SPEAK OUT AGAINST HATE AND BIGOTRY TODAY? THIS IS NOT SOLELY AN INTERNATIONAL ISSUE.

THIS IS A LOCAL ISSUE.

SINCE OCTOBER 7TH, TEXAS COMPTROLLER HAGGAR USED 65 MILLION OF OUR TAX DOLLARS TO PURCHASE ISRAELI BONDS TO INCREASE ISRAEL'S LIQUIDITY TO FUND THIS GENOCIDE.

ON NOVEMBER 2ND, AFTER APPROXIMATELY 10,000 PALESTINIANS HAVE BEEN KILLED, GOVERNOR ABBOTT USED OUR TAX DOLLARS TO VISIT ISRAEL, AFFIRMING HIS SUPPORT AND RUBBER STAMPING THIS GENOCIDE.

HE ALSO SIGNED AN EXECUTIVE ORDER, PROHIBIT PROHIBITING STATE AGENCIES FROM PURCHASING PRODUCTS FROM GAZA.

THESE ARE ALL LOCAL ISSUES.

ONE SECONDS.

WHEN OUR FEDERAL AND STATE LEADERS FAIL TO REPRESENT THE VALUES OF THEIR CONSTITUENTS, IT BECOMES OUR CITY'S RESPONSIBILITY TO BE OUR VOICE AND HOLD THEM ACCOUNTABLE FOR HOW THEY USE THEIR PLATFORMS AND SPEND OUR TAX DOLLARS.

SPONSORING AND AFFIRMING THE CEASEFIRE RESOLUTION WILL SEND A CLEAR MESSAGE TO OUR US AND STATE LEADERS THAT PLANO DOES NOT SUPPORT THIS GENOCIDE.

PLEASE SPONSOR AND AFFIRM THIS RESOLUTION.

UH, WE CONCERNED CITIZENS OF, UH, PLANO CONTRIBUTE TO THE CITY OF EXCELLENCE THROUGH POLITICAL INVOLVEMENT, CIVIC ENGAGEMENT, AND SOCIAL SERVICES.

I'VE BEEN PERSONALLY INVOLVED IN AND HOSTED VOTER MOBILIZATION EFFORTS, CANDIDATE FORUMS, MEET AND GREETS, AND MANY OF YOU HAVE ATTENDED THAT.

WE HAVE, WE HAVE MAJOR ISLAMIC CENTERS LIKE EPIC AND IACC AS POLLING STATIONS.

THESE EFFORTS HAVE RESULTED, HAVE RESULTED IN HIGHER VOTING TURNOUTS IN OUR COMMUNITY, WHICH IS EVEN MORE THAN THE JOURNAL COMMUNITY.

WE ENGAGE IN OUTREACH

AND DIVERSITY INITIATIVES SUCH AS INTERFAITH DINNERS, POLICE AND FIRE FIREFIGHTER APPRECIATION EVENTS, AND HEAVILY CONTRIBUTE TO THE SOCIAL SERVICES PROGRAM.

JUST ONE OF OUR COMMUNITY, EPIC, UM, SERVED 1.1 MILLION MEALS LAST YEAR.

UH, WE HAVE, UH, THEY SUPPORT 300 FAMILIES THROUGH FINANCIAL AID EVERY MONTH AND DISTRIBUTE OVER A THOUSAND BLANKETS IN WINTER SEASON.

AND AS PART OF THE EFFORT AND YOU'RE ALL INVOLVED, OUR EAST PLAN ISLAMIC CENTER IS BE BECOMING A WINTER SHELTER, UH, THIS SEASON AS WELL AS A CITIZENS OF THIS GRAY CITY.

WE ARE HERE TODAY TO BRING YOUR ATTENTION TO THE TREMENDOUS LEVEL OF SUFFERING AND COLLECTIVE PUNISHMENT PHASED BY PALESTINIANS IN GAZA, KILLING OF CIVILIANS AND CHILDREN, BOMBING OF HOSPITALS AND INFRASTRUCTURE AND MASS EXPULSION FROM HOMES, WHICH IS ALL LIVE STREAMED.

SO YOU CAN CHOOSE TO IGNORE IT, BUT NO ONE CAN DENY IT.

WE AS A PLANO CITIZENS ARE AGAINST KILLING OF ANY INNOCENCE, WHETHER BY A GROUP OR A STATE DE 1200 INNOCENT PEOPLE MURDERED ON OCTOBER 7TH OR 20,000 IN INNOCENT CIVILIANS KILLED IN CARPET BOMBING OF 2.5 MILLION DOZENS, I'M SURE THAT YOU WILL AGREE THAT THE TREATMENT OF CIVILIAN DOES NOT ALIGN WITH OUR CITY'S COLLECTIVE SENSE OF JUSTICE AND NON-VIOLENCE.

WE ALL KNOW TOO WELL THAT VIOLENCE AND INJUSTICE ANYWHERE IS A THREAT TO THE PEACE AND JUSTICE EVERYWHERE.

EVERY 10 MINUTES DURING THIS WAR TURNING GAZA INTO QUOTE, A GRAVEYARD FOR CHILDREN.

AS HE STATED IN HIS ADDRESS, MORE THAN 17, IN HIS MOST RECENT ADDRESS, MORE THAN 17,000 PALESTINIANS HAVE REPORTEDLY BEEN KILLED, INCLUDING 4,000 WOMEN, 7,000 CHILDREN, AND TENS OF THOUSANDS MORE ARE INJURED AND MANY ARE MISSING.

SOME 339 EDUCATIONAL FACILITIES, 26 HOSPITALS, 56 HEALTHCARE FACILITIES, 88 MOSQUE AND THREE CHURCHES HAVE BEEN HIT.

WHILE THESE NUMBERS MAY SEEM LIKE STATS TO US, FIGURES ON A PAPER NUMBERS, THEY'RE ACTUALLY THE FAMILY MEMBERS, FATHERS, MOTHERS, AUNTS, NIECES, UNCLES OF RESIDENTS OF THIS VERY CITY.

PEOPLE RIGHT HERE LIVING IN OUR OWN NEIGHBORHOOD.

THE CITY OF PLANO IS RANKED THE TOP 100 SAFEST CITIES IN AMERICA, THE DIVERSE COMMUNITY AND RESIDENTS OF PLANO, WHICH FOR SAFETY FOR EVERYONE AROUND THE WORLD, INCLUDING THOSE WHO ARE LIVING IN AN ACTIVE GENOCIDE WITHIN OUR OUR COM, WITHIN AN WITHIN OUR OWN COMMUNITY, WE HAVE PALESTINIAN NEIGHBORS WHO HAVE LOST MEMBERS OF THEIR FAMILIES IN RAZA.

STANDING HERE TODAY AS A PROUD MUSLIM AND AS A PROUD RESIDENT OF PLANO.

I CAN TELL YOU THAT THIS GENOCIDE IS NOT A RELIGIOUS ISSUE.

IT IS A HUMANITARIAN CRISIS THAT HAS GONE UNCHECKED FOR MORE THAN 75 YEARS.

ACCORDING TO THE US CAMPAIGN FOR PALESTINIAN RIGHTS, THE STATE OF TEXAS ALONE GIVES $298,367,616 PER YEAR TO THE ISRAELI MILITARY.

AND FROM THAT, THE CITY OF PLANO GIVES $3,878,956.

I WOULD RATHER HAVE PLANO PARKWAY ROAD BE FIXED THAN HAVE OUR HARD EARNED MONEY BE USED TO FUND A GENOCIDE THAT WE AS PEOPLE DO NOT WANNA PARTICIPATE IN.

THAT BEING SAID, THAT BEING SAID, IT IS IMPORTANT THAT AT A LOCAL LEVEL, WE USE OUR VOICES TO STAND UP AND CALL FOR A CEASEFIRE.

ACCORDING TO A RECENT AP REPORT, ISRAEL HAS KILLED MORE THAN 17,700 PALESTINIANS AND GAZA.

AROUND TWO THIRDS OF THEM ARE WOMEN AND CHILDREN.

ABOUT 90% OF GAZA'S 2.3 MILLION PEOPLE HAVE BEEN DISPLACED WHERE YOU AND AGENCIES SAY, THERE IS NO SAFE PLACE TO FLEE.

THE NUMBERS ARE APPALLING.

THE RUSSIA, UKRAINE WAR AFTER 650 DAYS, OR ALMOST AFTER TWO YEARS, HAS RESULTED IN THE DEATH OF 545 CHILDREN COMPARED TO THE DEATH OF 7,112 CHILDREN IN JUST TWO MONTHS.

IN PALESTINE, THE SHEER DIFFERENCE IN DEATH TOLLS ILLUSTRATE THE INDISCRIMINATE AND BRUTAL ACTION OF A POWERFUL AND WELL-FUNDED OCCUPIER.

WE SHOULD NOT AND MUST NOT CONDONE UNJUST KILLING OF EVEN A SINGLE CHILD ANYWHERE IN THE WORLD.

THE CONFLICT HALFWAY ACROSS THE WORLD HAS EXACERBATED

AND THE COUNCIL ON AMERICAN ISLAMIC RELATIONS CARE SAID IT RECEIVED REPORTS OF 774 BIAS INCIDENTS IN AMERICA.

A 400 PERSON JUMP IN INCIDENTS FROM LAST YEAR FOR THE SAME PERIOD.

I HAVE FOUR CHILDREN, AND AFTER SEEING THE INCESSANT KILLING OF CHILDREN IN GAZA, THEY ASK, WHY AREN'T OUR LEADERS, WHY AREN'T THEY STEPPING FORWARD TO STOP THIS ATROCITY AGAINST A POPULATION WHOSE LANDS HAVE BEEN STOLEN ILLEGALLY.

NOT ONLY OUR COUNTRY VETOED THE CEASEFIRE RESOLUTION, BUT ARE NOW PUSHING THROUGH AN EMERGENCY SALE OF OVER A HUNDRED MILLION WORTH OF WEAPONS TO ISRAEL, WHICH ARE COMING OUT OF OUR HARD EARNED TAX DOLLARS.

I APPRECIATE THE INVESTMENT IN THE CITY OF PLANO, AND I UNDERSTAND THAT BECAUSE OF, UH, FINANCIAL DIFFICULTIES, BECAUSE OF INTEREST RATES, BECAUSE OF CONSTRUCTION COSTS, THERE ARE THINGS THAT WOULD BE COMING OUT OF THE PROJECT THAT, YOU KNOW, THAT, THAT WE WANT TO GO BACK INTO THE PROJECT TO MAKE THIS AS HIGH QUALITY AS IT CAN BE.

BUT IN THE TAX IMPACT ANALYSIS, I THINK THAT IT WOULD BE SENSIBLE TO LOOK AT THIS AS JUST, UH, GIVING IT CREDIT FOR THE DIFFERENCE BETWEEN WHAT THE DEVELOPER WOULD BE DOING, UH, IN THE ABSENCE OF THE INCENTIVES AND WHAT THEY WILL DO IF WE GIVE THEM THE INCENTIVES.

AND, YOU KNOW, AS WE KNOW THIS, THIS, UH, UM, IS ESSENTIALLY A BREAK EVEN, UH, TAX IMPACT ANALYSIS EVEN WITH, UH, UH, GIVEN CREDIT FOR THE ENTIRE DIFFERENCE BETWEEN THE, THE STATUS QUO TODAY AND EVERYTHING THE DEVELOPER IS PLANNING TO DO.

BUT IF WE ONLY GIVE CREDIT FOR THE DIFFERENCE BETWEEN WHAT THEY WOULD DO WITHOUT OUR INVOLVEMENT AND WHAT THEY WILL DO WITH OUR INVOLVEMENT, WHICH I THINK IS THE RIGHT WAY TO LOOK AT THIS, BECAUSE THAT'S ALL THAT WE'RE ACCOMPLISHING WITH THE INCENTIVES, IS GETTING THEM FROM WHAT THEY WOULD DO ANYWAY TO WHAT THEY WILL DO WITH OUR INVOLVEMENT, THEN THE TAX IMPACT ANALYSIS WOULD LOOK VERY DIFFERENT AND WE WOULD BE NOWHERE NEAR RECOVERING THE AMOUNT OF OUR INVESTMENT THROUGH ADDITIONAL PROPERTY TAX REVENUE GOING FORWARD.

UH, AGAIN, THERE, THERE'S MUCH MORE I'D LIKE TO SAY, BUT BOTH BECAUSE OF SMART BREVITY AND BECAUSE OF, YOU KNOW, RESPECTING THAT THESE ARE MATTERS WE TYPICALLY DISCUSS IN EXECUTIVE SESSION.

THERE ARE ACTUALLY TWO PROJECTS THAT HAVE, HAVE BEEN ONGOING THAT APPLIED FOR THE PROGRAM, UH, AFTER WE HAD ACTUALLY CREATED, UM, THE INCENTIVE.

SO THE, THIS IS ONE OF THOSE, UM, WHAT WE'RE ATTEMPTING TO DO WITH THE INCENTIVE IS TO, UM, ENSURE THAT THE PROJECT IS FULFILLED IN A WAY THAT WILL MAKE IT THE MOST ATTRACTIVE.

AND UNFORTUNATELY THIS PARTICULAR PROJECT WAS FACING CUTS TO THE, THE PROJECT THAT, THAT, UM, WOULD IMPACT THE, THE OVERALL APPEAL IN, IN OUR OPINION, UM, TO BE ABLE TO, UH, TO BE IN THE MARKET.

SO THAT'S WHY

UH, YOU CAN ALSO SEE THE PROGRESS TO DATE ON THE AERIAL PHOTOGRAPH ON, UH, THE RIGHT SIDE.

SO, UM, QUITE A BIT OF OF PROGRESS THAT'S MOVING ALONG ON THIS PROJECT.

SO WITH THAT A LITTLE HISTORY, YOU KNOW, THIS ZONING DISTRICT WAS ESTABLISHED IN 2018.

THE FIRST PHASE OF THE CONSTRUCTION PROJECT INCLUDES MANY SINGLE FAMILY AND DUPLEX HOMES.

SO BUILDING PERMITS HAVE BEEN SUBMITTED.

AND UPON REVIEW OF THOSE, WE FOUND THAT THE BUILDING PLANS DID INCLUDE SOME ROOF PROJECTIONS THAT, UH, IN THAT WERE PART OF THE CITY'S RIGHT OF WAY.

SO SOME PROJECTIONS ARE ALLOWED UNDER THE ZONING, THINGS LIKE AWNINGS, CANOPIES, GUTTERS, ANYTHING THAT'S DETACHABLE.

AND THERE IS ALSO A HUNDRED PERCENT LOCK COVERAGE THAT IS ALLOWED UNDER THE ZONING DISTRICT.

SO AS FAR BACK AS THE ORIGINAL ZONING, THIS IS ACTUALLY A STREET SECTION SAMPLE THAT YOU'RE SEEING HERE.

UM, SO I THINK STAFF WAS VERY FOCUSED ON THE STREET SECTION, BUT YOU CAN SEE THE ROOF LINE PROJECTIONS AT THE TOP.

UM, THERE WAS SOME MISUNDERSTANDING I THINK BETWEEN THE, UM, DEVELOPER AND AS FAR AS WHAT PROJECTIONS MIGHT BE ALLOWED.

UM, SO ANYWAY, THE BUILDING PLANS CAME IN AND THERE WERE SOME PROJECTIONS, RATHER THAN HAVING THEM GO BACK AND REDESIGN ALL OF THE UM, SINGLE FAMILY RESIDENTIAL PRODUCT, UH, THE ZONING AMENDMENT IS COMING BEFORE YOU TO ALLOW THAT TO PROCEED.

IT ALSO WILL REQUIRE APPROVAL OF A CITY ISSUED LICENSE AGREEMENT, UM, ON THOSE LOTS THAT DO INCLUDE UP TO A TWO FOOT PROJECTION.

SO THIS IS THE LANGUAGE THAT IS RECOMMENDED BY THE PLANNING AND ZONING COMMISSION.

YOU SEE, THEY ADDED AN ADDITIONAL SENTENCE OF BUILDING PROJECTIONS ARE INTENDED TO BE DECORATIVE IN NATURE AND SHALL NOT BE USED TO CREATE ADDITIONAL BUILDING SQUARE FOOTAGE.

SO, UM, BOTH LANGUAGE PROPOSED BY THE DEVELOPER AND, UH, AN ADDITIONAL LANGUAGE ADDED BY THE PLANNING AND ZONING COMMISSION.

THERE ARE TWO OTHER AMENDMENTS THAT STAFF, UM, AND THE PLANNING AND ZONING COMMISSION RECOMMENDED.

THESE ARE REALLY, I WOULD SAY CLEANUP ITEMS, UH, INTENDED TO CLARIFY THROUGH THE PLAN REVIEW PROCESS.

ONE IS, UH, ABOUT CLARIFYING THE INDEPENDENT LIVING FACILITIES ARE PERMITTED ON BLOCK S AND THE OTHER IS ABOUT THE FLOOR AREA RATIO.

THE DEVELOPMENT PLANS, AGAIN, VERY COMPLICATED.

YOU CAN SEE IN THE GRAPHIC ON THE RIGHT SIDE, MAYBE YOU CAN'T BECAUSE IT'S VERY SMALL, BUT THERE'S INDEPENDENT LIVING IS SHOWN ON BLOCK S AND MULTIPLE LOCATIONS ON THE DOCUMENT.

HOWEVER, THERE'S ALSO A TABLE FOR THE UMU DISTRICT WHERE THAT'S OMITTED.

SO WE JUST WANNA MAKE SURE THAT'S SHOWN IN ALL LOCATIONS.

IN AUGUST OF 2024, HABITAT FOR HUMANITY OF COLLIN COUNTY SUBMITTED AN APPLICATION TO CITY STAFF TO BE APPROVED AS A CITY COMMUNITY HOUSING DEVELOPMENT ORGANIZATION THAT, I'M GONNA SAY CHODO FROM HERE ON OUT.

THAT CERTIFICATION WENT THROUGH IN AUGUST, WHICH MADE THEM BE ELIGIBLE TO RECEIVE ADDITIONAL FUNDING THAT IS UNDER THE POT FROM THE US DEPARTMENT OF HOUSING URBAN DEVELOPMENT CALLED HOME FUNDS.

BUT IT'S SPECIFICALLY SET ASIDE FOR A CHODO.

SO ON NOVEMBER THE 10TH, HABITAT FOR HUMANITY SUBMITTED AN APPLICATION FOR THE COMMUNITY RELATIONS COMMISSION TO ACTUALLY APPLY FOR THOSE CHOTO FUNDS, AS WELL AS A LITTLE BIT MORE OF HOME FUNDS TO PROVIDE TWO NEW SINGLE FAMILY HOMES TO A LOW TO MODERATE INCOME RESIDENT.

SO AT THEIR NOVEMBER 30TH MEETING, THE COMMUNITY RELATIONS COMMISSION LISTENED TO THE APPLICANT'S PRESENTATION, UM, ASKED A LOT OF CLARIFYING QUESTIONS AND THEN VOTED TO APPROVE THE PROJECT FOR RECOMMENDATION TO YOU ALL, EIGHT TO ZERO.

THE PUBLIC WILL BE GIVEN AN OPPORTUNITY TO SPEAK ON THE REPORT DURING THE PUBLIC HEARING.

ALRIGHT, WE ARE HONOR THE CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT THAT I'M GONNA REFER TO AS THE CAPER FROM HERE GOING FORWARD.

THIS REPORT IS AN ANNUAL REPORT THAT HUD REQUIRES ANY ENTITY RECEIVING DIRECT FUNDING FROM THEM TO UTILIZE.

IT IS A HISTORICAL REPRESENTATION OF EXACTLY WHAT HAPPENED IN THE PREVIOUSLY, UM, COMPLETED 12 MONTHS OF THE PROGRAM YEAR.

SO FOR US HERE AT THE CITY OF PLANO, IT GOES FROM OCTOBER THE FIRST, 2022, AND IT ENDED SEPTEMBER 30TH, 2023.

SO I'M GOING TO GO ON AND TELL YOU EXACTLY WHAT WE DID WITH THOSE FUNDS.

I ALSO WANNA ADD HERE THAT THIS REPRESENTS YEAR THREE OF OUR FIVE YEAR 2020 TO 2024 CONSOLIDATED PLAN.

ALRIGHT, SO LET'S LOOK AT THESE ACTIVITIES.

WE'RE GONNA LOOK AT 'EM, UM, BY THE HUD NATIONAL OBJECTIVE, WHICH THIS ONE IS UNDER DECENT HOUSING.

THE CITY'S THE CITY OF PLANOS HOUSING REHABILITATION PROGRAM IS AN INTERNALLY RUN PROGRAM BY CITY STAFF AND IT PROVIDES BOTH EMERGENCY AND NON-EMERGENCY REPAIRS TO LOW-INCOME HOMEOWNERS.

SO LAST YEAR, 20 HOMEOWNERS RECEIVED EMERGENCY REPAIRS.

THE TOP THREE EMERGENCY REPAIRS THAT WE, UM, MADE ON HOMES HERE IN PLANO WERE HVAC, PLUMBING AND BROKEN WINDOWS.

AN ADDITIONAL EIGHT LOW-INCOME HOME BUYERS HERE IN PLANO RECEIVED A MORE SUBSTANTIAL HOUSING REHABILITATION.

THOSE THE TOP THREE, THERE WERE FOUNDATION SEWER LINE REPLACEMENT, AND WINDOWS FOR THE ENTIRE HOUSE.

UM, I ALSO WANT TO TELL YOU BEFORE I MOVE TO THE NEXT SLIDE, THE AVERAGE AGE OF THOSE THAT ARE, OF THIS, THESE HOUSEHOLDS, THESE 28, THE AVERAGE AGE OF THE HOUSEHOLD HOMEOWNER IS 69.

SO WE ARE SEEING THAT AGE BE CONSISTENT.

I'M ALMOST CERTAIN I SAID SOMETHING SIMILAR LAST YEAR WHEN I SPOKE TO YOU ABOUT THIS.

SO LET'S MOVE ON TO THE HUD OBJECTIVE OF SUITABLE LIVING ENVIRONMENT.

SUITABLE LIVING ENVIRONMENT.

I JUST WANT YOU TO THINK OF IT AS IMPROVING THE SOCIAL AND EMOTIONAL ENVIRONMENT OF A PLANO LOW INCOME RESIDENT.

WHEN YOU LOOK AT THAT, EACH OF THESE PROGRAMS HERE, UM, THEY ARE FUNDS THAT THE CITY OF PLANO RECEIVES FROM HUD AND WE PASS IT THROUGH.

WE DON'T TAKE ANY FUNDS OUT OF THIS.

SO WE HAVE TEXAS MUSLIM WOMEN'S FOUNDATION, THEY PROVIDED COUNSELING, CASE MANAGEMENT AND SHELTER SERVICES TO 37 SURVIVORS OF DOMESTIC VIOLENCE.

THEN WE HAVE THE HOMELESSNESS PREVENTION PROGRAM, WHICH IS RUN BY THE ASSISTANCE CENTER OF COLLIN COUNTY.

ONE.

AGAIN, I JUST, ONCE AGAIN, I JUST WANNA LET YOU KNOW A HUNDRED PERCENT OF THAT PROGRAM IS FUNDED TO THE ASSISTANCE CENTER.

THE CITY OF STAFF, CITY OF PLANO STAFF DOESN'T RECEIVE ANY ADMIN FUNDED FUNDING OR ANYTHING FROM THAT PROGRAM, BUT THEY PROVIDED 116 PLANO RESIDENTS WITH RENT UTILITY ASSISTANCE TO KEEP THEM HOUSED INSTEAD OF BECOMING HOMELESS.

WHEN YOU LOOK AT THE BOYS AND GIRLS CLUB OF COLLIN COUNTY, THEY PROVIDED AFTER SCHOOL AS WELL AS SUMMER TRAININGS AND CLASSES TO 42 OF OUR AT-RISK YOUTH HERE IN PLANO.

AND FINALLY, I'M GONNA END HERE WITH, UM, THE FAMILY PLACE WHO PROVIDED COUNSELING TO OUR YOUTH THAT ARE SURVIVORS OF FAMILY VIOLENCE, SOME OF THEM DOMESTIC VIOLENCE.

SO YOU ALL HAVE BEEN GRACIOUS AS A CITY COUNCIL TO ALWAYS SET ASIDE $2 PER CAPITA IN THE FORM OF A BUFFINGTON COMMUNITY SERVICE GRANT FUNDS.

IN THIS CAPER REPORT, WE ALWAYS WANNA MAKE SURE THAT WE HIGHLIGHT TO HUD THAT WE DO SPEND OUR OWN MONEY TO HELP PLANO RESIDENTS AS WELL.

SO WE, UM, WERE ABLE TO ASSIST OVER 3,800 HOUSEHOLDS.

PEOPLE, LET ME REPHRASE THAT.

OVER 3,800 PEOPLE THROUGH 18 ORGANIZATIONS.

WE PROVIDED THEM WITH ANYTHING

FROM, FROM SENIOR SERVICES TO TRANSITIONAL HOUSING, TO YOUTH PROGRAMS, COUNSELING, MEALS, EDUCATION, A LAUNDRY LIST OF SERVICES WERE PROVIDED THROUGH THE BUFFINGTON COMMER COMMUNITY SERVICES GRANT FUNDS.

THEN YOU ALL HAVE ALREADY HEARD THIS, WE ASSISTED 31 PEOPLE WITH OUR H-H-S-P-L HOMELESS HOUSING AND SERVICES PROGRAM THIS PAST YEAR.

UM, AND THAT IS FUNDED THROUGH THE STATE DEPARTMENT.

THE REASON IT'S IN THIS CAPER REPORT IS BECAUSE IT DOES HELP US FURTHER THE CONTINUUM OF CARE.

WHEN I MENTION THE CONTINUUM OF CARE, I'M TALKING ABOUT THE CONTINUUM OF CARE TO ASSIST THOSE THAT ARE HA UNHOUSED.

IF YOU'RE NOT FAMILIAR, IT'S, UH, ON PARK BOULEVARD, JUST WEST OF PRESTON ROAD, ACTUALLY JUST WEST OF VENTURA.

UH, THE PHOTO ON THE RIGHT ARE, THE IMAGE ON THE RIGHT IS A RENDERING OF WHAT THAT, UH, BUILDING WILL LOOK LIKE WHEN IT'S COMPLETE FOR A PROJECT SUMMARY.

FROM A HISTORY STANDPOINT, THIS WAS, UH, THE RENOVATION OF THIS WAS APPROVED WITH THE 2021 BOND REFERENDUM.

UH, THE SCOPE ITSELF, UH, INCLUDES THE EXPANSION OF THE APPARATUS BAY AND STORAGE.

THAT'S THE LARGE BLOCK OF RED THAT YOU SEE ON YOUR LEFT.

UH, IT ALSO INCLUDES ADDITIONAL EXTERIOR VEHICLE PARKING, UH, RENOVATION OF THE INTERIOR, UH, DUE TO SIZE CONSTRAINTS.

UH, THE APPROXIMATE SQUARE FOOTAGE IS INCREASING BY OVER 6,000 SQUARE FEET.

UH, TONIGHT THE CONSIDERATION IS TO AWARD THE CONSTRUCTION.

THIS IS A CMAR AND GUARANTEED MAXIMUM PRICE, UH, JUST OVER $10 MILLION.

I APOLOGIZE FOR THE DATE IT WAS SUPPOSED TO BE YESTERDAY, BUT THE CONSTRUCTION IS EXPECTED TO START IN JANUARY OF NEXT YEAR AND RUN UNTIL THE, UH, APRIL, 2025.

UH, OBVIOUSLY THE DESIGN HAS BEEN COMPLETE.

UH, THERE ARE SOME OTHER DESIGN COMPONENTS LIKE MATERIAL TESTING, UH, ASBESTOS, UH, THINGS LIKE THAT THAT ARE INCLUDED WITH DESIGN.

AND THEN THERE WILL BE SOME OTHER ADDITIONAL COSTS.

UH, WE HAVE TO TEMPORARY RELOCATE, UH, FIRE DEPARTMENT STAFF THAT WILL BE IN THAT BUILDING.

THERE'S SOME UTILITIES THAT HAVE TO BE ADJUSTED, UH, AS WELL AS SOME TECHNOLOGY EQUIPMENT, UH, AND FURNITURE.

AND WITH THAT, I'LL BE HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE.
