]SO TONIGHT WE HAVE THE, UH, PRIVILEGE OF, OF, UH, READING SOME PROCLAMATIONS THAT WE'RE SO PROUD TO DO.FIRST PROCLAMATION IS THE MUNICIPAL COURT WEEK, WHICH IS NOVEMBER 6TH THROUGH 10TH, WHICH WAS RIGHT IN THE MIDDLE OF IT.
I'D LIKE TO CALL FORWARD OUR CHIEF MUNICIPAL COURT JUDGE, PAUL MCNULTY, KAREN FETCH COVE MUNICIPAL ADMINISTRATOR, AND ANY OTHER JUDGES OR COURT CLERKS THAT ARE HERE.
AND WHEREAS PRESCRIBED BY THE 86TH TEXAS LEGISLATURE AND HOUSE RESOLUTION 1658 MUNICIPAL COURT WEEK IS A WEEK DEDICATED TO APPRECIATING THE CONTRIBUTIONS THAT TEXAS MUNICIPAL COURTS MAKE TO THE SAFETY AND WELLBEING OF OUR COMMUNITIES.
WHEREAS THE PLANO MUNICIPAL COURT JUDGES, COURT CLERKS, AND OTHER STAFF DEMONSTRATE COMMITMENT TO THE STANDARDS OF EXCELLENCE SET BY THE CITY OF PLANO AND IN CONFORMANCE WITH THE CANNONS OF JUDICIAL CONDUCT THROUGH THEIR PROFESSIONALISM, EXPERTISE, AND FAIRNESS IN SERVICE TO ALL.

NEXT PROCLAMATION, I'M HONORED, UH, THAT ON NOVEMBER 11TH IS VETERAN'S DAY A DAY TO HONOR ALL WHO SERVED.SO I'D LIKE TO READ THE VETERANS DAY PROCLAMATION, WHEREAS VETERANS DAY IS A NATIONAL AND STATE HOLIDAY THAT SERVES AS AN IMPORTANT REMINDER FOR AMERICANS TO PAUSE AND RECOGNIZE OUR COURAGEOUS MILITARY MEMBERS WHO HAVE HONOR HONORABLY SERVED IN ANY BRANCH OF THE ARMED FORCES OF THE UNITED STATES.

IS HUNGER AND HOMELESSNESS AWARENESS WEEK NOVEMBER 18TH, 11TH THROUGH THE 18TH, I'D LIKE TO CALL FORWARD LORI SCHWARTZ, DIRECTOR OF NEIGHBORHOOD SERVICES, SHANETTE EDEN HOUSING AND COMMUNITY SERVICES MANAGER SANDRA OTTINGER, COMMUNITY SERVICE GRANTS ADMINISTRATOR AND DANIELLE DAVIS, HOMELESS SERVICES COORDINATOR.WHEREAS EACH YEAR, THE WEEK BEFORE THANKSGIVING IS RECOGNIZED AS HUNGER AND HOMELESSNESS AWARENESS WEEK, A TIME TO ENCOURAGE THE PUBLIC TO TAKE ACTION ON THE ISSUES OF HO HUNGER AND HOMELESSNESS.

ONE OF THE THINGS THAT, UM, WE ALWAYS HEAR IS HOW CAN WE HELP? I THINK A LOT OF PEOPLE DON'T KNOW HOW TO HELP PEOPLE THAT ARE UNSHELTERED OR HUNGRY.
UM, WE HAVE A COUPLE OF SUGGESTIONS WE'D LIKE TO MAKE TO YOU.
ONE IS WE HAVE A TON OF LOCAL NONPROFITS THAT ARE HELPING PEOPLE BE HOUSED AND TO FEED THEM.
WE WOULD ENCOURAGE YOU TO GET INVOLVED AND TO, TO TRY AND SERVE WITH THEM OR SUPPORT THEM.
THE OTHER THING THAT WE'D LIKE TO SHARE, UM, THAT WAS MENTIONED IN THE PROCLAMATION IS, IS THAT WE PROVIDE, UM, HOMELESS KITS.
UM, AND SO WE DO CARE PACKAGES, BOTH HYGIENE AND FOOD PACKAGES.

SO PLAINTIFF'S COMMUNICATIONS AND COMMUNITY OUTREACH OUTREACH DEPARTMENT WORKED WITH THE PLANO POLICE DEPARTMENT VICTIM SERVICES UNIT AND LIFEPATH SYSTEMS TO CREATE A[00:15:01]
PUBLIC SERVICE ANNOUNCEMENT VIDEO SERIES.THE SERIES HAS RECEIVED NUMEROUS STATE AND NATIONAL AWARDS, AND SINCE THE YEAR 2000 SUICIDE MORTALITY RATES IN TEXAS HAVE INCREASED NEARLY 37%.
LIFEPATH SYSTEMS IS THE DESIGNATED BEHAVIORAL HEALTH AND INTELLECTUAL AND DEVELOPMENTAL DISABILITIES AUTHORITY FOR COLLIN COUNTY.
RECOGNIZING THE IMPACT OF SUICIDE ON SURVIVING FAMILY MEMBERS.
SEVERAL YEARS AGO, LIFEPATH ADDED COUNSELING AND FAMILY SUPPORT PROGRAMS. LIFEPATH SELECTED FIVE INDIVID INDIVIDUALS WHO HAD USED ITS ADULT COUNSELING SERVICES TO BE HIGHLIGHTED TO SHOW THAT ANYONE CAN BE A VICTIM OF SUICIDE.
SUICIDE HAS A NEGATIVE IMPACT ON THOSE LEFT BEHIND, AND THERE IS HOPE AND HEALING FOR THOSE LEFT BEHIND TO ENCOURAGE INDIVIDUALS TO TAKE ADVANTAGE OF RESOURCES AVAILABLE TO SURVIVING FAMILY AND FRIENDS.
IN THE INTEREST OF TIME, WE'RE NOT GOING TO PLAY ANY OF THE VIDEOS, BUT WE'RE DISPLAYING A LINK TO WHERE YOU CAN WATCH THE SERIES.
THE PSSAS WERE VERY EFFECTIVE WITH A SIGNIFICANT NUMBER OF VIDEO VIEWS AND INCREASED CONTACTS FROM THE COMMUNITY RELATED TO THE PROGRAMS. THE CITY SUBMITTED THE SERIES FOR A NUMBER OF AWARD COMPETITIONS AND THOSE AWARDS RECEIVED WERE AWARD OF DISTINCTION FROM THE NATIONAL ASSOCIATION OF TELECOMMUNICATION OFFICERS AND ADVISORS FIRST PLACE PROGRAMMING AWARD FROM THE TEXAS ASSOCIATION OF TELECOMMUNICATION OFFICERS AND ADVISORS, THE SAVVY AWARD FROM THE CITY COUNTY COMMUNICATIONS AND MARKETING ASSOCIATION, AND THE TAMI AWARD, TAMI FROM THE TEXAS ASSOCIATION OF MUNICIPAL INFORMATION OFFICERS.
TODAY WE'RE PLEASED TO HAVE WITH US REPRESENTATIVES FROM LIFEPATH SYSTEMS, THE PLANO POLICE DEPARTMENT'S VICTIM SERVICES UNIT, AND THE CITY'S COMMUNICATIONS AND COMMUNITY OUTREACH DEPARTMENT.

UM, AND WE ALSO WORK CLOSELY WITH SCHOOLS, WITH HOSPITALS, LAW ENFORCEMENT AND OTHER PROVIDERS TO ENSURE INDIVIDUALS RECEIVE THE SERVICES AND SUPPORTS THAT ARE NECESSARY TO MAINTAIN THEIR INDEPENDENCE IN THE COMMUNITY.

IT'S BEEN A GREAT PLEASURE OF MINE TO TRAIL RIDE SEVERAL TIMES A WEEK THROUGH DESIGNATED SECTIONS OF OAK POINT AND BOB WOODRUFF PARKS.
PEOPLE OFTEN SMILE WHEN THEY SEE MY HORSE AND SOMETIMES STOP ME TO TAKE A PICTURE, ASK TO PET HER AND OR HAVE A CONVERSATION USUALLY CENTERED ON HORSES AS CYCLISTS, RUNNERS, WALKERS AND PEOPLE ON SCOOTERS HAVE A DESTINATION IN MIND WHEN THEY SET OUT.
ONE OF MY FAVORITE DESTINATIONS OVER THE PAST TWO YEARS HAS BEEN LOS RIOS PARK AND THE POCKET OF WOODS AT THE SOUTH END.
IT IS A LOVELY PLACE TO RIDE, AND I RARELY SEE ANYONE THERE EXCEPT LAWNMOWERS.
ONCE IN A WHILE I WAS UNAWARE AND SADDENED TO HEAR THAT THIS UNDERUTILIZED PARK WAS OFF LIMITS TO EQUESTRIANS.
THE MAP YOU HAVE HAVE IS OF THE FUTURE PLANS FOR LOS RIOS PARK POSTED ON THE PLANO PARK'S WEBSITE, MINUS THE RED AND YELLOW MARKINGS.
AS THE CITY'S PARKS CONTINUE TO EXPAND AND DEVELOP TO ENHANCE AND ENRICH THE LIVES OF ITS GROWING POPULATION, MY HOPE IS EQUESTRIANS ALSO CAN BE INCLUDED IN THE EXPANSION.
THE PARK IS EASILY ACCESSED FROM A CURRENT EQUESTRIAN AREA TO THE NORTH.
WE ASK FOR A CORRIDOR TO REACH THE DESIRABLE WOODS AT THE SOUTH END, WHICH BY THE WAY, HAVE ALSO BEEN DISCOVERED BY NON EQUESTRIANS.
THE YELLOW LINE SUGGESTING SUCH A ROUTE IS THE WAY WE HAVE RIDDEN THROUGH THE PARK FOR THE PAST TWO YEARS.
PLANO RESIDENT DOTTIE LANE HAS LIVED ON LOS RIOS PARK SINCE 2013, WHEN IT WAS STILL A GOLF COURSE.
SHE'S WITH US TONIGHT UP THERE, SHE'S RAISING HER HAND.

AND THAT IS SO UNIQUE AROUND THE COUNTRY.
BOSTON, SAN DIEGO, RALEIGH, SAN FRANCISCO.

BUT BECAUSE OF THE AMOUNT OF JOBS WE'RE GOING TO CREATE AND THE IMPACT THAT WE'RE GONNA HAVE, WE HAVE TO MAKE SURE THAT WE HAVE ENOUGH HOUSING TO BE ABLE TO DO THIS.
IT'S PROBABLY THE LOWEST LEVEL FROM AN INVESTMENT AND A DEVELOPMENT STANDPOINT TO BUILD APARTMENTS THERE.
IF WE COULD BUILD MORE MANUFACTURING FACILITIES, PRODUCTION FACILITIES, IT WOULD MAKE MORE SENSE TO US ECONOMICALLY.
BUT WE REALLY FEEL IN ORDER TO HAVE THE CAMPUS THAT WE'RE LOOKING TO HAVE.
AND ONE OF THE GREAT THINGS, I MEAN, I'M A RESIDENT OF PLANO, UH, YOU KNOW, APARTMENT OCCUPANCY IS VERY, VERY HIGH HERE.
AND SO WE'VE GOT TO MAKE SURE THAT WE CAN BUILD THAT AT THE RIGHT TIME.
SO WHAT WE'VE NEGOTIATED WITH THE CITY, UH, STAFF AND THE CITY MANAGER'S OFFICE, WE'RE VERY COMFORTABLE WITH IN TERMS OF HOW THAT GETS IMPLEMENTED.
HERE IS A VIEW OF THE WESTERN SIDE, WHERE WE'RE BUILDING THIS NINE ACRE PARK THAT'S GONNA LEAD INTO THE GRAND HALL.

AND I AGREE IT'S A NECESSARY COMPONENT, BUT IN REVIEWING THE, UH, PACKET AND THE P AND Z MEETING, I BELIEVE THERE'S THAT THESE APARTMENTS ARE NOT GOING TO BE RESERVED AT ALL FOR EMPLOYEES OF THE CAMPUS.
IS THAT ACCURATE? WE'RE, WE'RE, WE'RE NOT GOING TO DO THAT.
WE'RE OPENING THAT UP TO THE PUBLIC.

UM, NOW SECOND, EVEN WITH THE PHASING REQUIREMENTS THAT SO MUCH RECEIVE THE CERTIFICATE OF OCCUPANCY BEFORE YOU EVEN GET THE BUILDING PERMIT FOR THE APARTMENTS, IF THE JOBS ARE THERE FIRST, THEN THE PEOPLE WHO ALREADY HAVE THE JOBS WILL HAVE FOUND SOMEWHERE ELSE TO LIVE.
THEY'RE NOT GOING TO INCUR THE PAIN OF MOVING JUST TO MOVE A MILE CLOSER TO, UH, WHERE THEY'RE WORKING IN.
IF, IF IT WERE THE OPPOSITE, IF THE APARTMENTS WERE BUILT FIRST BEFORE ANYTHING ELSE, THEN YOU CITED THE HIGH DEMAND FOR HOUSING IN PLANO.

WHEN YOU TAKE A LOOK AT THESE INTEREST RATES, A YOUNG COUPLE NOW THAT'S GOING TO GO OUT THERE AND TRY TO BUY A HOUSE, THEIR PAYMENT IS TWO TIMES WHAT, OR TWICE WHAT IT WOULD BE WOULD'VE BEEN 15 MONTHS AGO.
THERE'S A BIG DIFFERENCE BETWEEN 3.75% INTEREST RATE.
AND NOW MORTGAGES ARE 7.5, 7.75%.

HE SAID, YOU DON'T BUILD COMMUNITIES WITH APARTMENTS AND RENTALS, AND PEOPLE DON'T BUY WEALTH LIVING IN APARTMENTS.
I WANT TO BUILD HOUSES WHERE PEOPLE CAN RAISE THEIR KIDS AND LIVE THEIR, THEIR ENTIRE LIFE.
CLEARLY THIS MAN CARES ABOUT HIS PEOPLE.
ALSO, ACCORDING TO A STUDY PUBLISHED IN THE BRITISH MEDICAL JOURNAL'S JOURNAL OF EPIDEMIOLOGY AND COMMUNITY HEALTH RENTING IS SO STRESSFUL THAT IT LEADS TO FASTER BIOLOGICAL AGING THAN HOME OWNERSHIP.
IT IS SO STRESSFUL THAT IT IMPACTS ON BIOLOGICAL AGE WAS ALMOST DOUBLE THAT OF UNEMPLOYMENT AND 50% GREATER THAN LIVING.
AS A FORMER SMOKER, I WOULD BE FOR THIS DEVELOPMENT IF THE DEVELOPER, IF THE DEVELOPER BUILT BUYABLE HOUSING FOR ONLY THEIR EMPLOYEES, WHEN THE EMPLOYEE WANTS TO SELL THE COMPANY OR ITS WORKERS GET THE FIRST OPTION TO BUY.
IF RENTALS ARE BUILT, THEY NEED TO BE ONLY FOR THE PEOPLE WHO WILL BE WORKING IN THE DEVELOPMENT.
HOWEVER, IT IS BETTER FOR THE WORKERS AND NEIGHBORHOOD TO BUILD HOMES TO BUY THAN TO RENT.
I HOPE THIS DEVELOPER AND COUNCIL CARE ABOUT THE PEOPLE TO BUILD VIABLE HOMES THAN TEMPORARY RENTALS.
ALSO, INTEREST RATES WILL GO DOWN AGAIN.
I WAS AROUND AT A TIME WHEN INTEREST RATES WERE 21% AND PEOPLE STILL BOUGHT HOMES AND THEY'RE ONLY AT 8% AND WILL GO DOWN IN THE FUTURE.
WE WILL NOT BE IN INFLATION FOREVER, FOLKS.

AND I BELIEVE THAT THIS IS ONE OF THOSE.
I I I THINK THAT THIS HAS THE CHANCE TO BE A TRANSFORMATIONAL REDEVELOPMENT FOR THE CITY OF PLANO.
UH, IT MAKES IT A RARE CASE LIKE THE COLIN CREEK MALL REDEVELOPMENT, WHERE, UH, WE'RE WE'RE ACTUALLY A, A FAR GREATER NUMBER, THREE TIMES AS MANY APARTMENTS WERE APPROVED AS PART OF THAT.
UM, THIS IS CURRENTLY THE LARGEST OFFICE VACANCY, UH, IN PLANO, IF I'M NOT MISTAKEN.
UH, THE, UH, UH, THE COST TO REDEVELOP THIS AS A LIFE SCIENCES, UH, UH, DEVELOPMENT IS EXTREMELY HIGH.
THAT'S GOING TO DELIVER BENEFITS FOR OUR TAX BASE TAKING, UH, PROPERTY TAX STRESS OFF OF HOMEOWNERS.
UM, AND THERE ARE NO ISSUES WITH NEIGHBORHOOD ADJACENCY, UH, FOR THIS.
UM, I'M ALSO PERSUADED BY THE FACT THAT THAT LIFE SCIENCES IS DIFFERENT FROM OTHER EMPLOYMENT USES IN THAT IT, YOU KNOW, WE'VE SEEN THAT IT NEEDS, UH, THIS HOUSING COMPONENT TO ACTIVATE THE, UH, THE LIFE SCIENCES CAMPUS.
UM, THAT MAKES IT DIFFERENT FROM, YOU KNOW, THE GENERAL, UH, PROHIBITION AND THE COMPREHENSIVE PLAN ABOUT COMMERCIAL EMPLOYMENT, UH, NOT, UH, BEING SUITABLE FOR RESIDENTIAL USE.
UH, BECAUSE THIS IS SPECIFICALLY LIFE SCIENCES BECAUSE IT IS THE, THE FACT THAT IT IS, IT, IT IS SPECIFICALLY LIFE SCIENCES THAT MAKES THE DIFFERENCE, THAT MAKES, UH, RESIDENTIAL APPROPRIATE AS A PART OF THIS LIFE SCIENCES CAMPUS.
THAT'S WHY I HAVE, I, YOU KNOW, AND OTHERS ON THIS COUNCIL HAVE PUSHED SO HARD FOR LANGUAGE IN THIS ZONING ORDINANCE THAT MAKES SURE THAT THIS WILL BE A, SPECIFICALLY A LIFE SCIENCES CAMPUS AND ONLY A LIFE SCIENCES CAMPUS AS I KNOW THE DEVELOPER ENVISIONS IT TO BE.

THAT'S WHY THESE CHANGES THE CHANGE TO, TO, YOU KNOW, TO MAKE SURE THAT THE EDS, UH, CAMPUS, UH, YOU KNOW, THE, THE, THE EXISTING 946,700 SQUARE FOOT EDS, UH, BUILDING ALONG WITH THE TWO, UH, THERAPEUTIC MANUFACTURING FACILITIES, UH, WILL BE LIFE SCIENCES.UM, ALONG WITH THE PHASING THAT, UH, COMMITS THE DEVELOPER TO EVEN MORE DEVELOPMENT THAN WHAT THE PLANNING AND ZONING COMMISSION APPROVED MORE LIFE SCIENCES DEVELOPMENT, UH, BEFORE OR CONCURRENT WITH THE, UH, MULTIFAMILY DEVELOPMENT IS SO IMPORTANT.
UM, IF THIS IS FULLY REALIZED, IT WILL BE 6.1 MILLION SQUARE FEET, UH, OF WHICH 995,000 WILL BE MULTIFAMILY.
SO THIS IS NOT A CASE WHERE THE TAIL IS WAGGING THE DOG.
YOU KNOW, SOMETIMES WE GET PEOPLE COMING IN HERE AND THEY, THEY TALK ABOUT REDEVELOPING AN OFFICE CAMPUS, BUT REALLY THEY'RE JUST TALKING ABOUT BUILDING APARTMENTS.
THIS IS A, A TRANSFORMATIONAL REDEVELOPMENT FOR THE CITY OF PLANO.
AND THE, THE HOUSING IS TRULY ANCILLARY TO THAT.
UM, THE, THE PHASING, UH, REQUIRES, UH, YOU KNOW, EVEN IN A WORST CASE SCENARIO, AT LEAST 1.7 MILLION SQUARE FEET OF, OF, UH, OF THAT, UH, LIFE SCIENCES DEVELOPMENT, OR AT LEAST THE, THE EDS BUILDING WOULD BE PRIMARILY, UH, LIFE SCIENCES.
SO, IN CONCLUSION THAT YOU'RE WELCOME, MAYOR FOR, UH, NO, I I, I, I HAVE AN EXTREMELY, I HAVE AN EXTREMELY HIGH BAR FOR APPROVING MULTIFAMILY HOUSING IN THE CITY OF PLANO.
UH, AND YOU KNOW, SOME FOLKS MAY, MAY DISAGREE WITH THIS DECISION, BUT PLEASE TRUST THAT I DO HAVE AN EXTREMELY HIGH BAR FOR THAT.
BUT THE COMMITMENTS THAT THIS DEVELOPER HAVE MADE TO MAKE THIS A TRULY EXCEPTIONAL DEVELOPMENT, MEET THAT HIGH BAR, AND THE PHASING AND THE OTHER LANGUAGE THAT WE'VE PUT IN THE ORDINANCE IS GOING TO HOLD THE DEVELOPER, UH, TO THOSE COMMITMENTS TO ENSURE THAT THIS IS, UH, A TRULY EXCEPTIONAL DEVELOPMENT AND THAT THE MULTIFAMILY WILL BE A MINORITY COMPONENT OF THE DEVELOPMENT.
SO, ACCORDINGLY, I'M GOING TO VOTE IN FAVOR, UH, OF THIS EXCEPTIONAL LIFE SCIENCES CAMPUS.
AND, UH, I, I GUARANTEE WE AT THE CITY ARE GONNA HOLD THE DEVELOPER TO WHAT I KNOW THE DEVELOPER GENUINELY ATTENDS, WHICH IS TO BUILD A FIRST RATE, YOU KNOW, WORLD-CLASS, LIFE SCIENCES CAMPUS.
CURRENTLY WE HAVE AN EXTRAORDINARY BUILDING IN CAMPUS THAT IS VACANT, NOT GENERATING ANY REVENUE, AND WITH WHAT YOU'RE PROPOSING, IT'S GONNA BE ALTERING FOR THE CITY.
IT IS, UM, LIFE SCIENCES IN ITSELF, ALTER CITIES.
CASE IN POINT, WHEN YOU LOOK AT RESEARCH TRIANGLE PARK IN NORTH CAROLINA, IT WAS A TOBACCO FARMING AREA AT ONE TIME.
NOW IT'S ONE OF THE PREMIER AREAS IN THE COUNTRY FOR R AND D FOR MEDICAL TECHNOLOGY.
JUST LOOKING AT WHAT WE'RE TALKING ABOUT PRODUCING ON AN ANNUAL BASIS, SALARY WISE, THE FIRST PHASE THEY'RE GOING TO, ON A BALLPARK WITH NUMBERS, YOU GAVE ME 240 MILLION ON THE LOW END OF RE OF SALARIES ON PHASE TWO.
WHEN YOU LOOK AT THE TOTAL NUMBER OF EMPLOYEES, IT'S FROM 540 MILLION TO 675 MILLION.
I'D LIKE TO SEE A LOT OF THAT SALARY STAY IN PLANO.
AND SO WHEN WE LOOK AT THE APARTMENT COMPLEX, WHICH BY THE WAY, I DID RESEARCH INTO COLLEGE AND I WOULD'VE LOVED TO HAVE LIVED NEXT TO THE RESEARCH FACILITY.
I COULD HAVE WALKED HOME AFTER THE GC WENT DOWN.
YOU KNOW, THOSE ARE GREAT, BUT HAVING TO DRIVE, WELL, THAT'S WHAT YOU HAVE TO TAKE INTO ACCOUNT.
BUT TO HAVE 776 APARTMENTS ACROSS THE STREET FROM LEGACY, THE SHOPS OF LEGACY, THAT'LL BE A BIG BOOST FOR THEM, PARTICULARLY WHEN THEY HAVE SALARY RANGES FROM 120 TO 150,000 A YEAR.
SO WITH THAT IN MIND, I SEE IT AS BEING VITAL FOR THE GROWTH AND VIBRANCY OF THE CITY OF PLANO.
I'M IN FAVOR OF THIS MAYOR PROTO.
THERE'S BEEN A, A LOT OF TALK TONIGHT ABOUT, YOU KNOW, THIS MAY NOT HAPPEN.

AND FOR WHAT IT MIGHT MEAN FOR OUR FUTURE WHEN IT COMES TO THE MULTIFAMILY.
I'VE, UH, LONG SAID THAT BECAUSE MORE THAN A THIRD OF OUR HOUSING IS NOW MULTIFAMILY.
AND WHEN CERTAIN PROJECTS ARE COMPLETED, THAT'LL BE CLOSER TO 40% THAT ANY ADDITIONAL MULTIFAMILY NEEDS TO MAKE A WHOLE LOT OF SENSE.
AND I CAN'T LOGICALLY GET TO THE POSITION THAT, UM, 775 UNITS OPEN TO THE GENERAL PUBLIC, WHICH I THINK WOULD BE SUBSTANTIALLY OCCUPYING THOSE UNITS IS CRITICAL FOR THE DEVELOPMENT OF THE CAMPUS.
IF THESE WERE PROPOSED TO BE CONDOS OR SOMETHING THAT COULD BE OWNED, I'D BE HAPPY WITH TWICE AS MANY UNITS, BECAUSE I BELIEVE WE HAVE A DEARTH OF THAT IN PLANO.
UH, BUT AS IT STANDS, I'M AFRAID I CAN'T GET ON BOARD WITH THIS.
UM, IT SOUNDS LIKE I'M IN THE MINORITY, BUT, UH, BUT THAT'S HOW IT STANDS.
