FIRST PROCLAMATION IS THE MUNICIPAL COURT WEEK, WHICH IS NOVEMBER 6TH THROUGH 10TH, WHICH WAS RIGHT IN THE MIDDLE OF IT.

I'D LIKE TO CALL FORWARD OUR CHIEF MUNICIPAL COURT JUDGE, PAUL MCNULTY, KAREN FETCH COVE MUNICIPAL ADMINISTRATOR, AND ANY OTHER JUDGES OR COURT CLERKS THAT ARE HERE.

AND WHEREAS PRESCRIBED BY THE 86TH TEXAS LEGISLATURE AND HOUSE RESOLUTION 1658 MUNICIPAL COURT WEEK IS A WEEK DEDICATED TO APPRECIATING THE CONTRIBUTIONS THAT TEXAS MUNICIPAL COURTS MAKE TO THE SAFETY AND WELLBEING OF OUR COMMUNITIES.

WHEREAS THE PLANO MUNICIPAL COURT JUDGES, COURT CLERKS, AND OTHER STAFF DEMONSTRATE COMMITMENT TO THE STANDARDS OF EXCELLENCE SET BY THE CITY OF PLANO AND IN CONFORMANCE WITH THE CANNONS OF JUDICIAL CONDUCT THROUGH THEIR PROFESSIONALISM, EXPERTISE, AND FAIRNESS IN SERVICE TO ALL.

AND WHEREAS IT IS MOST APPROPRIATE THAT WE RECOGNIZE THE CRITICAL ROLE THAT THE PLANO MUNICIPAL COURT PLAYS IN PRESERVING PUBLIC SAFETY, PROTECTING QUALITY OF LIFE, DETERRING FUTURE CRIME, AND PROVIDING A FAIR FORUM FOR THE ADMINISTRATION OF JUSTICE.

NEXT PROCLAMATION, I'M HONORED, UH, THAT ON NOVEMBER 11TH IS VETERAN'S DAY A DAY TO HONOR ALL WHO SERVED.

SO I'D LIKE TO READ THE VETERANS DAY PROCLAMATION, WHEREAS VETERANS DAY IS A NATIONAL AND STATE HOLIDAY THAT SERVES AS AN IMPORTANT REMINDER FOR AMERICANS TO PAUSE AND RECOGNIZE OUR COURAGEOUS MILITARY MEMBERS WHO HAVE HONOR HONORABLY SERVED IN ANY BRANCH OF THE ARMED FORCES OF THE UNITED STATES.

AND WHEREAS PLANO HAS EXHIBITED OVERWHELMING PRIDE FOR ALL WHO HAVE SERVED IN THE PAST IN THE ARMY, MARINES, NAVY, AIR FORCE, COAST GUARD, MERCHANT MARINES, AND IT FEELS FITTING AND APPROPRIATE TO PRAISE THEIR SELFLESS SERVICE, SACRIFICES AND ACT OF BRAVERY THAT ALLOW AMERICANS TO ENJOY THE ABUNDANCE OF FREEDOM TODAY AND EVERY DAY.

IS HUNGER AND HOMELESSNESS AWARENESS WEEK NOVEMBER 18TH, 11TH THROUGH THE 18TH, I'D LIKE TO CALL FORWARD LORI SCHWARTZ, DIRECTOR OF NEIGHBORHOOD SERVICES, SHANETTE EDEN HOUSING AND COMMUNITY SERVICES MANAGER SANDRA OTTINGER, COMMUNITY SERVICE GRANTS ADMINISTRATOR AND DANIELLE DAVIS, HOMELESS SERVICES COORDINATOR.

WHEREAS EACH YEAR, THE WEEK BEFORE THANKSGIVING IS RECOGNIZED AS HUNGER AND HOMELESSNESS AWARENESS WEEK, A TIME TO ENCOURAGE THE PUBLIC TO TAKE ACTION ON THE ISSUES OF HO HUNGER AND HOMELESSNESS.

AND WHEREAS THIS PERIOD WILL HIGHLIGHT THE DIFFICULTY AND LONELINESS OF THOSE WITHOUT A HOME AND LIVING IN POVERTY AND INSPIRE RESIDENTS TO HELP INCLUDING VOLUNTEERING AND PLANOS ANNUAL HOMELESS CENSUS.

AND WHEREAS THE ANNUAL HOMELESS CENSUS WILL TAKE PLACE IN PLANO ON JANUARY 25TH, 2024.

AND RESIDENTS ARE ENCOURAGED TO PARTICIPATE BY COLLECTING PACKAGES AND VOLUNTEERING THEIR TIME ON THE NIGHT OF THE HOMELESS CENSUS.

ONE OF THE THINGS THAT, UM, WE ALWAYS HEAR IS HOW CAN WE HELP? I THINK A LOT OF PEOPLE DON'T KNOW HOW TO HELP PEOPLE THAT ARE UNSHELTERED OR HUNGRY.

UM, WE HAVE A COUPLE OF SUGGESTIONS WE'D LIKE TO MAKE TO YOU.

ONE IS WE HAVE A TON OF LOCAL NONPROFITS THAT ARE HELPING PEOPLE BE HOUSED AND TO FEED THEM.

WE WOULD ENCOURAGE YOU TO GET INVOLVED AND TO, TO TRY AND SERVE WITH THEM OR SUPPORT THEM.

THE OTHER THING THAT WE'D LIKE TO SHARE, UM, THAT WAS MENTIONED IN THE PROCLAMATION IS, IS THAT WE PROVIDE, UM, HOMELESS KITS.

UM, AND SO WE DO CARE PACKAGES, BOTH HYGIENE AND FOOD PACKAGES.

UM, YOU CAN GO TO THE BACK OF THE ROOM TONIGHT IF YOU'RE HERE IN, UM, THE, UH, COUNCIL CHAMBERS AND GET A LIST OF HOW TO PUT THOSE TOGETHER.

SO PLAINTIFF'S COMMUNICATIONS AND COMMUNITY OUTREACH OUTREACH DEPARTMENT WORKED WITH THE PLANO POLICE DEPARTMENT VICTIM SERVICES UNIT AND LIFEPATH SYSTEMS TO CREATE A

PUBLIC SERVICE ANNOUNCEMENT VIDEO SERIES.

THE SERIES HAS RECEIVED NUMEROUS STATE AND NATIONAL AWARDS, AND SINCE THE YEAR 2000 SUICIDE MORTALITY RATES IN TEXAS HAVE INCREASED NEARLY 37%.

LIFEPATH SYSTEMS IS THE DESIGNATED BEHAVIORAL HEALTH AND INTELLECTUAL AND DEVELOPMENTAL DISABILITIES AUTHORITY FOR COLLIN COUNTY.

RECOGNIZING THE IMPACT OF SUICIDE ON SURVIVING FAMILY MEMBERS.

SEVERAL YEARS AGO, LIFEPATH ADDED COUNSELING AND FAMILY SUPPORT PROGRAMS. LIFEPATH SELECTED FIVE INDIVID INDIVIDUALS WHO HAD USED ITS ADULT COUNSELING SERVICES TO BE HIGHLIGHTED TO SHOW THAT ANYONE CAN BE A VICTIM OF SUICIDE.

SUICIDE HAS A NEGATIVE IMPACT ON THOSE LEFT BEHIND, AND THERE IS HOPE AND HEALING FOR THOSE LEFT BEHIND TO ENCOURAGE INDIVIDUALS TO TAKE ADVANTAGE OF RESOURCES AVAILABLE TO SURVIVING FAMILY AND FRIENDS.

IN THE INTEREST OF TIME, WE'RE NOT GOING TO PLAY ANY OF THE VIDEOS, BUT WE'RE DISPLAYING A LINK TO WHERE YOU CAN WATCH THE SERIES.

THE PSSAS WERE VERY EFFECTIVE WITH A SIGNIFICANT NUMBER OF VIDEO VIEWS AND INCREASED CONTACTS FROM THE COMMUNITY RELATED TO THE PROGRAMS. THE CITY SUBMITTED THE SERIES FOR A NUMBER OF AWARD COMPETITIONS AND THOSE AWARDS RECEIVED WERE AWARD OF DISTINCTION FROM THE NATIONAL ASSOCIATION OF TELECOMMUNICATION OFFICERS AND ADVISORS FIRST PLACE PROGRAMMING AWARD FROM THE TEXAS ASSOCIATION OF TELECOMMUNICATION OFFICERS AND ADVISORS, THE SAVVY AWARD FROM THE CITY COUNTY COMMUNICATIONS AND MARKETING ASSOCIATION, AND THE TAMI AWARD, TAMI FROM THE TEXAS ASSOCIATION OF MUNICIPAL INFORMATION OFFICERS.

TODAY WE'RE PLEASED TO HAVE WITH US REPRESENTATIVES FROM LIFEPATH SYSTEMS, THE PLANO POLICE DEPARTMENT'S VICTIM SERVICES UNIT, AND THE CITY'S COMMUNICATIONS AND COMMUNITY OUTREACH DEPARTMENT.

WE SERVE OVER 18,000 INDIVIDUALS ANNUALLY WHO HAVE EITHER MEDICAID OR ARE UNINSURED WITH LOW INCOMES.

AND WE PROVIDE SERVICES ALL OVER, UH, COLLIN COUNTY AND OUR MULTIPLE OFFICES, INCLUDING ONE IN PLANO, UM, AND IN HOMES AND COMMUNITIES WHERE PEOPLE LIVE AND WORK.

UM, AND WE ALSO WORK CLOSELY WITH SCHOOLS, WITH HOSPITALS, LAW ENFORCEMENT AND OTHER PROVIDERS TO ENSURE INDIVIDUALS RECEIVE THE SERVICES AND SUPPORTS THAT ARE NECESSARY TO MAINTAIN THEIR INDEPENDENCE IN THE COMMUNITY.

A NUMBER OF YEARS AGO I RETIRED FROM EMPLOYMENT AND IN 2018 WAS ABLE TO BUY MY HORSE, AN ANIMAL I LOVE TO CARE FOR AND RIDE, PARTICULARLY IN THE PARKS.

IT'S BEEN A GREAT PLEASURE OF MINE TO TRAIL RIDE SEVERAL TIMES A WEEK THROUGH DESIGNATED SECTIONS OF OAK POINT AND BOB WOODRUFF PARKS.

NO TRAILER OR TRUCK NEEDED.

PEOPLE OFTEN SMILE WHEN THEY SEE MY HORSE AND SOMETIMES STOP ME TO TAKE A PICTURE, ASK TO PET HER AND OR HAVE A CONVERSATION USUALLY CENTERED ON HORSES AS CYCLISTS, RUNNERS, WALKERS AND PEOPLE ON SCOOTERS HAVE A DESTINATION IN MIND WHEN THEY SET OUT.

SO DO HORSEBACK RIDERS.

ONE OF MY FAVORITE DESTINATIONS OVER THE PAST TWO YEARS HAS BEEN LOS RIOS PARK AND THE POCKET OF WOODS AT THE SOUTH END.

IT IS A LOVELY PLACE TO RIDE, AND I RARELY SEE ANYONE THERE EXCEPT LAWNMOWERS.

ONCE IN A WHILE I WAS UNAWARE AND SADDENED TO HEAR THAT THIS UNDERUTILIZED PARK WAS OFF LIMITS TO EQUESTRIANS.

THE MAP YOU HAVE HAVE IS OF THE FUTURE PLANS FOR LOS RIOS PARK POSTED ON THE PLANO PARK'S WEBSITE, MINUS THE RED AND YELLOW MARKINGS.

AS THE CITY'S PARKS CONTINUE TO EXPAND AND DEVELOP TO ENHANCE AND ENRICH THE LIVES OF ITS GROWING POPULATION, MY HOPE IS EQUESTRIANS ALSO CAN BE INCLUDED IN THE EXPANSION.

THE PARK IS EASILY ACCESSED FROM A CURRENT EQUESTRIAN AREA TO THE NORTH.

WE ASK FOR A CORRIDOR TO REACH THE DESIRABLE WOODS AT THE SOUTH END, WHICH BY THE WAY, HAVE ALSO BEEN DISCOVERED BY NON EQUESTRIANS.

THE YELLOW LINE SUGGESTING SUCH A ROUTE IS THE WAY WE HAVE RIDDEN THROUGH THE PARK FOR THE PAST TWO YEARS.

PLANO RESIDENT DOTTIE LANE HAS LIVED ON LOS RIOS PARK SINCE 2013, WHEN IT WAS STILL A GOLF COURSE.

SHE'S WITH US TONIGHT UP THERE, SHE'S RAISING HER HAND.

DOTTIE WAS A PLANNED SPEAKER TONIGHT, BUT SHE HAS A SORE THROAT.

CLOSE TO A YEAR AGO, WE MET DOTTIE IN THE PARK.

THE UNIQUENESS OF THE FACILITY IS THE FACT THAT YOU CAN LITERALLY GO FROM AN INCUBATOR IN THE STARTUP COMPANIES ALL THE WAY TO DEVELOPING YOUR DRUGS.

AND THAT IS SO UNIQUE AROUND THE COUNTRY.

BOSTON, SAN DIEGO, RALEIGH, SAN FRANCISCO.

SO THAT'S GONNA BE A PHENOMENAL PIECE TO THIS, THAT WE'RE IN SUCH AN ECO ZONE, WE DON'T HAVE TO WORRY ABOUT BUILDING THAT.

UM, HERE IS THE 91 ACRE SITE, AND YOU ALL KNOW WHAT IT IS, HOW IT IS, UM, AND HOW IT'S LAID OUT.

THE ADDITIONAL PIECES TO THE 91 ACRES ARE ON THE EASTERN SIDE, THE TWO, UH, THERAPEUTIC PRODUCTION FACILITIES.

AND ON THE WESTERN SIDE, THE 775 UNITS OF APARTMENTS AND THE 300 ROOM HOTEL.

I DISCUSSED THIS AT LENGTH, UH, WITH THE PLANNING AND ZONING COMMISSION.

IF WE DIDN'T HAVE TO BUILD THESE APARTMENTS, IT IS NOT THE HIGHEST AND BEST USE OF THIS LAND.

BUT BECAUSE OF THE AMOUNT OF JOBS WE'RE GOING TO CREATE AND THE IMPACT THAT WE'RE GONNA HAVE, WE HAVE TO MAKE SURE THAT WE HAVE ENOUGH HOUSING TO BE ABLE TO DO THIS.

IT'S PROBABLY THE LOWEST LEVEL FROM AN INVESTMENT AND A DEVELOPMENT STANDPOINT TO BUILD APARTMENTS THERE.

IF WE COULD BUILD MORE MANUFACTURING FACILITIES, PRODUCTION FACILITIES, IT WOULD MAKE MORE SENSE TO US ECONOMICALLY.

BUT WE REALLY FEEL IN ORDER TO HAVE THE CAMPUS THAT WE'RE LOOKING TO HAVE.

AND ONE OF THE GREAT THINGS, I MEAN, I'M A RESIDENT OF PLANO, UH, YOU KNOW, APARTMENT OCCUPANCY IS VERY, VERY HIGH HERE.

PEOPLE WANNA LIVE HERE.

AND SO WE'VE GOT TO MAKE SURE THAT WE CAN BUILD THAT AT THE RIGHT TIME.

SO WHAT WE'VE NEGOTIATED WITH THE CITY, UH, STAFF AND THE CITY MANAGER'S OFFICE, WE'RE VERY COMFORTABLE WITH IN TERMS OF HOW THAT GETS IMPLEMENTED.

SO JUST ON THE SITE ALONE, UH, THE REDEVELOPMENT AND THE ACTUAL DEVELOPMENT, YOU'RE GOING TO HAVE, YOU KNOW, ABOUT, UH, 2 MILLION, TWO AND A HALF MILLION SQUARE FEET JUST ON THE 91 ACRES.

NOW HERE'S THE, HERE'S THE BEAUTY OF THIS.

WE'VE DONE TRAFFIC STUDY AFTER TRAFFIC STUDY.

WE'VE PRESENTED IT ALL.

THE DENSITY IN WHAT WE'RE PROPOSING IS ABOUT 50% OF WHAT THE EXISTING ZONING ALLOWS US TO DO FROM A TRAFFIC STANDPOINT, FROM A OFFICE STANDPOINT, FROM A DEVELOPMENT STANDPOINT, THE LIFE SCIENCE DENSITY IS MUCH LESS STILL, YOU KNOW, TENS OF THOUSANDS OF JOBS, BUT THE DENSITY ON THE 91 ACRES IS ABOUT 50%.

AND I AGREE IT'S A NECESSARY COMPONENT, BUT IN REVIEWING THE, UH, PACKET AND THE P AND Z MEETING, I BELIEVE THERE'S THAT THESE APARTMENTS ARE NOT GOING TO BE RESERVED AT ALL FOR EMPLOYEES OF THE CAMPUS.

IS THAT ACCURATE? WE'RE, WE'RE, WE'RE NOT GOING TO DO THAT.

WE'RE OPENING THAT UP TO THE PUBLIC.

WE THINK THAT THAT WOULD BE A TERRIBLE IDEA, BUT THEY'LL OBVIOUSLY HAVE AN ABILITY TO COME IN AND BE ABLE TO LEASE THOSE.
