TODAY, P TODAY OF CITY COUNCIL IS CO CONVENED AN OPEN SESSION THAT ALL COUNCIL MEMBERS ARE PRESENT WITH THE EXCEPTION

[PRELIMINARY OPEN MEETING]

OF COUNCIL MEMBER WILLIAMS. COUNCIL MEMBER RICK ELLI, UH, MAYOR PRO TEM PRINCE.

THAT'S OKAY.

I WAS JUST, WE'RE JUST MOVING ALONG.

THE COUNCIL WILL NOW RECESS INTO EXECUTIVE SESSION IN TRAINING ROOM A TO HOLD A CLOSED EXECUTIVE MEETING PURSUANT TO PROVISIONS OF VERNON'S TEXAS CODE'S ANNOTATED GOVERNMENT CODE CHAPTER 5 51.

THE OPEN MEETINGS ACT IN ACCORDANCE WITH THE AUTHORITY CONTAINED IN SECTION 5 51 0 71.

CONSULT WITH THE ATTORNEY, SECTION 5 51 0 87 TO DISCUSS ECONOMIC DEVELOPMENT MATTERS.

I NOW DECLARE THAT THE PLAINTIFF CITY COUNCIL PRELIMINARY OPEN MEETING IS RECONVENED AND OPEN SESSION THAT ALL COUNCIL MEMBERS ARE PRESENT.

THE FIRST ITEM ON THE PRELIMINARY AGENDA IS CONSIDERATION AND ACTION RESULTING FROM THE EXECUTIVE SESSION.

OUR NEXT ITEM IS THE PLANO EVENT CENTER HOTEL UPDATE.

GOOD EVENING, MAYOR AND COUNSEL.

IT'S MY PRIVILEGE TO BE HERE TONIGHT TO GIVE YOU THIS BRIEF UPDATE ON THE HOTEL PROJECT AT THE PLANO EVENT CENTER.

MY NAME IS RON SMITH.

I'M YOUR PARKS AND RECREATION DIRECTOR.

WE ARE TALKING ABOUT THE PLANO EVENT CENTER SITE LOCATED AT 2000 EAST SPRING CREEK PARKWAY AT THE CORNER OF JUPITER ROAD AND SPRING CREEK ACROSS THE STREET FROM THE OAK POINT RECREATION CENTER.

THE ENTIRE SITE ON WHICH THE PLANO EVENT CENTER SITS IS APPROXIMATELY 41 ACRES OF CITY OWNED PROPERTY.

THE EXISTING EVENT CENTER WITH ASSOCIATED GROUNDS ENCUMBER ABOUT FOUR ACRES AND THE PROPOSED HOTEL SITE IS APPROXIMATELY FIVE ACRES.

THE PLANO EVENT CENTER WAS OPENED IN 1990.

IT HAS APPROXIMATELY 86,000 SQUARE FEET OF RENTABLE SPACE AND HOSTS ABOUT 250 TO 300 EVENTS PER YEAR.

THE VENUE MISSES OUT ON POTENTIAL BUSINESS OPPORTUNITIES BECAUSE OF THE LACK OF AN ADJACENT HOTEL.

THE CITY HAS SOUGHT A HOTEL FOR THIS LOCATION SINCE THE FACILITY OPENED IN 1990.

WITH LITTLE LUCK.

IN 2018, THE CITY LISTED THE PROPERTY WITH A BROKER FOR LEASING THE SPACE FOR THE CONSTRUCTION AND MANAGEMENT OF A FULL SERVICE HOTEL.

THE BROKER'S LISTING RESULTED IN ONE PROPOSAL FROM TURGA LLC ON JUNE 25TH OF THAT SAME YEAR.

THE CITY COUNCIL APPROVED A LEASE AGREEMENT WITH TUR FOR THE CONSTRUCTION OF THE HOTEL IN JULY OF THAT YEAR.

THE CITY COUNCIL ADOPTED THE ENVISION OAK POINT PLAN RESULTING IN THE NEED TO REWORK THE HOTEL SITE PLAN TO CONFORM WITH ENVISION OAK POINT.

ON MARCH 17TH, 2020, CITY COUNCIL APPROVED THE UPDATED LEASE AGREEMENT, WHICH NOW INCLUDES A PARKING GARAGE IN ADDITION TO THE HOTEL.

THIS SLIDE SHOWS WHERE THE HOTEL AND THE PARKING GARAGE WILL BE LOCATED IN RELATION TO THE PLANO EVENT CENTER.

AND THIS SLIDE HERE SHOWS HOW ROAD ALIGNMENT IS BEING RECONFIGURED IN THE 41 ACRES TO CONFORM WITH THE ENVISION OAK POINT PLAN.

AS PART OF THE LAND LEASE AGREEMENT, THE CITY IS UNDERTAKING THE NECESSARY INFRASTRUCTURE PROJECT, INCLUDING STREETS AND UTILITIES, TO PREPARE THE SITE FOR THE HOTEL AND THE PARKING GARAGE.

CONSTRUCTION AND OPERATION OF THE HOTEL AND THE GARAGE IS THE RESPONSIBILITY OF THE DEVELOPER WITH NO COST TO THE CITY.

THIS SLIDE SHOWS THE ROADS TO BE CONSTRUCTED BY THE CITY IN SUPPORT OF THE FUTURE DEVELOPMENT OF THE FULL 41 ACRE SITE, INCLUDING THE HOTEL AND THE PARKING GARAGE.

THESE ROADS CONFORM WITH THE ENVISION OAK POINT PLAN.

THE CITY'S INFRASTRUCTURE PROJECT INCLUDES ACCESS, ROADS AND UTILITIES, INCLUDING A NEW SEWER LINE THAT WILL RUN UNDER JUPITER ROAD AND CONNECT TO AN EXISTING LINE ON THE OTHER SIDE OF THE STREET.

THE LEASE AGREEMENT WITH TURGA STIPULATES SOME KEY ELEMENTS FOR THE FUTURE HOTEL, SUCH AS THE HOTEL WILL BE A NAME BRAND AND MEET INDUSTRY REQUIREMENTS TO MERIT A FOUR STAR CLASSIFICATION.

THE HOTEL WILL OFFER AT LEAST 175 ROOMS AND A FULL SERVICE RESTAURANT OFFERING A FINE DINING EXPERIENCE.

THE

PARKING GARAGE WILL HAVE SPACE FOR AT LEAST 800 VEHICLES.

THE HOTEL'S FLAG OR BRAND WILL BE UNFURLED BY THE DEVELOPER AT THE APPROPRIATE TIME, HOPEFULLY THIS SPRING.

THE LATEST DEVELOPMENTS ON THE PROJECT JUST LAST MONTH ON OCTOBER 19TH, THE ENGINEERING DEPARTMENT OPEN BIDS FOR THE INFRASTRUCTURE WORK.

IT IS ANTICIPATED THAT THE ENGINEERING DEPARTMENT WILL HAVE AN AGENDA ITEM BEFORE COUNCIL ON NOVEMBER 27TH, UH, TO AWARD THE PROJECT TO A RESPONSIBLE RESPONSIVE BIDDER.

THIS WILL BE CITY COUNCIL'S NEXT OPPORTUNITY TO TAKE ACTION ON THIS PROJECT.

THE ROADS MUST BE IN PLACE BEFORE THE HOTEL CAN BEGIN CONSTRUCTION AND THE INFRASTRUCTURE WORK HAS A 20, OR EXCUSE ME, A 200 WORKDAYS REQUIREMENT.

ASSUMING THAT THE PROJECT KICKS OFF AROUND THE FIRST OF THE YEAR, THE ROADS COULD BE SUFFICIENTLY COMPLETE TO ALLOW THE HOTEL'S CONSTRUCTION TO BEGIN SOMETIME ABOUT A YEAR FROM NOW, ASSUMING AN 18 MONTH CONSTRUCTION WINDOW FOR THE HOTEL, WE'RE LOOKING AT SOMEWHERE AROUND EARLY SPRING OF 2026 WHEN WE COULD ANTICIPATE THE HOTEL'S COMPLETION.

THAT CONCLUDES MY BRIEF UPDATE.
