UH, I'M GLAD SOMEONE ASKED THIS QUESTION BECAUSE IT ALLOWS ME TO TALK ABOUT ALL THE GREAT BENEFITS OF THE THIN OVERLAYS THAT WE'RE DOING, UM, TO, TO OUR MAJOR STREETS.

UH, THE TYPE OF OVERLAY THAT WE'RE DOING IS SPECIALIZED COMPARED TO WHAT YOU SEE IN MOST CITIES.

IT'S ONLY ABOUT THREE QUARTER INCH THICK INSTEAD OF ABOUT ONE TO TWO INCHES OF A TY A A TYPICAL TYPE D ASPHALT OVERLAY.

UH, THE ASPHALT MIX WAS STUDIED EXTENSIVELY AROUND THE COUNTRY AND IS USED BY A LOT OF DTS TO HELP PRESERVE EXISTING PAVEMENT.

WHAT WE DO IS WE HIRE A CONCRETE CONTRACTOR TO REPAIR ALL THE DAMAGED CONCRETE PAVEMENT WITHIN THE PROJECT LIMITS.

WE ALSO HAVE TO UPDATE ALL OF OUR PEDESTRIAN FACILITIES TO MEET ADA COMPLIANCE.

THEN WE HIRE AN ASPHALT CONTRACTOR TO COME IN AND INSTALL THE THREE QUARTER INCH OVERLAY.

THIS TYPE OF OVERLAY HAS WHAT'S CALLED AN EMULSION SPRAY THAT'S PLACED DIRECTLY BEFORE THE INSTALLATION OF THE ASPHALT.

THAT SPRAY COVERS THE ENTIRE SURFACE OF THE ROAD.

IT GETS INTO ALL THE JOINTS AND CRACKS TO SEAL OFF THE ENTIRE PAVEMENT SURFACE FROM WATER INTRUSION.

WATER INTRUSION IS ACTUALLY WHAT CAUSES A LOT OF THE ROAD DAMAGE THAT YOU SEE BECAUSE IT'S CONCRETE PAVEMENTS AGE, THE JOINTS LOSE THEIR SEALS AND CRACKS, UH, AND CRACKS FORM, WHICH ALLOW WATER TO GET INTO THE SUBGRADE.

AND WITH OUR CLAY SOILS, LARGE CHANGES IN MOISTURE CAN CAUSE SIGNIFICANT EXPANSION AND CONTRACTION BELOW THE PAVEMENT.

JUST LIKE WHAT CAN HAPPEN TO YOUR HOME FOUNDATION IF, UH, YOU DON'T WATER IT, UH, THE OTHER BENEFITS INCLUDE A MUCH SMOOTHER RIDING SURFACE, A MUCH QUIETER RIDING SURFACE, UH, AND A SURFACE THAT LOOKS NICER COMPARED TO THE PATCHWORK LOOK THAT YOU GET FROM JUST REMOVING AND REPLACING THE DAMAGED CONCRETE.

UM, ONE OF THE RECENT CONNECTIONS THE CITY COMPLETED IS LOCATED AT OAK POINT PARK AND NATURE PRESERVE, WHICH NOW MAKES A COMPLETE CONNECTION BETWEEN THE TRAILS AT OAK POINT PARK AND THE COTTONWOOD CREEK GREENBELT UNDER LOS RIOS BOULEVARD.

THIS RECENT CONNECTION ADDS INTO THE NETWORK OF CONNECTED TRAILS BEYOND OAK POINT SOUTH TO BOB WOODRUFF AND SANTA FE AND WEST TO BLUE BONNET, CHISHOLM, PRESTON RIDGE AND LEGACY TRAILS, WHICH MAKES FOR MORE THAN 38 MILES OF INTERCONNECT INTERCONNECTED TRAIL ONE WAY.

THERE ARE SEVERAL FUTURE TRAIL CONNECTIONS PENDING FURTHER DEVELOPMENT.

FOR EXAMPLE, NEW TRAIL AT LOS RIOS PARK CONNECTING BOB WOODRUFF AND COTTONWOOD CREEK GREENBELT, AN EXTENSION OF CHISHOLM TRAIL SOUTH OF 15TH TO THE COLLIN CREEK SITE, AN EXTENSION OF BRECKENRIDGE TRAIL TO RICHARDSON BETWEEN MIDDLE, MIDDLE AUTO, MIDDLE SCHOOL, AND THE FUTURE.

WE ACTUALLY HAVE A PROJECT, UM, IT APPEARS RIGHT IN YOUR LOCATION, UH, IN THE PARKER ROAD ESTATES AREA OF PLANO.

WE'RE REPLACING WATER LINES IN THAT LOCATION AND THERE'S MULTIPLE CREWS WORKING.

THEY ADDRESS.

UM, THERE'S ABOUT TWO OR THREE MILES OF WATERLINE THAT'S BEING INSTALLED.

UM, THEY GO THROUGH INSTALL THE WATERLINE AND THEY BACKFILL IT AND THEY HAVE TO GET TO A CERTAIN POINT WHERE THEY CAN ACTUALLY TEST IT, UH, MAKE SURE IT'S PASSING ACCEPTABLE STANDARDS, AND THEN DIFFERENT CREWS COME IN AND START REPLACING THE ROADWAY BEHIND THEM ONCE THEY'RE COMPLETE.

SO IN GENERAL, PROJECTS LIKE THIS CAN TAKE UPWARDS OF A YEAR TO COMPLETE.

UM, IT'S MULTIPLE PHASES AND MULTIPLE CREWS THAT ARE WORKING ON TOP OF EACH OTHER.

WHY DO SOME ROADS SUCH AS PRESTON ROADS SEEN AS SOLID AS DESPITE THE HEAVY TRAFFIC CHANGING WEATHER AND CLAY SOIL IN NORTH TEXAS, WHEREAS OTHER ROADS SUCH AS LEGACY AND INDEPENDENCE, ARE VERY SUSCEPTIBLE TO THE ADVERSE CONDITIONS? IT MAKES ME WONDER, DO THESE MAJOR ARTERIES HAVE ADEQUATE FOUNDATIONS IN ADDITION TO PATCHING AND OVERLAYING ASPHALT? IS THERE ANYTHING ELSE THAT SHOULD BE DONE LONG TERM TO MAKE THESE ROADS MORE STABLE? HIGH LEVEL QUESTION FROM OUR FACEBOOK AUDIENCE WHO CAN TAKE THIS ON FOR US? YEAH, THIS IS DAN PRENDER, GAS DIRECTOR OF PUBLIC WORKS.

UH, SO WHAT YOU'RE SEEING WHEN YOU NOTICE THE DIPS OR CRACKS IN THE INSIDE LANE IS SOMETIMES EVEN THE OUTSIDE LANES ARE TYPICALLY TREES THAT ARE TRYING TO FIND ANY WATER THEY CAN DURING A LONG DROUGHT.

A LOT OF OUR MEDIUMS DO NOT HAVE IRRIGATION.

UM, STAFF ALSO NOTICED THIS DURING THE SUMMERTIME IN MY DEPARTMENT AND AS WELL AS PARKS ARE WORKING TOGETHER TO LOOK AT IT, INSTALLING IRRIGATION IN MEDIUMS THAT DO NOT CURRENTLY HAVE IT.

UH, ONE OTHER CHALLENGE IS THAT WHEN PLANO ROADS WERE CONSTRUCTED, THEY BUILT THE OUTSIDE TWO LANES FIRST, AND THEN, UH, THE ROADS HAD A LARGE MEDIAN.

THIS IS TYPICAL IN ALL CITIES BECAUSE YOU DON'T BUILD THE FULL SIX LANE ROAD UNTIL TRAFFIC VOLUMES DICTATE ADDING THOSE LANES.

UH, YOU BUILD THE OUTSIDE LANES FIRST SO YOU DON'T HAVE TO RELOCATE ALL THE STORM DRAIN INFRASTRUCTURE WHEN THE ROAD IS EXPANDED.

BUT UNFORTUNATELY, A LOT OF THESE ROADS HAD VERY LARGE TREES PLANTED IN THE MEDIANS DUE TO THE EXTRA WIDE SPACE, UH, THAT THE MEDIANS HAD WHEN THE INSIDE LANES WERE ADDED.

THE SPACE THAT NO LONGER SUFFICIENT TO SUPPORT SOME OF THOSE TREES OF A LARGE SIZE.

UH, IF YOU LOOK AT PRESTON ROAD AS BOTH NEWER THAN THE ROADS MENTIONED IN THE QUESTION, UH, AND THE LANDSCAPING WAS PUT IN WITH THE FULL SECTION.

SO THE TREES HAVE SMALLER ROOT ZONES.

SO, UH, SOME OF THE PARKING MIGHT NOT BE AS CONVENIENT AS SOME OF OUR PATRONS WOULD LIKE OR OUR PARK GUESTS, BUT, UH, WE ARE ABLE TO RUN THAT PARK FULL CAPACITY.

AN EXAMPLE WOULD BE AT OUR ANNUAL LABOR DAY SOCCER TOURNAMENT, AND THERE IS ADEQUATE PARKING, UH, FOR, UH, FULL USE OF THE PARK.
