SO I'D LIKE TO READ THE PROCLAMATION, NATIONAL DOMESTIC VIOLENCE AWARENESS MONTH, OCTOBER, 2023.

WHEREAS THE NATIONAL COALITION AGAINST DOMESTIC VIOLENCE STARTED THE DAY OF UNITY IN 1981 IN ORDER TO CONNECT BATTERED WOMEN'S ADVOCATES.

THE FIRST DOMESTIC VIOLENCE AWARENESS MONTH WAS OBSERVED.

AND THE FIRST NATIONAL DOMESTIC VIOLENCE TOLL-FREE HOTLINE WAS INITIATED OCTOBER OF 1987.

WHEREAS ABUSE IS HITTING, YELLING, HUMILIATING, STALKING, MANIPULATING, THREATENING, AND ISOLATING.

THESE ARE SERIOUS CRIMES THAT AFFECT PEOPLE OF ALL RACES, AGES, INCOME LEVELS, AND GENDERS.

AND WHEREAS HOPE'S DOOR, NEW BEGINNING CENTER, TEXAS, MUSLIMS WOMEN'S FOUNDATION, AGAPE, THE PLANO POLICE DEPARTMENT, VICTIMS ADVOCATES, THE COLLIN COUNTY COUNCIL ON FAMILY VIOLENCE, PURPLE PATCHES AND THE JUNIOR LEAGUE ARE SOME OF THE MANY ORGANIZATIONS WORKING TO HELP WOMEN, UH, TO HELP VICTIMS AND RAISE AWARENESS.

IN ORDER TO ASSIST THOSE IN NEED.

THE PUBLIC MUST BE AWARE OF THE TRAGIC CONSEQUENCES OF DOMESTIC VIOLENCE IN OUR COMMUNITIES, AND WE MUST HELP SURVIVORS FIND SAFETY AND JUSTICE WHILE WE CREATE OPPORTUNITIES FOR THEM TO LIVE THE VIOLENCE FREE LIVES THAT EVERYONE DESERVES.

NOW, THEREFORE, I JOHN MUS MAYOR, THE CITY OF PLANO, DO HEREBY PROCLAIM OCTOBER, 2023 IS NATIONAL DOMESTIC VIOLENCE AWARENESS MONTH IN PLANO.

AND I DO THEREBY ENCOURAGE ALL CITIZENS TO JOIN ME AND THE PLANO CITY COUNCIL.

THE AGENCIES THAT AREN'T HERE TONIGHT, AND THE MANY AGENCIES THROUGHOUT NORTH TEXAS THAT SERVE VICTIMS OF DOMESTIC VIOLENCE, SEXUAL ASSAULT, STALKING, HUMAN TRAFFICKING.

CLASS FOUR HAS SERVED ON NUMEROUS NONPROFIT BOARDS AND COMMISSIONS, UH, AND COMMITTEES SUCH AS HOPE DOR, THE COLLIN COUNTY HOMELESS COALITION AND EMBRACE TEXAS.

SHE EXEMPLIFIES A SERVANT LEADER AND IS A PERFECT CANDIDATE FOR THE LEADERSHIP, UH, PLANO DISTINGUISHED LEADERSHIP AWARD.

WITH THAT, ADDITIONALLY, SHE SHOWS UP, SHE SERVES WITH HUMILITY.

SHE GETS THINGS DONE BY BEING, UH, OUT IN FRONT WHEN NEEDED.

AND BY WORKING BEHIND THE SCENES, SHE ENABLES PEOPLE TO GROW AND ACHIEVE AND BE THE BEST THAT THEY CAN BE.

SHE LEADS BY EXAMPLES AND MOTIVATES OTHERS.

SHE DEVELOPS, UH, OUTSTANDING LEADERS THROUGH HER WORK AND THROUGH HER SERVICE WITH THE COMMUNITY.

AND WHEN TIMES ARE HARD, SHE HAS THE ABILITY TO LOOK FOR OPPORTUNITIES RATHER THAN SIMPLY MAINTAINING A LEVEL OF SERVICE.

SHE'S REALLY LEFT A MARK ON OUR COMMUNITY AND HER TRACKS EXTEND ALL OVER THE AREA.

OUR COMMUNITY IS BETTER BECAUSE OF EVERYTHING SHE DOES.

SO, AS YOU CAN WELL IMAGINE, GETTING THOSE TWO DIFFERENT VIEWPOINTS TO COME TOGETHER ON VERY MANY THINGS IS VERY DIFFICULT.

AGAIN, NOT A SURPRISE, AGAIN, PART OF THE PROCESS OF INCLUDING EVERYBODY IN IT.

UM, WE'VE HAD SOME DIFFICULT MOMENTS, BUT THERE HAVE BEEN NO PERSONAL ATTACKS, NO INSULTS.

UH, THERE HAS BEEN COURTESY SHOWN THROUGHOUT THE PROCESS, EVEN WHEN SOMEBODY'S SAYING SOMETHING THAT YOU DISAGREE WITH 100%.

SO I SALUTE THE TASK FORCE FOR THAT.

THE IDEA WITH THE PROCESS WAS REALLY TO MEET, HAVE SOME INITIAL DISCUSSION, LOOK AT THAT CITIZEN TASK FORCE, AND THEN TO FUNNEL DOWN TOWARDS DECISIONS AS THIS GRAPHIC INDICATES, WE CAME BACK AFTER THOSE INITIAL DISCUSSIONS WITH AN OPEN HOUSE, UH, PUTTING SOME OF THE QUESTIONS THE TASK FORCE HAD WRESTLED WITH TO THE PUBLIC, HAD A MEETING, A THIRD MEETING AFTER THAT TO LOOK AT WHAT THE PUBLIC RESPONSE WAS AND TO HAVE SOME FINAL DISCUSSION WITH THE TASK FORCE BEFORE THEY SENT THESE, UM, FINDINGS TO YOU.

A REMINDER ABOUT THIS PUBLIC OUTREACH THAT I'VE REFERRED TO, UH, THE INITIAL COMMUNITY SURVEY WAS AVAILABLE FOR ABOUT A MONTH IN THE SPRING.

IT WAS AVAILABLE BOTH DIGITALLY AND IN, UH, PAPER COPIES FOR THOSE WHO WANTED.

AND YOU GOT A VERY STRONG RESPONSE OF MORE THAN 6,100 PEOPLE.

UH, SOME OF THOSE WERE AT AN, UH, LIVE IN PERSON, OPEN HOUSE.

THE NUMBERS YOU SEE HERE, 109 ATTENDEES ARE AFTER EXCLUDING STAFF CONSULTANTS, COUNSELOR P AND Z MEMBERS WHO STOP BY.

SO THIS IS REALLY, UH, AS I SAID, AT P AND Z CIVILIANS WHO SHOWED UP.

AND THEN EVEN MORE RESPONSE, UH, TO THE ONLINE OPEN HOUSE, UH, MORE THAN 1900, UH, CITIZENS, UH, PARTICIPATED.

AND THAT'S ON TOP OF YOUR EARLIER, UH, CITIZEN SURVEY WITH 6,000.

SO VERY STRONG COMMUNITY, UM, INPUT.

I WANNA REMIND US ALL, THIS IS NOT A RANDOM, UH, SAMPLE SCIENTIFIC SURVEY.

THIS IS AN OPT-IN SURVEY.

PEOPLE CHOSE TO PARTICIPATE.

SO THERE'S A LOT OF DEBATE OUT IN THE, IN THE POLLING AND SURVEY WORLD RIGHT NOW ABOUT WHICH IS BETTER SINCE PEOPLE DON'T ANSWER THEIR PHONES MUCH.

BUT I JUST CAUTION YOU THAT WE ARE NOT PRESENTING IT AS THE, AS A PRECISE MEASUREMENT OF PUBLIC OPINION, BUT IS A VERY STRONG INDICATOR.

AND THAT'S WHAT I THINK YOU GET FROM THIS IS VERY STRONG INDICATIONS OF WHERE, UH, YOUR PUBLIC, IN PARTICULAR, YOU'RE IN PUBLIC IN, UH, YOUR ENGAGED PUBLIC IS.

SO OUT OF THIS PROCESS OF COME, UM, THREE, UH, PRIMARY FINDINGS THAT WERE THE RESULT OF SOME QUESTIONS THAT THE TASK FORCE, UM, ADDRESSED.

THOSE QUESTIONS WERE, DO SDRS AFFECT THE QUALITY OF LIFE IN PLANO? AND THERE WAS A FOLLOW UP TO THAT.

IS THAT AFFECT PRIMARILY POSITIVE, PRIMARILY NEGATIVE? AND THEN ARE THERE APPROPRIATE PLACES FOR SDRS OR CIRCUMSTANCES ANYWHERE IN PLANO AND ARE COMPREHENSIVE REGULATIONS NEEDED? SO ABOUT SDRS AND THE QUALITY OF LIFE, THIS WAS, UH, A VERY STRONG FINDING.

I GUESS, LEMME BACK UP THE, THE FINDING, THE FIRST FINDING IS THAT SDRS DO AFFECT QUALITY OF LIFE, AND THEN THIS EFFECT IS MOSTLY NEGATIVE AND THERE'S STRONG, UH, AGREEMENT ABOUT THAT ON THE COMMITTEE, BUT THERE'S SOME SIGNIFICANT DISAGREEMENT AS WELL THAT I WANNA CALL TO YOUR ATTENTION.

PEOPLE WHO FELT THIS PHRASE MOSTLY NEGATIVE, WAS TOO STRONG.

THE VOTE ON THAT FINDING WAS 13 TO THREE, TO GIVE YOU AN INDICATION OF THAT, A LOT OF, UH, GOOD DISCUSSION AROUND THAT.

AND THERE'S A LOT OF NUANCE THAT I THINK WILL NEED TO BE EXPLORED AS THE COMMITTEE MOVES FORWARD.

FINDING NUMBER TWO, THERE COULD BE, COULD BE APPROPRIATE PLACES IN PLANO UNDER CERTAIN CIRCUMSTANCES.

AND, UM, THAT WAS A UNANIMOUS FINDING OF, OF THE TASK FORCE.

SO I THINK THE TASK FORCE MEMBERS WERE CAREFUL NOT TO PUT ANY QUALIFICATIONS ON THAT YET.

WHAT THOSE CIRCUMSTANCES MIGHT BE IS THAT IN A CERTAIN PART OF THE CITY, IS THAT UNDER ZONING, UNDER REGULATION, THERE IS JUST SIMPLY A WILLINGNESS TO MOVE INTO THE NEXT PHASE, LOOKING AT THE POTENTIAL FOR APPROPRIATE PLACES, USES, OR CIRCUMSTANCES FOR SHORT-TERM RENTALS.

AND THEN FINALLY, UNANIMOUS ALSO IS THAT THE CITY SHOULD DEVELOP COMPREHENSIVE PERMANENT REGULATIONS TO GOVERN STR IN PLANO.

AND WE SAW VERY STRONG SUPPORT ON THE COMMITTEE FOR THIS AMONG PEOPLE, UH, ON, UH, ALL SIDES OF THIS QUESTION.

PEOPLE WHO'VE BEEN DISTURBED IN NEIGHBORHOODS, BUT ALSO PEOPLE WHO OPERATE STR OR HAVE BEEN INVOLVED IN RENTING STR THAT THERE'S A REAL NEED AND USE FOR, UH, REGULATIONS AND EVEN, UH, REGISTRATION, UH, SHORT-TERM RENTALS HERE IN PLANO.

THERE WERE SOME CRITICAL ISSUES THAT FLOW FROM THESE FINDINGS THAT I WANNA BRING INTO YOU BRIEFLY BECAUSE THEY BEGIN TO GET SOME OF THE SUBSTANCE OUT HERE.

UM, THERE WERE EIGHT CRITICAL ISSUES THAT FLOWED FROM THESE FINDINGS.

NUMBER ONE AND THREE, WHICH AGAIN CALLED FOR REGULATION AND NOTED THAT

AND WE DID FIND IN THE DATA THAT THIS IS VERY RARE AND YOUR POLICE DEPARTMENT HAS ADDRESSED THOSE, BUT THOSE KINDS OF INSTANCES HAVE REALLY CONTRIBUTED TO BROADER CONCERNS AND FEARS FOR NEIGHBORHOOD SAFETY AND CHARACTER CONTRIBUTE TO PERCEPTION, UH, OF, UH, FEAR OR LACK OF SAFETY.

AND THEN FINALLY, THAT A LACK OF REGISTRATION PROGRAM CURRENTLY LIMITS ENFORCEMENT, UM, COMMUNITY FABRIC.

OH, I, I I SAID FINALLY, THERE ARE A COUPLE OTHERS THAT WE WORKED THROUGH.

COMMUNITY FABRIC IS A CORE VALUE FOR THE CITY OF PLANO, UH, AND THAT THERE IS BROAD CONCERN, NOT UNANIMITY, BUT CONCERN, UH, ACROSS THE TASK, UH, FORCE ACROSS A MAJORITY OF THE TASK FORCE, AT LEAST THAT STR AND SINGLE FAMILY NEIGHBORHOODS ARE DIFFICULT TO RECONCILE WITH THIS VALUE OF COMMUNITY FABRIC, DIFFICULT TO RECONCILE.

UH, THEN THERE WAS FINDING TWO WHICH REALLY SPEAKS TO WHETHER THERE COULD BE APPROPRIATE PLACES FOR STR UH, IN THE CITY OR APPROPRIATE CIRCUMSTANCES FOR STR.

AND THERE WERE SEVEN CONSIDERATIONS HERE THAT THE TASK FORCE WISHED TO CALL TO YOUR ATTENTION.

THE STRONGEST CONCERNS AND PROBLEMS VOICED AT BOTH THE TASK FORCE AND OPEN HOUSE MEETINGS FOCUSED ON RESIDENTIAL NEIGHBORHOODS, PARTICULARLY SINGLE FAMILY, UH, RESIDENTIAL.

THAT DOESN'T MEAN THERE WEREN'T OTHER CONCERNS, BUT THIS, THIS WAS WHAT THE TASK FORCE HEARD TIME AND AGAIN, AND WHAT WE SAW IN SURVEYS.

A SMALL NUMBER OF STRS APPEAR TO BE RESPONSIBLE FOR A DISPROPORTIONATE NUMBER OF COMPLAINTS.

AND THIS SEEMS TO BE BORNE OUT, UH, ESPECIALLY IN THE DATA FROM YOUR STAFF AND YOUR POLICE DEPARTMENT, THAT REALLY, A VERY SMALL NUMBER CONTRIBUTE A VERY HIGH NUMBER OF COMPLAINTS.

THE RESPONSIBLE LOCAL OWNERS AND OPERATORS APPEAR SUPPORTIVE OF SOME KIND OF REGULATION.

I THINK THERE WILL BE, UM, SOME VARYING VIEWPOINTS ON WHAT THAT REGULATION SHOULD BE, BUT YOU HAVE A LOT OF, UH, RESPONSIBLE OWNERS WHO FEEL LIKE THEY'RE GETTING A BAD NAME FROM MAYBE A FEW IRRESPONSIBLE OWNERS AND, UH, SUPPORT THAT'S BEING ADDRESSED IN SOME WAY THAT SOME LOCAL FAMILIES AND BUSINESSES DERIVES SIGNIFICANT INCOME FROM SHORT-TERM RENTALS.

AND THAT SHORT TERM RENTALS PROVIDE OPTIONS FOR LODGING THAT SOME VISITORS AND LOCAL RESIDENTS FIND USEFUL, WHETHER THAT BE FOR TOURISM OR HOSTING OUT OF TOWN, FAMILIES AND FRIENDS THAT SDRS GENERATE LOCAL HOT, UH, TAX REVENUES.

FOR PEOPLE WHO DON'T KNOW, THAT'S ESSENTIALLY HOTEL TAX REVENUES, THOUGH, UH, THERE'S A QUALIFY HERE THAT NET ECONOMIC EFFECTS OF STR ARE DEBATABLE AND HARD TO REFLECT PRECISELY.

THERE ARE CERTAINLY SOME PEOPLE THAT FEEL LIKE THERE ARE NEGATIVE ECONOMIC EFFECTS EITHER ON THE SCHOOL DISTRICT OR ON THE CITY.

AND THERE'S SOME PLANO RESIDENTS SEE REGULATIONS, ESPECIALLY BANNED WITHOUT EXCEPTION AS INFRINGEMENTS ON PROPERTY RIGHTS AND PERSONAL LIBERTY.

SO AGAIN, THESE ARE THE FINDINGS THAT THE, THE REALLY SUPPORT AND THE CONSIDERATIONS THAT FLOW OUT OF THAT, UH, FINDING.

WE BOUGHT OUR HOMES BECAUSE AMONG OTHER THINGS, IT WAS A VERY SAFE AND PLEASANT COMMUNITY TO LIVE IN.

THE S T R SITUATION IN OUR NEIGHBORHOOD HAS NOW ESCALATED TO THE POINT OF HAVING ERASED OUR FORMER QUALITY OF LIFE.

I WOULD LIKE TO SHARE WITH YOU SOME OF THE THINGS WE ARE TIRED OF DEALING WITH THE VALET PARKING, THE CONSTANT PARTY DELIVERIES, HAVING TO LOOK FOR THE EVENT MANAGER, THE DJS, THE CARS SCOUTING AND FILMING OUR NEIGHBORHOOD, THE CATERERS NOT BEING ABLE TO TAKE OUT OF CARS FROM OUR DRIVEWAY.

THE ILLEGAL ACTIVITIES, THE WEDDINGS, THE EVENING PARTY SETUPS, THE PROFESSIONAL PHOTOGRAPHERS, THE MIDNIGHT PARTY BUS, THE BOUNCER, THE NOW HUNDREDS OF STRANGERS THAT HAVE PARADE DOWN OUR STREET, THE UBER DROP OFF AND PICKUP THE EXTREMELY QUESTIONABLE WOMEN AND MEN THAT WE HAVE SEEN THAT WE CAN LOAN PARTIES, THE INSANE AMOUNT OF TRASH, THE RATS.

AND LAST BUT NOT LEAST, THE CONSTANT WORRY FOR OUR SAFETY.

THE CURRENT STATE OF OUR NEIGHBORHOOD IS VERY DIFFERENT FROM THE ONE WE CHOSE TO LIVE IN.

EVEN IN A HOTEL, YOU CANNOT DO WHATEVER YOU WANT.

THERE IS SUPERVISION AND ACCOUNTABILITY.

THERE IS NONE FOR SHORT-TERM RENTALS.

THEY ARE HOLDING OUR NEIGHBORHOOD HOSTAGE AND WE WANT IT BACK.

ORIGINALLY, I'M FROM ISRAEL.

THESE ARE NOT EASY DAYS FOR ME AND MY FAMILY, AND YET IT WAS IMPORTANT FOR ME TO BE HERE TONIGHT TO REPRESENT THE CONCERNS OF HOMEOWNERS.

SHORT-TERM RENTALS ARE MUCH MORE THAN JUSTIFICATION HOUSES.

THEY PROVIDE TEMPORARY HOUSING SOLUTIONS FOR INDIVIDUALS IN VARIOUS CIRCUMSTANCES.

I FIRMLY BELIEVE THAT THERE IS A WAY FOR S T R OWNERS AND PLANO RESIDENTS TO COEXIST HARMONIOUSLY.

ONE POTENTIAL SOLUTIONS IS TO APPOINT MANAGEMENT MANAGEMENT COMPANIES FOR STRS THAT RENT OUT ENTIRE PROPERTIES RATHER THAN JUST ROOMS. AND WHERE THE PROPERTY MANAGE OWNER IS NOT PRESENT DURING THE RENTAL PERIOD.

THIS CHANGE COULD ADDRESS 99% OF THE ISSUES RAISED BY RESIDENTS, INCLUDING NOISE CONCERNS, BACKGROUND CHECKS, AND MORE.

IMPLEMENTING SUCH MEASURES WOULD EMPOWER THE CITY TO SERVE BETTER CONTROL OVER THE SITUATION.

IT WOULD REDUCE THE NUMBER OF CONTACT POINTS THAT NEEDS TO BE ADDRESSED AND ENSURE THAT SOMEONE IS RESPONSIBLE FOR EXECUTING ALL THE NECESSARY REQUIREMENTS.

I HAVE SENT AN EMAIL CONTAINING ALL THE RELEVANT INFORMATION, AND I HOPE YOU'LL TAKE IT INTO CONSIDERATION.

THE RESULT IS THAT A GROUP OF CONCERNED CITIZENS FORMED THE PLANO CHAPTER OF THE TEXAS NEIGHBORHOOD COALITION, AN ORGANIZATION DEDICATED TO ADDRESSING THE ISSUE OF SHORT-TERM RENTALS IN COMMUNITIES ACROSS THE STATE.

TO THAT END, AS WE'VE SHARED WITH THIS COUNCIL ON NUMEROUS OCCASIONS, OUR GOAL IS TO ELIMINATE SHORT-TERM RENTALS IN SINGLE NEIGHBORHOODS AND TO REGULATE THEM WHEREVER THEY ARE ALLOWED TO OPERATE.

WE HAVE NOT ADDED THE, WE HAVE NOT ADVOCATED FOR A COMPLETE BAN ON SHORT-TERM RENTALS ACROSS THE CITY.

AND SHOULD YOU HEAR THAT FROM ANYONE OUTSIDE OF OUR ORGANIZATION, I WOULD SUGGEST THAT THEY'RE MISTAKEN.

AS WE'VE REACHED THE SIGNIFICANT MILESTONE IN THE TASK FORCE'S EFFORTS, WE WOULD LIKE TO AGAIN, EXPRESS OUR APPRECIATION TO THE TASK FORCE MEMBERS, TO THE FORMER MAYOR, MR. I PERSONALLY HAVE ATTENDED THE TASK FORCE MEETINGS AS AN OBSERVER AND HAVE IN HAVE IDENTIFIED A MINIMUM OF THREE OR POSSIBLY FOUR OF 19 MEMBERS, ROUGHLY 15 TO 20% OF THE TOTAL WHO CONSISTENTLY EXPRESSED PRO S T R SENTIMENTS.

THIS ALIGNS WELL WITH THE RESULTS OF THE SHORT-TERM RENTAL SURVEY WHERE 18% OF RESPONDENTS INDICATED THEY WOULD FEEL MODERATELY COMFORTABLE OR VERY COMFORTABLE HAVING AN S T R ON THEIR BLOCK.

WHILE 74% INDICATED THE OPPOSITE SEPARATELY, WE KNOW THAT A VERY SMALL PERCENTAGE OF PLANO HOUSEHOLDS ARE SHORT-TERM RENTALS TAKEN TOGETHER.

IT'S CLEAR THAT THOSE WHO ARE PRO S T R HAVE A SIGNIFICANT VOICE IN THE CONVERSATION.

THE PLANO, TEXAS NEIGHBORHOOD COALITION UNDERSTANDS THAT FORMING A TASK FORCE WHERE THERE ARE STRONG OPINIONS ON BOTH SIDES OF AN ISSUE CAN BE CHALLENGING.

WE COMMEND THE CITY FOR PUTTING TOGETHER A TASK FORCE THAT ALLOWS MULTIPLE VOICES AND PERSPECTIVES TO BE HEARD.

AND IF YOU LOOK AT QUESTION 10, AND THIS IS A FILTERED VERSION, UH, GAP STRATEGIES CREATED A FILTERED VERSION BECAUSE QUESTION NINE WAS, HAVE YOU EXPERIENCED A PROBLEM? AND THEN THERE WERE SOME PEOPLE WHO DIDN'T EXPERIENCE A PROBLEM, ANSWERED QUESTION 10, THIS IS THE FILTER DOWN, EXCLUDING THOSE RESULTS.

SO WHAT YOU'RE LOOKING AT IS 39% SAID THEY DID NOTHING.

UH, 18% SAID THEY, UH, CONTACTED THE HOST OWNER, 16% CONTACTED LAW ENFORCEMENT, 14 NEIGHBORHOOD GROUP, 10 S T R LISTING PLATFORM, NINE PROPERTY MANAGER, EIGHT CITY OFFICIALS, 6% CITY STAFF, 7% OTHER, AND I DON'T KNOW WHAT THAT IS, BUT MAYBE PRAYERS INVOLVED SOMEHOW.

UM, SO I THINK THE THING TO RECOGNIZE IS THAT CALLS FOR SERVICE COME FROM THE PAL PLANO POLICE DEPARTMENT.

AND IF YOU'RE LOOKING AT 16% OF RESPONSE THAT SAYS THEY'VE ACTUALLY CONTACT, THEN I THINK IT'S FAIR TO SUGGEST THAT PLANO PD DOES NOT HAVE, OR IT HAS LIMITED INSIGHT TO THE ACTUAL PROBLEMS THAT CITIZENS ARE FACING WITH IT.

SIMILARLY, I THINK THAT SORT OF PRECLUDES DEFINING THAT IT'S REALLY ONLY A SMALL GROUP OF SHORT-TERM RENTALS BECAUSE THAT DATA COMES FROM THE C UH, UH, CALLS FOR SERVICE THAT PLANO P D DOES.

I THINK YOU HAVE DONE A GREAT JOB BECAUSE THIS GIVES YOU THE DATA THAT YOU NEED TO DEFEND WHEN SOMEONE ATTACKS YOU ON THE CALLS FOR SERVICE.

SO WE WANTED TO, UH, REMIND YOU OF THE PURPOSE OF A PLAN DEVELOPMENT DISTRICT IN THE ORDINANCE ZONING ORDINANCE THAT IS DEFINED.

UM, CREATE PLAN DEVELOPMENT DISTRICTS FOR A INTENT TO PROVIDE FOR THE PUBLIC HEALTH, SAFETY AND WELFARE, THE FUTURE DEVELOPMENT IN ACCORDANCE WITH THE COMPREHENSIVE PLAN, UH, TO ACCOMMODATE INNOVATION, MITIGATE DEVELOPMENT IMPACTS, UM, AND PROTECT AND ENHANCE THE AESTHETIC AND VISUAL QUALITY OF DEVELOPMENT.

SO THE MULTIFAMILY RESIDENCES AS PROPOSED, THEY ARE LIMITED IN THE PLAN DEVELOPMENT DISTRICT TO 390 UNITS.

THERE'S A MODIFICATION, THE DOWNTOWN BUSINESS GOVERNMENT DISTRICT DOES HAVE A 300 UNIT CAP PER BLOCK.

UM, THIS GIVES A ADJUSTMENT TO 390 UNITS.

HOWEVER, OUTSIDE OF THESE EVENTS, THERE ARE VERY FEW ACTIVITIES AND BUSINESSES THAT KEEP PEOPLE DOWNTOWN FOR LONGER THAN A MEAL OR A QUICK SHOPPING TRIP.

GOLDEN ACRES, HOWEVER, AND PICKLEBALL MORE BROADLY IS A DESTINATION USE WITH A MARKET RADIUS THAT EXTENDS 20 MILES.

AS MATT MENTIONED, IT'S FAMILY FRIENDLY, IT'S COMMERCIAL USE THAT YOU CAN SPEND THE ENTIRE DAY.

MANY BUSINESS OWNERS HERE DOWNTOWN WILL TELL YOU THAT WE NEED MORE PEOPLE DOWNTOWN TO SUPPORT THESE BUSINESSES.

LOCATION-WISE, STAFF MENTIONED OUR SITE IS LOCATED DIRECTLY ACROSS THE STREET FROM THE SILVER LINE STATION.

WE PARALLEL THE DART TRACK TO THE SOUTH 13TH STREET TO THE NORTH WITH MUNICIPAL AVENUE ON THE WEST AND N AVENUE TO THE EAST.

WHY THIS SITE IN 2022, THE AECOM STUDY THAT THE CITY COMMISSION DETAILED PROPERTIES THAT WERE OF HIGH REDEVELOPMENT POTENTIAL AROUND THE 12TH STREET AND SHILOH STREET STATION.

IN THAT STUDY, ONLY ONE PROPERTY HAD A GOLD STAR WITH THE DESCRIPTOR OF A CATALYST SITE, AND THAT WAS THIS SITE THAT WE'RE TALKING ABOUT THIS EVENING.

ITS LOCATION IS GREAT IN TERMS OF PROXIMITY AND ACCESSIBILITY IMMEDIATELY ADJACENT TO THE DART STATION.

LARGE PARCELS ARE VERY DIFFICULT TO AGGREGATE IN THIS PART OF THE CITY.

THIS ONE TOOK NEARLY THREE YEARS TO PUT TOGETHER, AND ITS LARGE SIZE ALLOWS FOR A MORE SIGNIFICANT DEVELOPMENT TO TAKE PLACE TO COMPLEMENT THAT DART STATION.

BECAUSE OF ITS SIZE AND SIGNIFICANCE OF THIS DEVELOPMENT, IT WILL STIMULATE FURTHER INVESTMENT AND AGGREGATION AROUND THE PROPERTY.

THE CURRENT STATE OF THE SITE IS VERY DIFFERENT FROM WHAT WE ENVISION.

THE CURRENT USE ENCOMPASSES HEAVY COMMERCIAL AND BUILDING MATERIAL STORAGE.

UH, WE INCLUDED ABOUT 2.5 ACRES DEDICATED TO THE NEW PICKLEBALL RESTAURANT CONCEPT, INCLUDING PRESERVATION OF THE EXISTING 22,000 SQUARE FOOT WAREHOUSE, WHICH WAS HISTORICALLY USED AS AN AGRICULTURAL PROCESSING FACILITY.

OLD, THE OLD WAREHOUSE WILL HAVE SIX INDOOR PICKLEBALL COURTS, IN ADDITION TO A NEWLY CONSTRUCTED 6,000 SQUARE FOOT RESTAURANT WHERE BOLD ACRES WILL SERVE FOOD AND DRINK AN OUTDOOR GAME.

LAWN BETWEEN THE BUILDINGS WILL UTILIZE FOR LEISURE, VARIOUS GAMES AND ACTIVITIES.

MOVING TO THE WEST PORTION OF THE SITE, WE DESIGNED A MULTIFAMILY PROJECT WITH AN ADJACENT STRUCTURED PARKING GARAGE.

AND SO I WANNA HIGHLIGHT A FEW THINGS THAT WE'VE THOUGHT ABOUT HERE SPECIFICALLY.

SO THE RECTANGULAR GARAGE IS ORIENTED PARALLEL WITH THE DART TRACK, AND THIS IS DONE TO MINIMIZE EXPOSURE TO THE RAIL LINE AND ENHANCE THE RESIDENTS EXPERIENCE.

THE LEASING OFFICE AMENITIES AND THE MAIN ENTRANCE TO THE MULTIFAMILY ARE ORIENTED FACING SOUTH ON MUNICIPAL ON THE SOUTHWEST CORNER.

THIS IS DONE TO MINIMIZE THE NUMBER OF UNITS FACING THE DART TRACK, WHILE ALSO PROVIDING THE QUICKEST AND THE MOST CONVENIENT ROUTE FOR DART RIDERS TO GO TO AND FROM THEIR RESIDENCES.

AND WE'VE DONE THAT BY ACCOMPLISHING OR BY DESIGNING
