UM, I'VE BEEN A RESIDENT OF PLANOS SINCE THE MID EIGHTIES, AND IT SEEMS TO ME FROM A COUPLE OF EXPERIENCES

I'LL SHARE WITH YOU FOLKS THAT THERE MIGHT BE A NEED YOU GUYS, UH, MIGHT BE SEEING OR MIGHT BE OVERLOOKING.

IT NEEDS TO BE ADDRESSED.

SO, UM, AS I DRIVE AROUND THE CITY, AS YOU GUYS MAY EXPERIENCE, SOMETIMES I COME ACROSS A CORNER, WHETHER THERE'S SOMEBODY STANDING ASKING FOR MONEY AS A SIGN UP, SOME OF THOSE FOLKS SAY THEY'RE HOMELESS.

THAT'S EXAMPLE ONE.

EXAMPLE TWO, I RIDE MY BIKE MOST DAYS ON THE PLANO TRAIL SYSTEM, AND THERE'S A COUPLE OF GENTLEMEN I SEE THAT SEEM TO BE HOMELESS.

THERE'S ONE I'VE SEEN FOR ABOUT A YEAR NOW THAT'S EXAMPLE TWO.

EXAMPLE THREE.

I VOLUNTEER FOR AN ORGANIZATION IN CENTRAL PLANO THAT HELPS THE POOR AND THE UNDERPRIVILEGED IN THE ZIP CODE OF 7 5 0 2 3, WE INJECT ABOUT $200,000 A YEAR INTO THAT ZIP CODE.

AND THE ASK OF US IS EVEN LARGER THAN THAT.

SO A LOT OF TIMES THEY'LL COME AND ASK US FOR MONEY, BUT WE CAN ONLY GIVE PART OF IT.

AND THEN WE HAVE TO HAVE OTHER ORGANIZATIONS HELP OUT OR THEY HAVE TO HAVE THEIR FAMILIES HELP OUT.

AND IN THE CONVERSATIONS WITH THOSE FOLKS, I, I GENERALLY TAKE, TAKE CALLS ON THURSDAYS AND IT'S VERY COMMON, VERY FREQUENT THAT ON, YOU KNOW, MY CALL DAY, THERE'S GOING TO BE AT LEAST ONE PERSON CALLING FROM A HOTEL WHO'S HOMELESS.

THEY TEND TO BE ALONG 75 BETWEEN PARKER AND SPRING CREEK, BASICALLY.

UM, BUT THOSE FOLKS ARE IN NEED OF MONEY BECAUSE THEY DON'T HAVE A PLACE TO GO.

THEY CAN'T AFFORD TO STAY WHERE THEY'RE AT.

THEY DON'T WANNA BE IN THEIR CAR.

SO, UM, THAT'S THE THIRD EXAMPLE OF, OF WHAT I HAVE.

SO IT SEEMS TO ME THERE'S, THERE'S KIND OF A NEED IN PLANO TO, TO HELP THE HOMELESS THAT WE'RE NOT DOING.

WE HAVE WOMEN'S SHELTERS, WE HAVE KID SHELTERS, WE HAVE WARMING STATIONS.

WHEN IT GETS COLD, I THINK COOLING STATIONS WHEN IT GETS WARM.

I KNOW MCKINNEY HAS THE SAMARITAN IN, BUT WE DON'T REALLY HAVE A GENERAL PLACE THAT THAT FOLKS CAN GO THAT ARE IN NEED.

UM, I TALKED TO THE, THE HOUSING COMMUNITY SERVICES MANAGER HERE, AND SHE THINKS THERE WAS A NEED FOR ABOUT, EH, COVERING 75 PEOPLE.

THAT WAS JUST, YOU KNOW, OUT OF, OUT OF CONTEXT CONVERSATION.

BUT THAT WAS HER IDEA.

UM, UH, I'M QUITE WELL AWARE THAT THERE'S A VERY 22ND FOREST, UH, BORDER AND THERE ARE MAYORS OF BIG MAJOR METROPOLITAN CITIES THAT ARE SANCTUARY CITIES AND THEY'RE LIKE, YOU KNOW, WE'VE HAD ENOUGH.

SO I REALIZED THAT PLANO DOESN'T WANT TO BECOME A DESTINATION FOR FOLKS THAT DON'T LIVE HERE.

AND WE DON'T WANT IT TO BE A DESTINATION FOR EVEN PEOPLE IN THE METROPLEX TO GO, HEY, WE WANT TO GO TO PLANO.

BUT I THINK THERE'S A NEED IN PLANO FOR, FOR FOLKS THAT ARE IN NEED OF A PLACE TO GO.

AND THAT'S MY REQUEST THAT, YOU KNOW, WE SHOULD CONSIDER PERHAPS, UH, SOME FUNDING TO FIGURE OUT WHAT'S GOING ON AND IF IT, IF IT MAKES SENSE AND IF THERE'S A NEED WE CAN FULFILL, LET'S DO IT.

OVERALL, SHARON OVERALL SECONDHAND SMOKE AND THE DAMAGE TO CHILDREN'S GENETIC MARKERS.

A STUDY DONE AT THE VIRGINIA COMMONWEALTH UNIVERSITY IS THE FIRST EVIDENCE THAT SECONDHAND SMOKE DREAM PREGNANCY CORRELATES WITH CHANGES IN DISEASE RELATED GENE REGULATION IN BABIES.

THESE FINDINGS SUPPORT THE IDEA THAT MANY ADULT DISEASES HAVE THEIR ORIGINS AND ENVIRONMENTAL EXPOSURE SUCH AS STRESS, POOR NUTRITION, POLLUTION, OR TOBACCO SMOKE.

DURING EARLY DEVELOPMENT, NEARLY A QUARTER PREGNANT WOMEN REPORT BEING EXPOSED TO SECONDHAND SMOKE, WHICH ACCORDING TO NEW RESEARCH, IS LINKED TO EPIGENETIC CHANGES, MEANING CHANGES TO HOW GENES REGULATE RATHER THAN CHANGES TO GENETIC CODE ITSELF.

IN THESE BABIES THAT COULD RAISE THE RISK OF DEVELOPMENTAL DISORDERS AND CANCER, THEY RECOMMEND TO MOTHERS IN GENERAL THAT NO LEVEL OF CIGARETTE OF SECONDHAND SMOKE EXPOSURE IS SAFE.

EVEN LOW LEVELS OF SECONDHAND SMOKE EXPOSURE AFFECT EPIGENETIC MARKS IN DISEASE RELATED PATHWAYS.

THEY USE PART OF THE NEWBORN EPIGENETIC STUDY NEST OF INFANT UMBILICAL CORD BLOOD RESULTS SUGGEST THAT EVEN LOW LEVELS OF SECONDHAND SMOKE EXPOSURE DURING PREGNANCY, WHICH LIKELY REPRESENTS EXPOSURE TO OTHER FAMILY AND OR COMMUNITY MEMBERS WHO SMOKE IN THE WOMEN'S

ENVIRONMENTS IS RELATED TO ALTERATIONS.

IN D N A METHYLATION OF UMBILICAL CORD BLOOD, THE SECONDHAND EXPOSURE WAS MEASURED VIA CODINE IN MATERNAL PLASMA AMONG A SAMPLE OF NON-SMOKING WOMEN.

A NUMBER OF THESE C P G SITES WERE FOUND WITHIN GENES IMPLICATED IN NEUROLOGICAL SIGNALING, METABOLIC PATHWAYS, AND CANCER PATHWAYS.

WHEN COTININE LEVELS WERE HIGHER, THE NEWBORNS WERE MORE LIKELY TO HAVE EPIGENETIC MARKS ON GENES THAT CONTROL THE DEVELOPMENT OF BRAIN FUNCTION AS WELL AS AS GENES RELATED TO DIABETES AND CANCER.

TO SOLIDIFY THE RESULTS, THEY TOOK ANOTHER SAMPLE OF NON-SMOKING WOMEN AND FOUND THE CHANGES TO TWO OF THE SAME DISEASE RELATED EPIGENETIC REGIONS THAT REGULATE INFLAMMATION AND DIABETES, AND ANOTHER THAT REGULATES CARDIOVASCULAR AND NERVOUS SYSTEM FUNCTIONS, WHICH ARE CORRELATED WITH COTININE LEVELS.

IN THE MOTHERS RECAP, COTININE CAN BE FOUND IN THE BLOOD OF PREGNANT WOMEN WITH EVEN BRIEF EXPOSURE TO SECONDHAND SMOKE.

TWO, THERE WAS A DIRECT CORRELATION BETWEEN THE AMOUNT OF COTININE LEVELS IN THE MOTHERS AND EPIGENETIC MARKS ON GENES AND THE UMBILICAL CORD.

THE CITY OF PLANO NEEDS TO DO MORE TO PROTECT ITS CITIZENS FROM SECONDHAND SMOKE.
