UM, THIS MORNING, UH, AT THE FIRE STATION, NUMBER ONE, UH, WE REMEMBERED THOSE WHO LOST THEIR LIVES, SACRIFICED THEIR LIVES ON SEPTEMBER 11TH, 2001.
AND WE READ A PROCLAMATION IN THAT REGARD.
WE DO THIS, WE'VE DONE IT EVERY YEAR, UH, SINCE 2001.
AND SO I THOUGHT I'D READ YOU A COUPLE OF LINES THAT, UH, THAT WAS IN THE PROCLAMATION.
WHEREAS ON SEPTEMBER 11TH, 2023, WE'LL MARK THE 22ND ANNIVERSARY OF THE DEADLY ATTACKS ON THE WORLD TRADE CENTER IN NEW YORK CITY, THE PENTAGON, AND IN WASHINGTON DC AND THE CRASH OF A PLANE IN PENNSYLVANIA WHERE PASSENGERS HEROICALLY OVERTOOK HIJACKERS.
AND WHEREAS WE GATHER EACH YEAR TO REFLECT ON THE UNFATHOMABLE LOSS WE EXPERIENCED AS A NATION WITH THE DEATHS OF 343 NEW YORK FIREFIGHTERS, 23 POLICE OFFICERS, 37 PORT AUTHORITY OFFICERS, AND NEARLY 3000 PEOPLE AS A RE RESULT OF THESE TERRORISTIC ATTACKS.
AND WHEREAS WE LOOK TO THE FUTURE OF THE CITY OF PLANO, IT STANDS VIGILANT IN OUR COMMITMENT TO MAINTAINING A SAFE CITY AND PROVIDING OUR FIRST RESPONDERS WITH THE RESOURCES THEY NEED SO THEY CAN CONTINUE TO DO THEIR JOBS COMMENDED.
SO IT WAS A VERY SOLEMN, UH, PRESENTATION THIS MORNING WITH OUR FIREFIGHTERS AND POLICE OFFICERS THERE.
BUT I WANTED EVERYBODY TO KNOW THIS WAS, UH, UH, A REMEMBRANCE OF THOSE THAT LOST THEIR LIVES.

AND WHEN THEY HAPPEN, OUR NATION MUST ENSURE THAT COMMUNITIES HAVE THE SUPPORT AND RESOURCES THEY NEED TO RESPOND AND RECOVER.
AND WHEREAS ALL PLANO RESIDENTS ARE ENCOURAGED TO PARTICIPATE IN MANY CITIZEN PREPAREDNESS ACTIVITIES AND TO REVIEW THE MANY INFORMATIVE WEB WEBSITES OR THE PREPARED IN PLANO SOCIAL MEDIA FEEDS TO BECOME BETTER INFORMED ON PREPAREDNESS TOPICS.

A LOVE FOR HOT AIR BALLOONS INSPIRED HIM TO OFFER BALLOON RIDES TO THOSE ATTENDING THE CITY'S 4TH OF JULY CELEBRATION.
AND THIS SIMPLE ACT LED TO THE LAUNCH OF THE ANNUAL BALLOON FESTIVAL.
AND WHEREAS OVER THE FOUR DECADES, THE THE LOVE OF HOT AIR BALLOONS HAS GROWN EXPONENTIALLY IN PLANO, CITIZENS OF ALL AGES AND VISITORS ALIKE CONTINUE TO BE MESMERIZED BY THE MANY BEAUTIFUL HOT AIR BALLOONS DOTTING THE PLANO SKIES.
EACH FALL DURING THE BALLOON FESTIVAL, THIS SIGNATURE EVENT HAS ATTRACTED HUNDREDS AND THOUSANDS OF VISITORS TO PLANO.
AND WHEREAS THIS YEAR'S KICKOFF EVENT STARTS ON THURSDAY EVENING, THE 21ST, FIRST, IT'S NOT ON HERE.
SO I HAD TO WITH A SPECIAL OUTDOOR CONCERT PERFORMANCE BY THE PLANO SYMPHONY ORCHESTRA LED BY MAESTRO HECTOR GUZMAN.

2023 GRADUATES.SO I'D LIKE TO CALL FORWARD SHAUNA HALEY, DIRECTOR OF COMMUNICATIONS AND COMMUNITY OUTREACH, AND CHRIS PUGA ACADEMY GRADUATE, WHO I'D LIKE TO ASK ALL THE GRADUATES TO COME FORWARD AND ANY CLASSES OVER OUR RESIDENT THE OPPORTUNITY, THIS IS AN OPPORTUNITY TO LEARN, UH, ABOUT OUR FIRST RESPONDERS AND, UM, AND ALL THE THINGS THAT GO ON IN THE CITY OF PLANO.
SO I WOULD LIKE TO CONGRATULATE ALL OF YOU FOR BEING A PART OF THIS PROGRAM.
WE JUST THINK IT'S GREAT AND, UH, CONGRATULATIONS.

UM, CITIZENS ACADEMY IS A 12 MONTH PROGRAM.
THE FOLKS THAT YOU'RE LOOKING AT HAVE BEEN IN CLASS ONCE A MONTH SINCE LAST OCTOBER, LEARNING ALL OF THE INS AND OUTS OF HOW OUR CITY GOVERNMENT WORKS FROM CITY MANAGEMENT AND BUDGET TO TODAY.
WE LEARNED ABOUT WAYS THAT WE CAN VOLUNTEER AND EVERYTHING IN BETWEEN.
THIS IS A FANTASTIC WAY TO GET KIND OF A FOUNDATIONAL UNDERSTANDING OF THE INS AND OUTS OF WHAT IT TAKES TO SERVE AS THE CITY, SERVE OUR RESIDENTS, AND SERVE OUR COMMUNITY.
AND I KNOW THAT THEY'RE ALL VERY EXCITED ABOUT THE NEXT STEPS OF INVOLVEMENT.
AND SO TONIGHT WE'RE REALLY THRILLED TO HAVE ONE OF OUR CLASS MEMBERS SHARE A LITTLE BIT ABOUT WHAT HE'S LEARNED.

IT HAS BEEN A TREMENDOUS PRIVILEGE TO BE PART OF THIS PLANO CITIZENS ACADEMY COHORT AND HAVE THE HONOR TO REFLECT ON MY EXPERIENCE ALONG THE WAY.
I MOVED TO PLANO WITH MY WIFE AND STEPSON IN APRIL OF LAST YEAR.
BECAUSE OF THE VAST PROGRAMS AND INITIATIVES THE CITY HAD TO OFFER TO INCLUDE THIS ACADEMY, I WAS OVERJOYED TO LEARN THAT I WAS ACCEPTED INTO THIS PROGRAM JUST BEFORE LEAVING OUTTA STATE TO CONDUCT TRAINING WITH MY ARMY RESERVE UNIT AND THE ALWAYS BRISK AND THE DELIGHTFUL WEATHER OF THE MOJAVE DESERT.
THE ACADEMY TAUGHT ME MORE THAN I COULD EVER IMAGINE THE CITY HAD TO OFFER, INCLUDING OUR SPEEDY 9 1 1 DISPATCH SERVICES AND ALL THE INDIVIDUALS ON THE BACK END TO GET THOSE CRITICAL SERVICES TO OUR NEIGHBORS IN A SWIFT AND PROFESSIONAL MANNER.
I WOULD SAY ONE OF THE MOST IMPACTFUL SITE VISITS FOR ME PERSONALLY WAS THROUGH THE EMERGENCY MANAGEMENT DEPARTMENT, WHERE I LEARNED AND THEN ENROLLED TO BECOME A MEMBER OF PLANOS COMMUNITY EMERGENCY RESPONSE TEAM, WHERE CER, WHERE I'VE BEEN TRAINED TO ASSIST OUR CITY'S FIRST RESPONDERS IN CASE OF A LOCAL NATURAL DISASTER OR TIME OF CRISIS.
THE MEMORIES AND LESSONS I HAVE LEARNED DURING THIS PAST YEAR HAVE TRULY MOTIVATED ME TO BE FURTHER INVOLVED WITH MY COMMUNITY, INCLUDING ENROLLING TO BECOME A REPRESENTATIVE OF TWO CITY COMMISSIONS.
AFTER VISITING THE LATEST EVENT AT THE PLANO EVENT CENTER JUST LAST MONTH, I COULD NEVER HAVE ASKED FOR A MORE ACCOMMODATING AND FRIENDLY ACADEMY COORDINATOR, WHICH SHAUNA HAS BEEN FOR ME AND THE REST OF OUR COHORT.

I'M JOINED HERE TONIGHT BY THE FOUNDER OF THE PLANO CHILDREN'S THEATER, SARAH AKERS, AND A WAGON FULL OF PEANUT BUTTER FOR YOUR, FOR THE NORTH TEXAS FOOD DRIVE THAT WE WANNA CONTRIBUTE TO THE CAUSE WITH YOUR SUPPORT.
THE NORTH TEXAS PERFORMING ARTS BROUGHT OVER 300,000 VISITORS TO PLANO BASED STAGES AND HIS HOME OF THE LARGEST YOUTH THEATER ORGANIZATION IN THE COUNTRY, ENABLING OVER 11,000 CHILDREN TO TAKE THE STAGE IN PERFORMING ARTS CLASSES, CAMPS, AND SHOWS NEXT YEAR IN OVER 220, UH, PRODUCTIONS, AND OVER 1600 PERFORMANCES ON A DOZEN STAGES IN MOVIE THEATERS.
OUR NONPROFIT, OUR NON PLANO OPERATIONS, POSITIVELY CONTRIBUTE TO HELP UNDERWRITE PLANO BASED OVERHEAD.
AND EIGHT OUT OF 10 OF OUR THEATER TROOPS PERFORM IN PLANO, BRINGING IN CROWDS FROM DALLAS FRISCO AND BEYOND TO PLANO VENUES.
FIRST, I AM PLEASED TO ANNOUNCE OUR 13TH ANNUAL CHRISTMAS TRADITION OF SCROOGE, THE MUSICAL PERFORMING EXCLUSIVELY ON PLANO STAGES AND IN THE A HUNDRED HUNDRED AND 12TH PERFORMANCE.
WE'LL BE JOINED THIS YEAR BY THE EXCEPTIONAL TALENT OF COUNCILMAN SHELBY WILLIAMS, FEATURING HIS PROLIFIC VOCAL AND DANCING PROWESS, INCLUDING A FEATURED DUET IN THIS YEAR'S PRODUCTION.

LAST YEAR WE HONORED ARTS LEADERS FROM ACROSS THE REGION, INCLUDING THE PLANO SYMPHONY ORCHESTRA, THE PLANO COMMUNITY BAND AREA, P I S D SCHOOL TEACHERS, AND MORE.
AMONG THIS YEAR'S HONOREES INCLUDE LEADERS IN THE PLANO INTERNATIONAL FESTIVAL, THE PLANO CIVIC CHORUS, PLANO CHILDREN'S CHORUS, AND OTHER ARTS LEADERS ACROSS NORTH TEXAS.
IT IS MY HONOR THIS EVENING TO ANNOUNCE THIS YEAR'S HONOREE FOR DISTINGUISHED ARTS ADVOCATE AND AWARD, WHICH CELEBRATES AN ORGANIZATION SERVING AS AN ARTS LEADER WITH AN IMPACT OF THE ARTS IN OUR REGION.

UM, PURSUANT TO THE SECTION 26 0 5 B WITH PROPERTY TAX CODE, I MOVE THAT THE PROPERTY TAX RATE BE INCREASED BY THE ADOPTION OF A TAX RATE OF 0.4176, WHICH IS EFFECTIVELY AN 8.05% INCREASE IN THE TAX RATE.
I JUST, UH, HAD SOME, SOME COMMENT.
SO I WANNA START BY SAYING THAT I SUPPORT EVERYTHING THAT IS IN THE BUDGET TO INCREASE COMPENSATION FOR OUR EXCELLENT EMPLOYEES.
I'LL BE VOTING YES ON THE ITEMS RELATING TO, TO PAY FOR POLICE AND FIRE.
UH, BUT THIS GOES BEYOND PUBLIC SAFETY.
UH, IT EXTENDS TO EVERY EMPLOYEE BECAUSE IT TAKES EVERYONE TO MAKE TEAM PLANO.
SO I SUPPORT, UH, EVERY DOLLAR THAT IS IN THIS BUDGET FOR EMPLOYEE COMPENSATION.
THE 4.5% ACROSS THE BOARD RAISED THE COMPENSATION PHILOSOPHY, STUDY, AND MARKET ADJUSTMENTS.
IT'S IMPORTANT TO ME AS I, AS I KNOW IT, IS TO ALL OF US THAT PLANO REMAIN A DESTINATION EMPLOYER BECAUSE EXCELLENT CITY SERVICES START WITH EXCELLENT CITY EMPLOYEES, AND THAT'S WHAT WE HAVE IN PLANO, AND WE NEED TO COMPENSATE THEM AS SUCH.
I DO THINK THAT WE COULD HAVE, UH, DONE EVERYTHING THAT WE'RE DOING FOR THE EMPLOYEES WHILE STILL, UH, MITIGATING THE INCREASE, UH, THAT TAXPAYERS ARE GOING TO SEE AS A RESULT OF THE INCREASE IN PROPERTY VALUES, UH, AND MAINTAINING THE SAME PROPERTY TAX RATE AS LAST YEAR.
I'VE TALKED ABOUT THESE AT PREVIOUS MEETINGS, SO I WON'T, YOU KNOW, UH, BELABOR THE POINT.
BUT, UH, BUT I BELIEVE THAT, UH, WE, WE COULD HAVE DONE THE IDEA ABOUT THE CAPITAL MAINTENANCE FUND, UH, 5 MILLION, UH, DOLLAR, UH, UH, DECREASE IN THE GENERAL FUND TRANSFER TO THE CAPITAL MAINTENANCE FUND, UH, BECAUSE WE ARE, UH, YOU KNOW, VERY LIKELY, AS LONG AS DART CONSIDERS US TO BE IN GOOD STANDING TO GET FUNDS THAT WE CAN USE FOR, UH, THOSE PROJECTS ANYWAY.
AND SECONDLY, AS I'VE TALKED ABOUT, AND I'LL TALK ABOUT THIS MORE IN, IN IN COMING MEETINGS, BUT, UH, FEES, YOU KNOW, I'LL GIVE THE EXAMPLE OF GYM FEES.

AND THAT'S JUST ONE, ONE EXAMPLE OF, UH, FEES THAT, THAT I THINK WE NEED TO LOOK AT, AT MAKING SURE THAT WE'RE JUST NOT JUST USING PROPERTY TAXES TO FILL THAT GAP, BUT THAT FEES ARE, UH, UH, YOU KNOW, COMMENSURATE TO THE SERVICE WE'RE DELIVERING.
BECAUSE GENERALLY SPEAKING, I, I

UM, WE'VE TALKED AT PREVIOUS MEETINGS ABOUT HOW, UH, A HOMEOWNER, UH, UNDER THIS BUDGET WHO HAS A HOMESTEAD EXEMPTION, BUT NO OTHER EXEMPTIONS, WE'LL SEE A 10.2% INCREASE, UH, IN THE DOLLAR AMOUNT OF THEIR TAXES.
WE KNOW ALSO THERE'S GONNA BE A 20% INCREASE IN SOLID WASTE RATES AND WATER RATES ARE GOING TO INCREASE.
ALSO, I'M CONCERNED THAT WE'RE USING 1.16 CENTS OF ROLLOVER INCREMENT THIS YEAR, UH, OUT OF THE 2.95 CENTS, UH, THAT HAS ACCRUED OVER THE PAST THREE YEARS.
THAT'S MORE THAN ONE THIRD OF THE AVAILABLE ROLLOVER INCREMENT.
AND, UH, WE HAVE THREE YEARS TO USE IT.
SO AT THIS PACE, WE WOULD POTENTIALLY BE ON PACE, UH, TO USE ALL OF IT.
AND, UH, I, I, I HOPE THAT THAT IS NOT WHAT WILL HAPPEN, BUT I'M CONCERNED THAT THAT'S THE PACE THAT WE'RE SETTING FOR OURSELVES TONIGHT.

AND I, I, I'M CONCERNED THAT, UH, THAT WE'RE STARTING, UH, UH, BACK ON A PERIOD OF, OF, OF INCREASE, UH, THIS YEAR.
SO, UM, THERE, THERE ARE MANY OTHER THINGS I'D LIKE TO SAY.
I I DO WANT TO QUICKLY SAY THAT, YOU KNOW, I, I'M NOT A MY WAY OR THE HIGHWAY KIND OF GUY.

UM, YES, THE, THERE'S A 10.2% PROJECTED, UH, HOMESTEAD TAX INCREASE.

I'VE WRESTLED WITH MANY OF THE SAME THINGS THAT, UH, COUNCILMAN RICK ELLI HAS.

IF THIS IS REDUCED, IT WILL NOT JUST SLOW DOWN TRAFFIC, BUT WILL SLOW DOWN.
HOW MANY PEOPLE DRIVE INTO DOWNTOWN? THE LEFT TURN LANE AT AVENUE K WILL BACK UP SO MUCH THAT CARS WANTING TO GO STRAIGHT WILL BE STOPPED.
THERE IS NOT ENOUGH SPACE BETWEEN MUNICIPAL AND AVENUE K TO PREVENT THAT FROM HAPPENING.
ALSO, CLOSING THE LEFT TURN LANE INTO THE PUBLIC PARKING LOT GOING EAST ON 14TH, WILL MAKE DRIVERS GO THE ENTIRE BLOCK TO GET INTO THAT LOT.
THE CITY PURCHASED THIS EASEMENT FROM, FROM ME, TO PREVENT THAT FROM HAPPENING.
PLEASE DON'T VOTE ON THIS ENTIRE PLAN WITHOUT ADDRESSING THESE ISSUES.

SO, UH, THIS CHANGE IS CONSISTENT WITH THE COMPREHENSIVE PLAN.
WE DID WANT TO NOTE THAT THERE IS SOMEWHAT OF A CONCENTRATION OF DAYCARE CENTER USES IN THIS AREA.
THE YELLOW PROPERTIES NOTE OTHER SUVS IN THE VICINITY AND THE BLUE AREA BEING THE SUBJECT PROPERTY.
SO AS REGARDING RESPONSES, WE HAD TWO LETTERS OF OPPOSITION RECEIVED FROM PROPERTY OWNERS WITHIN 200 FEET.
THAT RESULTED IN A 4.7%, UM, AMOUNT OF PROPERTY IN OPPOSITION.
SO THERE IS NO SUPER MAJORITY REQUIREMENT ON THIS VOTE.
UH, THE TOTAL RESPONSES RECEIVED CITYWIDE.
UM, WE DID HAVE A NUMBER OF CHANGES AFTER P N Z.
THERE WERE TWO IN SUPPORT, SIX IN OPPOSITION FOR A TOTAL OF EIGHT RESPONSES.
AND WITH THAT, THE UH, PLANNING AND ZONING COMMISSION DID RECOMMEND APPROVAL OF THIS BY A VOTE OF SEVEN TO ZERO.
