VICKI LONG REPRESENTATIVES FROM THE PLANO FIRE RESCUE ASSOCIATES AND THE REPRESENTATIVES FROM THE PLANO CITIZENS POLICE ACADEMY ALUMNI ASSOCIATION, THE PLANO FIRE RESCUE AND THE POLICE DEPARTMENTS HELD THEIR ANNUAL BATTLE OF THE BADGES BLOOD DRIVE THE WEEK OF JANUARY, UH, JULY 5TH THROUGH JULY 9TH.

19 YEARS AGO, PLANO RAN INTO A SHORTAGE OF BLOOD DRIVES IN THE SUMMER BECAUSE THE SCHOOLS ARE OUT AND THAT'S OUR BIGGEST SOURCE OF BLOOD DURING THE YEAR.
SO 19 YEARS AGO, THE PLANO POLICE DEPARTMENT, THE PLANO FIRE DEPARTMENT, AND A LOT OF THE ROTARIANS IN PLANO STARTED DOING A LOT OF THE BLOOD DRIVES EVERY YEAR.
WE'RE DOING THEM IN JULY THIS YEAR, THE POLICE DEPARTMENT WAS CREDITED WITH 137 UNITS OF GOOD BLOOD.
THE FAR DEPARTMENT CONTRIBUTED 296 GOOD UNITS.
THAT NUMBER REPRESENTS THE POSSIBILITY OF SAVING 1,299 LIVES IN OUR LOCAL HOSPITALS.
IT IS MY PLEASURE NOW TO PRESENT THE TROPHY AND MY AND THE CARTER BLOOD SOURCE REPRESENTATIVE, MS. VICKI LONG THAT PUT ALL OF THIS TOGETHER.

ADRENAL CANCER HAPPENS MORE OFTEN WITH PEOPLE WITH INHERITED SYNDROMES THAT INCREASE THE RISK OF CERTAIN CANCERS.
SHE KNOWS THAT NEITHER HER PARENTS OR ANY OF HER GRANDPARENTS HAS EVER BEEN DIAGNOSED WITH ANY OF THE SYNDROMES ASSOCIATED WITH IT.
ONLY WHEN YOU PUT IN CAN SMOKING CAUSE ADRENAL GLAND TUMORS.
DOES IT SAY SMOKING HAS BEEN SUGGESTED AS A RISK FACTOR FOR ADRENAL CORTICAL CARCINOMA? THE MAYO CLINIC DOES STATE THAT ADRENAL GLAND TUMORS OCCUR WHEN SOMETHING CREATES CHANGES IN THE D N A OF AN ADRENAL GLAND.
AND WE ALREADY KNOW THAT CIGARETTE SMOKE DOES CHANGE YOUR D N A.
WHEN I READ ABOUT ADRENAL GLAND TUMORS AND CAUSES, AND I HAD TO HUNT TO SEE IF CIGARETTE SMOKE COULD BE A CAUSE I WAS REMINDED OF WHEN MY FATHER WAS DIAGNOSED WITH KIDNEY CANCER IN 2001.
HIS DOCTOR NEVER TOLD HIM TO QUIT SMOKING.
WHEN I RESEARCHED CAUSES SMOKING WAS NOT EVEN LISTED.
AFTER A LOT OF RESEARCH WITH A DIAL UP MODEM, I CAME ACROSS A FEW ARTICLES THAT SAID THAT IT COULD, SMOKING COULD BE A CAUSE.
FAST FORWARD TODAY, IF YOU LOOK UP CAUSES OF KIDNEY CANCER, NUMBER TWO IS SMOKING.
IF HE HAD QUIT SMOKING IN 2001, MAYBE HE WOULD NOT HAVE DIED FROM LUNG CANCER IN TWO THOU FIVE YEARS LATER.
WE KNOW THAT SECONDHAND CIGARETTE SMOKE KILLS INNOCENT PEOPLE PER THE C D C.
WE KNOW THAT SECONDHAND SMOKE KILLS OVER 41,000 PEOPLE IN THE UNITED STATES.
THE MAJORITY OF THE DEATHS ARE FROM LUNG CANCER AND CORONARY HEART DISEASE.
INFANTS DIE FROM SSIDS, I'M SORRY, DIE FROM PRENATAL CONDITIONS.
AND 400 INFANTS DIE FROM SUDDEN INFANT DEATHS IN THE UNITED STATES AND OVER SIX DIE A YEAR FROM RE RESIDENTIAL FIRES CAUSED BY SMOKERS.
THESE ARE THE INNOCENT DEATHS CAUSED BY SMOKERS THAT ARE ATTRIBUTED TO SECONDHAND SMOKE.

A TAXING UNIT MUST ALSO PUBLISH SPECIAL NOTICES AND HOLD ONE PUBLIC HEARING BEFORE ADOPTING THE TAX RATE.
AND THEN A TAXING UNIT IS REQUIRED TO HOLD AN ELECTION TO APPROVE A TAX RATE THAT GOES OVER YOUR VOTER APPROVAL TAX RATE.
WE HAVE TWO DIFFERENT TAX RATES GOING ON, AND I'M ACTUALLY GONNA TALK ABOUT A THIRD ONE HERE IN A MINUTE THAT WE'VE NEVER REALLY DEALT WITH, BUT A LOT OF THE CITIES ARE DOING IT THIS YEAR.
AND I'LL EXPLAIN WHY HERE IN A MINUTE.
THE NO NEW REVENUE TAX RATE, WHICH IS FORMERLY THE EFFECTIVE TAX RATE, IS A CALCULATED RATE THAT PROVIDES THE TAXING ENTITY WITH THE SAME AMOUNT OF REVENUE IT RECEIVES IN THE YEAR BEFORE ON BOTH PROPERTIES.
IT DOES NOT INCLUDE NEW CONSTRUCTION.
IF YOUR PROPERTY RISES, YOUR NO NEW REVENUE RATE WILL GO DOWN AND VICE VERSA.
SO BACK WHEN WE WERE GOING THROUGH THE GREAT ECONOMIC RECESSION AND OUR PROPERTIES DID GO DOWN, OUR EFFECTIVE TAX RATE AT THAT TIME DID GO UP.
THE RESULTING TAX RATE SHOWS THE RELATIONSHIP BETWEEN LAST YEAR'S REVENUE AND THE CURRENT YEAR'S APPRAISED PROPERTY VALUE.
YOUR NO NEW REVENUE RATE RIGHT NOW IS 38.65 CENTS.
THERE'S A SEESAW EFFECT I WAS JUST TALKING ABOUT.
PROPERTY VALUE GOES UP, YOUR NO NEW REVENUE RATE GOES DOWN, PRICE, PROPERTY VALUE GOES DOWN.
YOUR VOTER APPROVAL RATE, WHICH IS FORMALLY THE ROLLBACK TAX RATE, IS THE CALCULATED MAXIMUM TAX RATE ALLOWED BY LAW WITHOUT VOTER APPROVAL.
THE VOTER APPROVAL RATE PROVIDES CITIES WITH THE SAME AMOUNT OF TAX REVENUE SPENT THE PREVIOUS YEAR FOR DAY-TO-DAY OPERATIONS.
OKAY? SO YOU CAN GO IN AND YOU SET YOUR DEBT RATE AND THEN EVERYTHING ELSE CAN GO OVER TO OPERATIONS.
YOU'RE ALLOWED AN EXTRA 3.5% TO GO FOR OPERATIONS.
YOU MUST HAVE AN ELECTION IN NOVEMBER IF YOU DECIDE TO GO OVER THE VOTER APPROVAL TAX RATE.
THE VOTER APPROVAL TAX RATE IS 40.60 CENTS.
NOW, IN HB TWO, MANY YEARS AGO, OUR SENATE BILL TWO SENATE, THEY INTRODUCED A CONCEPT CALLED THE VOTER APPROVAL TAX RATE, TAX INCREMENT RATE.
NOW, NOT A LOT OF CITIES HAVE USED THIS.
THE LAST FOUR YEARS YOU HAVE PASSED FORTH THE NO NEW TAX, NO NEW REVENUE TAX RATE.
ONE YEAR WE DID A LITTLE BIT MORE 'CAUSE WE HAD SO MANY, UH, CHAPTER 42 LITIGATIONS.
AT THE END OF THE DAY, THE FORM ALLOWS YOU, IT HAS A WHOLE CALCULATION IN IT.
SINCE YOU HAVE DONE EVERY YEAR THE NO NEW TAX RATE, IT LOOKS BACK THREE YEARS, AND YOUR VOTER TAX INCREMENT FINANCING PART IS 43.55 CENTS.
NOW, LET ME SHOW YOU WHAT THAT LOOKS LIKE.
BACK IN 2021, WHEN ALL THIS STARTED, THE VOTER APPROVAL RATE WAS 45.76.
OKAY? SO YOU, YOU GOT TO CARRY FORWARD AN INCREMENT OF NEARLY A PENNY, 2122.
ONCE AGAIN, YOU PASS THROUGH THE NO NEW REVENUE RATE.
THE VOTER APPROVAL RATE AT THAT TIME WAS 46.17 CENTS, AND WE HAD AN INCREMENT OF NEARLY HALF A CENT.
2223, WHICH WAS LAST YEAR, PASSED THE NO NEW REVENUE RATE, WHICH WAS AT 41.76.
THE VOTER APPROVAL RATE AT THAT TIME WAS 43.76 CENTS.
SO AGAIN, WE HAD AN INCREMENT OF 0.0142.
WHEN YOU ADD ALL THOSE TOGETHER, IF FOR SOME REASON YOU WANTED TO ADD THAT ON TO YOUR VOTER APPROVAL RATE THIS YEAR, YOU COULD GO UP TO THE 43.55 CENTS.
SO RIGHT NOW, WITHIN THE BUDGET IS 41.76 CENTS, WHICH CLEARLY IS OVER THAT 40.60 CENTS BY 1.16 CENTS.
ANYWAY, SEVERAL CITIES ARE DOING THIS, SO WE WANTED TO

JUST BRING IT FORTH TO YOU AND LET YOU KNOW YOU CAN GO BACK AND LOOK BACK THREE YEARS.AT THE END OF THE DAY THOUGH, WHAT HAPPENS IS THE STATE LAW ALLOWS YOU TO DO THE INCREMENT TO BE APPLIED FOR FUTURE TAX RATES WITHIN THE THREE YEARS.
AFTER THREE YEARS THOUGH, ANY OF THAT INCREMENT IS FORFEITED.
SO THIS, THIS YEAR, WE GO WITH THE 40.60 CENTS.
THAT 2021, THAT NEARLY PENNY THAT LOPS OFF, AND WE BEGIN AGAIN.
SO NEXT YEAR WE'LL BE UP HERE AND WE'LL BE TALKING ABOUT 21, 22, 22, 23, AND THEN WHATEVER, UH, IS APPROVED THIS YEAR.
SO ANYWAY, SEVERAL CITIES ARE USING THIS THIS YEAR.
WE JUST WANTED TO BRING IT UP TO Y'ALL AND LET YOU KNOW YOU DO HAVE A TOOL LIKE THIS.
YOU CAN USE RIGHT NOW OUR CERTIFIED TRUTH AND TAXATION RATES.
OF COURSE, WE GOT THE 38.65 CENTS.
THAT'S YOUR NO NEW REVENUE RATE.
WE WOULD NEED TO REDUCE THE BUDGET BY $17 MILLION IN ORDER FOR THAT TO BE, UH, PASSED.
THE DEBT RATE IS SET AT 11.50 CENTS.
YOU WOULD HAVE TO REMOVE THE 17 OUT OF THE OPERATING BUDGET.
THE VOTER APPROVAL RATE, WHICH IS THE NORMAL VOTER APPROVAL RATE, WHICH ALLOWS YOU THE 3.5%, IS 40.60 CENTS.
YOU NEED TO REDUCE $6.4 MILLION FROM THE OPERATING BUDGET.
IF FOR SOME REASON WE DID THE VOTER APPROVAL RATE WITH THE TAX INCREMENT AND WENT TO THE 43.55 CENTS, IT WOULD RAISE AN ADDITIONAL $16.9 MILLION.
THE CITY MANAGER'S PROPOSED RATE RIGHT NOW IS 41.76 CENTS.
HOWEVER, THE RECOMMENDATION TONIGHT IS TO GO TO THE 40.60 CENTS.
THE OPERATING RATE THEN WOULD BE THE 29.10 CENTS.
HOW WE WOULD, HOW WE WOULD COME UP WITH THAT $6.4 MILLION IS TO, UH, DEDUCT $5 MILLION FROM THE CAPITAL MAINTENANCE TRANSFER AND CAP THE ECONOMIC DEVELOPMENT TRANSFER A $10 MILLION.
RIGHT NOW, WE HAVE SCHEDULED 11.4 MILLION TO GO IN THERE.
THIS WOULD RAISE THE $6.4 MILLION TO GO TO THAT 40.60 CENTS.
JUST GONNA RUN THROUGH A COUPLE OF SLIDES RIGHT NOW FOR THE AVERAGE HOMEOWNER, AND THIS IS USING THEIR HOMESTEADED PROPERTIES.
OKAY, 41.76 CENTS, 41.76 CENTS.
THIS IS BASED ON THE AVERAGE HOME VALUE.
OF COURSE, YOUR TAX RATE WON'T GO UP.
HOWEVER, DUE TO THE FACT THAT THEIR EXISTING PROPERTIES ARE GOING UP, IT WOULD GO UP $144.
IF WE WERE TO GO TO THE VOTER APPROVAL RATE, YOU WOULD LOWER THE TAX RATE 1.16 CENTS.
AT THE END OF THE DAY, EVEN THOUGH YOU'RE LOWERING THE RATE, BECAUSE THE AVERAGE HOME IS GOING UP, THEY'RE GONNA SEE A HUNDRED DOLLARS INCREASE FOR THE WHOLE YEAR.
IF WE WERE TO GO AND FIND THE $16 MILLION TO CUT, OR $17 MILLION TO CUT OUT OF THE BUDGET, YOU WOULD LOWER THE PROPERTY TAX RATE BY 3 CENTS.
ONCE AGAIN, THEY'D STILL SEE AN INCREASE OF $28 BECAUSE THE EXISTING PROPERTY VALUE'S GOING UP.
IF FOR SOME REASON, AND I'M SORRY, THIS IS NOT LABELED CORRECTLY, THIS IS THE VOTER APPROVAL RATE.
WITH THE TAX INCREMENT ON IT, YOU COULD INCREASE THE RATE BY 1.79 CENTS AND THE TAX BILL FOR THE AVERAGE HOMEOWNER WOULD GO UP $211.
NOW, THE WHOLE REASON WE'RE HERE TONIGHT TO DISCUSS THIS IS WE ARE GOING TO HAVE TO PUT IN, LET ME SHOW YOU THE FORM.
THERE'S A FORM WE'RE GONNA PUT IN THE PAPER, AND IT'S GOING TO GO IN ON THURSDAY.

THERE'S BEEN A STRONG FOCUS BY EVERY SINGLE COUNCIL MEMBER OF MAKING SURE THAT WE'RE TAKING CARE OF OUR EMPLOYEES AND, AND WE'RE, UH, REALIZING, UH, YOU KNOW, THE INFLATIONARY EFFECTS AND EVERYTHING ELSE.
I'VE ASKED OUR HR DEPARTMENT TO GO OUT AND RESURVEY SOME OF THE CITIES AROUND US.
UM, WHAT IS TYPICAL IS PLANO WILL SET THEIR BUDGET AND THEN EVERYBODY ELSE STARTS SETTING THEIR BUDGET RIGHT AFTERWARDS, ESPECIALLY WHEN IT COMES TO COMPENSATION.
AND SO THERE TENDS TO BE KIND OF A ONE UPSMANSHIP, UH, WITH, WITH SOME OF OUR NEIGHBORING CITIES.
AND WHAT WE FOUND WAS THE INITIAL 3% THAT WE PUT IN THERE HAS BEEN ONE UPPED BY A NUMBER OF CITIES AROUND US.
AND SO, UH, IT IS, UH, WE'RE SEEING RAISES OF, OF FOUR AND FIVE, AND IN SOME CASES EVEN UP TO 6%, UM, TO SOME OF THE SURROUNDING CITIES.
I KNOW HOW CRITICAL IT IS, UM, FOR US TO KEEP QUALITY, UM, TALENTED, EXPERIENCED STAFF MEMBERS ON HAND SO THAT WE ARE CARRYING OUT OUR, OUR BUSINESS THE WAY THAT WE SHOULD.
UM, I DO THINK THAT IF YOU'RE CONSIDERING THE MAXIMUM THAT YOU MIGHT HAVE, UM, THAT THERE MAY BE ADDITIONAL DISCUSSIONS THAT COUNCIL MAY WANT TO HAVE ON THAT.
UM, DURING THIS BUDGET SEASON, I DO, I WANNA MAKE SURE Y'ALL ARE FULLY INFORMED ON IT.
EACH PERCENTAGE POINT THAT GOES, UH, GOES UP ON SALARIES IS $2.5 MILLION ACROSS ALL FUNDS.
SO THAT'S, THAT'S WHAT IT COSTS US TO GIVE A 1% RAISE.
AND WHILE IT MAY NOT BE ABLE TO BE ACHIEVED THIS FALL, WHETHER IT'S PROGRAMMING FOR THE SPRING OR SOMETHING LIKE THAT, I JUST WANTED TO MAKE SURE, KNOWING THAT WE'RE IN A COMPETITIVE ENVIRONMENT FOR LABOR, KNOWING THAT LABOR IS SCARCE RIGHT NOW, AND THAT WE ARE WORKING HARD TO MAKE SURE THAT WE HAVE THE BEST FIRST RESPONDERS, THE BEST ACCOUNTANTS, THE BEST, UH, FOLKS OUT THERE, AND WE CAN PROVIDE OUR SERVICES RELIABLY.

WE JUST DIDN'T HAVE TO DO IT THIS YEAR.
BUT COUNCILMAN TO GO, TO GO BACK TO YOUR QUESTION, UM, WITH AGING INFRASTRUCTURE, AND I, I THINK YOU, YOU AND THE COMMUNITY, THE COMMUNITY IS WELL AWARE OF THE ORANGE CONES OUT THERE.

WE'VE GOT $28.5 MILLION SCHEDULED FOR NEXT YEAR.
WHAT WE DO FOR THESE PROJECTS IS GO IN AND REPLACE THE DAMAGED CONCRETE AND THEN WE PUT A THREE QUARTER INCH THIN OVERLAY THAT PROTECTS THAT CONCRETE SURFACE ACROSS THE ENTIRE PAVEMENT.
AND THAT WAY WATER CAN'T GET INTO THE CRACKS AND THE JOINTS AND PRESERVES THE PAVEMENT WELL BEYOND THAT 30 YEAR LIFESPAN THAN IT, IT WAS DESIGNED FOR ALSO RISES MUCH BETTER.

WE'VE GOT THE WEST OVERLAY PROJECT, WHICH INCLUDES HEDGE COACHS ROAD THERE ON THE NORTH SIDE.
WE'VE GOT, UH, PARKER ROAD ON THE, ON THE FAR WEST SIDE.
AND THEN, UH, PARKWOOD BOULEVARD.
THE EAST PROJECT, UH, HAS PLANA PARKWAY IN THE SOUTHEAST CORNER OF TOWN THERE, UH, LOS RIOS BOULEVARD, AND THEN THE EAST SIDE OF PARKER ROAD.
UH, THEN WE HAVE THE ORANGE AREAS, WHICH ARE THE CONCRETE REPAIR PROJECTS THAT ARE GOING ON AHEAD OF THE OVERLAYS.

SO THE WHOLE SECTION OF ROAD IS DONE AT THE SAME TIME.

AND WE NEED TO START INSPECTING THESE THINGS TO MAKE SURE WE DON'T HAVE SOMETHING CATASTROPHIC HAPPEN.
SO WE'VE GOT $2 MILLION IN THE BUDGET TO INSPECT OUR LARGEST DIAMETER MAINS FIRST THAT ARE MOST CRITICAL TO THE CITY AND GET INFORMATION BACK WHERE IT TELLS YOU, YOU KNOW, WATCH OUT FOR THIS OVER THE NEXT FIVE TO 10 YEARS OR REPLACE THIS IMMEDIATELY AND THEN WE'LL HAVE A BETTER MAINTENANCE PLAN OVER THE FUTURE FOR OUR LARGE DIAMETER REMAINS.
UM, WE ALSO HAVE LEAD AND COPPER INVESTIGATIONS.
UH, WE'VE GOT SOME MASTER PLANS IN HERE, THE ELEVATED STORAGE TANK MASTER PLAN, AND THE UE PUMP STATION MASTER PLAN TO PLAN OUT FUTURE MAINTENANCE AND REPLACEMENTS THAT WE'RE GONNA DO WITH THOSE, UH, LEAK DETECTION.
UM, AND, UM, OTHER PUMP STATION REHABILITATION IS PART OF THE $6 MILLION.
AND THEN FINALLY, WASTE WATER'S AT 5.425 MILLION.

UM, WE ALSO DO THINGS LIKE INFLOW AND INFILTRATION WHERE IF RAINWATER'S GETTING INTO YOUR SEWER SYSTEM, YOU'VE GOT LESS CAPACITY TO CARRY SEWAGE, WHICH MEANS YOU EITHER BUILD BIGGER PIPES OR YOU FIND THE SOURCE OF THE RAINWATER AND FIX THAT.
SO IT'S MUCH MORE COST EFFECTIVE TO DO THAT AS WELL.
UM, SO THAT'S ALL KIND OF PART OF OUR, OUR PREVENTATIVE MAINTENANCE FOR THE WASTEWATER SYSTEM.
