HEAVENLY FATHER, AS WE COME TOGETHER AGAIN THIS YEAR TO REMEMBER THESE WHO HAVE GIVEN THEIR ALL IN THE LINE OF DUTY. WE JUST THINK OF EACH NAME AS WE LOOK AT THIS LIST, LONG LIST OF NAMES. AND WE KNOW THAT THERE IS A, A SAD STORY BEHIND EACH [00:05:01] NAME, BUT WE ALSO REMEMBER THAT THERE'S A FAMILY OF PEOPLE, UH, LOVED ONES, THEIR PARENTS, GRANDPARENTS, WIVES AND CHILDREN AND THEIR FELLOW OFFICERS, UH, WHO ARE STILL GRIEVING AS WE NEVER FORGET, THOSE WHO HAVE GONE ON BEFORE US. LORD, THIS HAS BEEN A, A SAD WEEK IN OUR OWN DEPARTMENT AS WE HAVE LOST THREE SPOUSES, AND ALSO AS WE REMEMBER WHAT HAPPENED TO ALAN A COUPLE OF WEEKS AGO, AND SO MANY THAT WERE INVOLVED IN THAT, AND SO MANY WHO ARE GRIEVING OF THAT. AND SO I LIFT THEM ALL UP AND I PRAY YOU WOULD HELP EACH ONE WITH THEIR GRIEF WORK. HELP THEM TO TAKE IT ONE DAY AT A TIME, TRUSTING IN YOU THAT YOU ARE THE GOD OF ALL COMFORT AND YOU COMFORT US WITH YOUR SUPERNATURAL COMFORT. AND THEN YOU ASK US TO COMFORT ONE ANOTHER WITH THAT SAME COMFORT. SO I PRAY THAT'S WHAT WOULD WE WOULD DO TODAY AND IN THE DAYS TO COME. THANK YOU FOR ALL OF THESE WHO CAME TO ATTEND THIS TODAY. IN JESUS' NAME, AMEN. THE POLICE BE SEATED. GOOD MORNING. I WOULD LIKE TO WELCOME YOU TO THE P PLANO POLICE DEPARTMENT'S PEACE OFFICER MEMORIAL SERVICE. DURING TODAY'S SERVICE, WE WILL PAY A SPECIAL TRIBUTE TO 17 TEXAS PEACE OFFICERS WHO GAVE THEIR LIVES IN THE LINE OF DUTY IN 2022. IN 2022, NINE, TEXAS POLICE OFFICERS DIED AS A RESULT OF A CRIMINAL ACT. FIVE TEXAS PEACE OFFICERS DIED IN CRASHES. ONE DIED AS A RESULT OF ON-DUTY RELATED MEDICAL ISSUE. ONE DIED AS A RESULT OF AN ACCIDENT AND ONE DIED IN A FIRE. REGARDLESS OF HOW THESE OFFICERS DIED, THEY ALL HAVE ONE THING IN COMMON, AND THAT IS THAT THEY GAVE THEIR LIVES WHILE PERFORMING THEIR DUTY TO KEEP THEIR COMMUNITY SAFE. AND TODAY WE WILL HONOR AND REMEMBER THEIR SACRIFICE. SO I'D LIKE TO TAKE A MOMENT TO RECOGNIZE SOME SPECIAL GUESTS THAT ARE WITH US THIS MORNING. WE HAVE MAYOR JOHN MUNK, COUNCIL MEMBER ANTHONY RICK ELLI, COUNCIL MEMBER SHELBY WILLIAMS. COUNCIL MEMBER RICK SMITH, CITY MANAGER, MARK ISON, DEPUTY CITY MANAGER, SAM GRIF, DEPUTY CITY MANAGER, SHELLY SEAMER, DEPUTY CITY MANAGER, JACK CARR, FIRE CHIEF CHRIS BIGGERSTAFF. AND COUNCIL MEMBER RICK HORN. WE APPRECIATE YOUR SUPPORT. ALSO IN ATTENDANCE TODAY WE HAVE DARK POLICE, CHIEF CHARLES CATO AND DALLAS COUNTY CONSTABLE EDDIE BROWN AND COLLIN COUNTY DISTRICT ATTORNEY GREG WILLIS. FAMILY MEMBERS OF FALLEN LIEUTENANT ERNIE OLDHAM AND FAMILY MEMBERS OF OUR FALLEN OFFICER, ANDREW SOWELL. LAUREN MEKI AND TIM SOWELL. THANK YOU FOR JOINING US TODAY. ANOTHER TRADITION AT OUR PEACE OFFICER MEMORIAL SERVICE IS TO READ THE CODE OF ETHICS. AND THE REASON WE DO THIS IS THAT WE, AS WE HONOR OUR FALLEN OFFICERS, IT GIVES US IN LAW ENFORCEMENT AN OPPORTUNITY TO REFLECT ON WHAT THIS PROFESSION IS ALL ABOUT. AS A LAW ENFORCEMENT OFFICER, MY FUNDAMENTAL DUTY IS TO SERVE THE COMMUNITY, TO SAFEGUARD LIVES AND PROPERTY, TO PROTECT THE INNOCENT AGAINST DECEPTION, THE WEAK AGAINST OPPRESSION OR INTIMIDATION, AND THE PEACEFUL AGAINST VIOLENCE OR DISORDER. AND TO RESPECT THE CONSTITUTIONAL RIGHTS OF ALL TO LIBERTY, QUALITY AND JUSTICE. I WILL KEEP MY PRIVATE LIFE UNSEED AS AN EXAMPLE TO ALL AND BEHAVE IN A MANNER THAT DOES NOT BRING DISCREDIT TO ME OR MY AGENCY. I WILL MAINTAIN COURAGEOUS, CALM IN THE FACE OF DANGER, SCORN OR RIDICULE, DEVELOP SELF-RESTRAINT, AND BE CONSTANTLY MINDFUL OF THE WELFARE OF OTHERS. HONEST IN THOUGHT, INDEED, IN BOTH MY PERSONAL AND OFFICIAL LIFE, I WILL BE EXEMPLARY AND OBEYING THE LAWS OF THE LAND AND THE REGULATIONS OF MY DEPARTMENT. WHATEVER I SEE OR HEAR OF A CONFIDENTIAL NATURE OR THAT IS CONFIDENT TO ME IN MY OFFICIAL CAPACITY WILL BE KEPT EVER SECRET. UNLESS REVELATION IS NECESSARY IN THE PERFORMANCE [00:10:01] OF MY DUTY, I WILL NEVER ACT OFFICIALLY OR PERMIT PERSONAL FEELINGS, PREJUDICE, POLITICAL BELIEFS, ASPIRATIONS, ANIMOSITIES OR FRIENDSHIPS TO INFLUENCE MY DECISIONS WITH NO COMPROMISE FOR CRIME. AND WITH RELENTLESS PROSECUTION OF CRIMINAL, I WILL ENFORCE THE LAW COURAGEOUSLY AND APPROPRIATELY WITHOUT FEAR OR FAVOR, MALICE OR ILL WILL NEVER EMPLOYING UNNECESSARY FORCE OR VIOLENCE AND NEVER ACCEPTING GRATUITIES. I RECOGNIZE THE BADGE OF MY OFFICE AS A SYMBOL OF PUBLIC FAITH, AND I ACCEPT IT AS A PUBLIC TRUST TO BE HELD SO LONG AS I AM TRUE TO THE ETHICS OF THE POLICE SERVICE. I WILL NEVER ENGAGE IN ACTS OF, UH, CORRUPTION OR BRIBERY, NOR WILL I CONDONE SUCH ACTS BY OTHER POLICE OFFICERS. I WILL COOPERATE WITH ALL LEGAL AUTHORIZED AGENCIES AND THE REPRESENTATIVES IN THE PURSUIT OF JUSTICE. I KNOW THAT I ALONE AM RESPONSIBLE FOR MY OWN STANDARD OF PROFESSIONAL PERFORMANCE AND WILL TAKE EVERY REASONABLE OPPORTUNITY TO ENHANCE AND IMPROVE MY LEVEL OF KNOWLEDGE AND COMPETENCE. I WILL CONSTANTLY STRIVE TO ACHIEVE THESE OBJECTIVES AND IDEALS DEDICATING MYSELF BEFORE GOD TO MY CHOSEN PROFESSION, LAW ENFORCEMENT. NOW I'D LIKE TO INTRODUCE CHIEF OF POLICE ED DRAIN. UH, AND I WOULD LIKE TO, UH, ASK THE MAYOR, MAYOR MONS TO COME UP AND, UH, UH, INTRODUCE THE PROCLAMATION, SIR. THANK YOU, CHIEF. GOOD MORNING. ON BEHALF OF THE CITY OF PLANO, THE CITY COUNCIL OF PLANO, I, I WANNA WELCOME YOU AND THANK YOU ALL FOR BEING HERE. UM, THIS IS, UH, THIS IS AN OPPORTUNITY FOR ALL OF US TO REMEMBER THOSE, UH, WHO HAVE FALLEN AND, AND GIVE THE FAMILIES OUR DEEPEST CONDOLENCES. AND AS, UH, THE CHIEF SAID, NEVER FORGET. AND SO WITH THAT, I WOULD LIKE TO PRESENT A PROCLAMATION FOR THE PEACE OFFICER'S MEMORIAL DAY AND LAW ENFORCEMENT APPRECIATION WEEK, WHEREAS THE PRESIDENT AND CONGRESS HAVE DESIGNATED MAY 15TH THROUGH THE 21ST 2023 AS LAW ENFORCEMENT APPRECIATION WEEK. AND THE P PLANO POLICE DEPARTMENT HAS SELECTED THURSDAY, MAY 18TH, 2023 AS PEACE OFFICERS MEMORIAL DAY. AND WHEREAS P PLANO HAS LOST THREE POLICE OFFICERS AND ONE POLICE RECRUIT IN THE LINE OF DUTY, GREEN W RYE IN 1920, DALE WEST HARDY IN 2007, ANDREW SOWELL IN 2020 AND ERNEST ERNIE OLDMAN IN 2021, NATIONWIDE 245 OFFICERS WERE KILLED IN THE LINE OF DUTY IN 2022. AND WHEREAS SINCE ITS FORMATION ON JANUARY 1ST, 1958, THE P PLANO POLICE DEPARTMENT HAS EMPHASIZED PROFESSIONALISM, INTEGRITY, AND PROGRESS IN PROVIDING TRADITIONAL LAW ENFORCEMENT AND SERVICES TO OUR GROWING COMMUNITY, AS WELL AS INNOVATIVE APPROACHES TO COMMUNITY ISSUES. THE P PLANO POLICE DEPARTMENT HAS BEEN A NATIONALLY ACCREDITED LAW ENFORCEMENT AGENCY SINCE 1992, WHEREAS OUR POLICE DEPARTMENT FOCUSES ON SOLVING NEIGHBORHOOD PROBLEMS THROUGH THE NEIGHBORHOOD POLICE OFFICER PROGRAM PROMOTING A POSITIVE LAW ENFORCEMENT IMAGE WITH YOUNG PEOPLE THROUGH THE ON-CAMPUS SCHOOL LIAISON PROGRAM AND REDUCING TRAFFIC ACCIDENT ACCIDENTS AT HIGH RISK INTERSECTIONS THROUGH INCREASED RED LIGHT ENFORCEMENT. AND WHEREAS TODAY WE COMMIT OURSELVES TO PROVIDING OUR UTMOST RESPECT FOR THOSE WHO'VE PUT THEIR OWN LIVES ON THE LINE TO PROTECT OUR CITY. WE WILL BESTOW ON THEM THE LOVE AND THE HONOR THEY DESERVE, AND WE WILL CONTINUE TO PROVIDE OUR OFFICERS WITH THE TOOLS THEY NEED TO CONTINUE TO DO AN OUTSTANDING JOB OF PROFE, UH, PROTECTING THE CITY OF EXCELLENCE. NOW, I THEREFORE JOHN MUS, MAYOR OF THE CITY OF PLANO DO HEREBY PROCLAIM THURSDAY, MAY 18TH, 2023 [00:15:03] AS PEACE OFFICERS MEMORIAL DAY AND MAY 15TH THROUGH THE 21ST 2023 AS LAW ENFORCEMENT APPRECIATION WEEK IN PLANO. I DO THEREBY ENCOURAGE ALL CITIZENS TO JOIN ME AND THE PLANO CITY COUNCIL IN FULLY SUPPORTING OUR LAW ENFORCEMENT OFFICERS IN APPLAUDING THEM FOR BEING ONE OF THE BEST LAW ENFORCEMENT AGENCIES IN OUR NATION. THANK YOU, CHIEF. THANK YOU, MA'AM. APPRECIATE IT, SIR. GOOD MORNING EVERYONE. IN 1961, MAY 15TH WAS DESIGNATED AS NATIONAL PEACE OFFICER MEMORIAL DAY BY THE US CONGRESS AND SIGNED INTO LAW BY PRESIDENT JOHN F. KENNEDY. AND THIS WEEK IS RECOGNIZED AS NATIONAL POLICE WEEK. SO FOR OVER 60 YEARS, LAW ENFORCEMENT AGENCIES ACROSS THE COUNTRY HAVE COME TOGETHER TO HONOR OFFICERS WHO GAVE THEIR LIVES IN THE LINE OF DUTY. SO WE TOO HAVE GATHERED TO HONOR TEXAS OFFICERS WHO GAVE THEIR LIVES IN THE LINE OF DUTY IN 2022. WE ARE THOUGH VERY THANKFUL THIS YEAR THAT THERE ARE NO PLANO POLICE OFFICERS ON THE LIST OF FALLEN OFFICERS BECAUSE THAT WAS NOT THE CASE IN 2021. THAT WAS NOT THE CASE IN 2020. OF COURSE, OTHER JURISDICTIONS ACROSS OUR STATE WERE NOT SO FORTUNATE AS ASSISTANT CHIEF TO ME, YO MENTIONED THERE ARE 16 TEXAS PEACE OFFICERS WHO GAVE THEIR LIVES IN THE LINE OF DUTY IN 2022 AND ONE US BORDER PATROL AGENT WHO WAS BASED IN TEXAS, WHO ALSO GAVE HIS LIFE IN THE LINE OF DUTY IN 2022. WE HAD ONE COUNTY, ONE COUNTY THAT HAD FIVE DEPUTIES WHO WERE KILLED IN THE LINE OF DUTY IN 2022. THAT WAS HARRIS COUNTY. UH, WE ALSO HAD TWO OFFICERS FROM THE D F W AREA WHO GAVE THEIR LIVES IN THE LINE OF DUTY. OFFICER STEVEN NORTHAM WITH THE CARROLLTON POLICE DEPARTMENT AND OFFICER BRANDON SI WITH THE GRAND PRAIRIE POLICE DEPARTMENT. I WAS HONORED TO ATTEND THE FUNERAL FOR BOTH OF THESE DFW OFFICERS AND THE PAIN AND SORROW THAT I SAW ON THE FACES OF THEIR FAMILIES. THE PAIN AND SORROW THAT I SAW ON THE FACES OF THEIR FAMILY MEMBERS WAS QUITE FRANKLY, VERY FAMILIAR TO ME BECAUSE HERE AT THE PLANO POLICE DEPARTMENT, WE EXPERIENCED THAT SAME PAIN AND SORROW IN 2021 WHEN WE LOST LIEUTENANT ERNEST OLDHAM IN 2020 WHEN WE LOST POLICE RECRUIT ANDREW SOCKWELL. AND IN 2007, WHEN WE LOST OFFICER WESLEY DALE HARDY, IN A FEW MINUTES, WE WILL CONDUCT THE HONOR ROLL OF FALLEN OFFICERS, UH, HERE IN TEXAS IN 2022. THESE OFFICERS DIED WHILE TRYING TO KEEP THEIR COMMUNITIES SAFE AND THEY WELL DESERVE TO BE RECOGNIZED, BUT WE WILL ALSO NEVER FORGET OUR OWN FALLEN OFFICERS. I ONCE READ A PASSAGE THAT SAID, TO KEEP SOMEONE IN OUR HEARTS, WE MUST SAVE SPACE FOR THEM IN OUR MEMORIES. SO TO ASHLEY, WE WILL ALWAYS KEEP WES ALWAYS SAVE SPACE FOR HIM IN OUR MEMORIES AND IN OUR HEART. AND TO LAUREN AND TO TIM, WE WILL ALWAYS KEEP ANDREW IN OUR HEARTS AND IN OUR MEMORIES. AND TIM, I KNOW THAT MARIA COULDN'T MAKE THE TRIP UP FROM HOUSTON, AND PLEASE KNOW THAT WE WILL CONTINUE TO PRAY FOR HER AS SHE GOES THROUGH HER TREATMENT AND TO THE OLDHAM FAMILY, TO KELLY AND TO JEREMY AND TO NATALIE. WE WILL ALWAYS KEEP YOUR HUSBAND, UH, AND AND YOUR DAD IN OUR MEMORIES AS WELL. UM, BUT IN THE CASE THOUGH OF LIEUTENANT ODOM ERNIE ODOM, THOUGH JUST LIKE WES HARDY, HE WILL NOT ONLY BE REMEMBERED HERE IN PLANO AND ACROSS TEXAS, HE WILL ALSO BE REMEMBERED BY A GRATEFUL NATION. BECAUSE EARLIER THIS WEEK, ON MAY 15TH, ERNIE'S NAME WAS ADDED TO THE LAW ENFORCEMENT MEMORIAL IN WASHINGTON DC AND, UH, UH, AND THAT WAS DURING THE NATIONAL LAW ENFORCEMENT MEMORIAL SERVICE. THE LAW ENFORCEMENT MEMORIAL IN DC WAS DEDICATED BY PRESIDENT GEORGE HERBERT WALKER BUSH IN 1991. AND EVERY YEAR, NEW NAMES, OF COURSE, ARE ADDED TO THAT MEMORIAL AND TYPICALLY OVER 25,000 PEOPLE OR MORE ATTEND THAT SERVICE. SO I WAS VERY PLEASED THAT ASHLEY AND HER, UH, UH, KELLY AND HER FAMILY COULD ATTEND THAT, UH, CEREMONY. AND [00:20:01] I WANT TO THANK THE REPRESENTATIVES FROM OUR DEPARTMENT THAT ESCORTED THEM ON THE TRIP AND DURING, UH, THE SERVICE. UM, YOU KNOW, A LAW ENFORCEMENT MEMORIAL SERVICE IS SOMETHING THAT IS A SOLEMN EVENT OF COURSE, BUT THAT DOESN'T MEAN, THOUGH THAT WE CAN'T SHARE GOOD NEWS DURING A A CEREMONY. AND THE GOOD NEWS THAT I WOULD LIKE TO SHARE WITH YOU IS THAT WES HARDY HAD TWO CHILDREN, CORA AND CAITLIN, ERNIE OLDHAM, AND CORA AND CAITLIN ARE TWINS. ERNIE OLDHAM HAD TWO CHILDREN, JEREMY AND NATALIE. AND JEREMY AND NATALIE ARE ALSO TWINS. CORA AND CAITLIN WILL BE GRADUATING FROM HIGH SCHOOL NEXT FRIDAY, UH, MAY 26TH, CORA WILL BE GRADUATING FROM PARADISE HIGH SCHOOL IN PARADISE. CAITLIN WILL BE GRADUATING FROM BOYD HIGH SCHOOL AND BOYD, AND THE NEXT DAY JEREMY AND NATALIE WILL BE GRADUATING FROM ROLLETTE HIGH SCHOOL. UH, OF COURSE THE THE TWINS ARE NOT HERE, UH, UH, BECAUSE THEY'RE IN SCHOOL. BUT NEXT WEEKEND THOUGH, WE HAVE GRADUATIONS FOR TWINS SQUARED AND CORA, CAITLIN, NATALIE AND JEREMY AGAIN. I KNOW YOU GUYS CAN'T BE HERE CUZ YOU NEED TO BE IN SCHOOL SO THAT YOU CAN GRADUATE NEXT WEEK. HOWEVER, ALL OF US DEEPLY, DEEPLY REGRET THAT YOUR DADS CAN'T BE HERE FOR SUCH A, AN IMPORTANT MILESTONE IN YOUR LIVES. BUT PLEASE KNOW THOUGH, THAT MEMBERS OF OUR POLICE DEPARTMENT WILL BE THERE BECAUSE ALL OF YOU GUYS ARE MEMBERS OF OUR POLICE FAMILY. AND HERE AT THE PLANO POLICE DEPARTMENT, WE SHOW UP FOR FAMILIES.
