UH, ON THAT NIGHT IN EARLY THAT SUNDAY MORNING, THERE WAS NO REGARD FOR THOSE OF US WHO MAKE THIS OUR HOME. IT'S NOT JUST A HOUSE. IT IS TRULY OUR HOME. IT'S WHERE WE WANT TO BE, WHERE WE WANT TO STAY. THIS IS, UH, AS I SAID IN MY RETIREMENT HOME. I DON'T WANNA LEAVE. I DON'T WANT TO BE SILENT EITHER AND ALLOW THIS TYPE OF THING TO CONTINUE. I DON'T THINK ANYBODY SHOULD. AND IT'S NOT JUST FOR RETIREMENT, IT'S FOR CHILDREN GROWING UP FOR SAFETY, WALKING YOUR DOG DOWN THE BLOCK, NOT WORRYING ABOUT BEING SHOT AT BY RANDOM STRANGERS WHO CAN RENT A HOUSE FOR ONE NIGHT FOR A PARTY AND HAVE NO CARE FOR THE AFTERMATH. WHAT I ASK OF YOU IS THAT YOU CONSIDER THE FOLLOWING AS YOU ADDRESS THE LOCATION, THE RESTRICTIONS, REGISTRATION AND TAXATION OF SHORT-TERM RENTALS. NUMBER ONE, IN WHAT TYPES OF LOCATIONS OR ZONES SHOULD A SHORT-TERM RENTAL RESIDE IN PLAY-DOH? 20 SECONDS. WHERE, WHEN IS THIS EVER A POSITIVE FORCE FOR THE CITY INSTEAD OF A DRAIN ON RESOURCES AND A SOURCE OF CONTENTION IN CRIME? NUMBER TWO, HOW SHOULD SHORT-TERM RENTALS FUNCTION WITHIN SPECIFIC ZONES? IS THERE A MINIMUM STAY? ARE THE RESTRICTIONS TO NUMBERS OF INHABITANTS? THREE, WHO IS ULTIMATELY RESPONSIBLE TO THE NEIGHBORS, TO THE PEOPLE OF PLANO WHO MAY HAVE LOSS OF THROUGH PROPERTY DAMAGE, GARBAGE STREWN ALL OVER THE NEIGHBORHOOD, EVEN UP TO GUNSHOT SHELLS IN YOUR FRONT YARD AND THROUGH THE WINDOW. MY DAUGHTER ASKED ME ALMOST DAILY, ARE THE BAD GUYS COMING BACK? WHY WOULD SOMEONE SHOOT OUR HOUSE? SHE PUTS HER HANDS OVER HER EARS LIKE THIS WHEN SHE HEARS THE WORD BULLETS. AND I COWER BEHIND A WALL AND DUCK. ANYTIME I HEAR ANYTHING RESEMBLING A GUNSHOT, WHAT DO I TELL MY THREE YEAR OLD? WHEN SHE ASKS THESE QUESTIONS, THE MOST I CAN SAY IS MY LOVE. YOU ARE OKAY. WE ARE SAFE. BUT DEEP DOWN, I FEEL LIKE WE'RE NOT.
