IN HONOR OF BLACK HISTORY MONTH, I'D LIKE TO READ THIS PROCLAMATION.UH, WE HAVE SEVERAL EVENTS THIS MONTH, UH, THAT WE ARE HONORED TO BE A PART OF, BUT TONIGHT, UH, THE CITY OF PLANO, UH, WOULD LIKE TO PRESENT A PROCLAMATION FOR BLACK HISTORY MONTH, WHEREAS BLACK HISTORY MONTH HAS BEEN AN ANNUAL UNITED STATES CELEBRATION SINCE THE BICENTENNIAL IN 1976 WITH THE PURPOSE TO PROMOTE THE MANY CULTURAL, ECONOMIC, SOCIAL AND POLITICAL CONTRIBUTIONS MADE BY BLACK MEN AND WOMEN ACROSS THE NATION.
AND WHEREAS THE CITY OF PLANO TAKES PRIDE IN ITS MEMBERS OF THE BLACK COMMUNITY AND HONORS ORGANIZATIONS, FAMILIES AND INDIVIDUALS OF AFRICAN AMERICAN DESCENT IN APPRECIATION OF THEIR INVALUABLE CONTRIBUTIONS TO THE CITY.
AND WHEREAS BLACK HISTORY HAS A RICH CULTURAL HERITAGE IN PLANO, BEGINNING IN THE 1860S WHEN ANDY DRAKE BECAME THE FIRST BLACK MAN TO SETTLE IN PLANO AFTER RECEIVING HIS FREEDOM TOGETHER WITH MO SIMPSON,

DRAKE FOUNDED A COMMUNITY NAMED AFTER THE ABOLITIONIST FREDERICK DOUGLASS.SINCE THAT TIME, THE AREA ALONG THE US 75 AND SOUTH OF 15TH STREET HAS BEEN KNOWN AS THE PLANO DOUGLASS COMMUNITY.
WE'RE PROUD THAT DESCENDANTS OF THE DRAKE AND SIMPSON FAMILIES STILL RESIDE IN THIS SPECIAL NEIGHBORHOOD.
AND WHEREAS PLANOS BLACK HISTORY HELPED SHAPE THE WAY PLANO DEVELOPED AS A CITY, ONE THAT REGARDS DIVERSITY, INCLUSION AND BREAKING DOWN BARRIERS AS FOUNDATIONAL ELEMENTS OF OUR COMMUNITY.
STUDYING BLACK HISTORY ENABLES US TO DEVELOP A BETTER APPRECIATION OF THE CITY IN WHICH WE LIVE.
AND WHILE ALSO BUILDING KNOWLEDGE AND UNDERSTANDING OF HISTORICAL BLACK HISTORY, EVENTS AND TRENDS OVER THE PAST CENTURY ENABLE US TO DEVELOP GREAT HUMANITY FOR ONE ANOTHER.
WHEREAS WE ENCOURAGE ALL TO DISCOVER THE ACHIEVEMENTS AND SACRIFICES BY AFRICAN, AFRICAN AMERICAN MEN AND WOMEN WHO'VE CONTRIBUTED TO THE ADVANCEMENT OF HUMAN RIGHTS HERE IN PLANO AND ACROSS THE COUNTRY.
NOW, THEREFORE, I JOHN B MONS MAYOR OF THE CITY OF PLANO, TEXAS DO HEREBY PROCLAIM FEBRUARY, 2023 SHOULD BE CELEBRATED AS A BLACK HISTORY MONTH IN APPRECIATION OF THE MANY ACHIEVEMENTS OF PLANOS AFRICAN AMERICAN COMMUNITY IN THE CITY OF EXCELLENCE.

FIVE MINUTES IS ALL IT TAKES FOR SECONDHAND SMOKE TO CAUSE DAMAGE TO BLOOD VESSELS FROM THE CLEVELAND CLINIC.
WHEN DOES SECONDHAND SMOKE DAMAGE START? STUDIES HAVE SHOWN THAT DAMAGE FROM SECONDHAND SMOKE OCCURS IN AS LITTLE AS FIVE MINUTES.
AFTER FIVE MINUTES, ARTERIES BECOME LESS FLEXIBLE JUST LIKE THEY DO IN A PERSON WHO IS SMOKING A CIGARETTE.
AFTER 20 TO 30 MINUTES, BLOOD STARTS CLOTTING AND FAT DEPOSITS AND BLOOD VESSELS INCREASE THE RISK OF HEART ATTACK AND STROKE.
AFTER TWO HOURS AND AN IRREGULAR HEARTBEAT, ARRHYTHMIA CAN DEVELOP AND TRIGGER A HEART ATTACK OR OTHER SERIOUS CARDIAC PROBLEMS. AND WE KNOW THAT JUST WALKING THROUGH CIGARETTE SMOKE CAN CAUSE AN ASTHMA ATTACK.
SO TO WALK THROUGH A CLOUD OF SMOKE AS YOU ARE TAKING A DRILL IN YOUR NEIGHBORHOOD CAN BE DANGEROUS.
TO SIT ON YOUR BACK PORCH AND HAVE YOUR CUP OF COFFEE WHILE YOUR NEIGHBOR IS SMOKING A CIGARETTE IS DANGEROUS.
THIS IS NOT RIGHT THAT OTHERS CAN PUT YOUR LIFE IN DANGER.
IT IS NOT RIGHT THAT THEY CAN DAMAGE YOUR HEALTH.

FOR THE SMOKE, YOU DID NOT GIVE CONSENT TO THE SMOKER TO EXPOSE YOU TO THEIR FILTHY HABIT.YOU WANT THEM TO GO INSIDE THEIR OWN HOME OR GO INTO THEIR CAR AND ROLL UP THE WINDOWS AND SMOKE THEIR CIGARETTE.
BUT CITIZENS ARE NOT BEING PROTECTED BY THE CITY COUNCIL.
YOU PREFER TO STATE THAT YOU DO NOT WANT TO INFRINGE UPON THE RIGHTS OF THE SMOKERS.
SMOKERS ARE ASSAULTING PEOPLE EVERY DAY.
IT IS A CALLED ASSAULT BY CONTACT.
I DO NOT GIVE ANYONE CONSENT TO PUT CHEMICALS INTO MY BODY.
I DO NOT GIVE CONSENT FOR SOMEONE'S CIGARETTE SMOKE TO CONTAMINATE MY PROPERTY.
I SHOULD NOT HAVE TO STAY HIDDEN IN MY HOME TO NOT BE EXPOSED TO SECONDHAND SMOKE.
MY LIFE AND THE LIFE OF EVERY HUMAN AND ANIMAL IS MORE IMPORTANT THAN THE PURSUIT OF HAPPINESS BY THE SMOKER.
LIFE ALWAYS PROCEEDS PURSUIT OF HAPPINESS.
THE CITY COUNCIL SHOULD BAN ALL SMOKING ON CITY OWNED PROPERTY AND MAKE IT ILLEGAL FOR SECONDHAND SMOKE TO DRIFT ONTO A NEIGHBORING PROPERTY.
THAT IS ALL IT TAKES FOR SECONDHAND SMOKE TO CAUSE HARM TO THE BLOOD VESSELS.
