AND, AND SO SINCE THAT TIME, HE HAS BEEN, FOR THAT DAY, HE WAS ACTUALLY TREATED AT MEDICAL CENTER PLANO IN THE ER.
AND SINCE THAT TIME, HE'S BEEN, UH, RECEIVED, UH, SEVERAL FORMS OF TREATMENT, INCLUDING SURGERY, UH, OVER THE PAST, UH, YEAR AND, AND A COUPLE OF MONTHS.
AND SO, UH, HE'S STILL CURRENTLY RECEIVING TREATMENT AND UNABLE TO WORK AT THIS TIME.
SO UP UNTIL NOW, MICHAEL'S RECEIVED A HUNDRED PERCENT OF HIS SALARY IN ORDER FOR HIM TO CONTINUE TO RECEIVE THAT 100% OVER THE NEXT YEAR.
UH, IT REQUIRES COUNCIL APPROVAL.
SO, UM, THAT, THAT'S WHAT OUR REQUEST IS, IS THAT WE EXTEND THAT OUT.

WE WERE DELIGHTED TO RECEIVE $103,000 FROM OUR FRIENDS, UH, GROUP IN DECEMBER.
THAT'S GONNA HELP US FUND A SECOND OUTREACH VEHICLE THAT WE HOPE TO RECEIVE IN 2024.
IT'LL JOIN ITS FRIEND HASHTAG MORE THAN BOOKS OTHERWISE KNOWN AS THE BUBBLE VAN, SO THAT'S GREAT.
AND WE COULDN'T DO WHAT WE DO WITHOUT KARINA SADLER AND HER FANTASTIC TEAM OF VOLUNTEERS.
UM, SHE'S ABLE TO FIELD REQUESTS THAT WE, UM, GIVE HER AND THEY HELP BRING IN OUTSIDE BUSINESSES AND CORPORATE VOLUNTEERS.
THEY HELPED US GET READY TO REOPEN DAVIS AND REOPEN HARRINGTON LIBRARY.
WE'RE OFTEN THE FIRST STOP FOR TEENS IN THE COMMUNITY SO THAT THEY CAN HAVE A JOB EXPERIENCE.
AND WE LOVE WORKING WITH ALL OF OUR VOLUNTEERS.
SO, SERVING OUR COMMUNITY, WE HAVE THESE FIVE FOCUS AREAS.
WE HAVE 185 TEAM PPL MEMBERS WHO ARE HEAVILY ENGAGED IN, UM, DEVELOPING CLASSES AND PROGRAMS AND PROVIDING SERVICE TO OUR COMMUNITY.
THEY SPEAK OVER 26 DIFFERENT LANGUAGES, WHICH IS A BIG BENEFIT IN OUR COMMUNITY.
AND OFTEN WE'RE A PLACE WHERE RESIDENTS STOP FIRST TO LEARN A LITTLE BIT ABOUT THE CITY.
SO EARLY LITERACY, YOU MIGHT EXPECT IS ONE OF OUR CORE BUSINESSES.
OUR READING READINESS STORY TIMES ARE OFTEN A GREAT PLACE AND A PLACE FOR FAMILIES TO CONNECT AND, UM, MEET ONE ANOTHER.
WE HAVE THE FOUNDATION OF PRINCIPLES OF EVERY CHILD READY TO READ IN THOSE STORY TIMES.
AND SO NOT ONLY DO CHILDREN LEARN SOCIAL SKILLS, THEY'RE LEARNING HOW TO READ WITH US.
HAMILTON LIBRARY LAST YEAR RECEIVED THE DESIGNATION FOR A FAMILY PLACE.
SOME OF YOU WERE THERE TO CELEBRATE WITH US.
UH, THAT'S A NATIONAL DESIGNATION, SO WE'RE PROUD TO HAVE EARNED THAT FOR THE CITY OF PLANO.
WE ALSO RECEIVED A TEXAS STATE LIBRARY AND ARCHIVES GRANT FOR, UM, BOOKS THAT WE WERE ABLE TO ADD TO OUR PARENTING COLLECTION, BOTH IN CHINESE AND SPANISH, AND OUR PARENTING GROUPS, UM, FOR THE FAMILY PLACE.
REALLY APPRECIATED THAT IT HELPED THEM WITH THAT PROGRAM.
BUSINESS AND CAREER IS ANOTHER AREA THAT WE'RE HEAVILY FOCUSED ON.
UM, YOU KNOW, WE, WE HAVE PEOPLE SHARE THEIR STORIES WITH US ALL THE TIME ABOUT WHAT THE LIBRARY MEANS TO THEM.
AND WE'VE HEARD IN OUR JOBS, UH, SKILLS BUILDING CLASSES, WE HAD SOMEBODY RETURNING TO THE WORKFORCE AFTER 20 YEARS, THEY'RE A LITTLE BIT NERVOUS THAT THEY CAME TO THE LIBRARY, THEY ATTENDED THE PROGRAM, THEY GOT SOME GREAT RESOURCES, THEY UPDATED THEIR RESUME AND THEY SHARED BACK WITH US HOW MUCH IT MEANT TO THEM TO HAVE THAT RESOURCE AVAILABLE TO THEM.
UH, WE'VE BEEN WORKING LATELY WITH OUR ALL ABILITIES PARTNERS.
MY POSSIBILITIES HAS BEEN A PARTNER WITH US SINCE 2021.
WE HAVE A COHORT THAT COMES IN REGULARLY FROM THEM AND WE GIVE THEM WORKPLACE OPPORTUNITIES.

AND WE'VE HAD A SIGNIFICANT CHANGE IN HOW WE TALK ABOUT PROJECT MANAGEMENT.
WHEN I FIRST GOT HERE, WE WERE IN A TRAINING CLASS AND ONE OF THE PROJECT MANAGERS INTRODUCED THEMSELVES.
THEY SAID, I'M A PROJECT MANAGER.
I'M RESPONSIBLE FOR DELIVERING PROJECTS ON TIME, ON BUDGET, WITHIN SCOPE.
AND AFTER THE MEETING I GOT WITH THE PROJECT MANAGEMENT TEAM AND I SAID, THAT'S NOT ACTUALLY WHAT YOU DO, THAT'S HOW YOU DO IT.
WHAT YOU DO IS YOU, YOU SOLVE PROBLEMS AND YOU SOLVE THOSE PROBLEMS FOR OUR CUSTOMERS ON TIME, WITHIN BUDGET, WITHIN SCOPE.
SO THAT'S THE, THE NATURE OF THIS THROUGH THIS GOVERNANCE PROCESS, THEY CAN ACCOMPLISH THAT.

AND WE'RE MAKING THAT LIST AND THEN WE'RE GONNA KIND OF FIGURE OUT WHAT, HOW DO YOU MESH ALL THAT INTO KIND OF LIKE A, UH, UH, A STRUCTURE OF ALIGNMENT OF THAT TO FIGURE OUT WHAT THAT WOULD LOOK LIKE INSIDE OF A PORTAL.
SO IT'S A VERY METHODICAL APPROACH.
UM, THIS PROJECT IS SOMEWHAT IMPORTANT TO A KEY PERSON, SO WE'RE WORKING VERY DILIGENTLY ON THAT.
UH, VOLUNTEER MANAGEMENT, THIS IS REALLY TO ENABLE KIND OF NEIGHBORS HELPING NEIGHBORS IS ONE WAY IT'S CALLED OR VOLUNTEER MATCHING.
IT'S MATCHING CITIZENS THAT HAVE NEEDS WITH CITIZENS THAT CAN HELP MEET THOSE NEEDS.
WE'RE GONNA PUT IN A, A BASE ENTERPRISE VOLUNTEER MANAGEMENT SYSTEM, WHICH WILL MAKE US BETTER AT THAT ACROSS THE BOARD.
IT'S GONNA LET US ACTUALLY KNOW WHO OUR VOLUNTEERS ARE ACROSS MARKET TO THEM, HAVE ONE, UM, UH, BACKGROUND CHECK, ONE SET OF WAIVERS AND THINGS ALL COMMON AND CONSISTENT.
AND SO IT'LL GIVE US A MUCH BETTER WAY TO MANAGE THAT.
AGAIN, A FORCE MULTIPLIER, BUT ALSO A MUCH BETTER VALUE PROPOSITION FOR THE CITIZENS.
AND THEN WE'LL USE THAT TO EXTEND THAT TO THE VOLUNTEER MATCHING.
SO I WON'T TAKE YOU THROUGH ALL THESE PROJECTS, BUT THEY'RE SIZABLE REPLACING ENTIRE RECORD MANAGEMENT SYSTEM, REPLACING OUR LARGEST ACCOUNTS RECEIVABLE UTILITY BUILDING, VERY SIZABLE REPLACING OUR PHONE SYSTEM.
SO A LOT OF KEY SIZABLE WORK THERE.
AND THE LAST THING, UM, AS I SAID, KIND OF STARTED OFF ON THE THINGS THAT'S MOST IMPORTANT TO ME IS SECURITY.
AND, UH, KIND OF ENDING WITH THAT, AND THIS IS JUST TO GIVE YOU KIND OF A, WE'VE TALKED IN DETAIL ABOUT A FEW SECURITY ITEMS AND ANYTIME I DO PUBLIC, I KEEP IT AT A HIGH LEVEL OF SECURITY.
BUT WE HAVE A BUSINESS-ORIENTED APPROACH TO SECURITY.
AND THAT SIMPLY MEANS THAT WE WANT TO MAKE SURE THAT OUR BUSINESS IS SECURE ALL OF OUR DATA AND OUR SYSTEMS, BUT DO IT IN AS LITTLE OF A DISRUPTIVE MANNER AS WE CAN.
AND WE WANNA MAKE SURE THAT WE ENGAGE THE DEPARTMENTS.
AND THIS IS AROUND OUR DISASTER RECOVERY THINGS.
WE'RE DOING EXTENSIVE MEETINGS WITH THEM WHERE WE'RE FIGURING OUT WHAT DATA DO YOU HAVE? WHAT SYSTEMS DO YOU USE, WHAT'S ITS CRITICALITY? DO YOU, HOW COULD IT BE? HOW LONG COULD IT BE DOWN? HOW FAST DO YOU NEED TO GET IT TO RETURN SO THAT WE LOOK AT THAT FROM A BUSINESS PERSPECTIVE SO THAT WE CAN DO THE RIGHT ARCHITECTURE THAT WILL ENABLE THOSE TO BE THE LEAST LIKELY TO GO DOWN WITH THE LEAST DISRUPTION THAT WE CAN BRING UP THE FASTEST.
AND THEN SIMPLY STATING FOR THE LAST ONE, OUR SECURITY APPROACHES AROUND LAYERS OF SECURITY.
I MEAN, IF YOU THINK OF YOUR OWN HOUSE AND YOU THINK, WELL, I'M GONNA MAKE SURE THAT I SECURE MY HOUSE.
YOU DON'T JUST, YOU DON'T JUST BUILD A WALL AROUND IT AND YOU CAN, YOU CAN PUT CAMERAS ON IT, YOU CAN LIGHTS ON IT, YOU CAN PUT DEAD BOLTS ON, YOU CAN PUT BARS ON YOUR WINDOWS.
I CAN STILL COME CUT A HOLE THROUGH YOUR ROOF AND IF YOU GOT WINDOWS, I CAN JUST PICK UP A STONE OUTTA YOUR FLOWER BED THROUGH, THROUGH.
MY GOAL IS TO MAKE SURE THAT WE HAVE ALL OF THOSE THINGS IN PLACE TO MAKE IT AS HARD FOR SOMEBODY THAT'S LOW SKILLED OR MEDIUM SKILLED TO GET IN AS THEY CAN AND MAKE IT TO WHERE THE HIGH SKILL PEOPLE SAY THERE'S A MUCH EASIER TARGET DOWN THE STREET.
SO WE WANNA MAKE SURE THAT WE HAVE THE RIGHT SECURITY.
I COULD SPEND THE ENTIRE CITY BUDGET ON SECURITY AND STILL HAVE GAPS.
SO I NEED TO BE SMART ABOUT THIS AND BE STRATEGIC ABOUT IT.

LIKE SWITCHES, WE WENT SEVEN YEARS FOR PCS, WE WENT THREE, WE'RE ACTUALLY TAKING THAT TO FOUR.
UM, SO OUR SERVERS ARE AT FIVE.
SO WE, EVERY SINGLE COMPONENT WAS ANALYZED FOR WHAT THAT LIFECYCLE SHOULD BE.
AND THEN WE MODELED THAT OUT BASED OFF OF WHAT WE HAVE AND PROJECTED WHAT THE TOTAL SPEND WAS AND GOT WITH BUDGET TO SAY HOW MUCH WE NEEDED TO FUND THAT EACH YEAR.
BECAUSE I WAS ALWAYS, UM, FAMILIAR WITH, AND YOU'RE PROBABLY FAMILIAR WITH IT AS WELL, MOORE'S LAW.

THAT WAS DONE BEFORE I GOT HERE AND FINISHED AFTER I GOT HERE.
AND WE WERE LABELED PRETTY MUCH A BREAK FIX ORGANIZATION, UM, VERY REACTIVE.
AND THAT IS A VERY DYNAMIC, FAST MOVING TO A MUCH MORE SOLUTION ORIENTED ROLE.
UM, SOME OF MY, MY OFFICERS LIKE JOHN BERGER SITTING UP THERE LIVES AND BREATHES IT.
AND SO HE DOES HIS DAY JOB AND THEN HE STAYS HERE ALL NIGHT SOLUTIONING.
UM, IT'S HIS PASSION AND HE'S OVER THE APPLICATIONS PIECES IS WHERE WE NEED TO BE DOING THAT.
AND AGAIN, AS WE BROUGHT IN SOLUTIONS ARCHITECT, SO I WOULD HEIT BE HESITANT TO GIVE YOU A TARGET, UH, OF WHAT IT IS BECAUSE IT IS CHANGING SO FAST.
I WOULD SAY WE'VE VERY MUCH PUT THE SECURITY ISSUES.
I THINK WE'RE FOCUSED A LOT ON GETTING RID OF SOME OF THE LEGACY STUFF AND SHORING THAT UP.
SO IN THIS NEXT PROBABLY 12 MONTHS, IT'S HIGHER THAN I WANT IT TO BE.
IT'S PROBABLY, I WOULD SAY IT'S EVEN IN THE 60% RANGE OF KEEP THE LIGHTS ON WORK AND DEALING WITH THE, UH, THE INFRASTRUCTURE.
AND THAT INCLUDES THE APPLICATIONS PIECE, BUT THAT DYNAMIC IS SWINGING RELATIVELY QUICKLY.
EVEN IN A VERY MATURE ORGANIZATION, SOMETHING AS BIG AND COMPLEX AS WE HAVE TAKES A SIGNIFICANT AMOUNT OF TIME.
IF YOU, I USED THIS EXAMPLE WITH, UH, MARK, I THINK A FEW WEEKS AGO.
IF YOU THINK OF YOUR HOME, YOU KNOW, YOU HAVE TO SPEND A CERTAIN AMOUNT OF TIME CUTTING GRASS, TRIMMING STRIPS, SH TRIMMING SHRUBS, CAULKING WINDOWS, I MEAN ALL KINDS OF PAINTING IN YOUR HOUSE.
THERE'S ALL KINDS OF STUFF YOU HAVE TO DO JUST TO KEEP IT IN THE STATE THAT YOU HAVE IT, AND YET YOU WANT TO CONSTANTLY IMPROVE IT.
SO IT'S, IT'S ALWAYS GOING TO BE AT BEST PROBABLY A 50 50 PROPOSITION.
SO WE'RE MAKING A LOT OF IMPROVEMENT IN THAT SPACE.

WE HAVE BEEN ENGAGED WITH, UH, A PARTICULAR, UM, CONSULTANT REGARDING, UM, OUR PROCESS.
WE HAVE BEEN INFORMED, UM, AS A MATTER OF FACT EARLIER TODAY, UH, THAT, THAT REAL, THAT UH, UH, PARTNERSHIP WILL NOT BE HAPPENING AND WILL NOT BE GOING FORWARD.
