(l) To repeal Ordinance No. 2017-12-2 codified as Article V, Noise, of Chapter 14, Offenses – Miscellaneous of the City of Plano Code of Ordinances and replacing it with a new Article V, Noise, of Chapter 14, Offenses – Miscellaneous of the City of Plano Code of Ordinances to allow for a permit process applicable to entertainment venues and to otherwise clarify existing language in the Noise Ordinance and providing a repealer clause, a severability clause, a savings clause, a penalty clause, a publication clause, and an effective date.

ITEMS FOR INDIVIDUAL CONSIDERATION:

(1) Consideration and action to rename the Parkway Service Center, Police Sub-Station on Robinson Road, Day Labor Center and the property located at the southeast corner of 15th Street and K Avenue.

(2) Consideration of a Resolution to confirm the appointment of Chris Biggerstaff to serve as Plano Fire Chief, and providing an effective date.

(3) Public Hearing and Comment: Review of the Consolidated Annual Performance Evaluation Report describing the use of federal funds. This report details how the City used U.S. Department of Housing and Urban Development funds during the 2020-21 grant year. The public will be given an opportunity to speak on the report during the public hearing.

(4) Consideration of an Ordinance to amend Section 2-109, Campaign Contribution Recusal Requirement for City Council Members, Article IV, Code of Conduct, of Chapter 2, Administration, of the Code of Ordinances of the City of Plano, Texas; adding a time limit for recusal requirements for City Council Members related to campaign contributions; and providing a repealer clause, a severability clause, a savings clause, and an effective date.
