Approval of Expenditures

(h)  To approve Dallas Area Rapid Transit (“DART”) Resolution No. 200132 for the acquisition of the following parcel of land in the City of Plano, Texas for the purpose of construction, improvement, and operation of DART’s Silver Line Regional Rail Project and other public improvements and projects related hereto – Parcel CB3-009 at 680 Executive Drive; and providing an effective date.

(1)  Public Hearing and consideration of a Resolution to authorize the addition of land to the Collin Creek East Public Improvement District within the City of Plano, Texas, through petition in accordance with Chapter 372 of the Texas Local Government Code; and authorizing and directing the publication of this resolution; providing for related matters and providing an effective date.

(2)  Public Hearing and consideration of a Resolution to authorize the establishment of the Collin Creek West Public Improvement District within the City of Plano, Texas, in accordance with Chapter 372 of the Texas Local Government Code, and authorizing and directing the publication of this resolution; providing for related matters and providing an effective date.

(3)  Consideration of a Resolution to support an application for nine percent (9%) housing tax credit (HTC) financing to the Texas Department of Housing and Community Affairs (TDHCA) for the proposed affordable residential development project located on 5± acres, at part of Parker Road Marketplace Addition (CPL), BLK A, Lot 1, 2 and 3, Plano, TX; designating the City Manager to certify this resolution to TDHCA; and declaring an effective date.

(4)  Consideration of a Resolution to support an application for nine percent (9%) housing tax credit (HTC) financing to the Texas Department of Housing and Community Affairs (TDHCA) for the proposed affordable residential development project located on 5± acres, at approximately the northwest corner of Plano Parkway and Dallas Parkway, Plano, TX; designating the City Manager to certify this resolution to TDHCA; and declaring an effective date.

(5)  Consideration of a Resolution to support an application for nine percent (9%) housing tax credit (HTC) financing to the Texas Department of Housing and Community Affairs (TDHCA) for the proposed affordable residential development project located on 4.5± acres, at approximately the northeast corner of Spring Creek Parkway and Communications Parkway, Plano, TX; designating the City Manager to certify this resolution to TDHCA; and declaring an effective date.

(6)  Consideration of a Resolution to ratify the terms and conditions of a contract with the Texas Department of Housing and Community Affairs in an amount not to exceed $380,708.40 in Community Development Block Grant-Coronavirus funds under the Texas Emergency Rental Assistance Program; designating the City Manager as Chief Executive Officer and authorized representative of the City for the purpose of executing the contract consistent with this resolution, acting in connection with said contract, and providing required information; providing an effective date; and authorizing the City Manager to execute all necessary documents.

(7)  Consideration of a Resolution to ratify the terms and conditions of a contract with the U.S. Department of Treasury in an amount not to exceed $8,692,478.80 in Emergency Rental Assistance Program funds; designating the City Manager as Chief Executive Officer and authorized representative of the City for the purpose of executing the contract consistent with this resolution, acting in connection with said contract, and providing required information; providing an effective date; and authorizing the City Manager to execute all necessary documents.

(8)  Consideration of  a Resolution to ratify the approval and the execution of a Settlement Agreement and a First Amendment to North Texas Municipal Water District Regional Water Supply Facilities Amendatory Contract; and providing an effective date.

(9)  Accept the resignation of a Council Member and consideration of an Ordinance to call a Special Election to Fill a Vacancy to be held May 1, 2021 for the purpose of electing one (1) Member of Council, Place No. 7, to fill an unexpired term until the May 2023 election and, if needed, any subsequent runoff election; designating polling locations for such Special Election; ordering notices of election to be given as prescribed by law in connection with such election; and providing an effective date.

(10)  Consideration of a Resolution to order a Special Election to be held on May 1, 2021, for the purpose of authorizing general obligation bonds; making provisions for the conduct of the election and other provisions incident and related to the purpose of this Resolution.
