(1) Public Hearing and consideration of an Ordinance as requested in Zoning Case 2020-028 to amend the Comprehensive Zoning Ordinance of the City, Ordinance No. 2015-5-2, as heretofore amended, granting Specific Use Permit No. 161 for Private Club on 0.1 acre located on the east side of Custer Road, 641 feet south of Parker Road in the City of Plano, Collin County, Texas, presently zoned Planned Development-90-Retail; directing a change accordingly in the official zoning map of the City; and providing a penalty clause, a repealer clause, a savings clause, a severability clause, a publication clause, and an effective date. (2) Public Hearing and consideration of an Ordinance as requested in Zoning Case 2020-029 to amend the Comprehensive Zoning Ordinance of the City, Ordinance No. 2015-5-2, as heretofore amended, so as to amend Planned Development-374-Retail on 6.9 acres of land located at the northeast corner of Independence Parkway and Plano Parkway, in the City of Plano, Collin County, Texas, to modify the hours of operation restriction; directing a change accordingly in the official zoning map of the City; and providing a penalty clause, a repealer clause, a savings clause, a severability clause, a publication clause, and an effective date. (3) Public Hearing and consideration of an Ordinance as requested in Zoning Case 2020-030 to amend the Comprehensive Zoning Ordinance of the City, Ordinance No. 2015-5-2, as heretofore amended, so as to amend Urban Mixed-Use-3 on 103.6 acres of land located on the east side of Alma Drive, 760 feet south of 15th Street, in the City of Plano, Collin County, Texas, to modify major development standards pertaining to certain blocks and uses; repealing and replacing Exhibit B of Ordinance No. 2020-5-13; amending various sections of Exhibit C of Ordinance No. 2019-4-13; repealing Section II of Ordinance No. 2020-5-13 which amended Exhibit C for Blocks S and Y; directing a change accordingly in the official zoning map of the City; and providing a penalty clause, a repealer clause, a savings clause, a severability clause, a publication clause, and an effective date. (5) Final Public Hearing on the proposed General Obligation Bond Referendum scheduled for May 1, 2021. (First public hearing held November 23, 2020 and second public hearing held December 14, 2020.)

(6) Consideration of a Resolution to provide the City Manager authority related to personnel, procurement, public meetings and City Code and policy decisions necessary for issues that arise during the state and federal emergency declarations related to the novel coronavirus (COVID-19); and providing an effective date.
