(l) To confirm the appointment of Ed Drain to serve as Plano Police Chief, and providing an effective date.
(1) Public Hearing and consideration of an Ordinance as requested in Zoning Case 2019-018 to amend the Comprehensive Zoning Ordinance of the City, Ordinance No. 2015-5-2, as heretofore amended, so as to amend Planned Development-37-Retail/Neighborhood Office on 7.8 acres of land located on the north side of 14th Street, 885 feet east of Los Rios Boulevard, in the City of Plano, Collin County, Texas, in order to modify development standards; directing a change accordingly in the official zoning map of the City; and providing a penalty clause, a repealer clause, a savings clause, a severability clause, a publication clause, and an effective date. (2) Public Hearing and consideration of an Ordinance as requested in Zoning Case 2019-019 to amend the Comprehensive Zoning Ordinance of the City, Ordinance No. 2015-5-2, as heretofore amended, granting Specific Use Permit No. 52 for Health/Fitness Center on 0.1 acre of land located 115 feet south of Plano Parkway and 400 feet east of Campbell Road in the City of Plano, Collin County, Texas, presently zoned Planned Development-190-General Office; directing a change accordingly in the official zoning map of the City; and providing a penalty clause, a repealer clause, a savings clause, a severability clause, a publication clause, and an effective date. (3) Public Hearing and consideration of an Ordinance to approve the levy of a special assessment for the Downtown Plano Public Improvement District; approving an assessment roll and levying an assessment for 2019-2020 at a rate of $0.15 per $100 of appraised value on real property in the Public Improvement District; and providing an effective date.
(4) Public Hearing and consideration of an Ordinance to designate a certain area within the City of Plano as Tax Increment Financing Reinvestment Zone Number Four of the City of Plano, Texas; establishing the boundaries of such zone; creating a board of directors for said reinvestment zone, and other matters related thereto; providing a repealer clause; a severability clause; and an effective date.
(5) Public Hearing and consideration of a Resolution to authorize the establishment of the Collin Creek East Public Improvement District within the City of Plano, Texas, in accordance with Chapter 372 of the Texas Local Government Code, and authorizing and directing the publication of this resolution; providing for related matters and providing an effective date.
(6) Second Reading and consideration of an Ordinance to grant to Oncor Electric Delivery Company LLC, its successors and assigns, an electric power Franchise to use the present and future streets, alleys, highways, public utility easements, and public ways and other public property of Plano, Texas, providing for compensation therefor, providing for publication, providing for written acceptance of this Franchise, providing for the repeal of all existing Franchise Ordinances to Oncor Electric Delivery Company LLC, its predecessors and assigns, finding that the meeting at which this Ordinance is passed is open to the public, providing a severability clause, providing a savings clause, and providing for an effective date and a term of said Franchise.
