(4)  Consideration of a Resolution to approve the Assessment Plan and Service Plan for the Downtown Plano Public Improvement District as recommended by the Public Improvement District Advisory Board; and establishing an effective date. 

(5)  Public Hearing and consideration of an Ordinance to approve the levy of a special assessment for the Downtown Plano Public Improvement District; approving an assessment roll and levying an assessment for 2017-2018 at a rate of $0.15 per $100 of appraised value on real property in the Public Improvement District; and providing an effective date.
