Approval of Expenditures

Award/Rejection of Bid/Proposal: (Purchase of products/services through formal procurement process by this agency)

(b)  Bid No. 2017-0113-C for a one (1) year contract with four (4) City optional renewals for Skype for Business phones and headsets for Technology Services to Tele-Communications, Inc., in the initial purchase amount of $225,240 and in the annual renewal amount of $14,560 for a total amount of $283,480; and authorizing the City Manager to execute all necessary documents.

(c)  Bid No. 2017-0270-B for Brennan Drive, Knollwood Drive, Knollwood Court and Casa Grande Drive Improvements – Paving and Water Improvements to XIT Paving & Construction, Inc. in the amount of $1,588,805; and authorizing the City Manager to execute all necessary documents.

Approval of Contract: (Purchase of products/services exempt from State of Texas Competitive Bid Laws)

(d)  To approve a contract made and entered into by and between the City of Plano, and Frank Phillips, the Elections Administrator of Denton County, Texas, pursuant to the authority in Subchapter D, Section 31.092 of Chapter 31, of the Texas Election Code, regarding the coordination, supervision, and running of the City's May 6, 2017 Joint General and Special Election and City Runoff Election, if necessary, in the amount of $6,224.

(e)  To approve a Professional Services Agreement by and between the City of Plano and Kleinfelder, Inc., in the amount of $68,776, for Paving, Drainage & Water Improvements to Linda Lane and Robin Road; and authorizing the City Manager to execute all necessary documents.

(f)  To approve a Professional Services Agreement by and between the City of Plano and Cole & Associates, Inc. dba Cole Design Group, Inc. in the amount of $766,310 for City of Plano ADA Self-Evaluation and Transition Plan; and authorizing the City Manager to execute all necessary documents.

(g)  To approve and authorize the second amendment to the Interlocal Cooperation Agreement by and between City of Plano, Texas and the Texas Parks and Wildlife Department for development of the City of Plano Water Walk at the Environmental Education Center; and authorizing the City Manager to execute all necessary documents. 

(h)  To approve Contract Modification No. 3 for the purchase of additional professional engineering services in the amount of $96,931 from TranSystems Corporation dba TranSystems Corporation Consultants for Preston Road at President George Bush Turnpike project; and authorizing the City Manager to execute all necessary documents.  This modification will provide design related services that were not part of the original contract.

Approval of Change Order

(i)  To Jim Bowman Construction Company, L.P., increasing the contract by $102,517 for Coit Road at 15th Street and Custer Road at Plano Parkway, Change Order No. 1.  Original Bid No. 2015-215-B.

(j)  To MYCON General Contractors, Inc., increasing the Construction Manager at Risk contract by $103,060 for Carpenter Park Pool Expansion, Change Order No. 2.

(k)  To Pogue Construction Co., LP, increasing the Construction Manager at Risk contract by $1,562,050 for Oak Point Recreation Center Expansion and Renovation (Phase II - Interior Renovations and Expansion), Change Order No. 1.

Approval of Expenditure

(l)  To approve an expenditure for a one (1) year contract with three (3) one-year City optional renewals for Traffic Pre-Emption Equipment in the estimated annual amount of $161,000 from Consolidated Traffic Controls, Inc., for Inventory Control/Asset Disposal (ICAD); and authorizing the City Manager to execute all necessary documents.

(m)  To approve an agreement by and between City of Plano and Turbo Headquarters (TX) LLC for $82,008 to purchase a 0.321 acre sanitary sewer easement and a 0.3789 acre temporary construction easement for the Legacy West Force Main project; authorizing the City Manager to take such action and execute such documents as necessary to effectuate the agreement herein; and providing an effective date.  

Adoption of Resolutions

(n)  To authorize the filing of an application for federal funds in an amount not to exceed $80,000 under the Edward Byrne Memorial Justice Assistance Grant (JAG) State Formula Program through the Office of the Governor of Texas, Criminal Justice Division to purchase crowd control equipment; designating Chief of Police Gregory W. Rushin as authorized representative of the City of Plano for the purpose of giving required assurances and acting in connection with said application and providing required information; and declaring an effective date.

Adoption of Ordinances

(o)  To adopt and enact Supplement Number 119 to the Code of Ordinances for the City of Plano; providing for amendment to certain sections of the Code; and providing an effective date.  

(p)  To amend Section 12-101 of Chapter 12, Motor Vehicles and Traffic, Article V, Stopping, Standing, and Parking, of the Code of Ordinances, City of Plano, Texas, to prohibit stopping, standing, and parking, of motor vehicles on a certain section of Dewberry Court, within the city limits of the City of Plano; and providing a penalty clause, a repealer clause, a severability clause, a savings clause, a publication clause, and an effective date.
